Routing is a function that is performed at various levels of granularity . What SR should received the call? What PSAP should received the call? With this rationalization, several stages of ERDB/ECRF functions should be present to properly deliver a call to the proper PSAP. I3 envisioned this might be staged by country, state, county, region, municipality, PSAP (often overly simplified).

Call DeliveryI3 is modeled to support the lowest

common denominator. Someone with a SIP phone and an internet connection (w/o a voice service provider) should be able to call 9-1-1 and reach the proper PSAP.

ALI provides a LIS function storing location for PSAP retrieval. Wireless provides a location by reference model and VSPs have implemented dynamic population of civic location addresses (postal addresses).

Direct trunking provides an equivalent

ERDB/ECRF function.

LO delivery with call setup cannot occur until devices know their locations, can transmit their locations, channels long the way to the PSAP can transport the LO, and PSAPs can accept LOs. Routing on LO requires LO determination in call processing timeframe.

Intrado STRONGLY disagrees with PSAPs receiving requests for emergency services directly from a public internet source without a responsible service provider managing receipt.
