Mr. MacArthur is a safety consultant for The Greeley Company, a division of HCPro, Inc. in Marblehead, MA. He brings more than 25 years of healthcare management and consulting to his work with hospitals, physician offices, and ambulatory care facilities across the country. He applies his management and safety experiences to help healthcare providers develop common sense solutions to their unique problems. He provides consultation in the areas of accreditation, regulatory compliance, on-site safety assessment and education programs, survey preparation for safety leaders, and the development of comprehensive programs related to the environment of care. MacArthur has authored several books, including Preparing for Mass Casualty Incidents: Hospital Readiness for Biological, Chemical, and Radiological Disasters, Safety Mail: Joint Commission Survey Readiness Tool, Interim Life Safety Measures Made Easy, Safety Manual for Physician Offices, and is a contributing editor for the HCPro, Inc. newsletter Briefings on Hospital Safety.

Mr. Keyes is a safety engineer and consultant for The Greeley Company, a division of HCPro, Inc., in Marblehead, MA. His expertise lies in the management of the environment of care, development of leadership effectiveness, and efficiency in work processes. This work focuses on life safety issues, assessing an organization’s preparedness for survey, evaluating processes in achieving preparedness, and guiding organizations toward compliance. Prior to joining The Greeley Company, Keyes has worked in the healthcare field in various capacities for more than 30 years, most recently in the position of safety officer for a large Midwest hospital. He also was one of the original Life Safety Code® specialists for The Joint Commission, and has more than three years of experience with hospital accreditation surveys. The author of HCPro’s Life Safety Compliance Man-ual, which explains The Joint Commission’s 2009 life safety standards, he has also written a variety of articles addressing features of healthcare fire protection and The Joint Commission’s building maintenance program.

Dr. Hammerschlag, an internationally recognized speaker, author, physi-cian, and healer, uses his own extraordinary life experiences that have given him a unique perspective about how people can restore balance in their lives. Using the language of science, the power of legends, and his vast clinical experience, he tells a fascinating story that helps people become the principal agents in their own lives. His work with Native Americans has been chronicled in three critically acclaimed books: The Dancing Healers, The Theft of the Spirit, and Healing Ceremonies. He is a master storyteller. A Yale-trained psychiatrist, he has spent more than 20 years working with Native Americans. He is an expert on how to survive in rapidly changing cultures and is a leading proponent of psychoneuroimmunology (mind-body- spirit medicine). He speaks about health and wellness, healing, lead-ership, and authenticity. He has delivered motivational keynote speeches to corporate and business clients.

STEVEN MacARTHUR

Mr. Samet is the director of regulatory compliance services for Smith Seckman Reid, Inc. in Nashville, TN, where he is responsible for heading up and coordinating efforts of its compliance and facility management consulting team. He brings 30 years of combined construction manage-ment, safety, and Joint Commission experience. Prior to joining SSR, he served with The Joint Commission for 17 years and was the associate director, senior engineer, and a certified Joint Commission surveyor. His responsibilities included developing, interpreting, and surveying for The Joint Commission’s environment of care standards. A former Joint Commission/JCR faculty member, speaker, and surveyor trainer, he was also The Joint Commission’s chief liaison to the NFPA, ASHE, AIA, DOD, VA, IHS, and CMS for EC issues. He coauthored The Joint Commission’s Environment of Care Essentials. He also has national and international construction management experience, primarily with hospitals, and is also a certified healthcare safety professional.

Ms. McFarlane is currently the Wisconsin Hospital Preparedness Program Exercise (HSEEP) coordinator and safety coordinator for Sacred Heart Hospital in Eau Claire, WI. Prior to serving in her current position with the state, she was the lead for the environment of care committee at Sacred Heart Hospital and has been involved with hospital safety since 1990. She participates in a wide range of activities related to emergency preparedness at the hospital, county, regional, and state level. She has over 34 years of hospital experience and is a frequent consultant and presenter in the areas of safety and risk management, bloodborne pathogens, OSHA compli-ance, infection control for construction, emergency preparedness, and hospital exercise design.

Mr. Cappiello is chair of Cappiello & Associates and the former vice president for accreditation field operations at The Joint Commission. He spent 10 years at The Joint Commission directing key internal functions, as well as serving as a surveyor. He led Joint Commission initiatives on emergency management and disaster response, personally debriefing nearly 300 healthcare organizations following disasters. He testified before Congress following his experiences with Hurricane Katrina and before the National Transportation Safety Board following the evacuation of Houston during Hurricane Rita. He is a frequently requested speaker on both the national and international stage and is a contributing author to several publications on emergency preparedness and response. Before joining The Joint Commission, Cappiello served as a project manager for a national healthcare reengineering firm and as an executive director of a large academic medical center. He has more than 30 years of diverse experience in delivery system integration, operations reengineering, stra-tegic planning, healthcare policy development, and emergency planning.

Not only have the environment of care, life safety, and emergency management standards been broken out into separate chapters in the accreditation manual, but surveyors are also using a brand new scoring model that centers on the “criticality” of deficiencies.

Learn how criticality-based scoring impacts the physical environment standards and what it means for surveys in 2009 and beyond. You’ll also get a brief introduction to a new alternative to The Joint Commission’s accreditation program, Det Norske Veritas’ (DNV) National Integrated Accreditation for Healthcare Organizations (NIAHO), which the Centers for Medicare & Medicaid Services recently approved for accrediting hospitals.

11:30 am–12:30 pm Life safety Drawings: The backbone of rated wall maintenance Brad Keyes, CHSP A good set of life safety drawings sets the foundation for tracking compliance with rated walls. Safety professionals first need to know the locations of these walls in order to effectively maintain them. While you probably realize not all rated walls are the same, did you know that not all two-hour, fire-rated walls have the same purpose? Also, in some cases smoke walls must just limit the passage of smoke, while in other situations, they may also be fire-rated.

Explore the fundamental differences between fire-rated walls and smoke-rated walls and the need to effectively document these walls on your fire protection drawings.

10:15 am–11:15 am Meeting the Challenges to Life Safety Compliance Brad Keyes, CHSP The Joint Commission and other regulatory agencies mandate that hospitals maintain their facilities in accordance with the 2000 edition of the Life Safety Code®. Surveyors and inspectors are finding that those responsible for life safety compliance don’t always perform effective evaluations of their facilities, even though they think they do.

A basic understanding of the life safety code® is a must, but effectively evaluating a facility for compliance can be a challenging task. This session will discuss strategies to meet the challenges to life safety compliance through different methods of evaluation, the process of documenting life safety deficiencies, and the alternative approach to compliance through equivalencies.

11:15 am–12:15 pm Strengthen the Links Between HiCS, NiMS, and The Joint Commission Requirements Joseph Cappiello and Marge McFarlane, CHSP, MS(Risk Control), MS(ENPH), MT(ASCP) Emergency planners in hospitals must stay familiar with The Joint Commission’s emergency management standards, NIMS, and possibly the Hospital Incident Command System (HICS).
