EVIDENCE COLLECTED:
1. Two paper kleenexes obtained from under the front seat area
of suspect vehicle vrith 'tvhite starchy substance. 2. One only white linen handkerchief with starchy stains obtained
from underneath the drivers seat of suspect vehicle. 3. One only white linen handkerchief with starchy stains obtained
underneath the front seat passenger side.
STATEMENTS & OBSERVATIONS:
At approximately 2245 hours this date, assigned officers observed a 1972 Chevrolet Chevelle 2-dr hardtop, light vinyl green over light green paint, California licenseREDACTED parked off the roadway on Houlton Parkway
approximately 1/4 mile south of Via Iglesia, Laguna Hills area. The vehicle was parked in a driveway to the entrance to a ranch in that area. The area was unlighted, rural and secluded. Due to the late hour and darkness, deputies checked the vehicle.
After illuminating the vehicle with the patrol unit's headlights and 1 REDACTED spot ~ghts, Deputy ··--- --· approached the vehicle on the drivers· side and
Deputy REDACTED on the passenger side. A male juvenile (REDACTED
REDACTED, DOB REDACTED , age 16) was seated behind the wheel ·'of the suspect
vehicle. Seated on the passenger side front seat of the vehicle was Hr. KOHNKE, John Joseph, age 67, a Catholic Priest. As the patrol unit arrived at the scene, deputies noticed the adult suspect to sit upright. He had been lying down with his head in the direction of the juvenile's lap. The adult suspect immediately opened the passenger door of the vehicle and picked
up a map. He continued holding the map, turning it over several times as
assigned officers approached. It appeared to assigned officers that he was trying to locate the top of the map as deputies approached.

REDACTED Deputy requested the juvenile's identification and then the
identification of the male adult. The male adult identified himself as a priest, handing his license to DeputyREDACTED Deputy REDACTED asked
"1hat they-were doing in the area. Mr. KOHNKE stated they were going to get some rest before returning home to Pasadena. He said they were in
Laguna Beach and were driving home and became tired and parked. REDACTED . It should be noted that as Deputy .. ______ approached the veh~cle, he
observed the male juvenile. The juvenile's hair was mussed. He seemed
frustrated not knowing 't~hat to do. His trousers were observed to be below
his buttocks and he was holding the bottom half of his shirt trying to
cover the lower parts of his body. Deputy REDACTED requested the juvenile
to exit the vehicle. The juvenile complied. As the juvenile subject stepped from the vehicle, he pulled his pants up and buttoned them. Then Deputy REDACTED escorted the juvenile to the rear of the Sheriff's Office·
Patrol Unit. At this time the juvenile was wearing a blue T-shirt, brown REDACTED cords and bro"tm leather shoes. Deputy at this time, felt the
REDACTED juvenile was a victim of a sexual perversio11. Deputy ··-~---· asked what was going on. He stated they were just·parked and resting. After this, Deputy REDACTED advised Deputy REDACTED I of the content of the
conversation that he had with the juvenile suspect. Deputy REDACTED admon
ished Mr. KOHNKE, John Joseph per MIRANDA, see his statement this case number.
After taking his statement, both subjects were placed under arrest and transported to Orange County Sheriff's Office Juvenile Bureau. The vehicle
was impounded at El Toro Garage. Prior to impounding the vehicle, Deputy REDACTED located tl;vO handkerchiefs and two pieces of kleenex in the suspect
vehicle and retained them as evidence, see Evidence listed this case number.

Her talk repeated much of what was in her letter, and she said several times that if I had called six months ago her son would be alright. She said that she had spoken to my secretary, but no one in the office has any recollection of her. She may have spoken to someone in Orange~ or she may have thought I was from Orange.

I have permission to authorize payment for an evaluation of his situation.

REDACTED • • Called Mrs. m response to the packet of letters we rece1ved from her on March 8, 1991. The letters were of various dates and seemingly incoherent in many points. Her final letter asked that I call her.
She· was hvsterical on the phone when I did call today. Continues to say her son RED~-C~§IJ_ is being held by a maniac. When I said I would be happy to speak with him, she said it was impossible even for her to communicate with him.
Said all she wanted was a financial "settlement," and she would take the money and kidnap REDACTED away from the maniac with whom he was living and get him into the best psychiatric treatment available.
I listened to her for about 20 minutes and when I said I could not send her a "settlement, 11 she said she would have to go to the newspapers and hung up.
