Greetings of peace!

I am pleased to present the 2012-2013 State of Barangay Report which contains the performance of Barangay Magdalo along the four (4) performance areas namely: Administration; Social Services; Economic Development and Environmental Management. This report shall serve as the basis in the formulation of programs, projects and activities that are responsive to the needs of our constituents. It will serve as reference in crafting the Barangay Agenda as embodied in the Barangay Development Plan.

This report also aims to strengthen the partnership of the Barangay with the higher Local Government Units (LGUs), National Government Agencies (NGAs), Non Governmental Organizations (NGOs) and stakeholders as it presents a vivid picture of the development condition of the Barangay. Above all, it aims to increase awareness of the residents on the state of the Barangay, so that they become more involved and participative in Barangay affairs.

Lastly, on behalf of the officialdom of our Barangay, may I congratulate and thank the Department of Interior and Local Government (DILG) in coming up with the Barangay Performance Management System (BGPMS) which will pave the way for the establishment of the state of governance of the Barangay.

Brief History of the Barangay

HISTORICAL DEVELOPMENTSince 1990 under the leadership of Mayor Ayong Maliksi and Gov. Johny Remulla Barangay Magdalo was founded. The first Barangay Chairman that was being appointed by Mayor Ayong Maliksi was Mr. Rudy Vasquez which also consisted by six councilors, amongst they are: Fe Escalante, Ronald Balalad, Conrado Litan, Rolando Briones, Ernesto Rafael and Marlyn Asido.

CREATION OF BARANGAY MAGDALO

In 1994, Barangay Magdalo held their first election by which Rudy Vasquez was duly elected and officially the first Barangay Chairman of Barangay Magdalo. The first batch of councilors is: Rolito Caberoy, Cita Abudancia, Delia Santos, Elbert Marasigan, Orlando Marquilencia, Nila Egar and Romy Supilinas.

Once again, in 1997 another election held in this Barangay. The new leader for this administration was Barangay Chairman Rolito Caberoy followed by his councilors Romy Supilanas, Dean Sadsad, Orlando Marquilencia, Elbert Marasigan, Nila Egar, Lorna Alquiros and Aries Concordia but Aries Concordia has to work abroad so Mario Corpuz replaced his position for this term.

For the third time, Rolito Caberoy still wants to serve Barangay Magdalo and so the people once again re-elected him as Chairman. The councilors for this term are: Mario Corpuz, Lorna Alquiros, Orlando Marquilencia, Delia Santos, Elbert Marasigan, Joselito Nato and Nila Egar.

Development Thrusts

Isang barangay na nagtutulungan upang makamit ang kasaganahan tungo sa maunlad at ligtas na pamayanan.

MISSION

Patuloy na paigtingin ang ugnayan sa mamamayan na syang magiging gabay sa na mas mapangalagaan ang kaayusan at katahimikan ng ating kapaligiran.

The state of Barangay Governance Report shows that the Barangays overall total average performance rating is 0.90. The area of Economic Development should be the top priority for development considering that the total adjectival rating of the top priorities is 33% to focus on the services areas of Entrepreneurship, Business and Industry promotions.

In general, the level of effort which had brought about desirable performance or condition in the areas of Governance and Environmental Management has to be sustained.

Problematic areas have to be given full consideration. Otherwise, the pace of development and change will be showed down by the problems. Starting on the ensuing year, the following initiatives shall be pursued.

The Calendar Year 2013 Budget amounted to 4,868,782.24. The expenditure program was distributed as follows.

The Developmental Budget had an allotment of 928,921.60. Among the sectors, it received the biggest share of 20% of the total budget.

On the other hand, the total picture of the fund utilization shows that the barangay incurred 88% expenses of its budget. Overall, it indicates a 12% savings.

Significantly, the barangay spent its financial resources hugely on Development Projects or 20% of the total budget.

Summarized in this report is the Barangay performance for CY 2013. This describes the state of Barangay Governance performance in the five performance areas: Governance, Administration, Social Services, Economic Development and Environmental Management.

The Barangay garnered an overall performance average score of 0.90 or a performance level of 4. Despite overcoming the rigorous processes in the implementation of the different policies and programs in the Barangay, there are still several issues/ deficiencies which need necessary improvement:

On Administration, where we have nine (9) service areas, it earned an average performance level of 4. This is attributed to the implemented projects, improvements of session hall; prioritize projects for the Senior Citizen and Youth of our Barangay and availability of all services provided by the Barangay Administration. An average rating of 0.98 was attained which indicates that there are some factors that affects the rating particularly on revenue generation which is the current council is doing pretty well to resolve on this issue. Some of the contributory factors that attributed to the rating were the availability of all services provided by the Barangay Administration, Financial Accountability and Customer Service.

On Social Services, we obtained an average rating of 0.82 which indicates that our Barangay is in practice of giving health and nutrition needed by conducting different medical mission and proper information about any health issues just to save our constituents. This is credited to the annual free Anti-rabies, free Pap smear, Operation Tuli, free vaccine for new born and other related matters.

On Economic Development, the Barangay got an average rating of 0.80, out of 4 indicators our Barangay achieve 3 out of 4 which points out on the sustained effort of the Barangay in Entrepreneurship, Business and Industry Promotion. Only contributing factor that affect this average is because of the absence of Cooperative in our Barangay

Also rated is how the Barangay faired in Environmental Management under the Service Areas of Natural Resources Management and Waste Management and Pollution Control where it garnered an average rating of 1.00. This is attributed to the Organized Barangay Ecological Solid Waste Management Committee (BESWMC, Improvement of Garbage Collection, Maintenance of Sewerage / Drainage, Availability of Materials Recovery Fund of MRF, and Distributions of Garbage Can).

With the full cooperation of all sectors concerened paved the way towards the success of the year under review, CY 2012-2013.

Report Findings

I. Administration

All local government units including the Barangay need to undergo self-assessment to measure their performance in terms of delivery of services. This includes the Administrative System and Procedure the Sangguniang uses in running the affairs of the Barangay. It contains indicators that measure the Barangays performance which include the assessment on the functionality of Barangay equipment or facilities. There are three (3) sub areas which include Local Legislation, Transparency and Citizens Participation.

Barangay Legislation

Legislation is the heart of governance. This is the foundation of effective implementation of laws which leads to a better management and development of the LGU.One of the basic functions/roles of the Sangguniang Barangay is the enactment of ordinances and adaptation of resolutions. This process is called legislation. In order to formulate responsive ordinances/resolutions, there is a need to have proper structure and process. A monitoring process is needed in order to check the implementation of ordinances.

Of the nine (9) indicators, Barangay Magdalo obtained total point score of 1.00.

Transparency

Public trust should always be given premium/importance by the Barangay officials. It is necessary that their constituents are informed and made aware of the operation of the Barangay affairs. We have established public help desk and information services that enables access to public the information and awareness they could acquire in terms of the plans, programs, ordinances, enactments and other related services offered by the local administration.

The indicator contained in the data capture form of the BGPMS reveals presence or absence of the following:

Of the five (5) indicators, Barangay Magdalo obtained total point score of 1.00.

Citizens Participation

The involvement and participation of the different stakeholders is very important especially in voicing out their concerns and aspirations for the Barangay. Their inputs are also vital during planning and formulation of laws. That will provide us the sound policy formation of our plans and programs.

Citizens participation is one of the important aspects of governance; this is a manifestation that supreme power is lodged to the citizenry.

The administered BGPMS Data Capture Forms reveals the following information:

2. Conducted Katipunan ng Kabataan (KK) Assembly at least once every three (3) months

3. Inclusion of Civil Society Organization (CSO)/PO Representative as Member in the ff:-Barangay Development Council-Barangay Disaster Risk Reduction Management Committee-Barangay Peace & Order Committee-Barangay Council for the Protection of Children

4. Organized Community Service Volunteers

5. Implemented Programs/Projects with CSOs/Pos, if any

Of the five (5) indicators, Barangay Magdalo obtained total point score of 1.06

Barangay administration is one of the crucial and essential functions of the barangay. This includes 6 indicators: Development Planning; Human Resource and Development; Customer Services; Financial Accountability; Revenue Generation and Resource Allocation and Utilization.

Development Planning

Barangay officials and various sectored representatives work together to chart the future development of the barangay and address relevant problems and concerns affecting the community. It is in this activity where programs, projects and activities are identified and prioritized to ensure judicious utilizations of the barangay funds.

The administered BGPMS Data Capture Forms reveals the following information:

1. Organized Barangay Development Council (BDC)

2. Conducted BDC meetings at least once every six months

3. Implemented the Barangay Development Plan (BDP)

4. Integrated the following sectoral concerns into the BDP:-Differently-Abled Persons-Senior Citizens-Children-Gender & Development

5. Formulated Annual Investment Plan Program of the preceding year

6. Created BDC Executive Committee

7. Adopted measures/plans to prevent and control the proliferation of informal settlers and mendicants in the barangay.

8. Developed/Updated the following data:-Registry of Barangay Inhabitants-Socio-Economic Profile

Of the eight (8) indicators, Barangay Magdalo obtained total point score of 1.00.

Revenue Generation

Laws / ordinances enacted / passed by the Sangguniang Barangay for the collection of taxes, fees and charges or generate revenues. RA 7160 alllows the barangay to create, provide other sources of funds for development projects that will benefit the barangay residents, subject to limitations as provided for by the law.

Results of the BGPMS Data Capture Form revealed the following:PRESENTABSENT

3. Generated Income from Barangay Economic Enterprises

4. Updated the Barangay Revenue Code

5. Implemented Financial Management System following Commission On Audit (COA) Standards

Of the five (5) indicators, Barangay Magdalo obtained total point score of 1.00.

Resource Allocation and Utilization

Compliance to mandatory budgetary allocations of barangay ensures that the vital service functions are funded and the priority development concerns of the Barangay are implemented.

Further, actual expenditure figures confirm whether the budgetary appropriation have been disbursed for the intended service functions.

Data gathered per service as how the following:

Present ABSENT

2. At least 20% of the IRA allocated for Development Fund

3. 5% of the Regular Income allocated for Calamity/BDRRM Fund

5. 1% of the IRA allocated for Barangay Council for the Protection of Children (BCPC)

6. 1% allocated for Senior Citizens and Differently-Abled Persons

Barangay officials should keep track the income and expenditure patterns of the barangay government through regular monitoring of barangay disbursements. All assets of the barangay should likewise be properly accounted for.

Information / data contained in the data capture form of the BGPMS revealed the following:

Of the six (6) indicators, Barangay Magdalo obtained total point score of 1.00.

Facilities and Customer Service

This refers to the office equipment and fixtures that the barangay officials need to be able to function effectively in the delivery of basic services to barangay residents.

The Data Capture Forms show the following information / findings:

Of the six (6) indicators, Barangay Magdalo obtained total point score of 0.98.

Human Resource Management And Development

This captures the overall competency of the Barangay officials that run the barangay government. It presents its available human resources (Effective and Appointive) and trainings attended.

According to the indicators contained in the date capture form of the BGPMS, the following are the gathered area:

II. Social Services

The Barangay, although the smallest political unit, plays a very important role in the delivery of basic services to its constituents as provided for in the Local Government Code. There are three basic services under this performance area that determines if the Barangays program, project and activities are in harmony with the LGC. The three (3) service areas are Health and Nutrition, Education, Culture and Sports and Peace, Security and Disaster Preparedness.

Health and Nutrition

Health is wealth. This is the reason why most officials prioritize health and nutrition services. Although higher LGUs, such as the province and municipality, provide health and nutrition services, the barangay also is mandated to deliver basic health and nutrition services to its constituents.

According to the indicators contained in the data capture form of the BGPMS, the following are the gathered data:PRESENTABSENT

Of the three (3) indicators, Barangay Magdalo obtained total point score of 1.00.

Education, Culture And SPORTS

Another responsibility objective of the barangay is to deliver programs and projects geared toward mental and physical development of both children and adult, such as programs on sports and enrichment of culture and other modes of accessing/enriching knowledge and information.

Currently, the following are the services extended by the barangay:

Barangay officials must ensure that women, children and the disadvantaged are protected and accorded development concerns in the barangay development plans.

Currently, the following are the data gathered:

ConclusionAs our Barangay Officials are doing their part to promote better governance, we adopted a mechanism to keep track of the barangays productivity and performance through the Barangay Governance Performance Management System. It is a self assessment tool to measure the capabilities and limitations of the barangay in the delivery of essential public service to the people. Result of this report shall serve as the guiding reference in addressing peoples concern along the five (5) Performance Areas: Governance, Administration, Social Services, Economic Development and Environmental Management with the corresponding seventeen (17) service areas.

We assure you that we have geared or plans, programs, and accomplishments for the year that has passed on the way to the achievement of a more advantageous state in the future, and that the community will keep on to get better, and that all leaders shall become more devoted to public service true to their sworn duties and responsibilities and attentive of what is favorable to the public.

CREATING THE BIDS AND AWARDS COMMITTEE OF THE BARANGAY GOVERNMENT OF BARANGAY MAGDALO Imus City, PURSUANT TO REPUBLIC ACT NO. 9184.

WHEREAS, Republic Act No. 9184 (R.A. 9184), entitled An Act Providing for Modernization, Standardization and Regulation of the Procurement Activities of the Government for other Purposes, was signed into law on January 10, 2003, and took effect on January 26, 2003, and its Implementing Rules and Regulations Part-A (IRR-A) took effect on October 8, 2003;

WHEREAS, Section 4 of R.A. 9184 provides that it shall apply to the procurement of infrastructure projects, goods and consulting services, regardless of source of funds, whether local or foreign by all branches and instrumentalities of Government including local government units;

WHEREAS, pursuant to Government Procurement Policy Board (GPPB) Resolution No. 01-2004 dated March 10, 2004 adopted and confirm the Bids and Awards Committee (BAC) composition in LGUs, including the barangays;

NOW, THEREFORE, I Orlando C. Marquilencia, Punong Barangay of Barangay MAGDALO, Imus City, do hereby order.

SECTION 1. There is hereby created a Committee to be known as the Bids and Awards Committee (BAC) of this Barangay to be composed of the following:

1. At least five (5) but not more than seven (7) regular members of theSangguniang Barangay, except the Punong Barangay; and

AN ORDER MANDATING THE DEVELOPMENT OF A CITIZENS CHARTER FOR BARANGAY MAGDALO, CITY OF IMUS, CAVITE AND CREATING THE TASK FORCE FOR THE PURPOSE AND APPROPRIATING FUNDS THEREFORE

WHEREAS, Republic Act No. 9485 otherwise known as Anti-Red Tape Act of 2007 declares that it is the policy of the State to promote integrity, accountability, proper managementof public affairs and public property as well as to establish effective practices aimed at the prevention of graft and corruption in the government;

WHEREAS, R.A. 9485 mandates the barangay governments to set up service standards to be known as Citizens Charter in the form of information billboards to be posted at the main entrance of offices or at the most conspicuous place, or in the form of published materials written either in English, Filipino, or in the local dialect;

WHEREAS, the leadership advocates the promotion of good barangay governance through clear, transparent, accountable and responsive public service delivery;

WHEREAS, the leadership is aware of the benefits of having a Citizens Charter as it improves service delivery, reduce vulnerability to graft and corruption, provide a basis for assessing the performance of the barangay officials and staff, as well as feedback mechanism to determine client satisfaction, equal treatment of clients, availability of complaints and redress mechanism, and opening of opportunity for people participation on service improvement, among others;

WHEREAS, it is the leaderships desire for Barangay MAGDALO and its residents, to reap the said benefits through the establishment of its own Citizens Charter.

NOW THEREFORE, by virtue of the powers vested upon me as the local chief executive of Barangay MAGDALO, hereby order the following:

Section 1. Formulation of a Citizens Charter for Barangay Magdalo. Barangay Magdalo shall establish an official document, a service standard, or a pledge that communicates, in simple terms, information on the services that is provides to its constituents. The said document shall describe the step-by-step procedures for availing a particular service, and shall include the following information:

a. Vision and mission of the barangay;b. Identification of the frontline services offered, and the recipients of such services;c. The step-by-step procedure to obtain a particular service;d. The officer or employee responsible for each step;e. The maximum time to conclude the process;f. Document/s to be presented by the client, with a clear indication of the relevancy of said document/s;g. The amount of fees, if necessary;h. The procedure for filing complaints in relation to requests and applications, including the names and contact details of the officials/channels to approach for redress;i. Allowable period for extension due to unusual circumstances; i.e. unforeseen events beyond the control of the barangay government; andj. Feedback mechanisms, contact numbers to call and/or persons to approach for recommendations, inquiries, suggestions, and complaints

Section 2. Creation of the Task Force on Citizens Charter Preparation. A Task Force on Citizens Charter Preparation shall be created to take the lead in the formulation, writing and packaging of the Citizens Charter. The Task Force shall be composed of the following:

Section 4. Sanction. All concerned barangay officials, whether elective or appointive, shall also be held responsible and accountable for the implementation of this Act and shall be held accountable to the public in rendering fast, efficient, convenient and reliable service. Failure of all concerned barangay officials to act accordingly shall be penalized pursuant to Section 1, Rule VIII of Implementing Rules and Regulations of R.A. 9485, to with:

(a) Light Offense (1) Refusal to accept application and/or request within the prescribed periodor any document being submitted by a client;(2) Failure to act on an application and/or request or failure to refer back tothe client a request which cannot be acted upon due to lack of requirements/s within the prescribed period;(3) Failure to attend to clients who are within the premises of the office concerned prior to the end of official working hours and during lunch break;

(4) Failure to render frontline services within the prescribed period on an application and/or request without due cause;(5) Failure to give the client a written notice on the disapproval of an application or request; and(6) Imposition of additional irrelevant requirements other than those listed in the first notice under Rule VI, Section 1 (6).

WHEREAS,Republic Act. No. 7610 otherwise known as Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act provides for stronger deterrence and special protection against child abuse, exploitation and discrimination, and its corresponding penalties.

WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that the government shall establish Councils for the Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD) 603, The Child Youth Welfare Code, states that every barangay council shall encourage the organization of a Local Council for Children (LCPC) and shall coordinate with the Council for the Welfare of Children (CWC) in drawing and implementing plans for the promotion of child and youth welfare.

WHEREAS, Executive Order No. 310 series 2000 authorizes the adoption and implementation of the Philippine National Strategic Framework for Plan Development for Children 2002-2025 for Child 21;

WHEREAS, DILG Memorandum Circular no. 2002-126 dated August 8, 2002 mandates the compliance with the directive to the attainment of the goals and objectives of Child 21 and ensures that Local Council for the Protection of children (LCPC) at all levels is organized and made functional especially in the barangays;

WHEREAS, on May 27, 2010, Republic Act No. 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 was enacted to strengthen the Philippine Disaster Risk Reduction System

WHEREAS, Section 12 of Republic Act 10121 and its IRR mandate the establishment of a Disaster Risk Reduction and Management Office (DRRMO) in every province, city and municipality, and a Barangay Disaster Risk Reduction and management Committee (BDRRMC) in every barangay.

Design, program, and coordinate disaster risk reduction and management activities consistent with the National Council's standards and guidelines;2. Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risks, and maintain a local risk map;4. Prepare and submit to the local sanggunian through the LDC the annual BDRRMC Plan and budget, the proposed programming of the BDRRMF:8. Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the barangay, CSOs, private groups and organized volunteers, to utilize their facilities and resources for the protection and preservation of life and properties during emergencies in accordance with existing policies and procedures;

Maintain a database of human resource, equipment, directories, and location of critical infrastructures and their capacities such as hospitals and evacuation centers;13. Develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs, and volunteer groups;14. Take all necessary steps on a continuing basis to maintain, provide, or arrange the provision of, or to otherwise make available, suitably-trained and competent personnel for effective civil defense and disaster risk reduction and management in its area;15. Organize, train, equip and supervise the local emergency response teams and the ACDV s, ensuring that humanitarian aid workers are equipped with basic skills to assist mothers to breastfeed;16. Respond to and manage the adverse effects of emergencies and carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of food, shelter and medical supplies for women and children, endeavor to create a special place where internally-displaced mothers can find help with breastfeeding, feed and care for their babies and give support to each other;17. Within its area, promote and raise public awareness of and compliance with this RA 10121 and legislative provisions relevant to the purpose of this Act;18. Coordinate other disaster risk reduction and management activities;19. Establish linkage/network with other LGUs for disaster risk reduction and emergency response purposes;20. Establish a Barangay Disaster Risk Reduction and Management Operations Center;21. Prepare and submit, through the LDC, the report on the utilization of the BDRRMF and other dedicated disaster risk reduction and management resources to the local Commission on Audit (COA), copy furnished the regional director of the OCD and the Local Government Operations Officer of the DILG; and
