Project objectives, relevance, and Project objectives, relevance, and impactimpact

• To develop a National Standard of Canada for personal protective equipment for first responders (emergency medical, fire and police services) in the event of a chemical, biological, radiological or nuclear (CBRN) incident– common language for events, hazards and response

activities– interoperability

• To assist first responder organizations in the selection, care and use of CBRN personal protective equipment– realistic, risk-based guidance on the appropriate level

of protection, capabilities and limitations of PPE– achieve suitable protection and functionality

Major Milestones & ActivitiesMajor Milestones & Activities• Evaluate Guidance Document - CRTI Project 0029RD-

2004• Establish the Technical Standards Committee • Prepare draft standards • Convene committee meetings• Connect to ISO Activities (Technical Committee

94/Subcommittees SC13 & SC 15 – Respirator & Clothing) • Manage a public review period• Implement quality and procedural reviews • Issue letter ballots on the draft standard • Review by Standards Council of Canada• Translate, edit and publish the standard • Develop an implementation strategy to promote

the use and adoption of the standard

• The standard is targeted for publication in May 2010.

0-3 Introduction, Scope, References, and Definitions

• Background on how and why to use the standard– Release and contagious outbreak events– First responders and receivers– PPE selection and use– Procurement, on-scene selection, training aid, use

and life-cycle management– Recognised and limited use configurations

4 Anatomy of a CBRN Event• Common framework for assessing /

categorizing events so that selection can be systematically performed

• This is needed because selection is based on where and when PPE will be used as well as on type of event– Hazard Identification and Risk Assessment– Response Phases– Release of CBRN material– Contagious Outbreak Events

5 PPE Selection for CBRN Release Events• Processes and information for selection

during procurement, and on-scene, from recognised configurations– Equipment Configuration Codes (RPD + DPE)– Recognised Configuration Descriptions (Systems)– Selection for a Release Event

6 PPE Selection for Contagious Outbreak Events

• Selection is for worst-case exposure using a predictive model (Annex F) that yields risk of infection levels, based on:– use of Category A bioagents– various types of response

activities
