As a major exporter of crude oil, the Coastal Bend is home to important oil infrastructure for the regional economy. The BWTX project, owned by the joint venture between Texas-based Phillips 66 and Trafigura, is an offshore deepwater port. The proposed BWTX project would provide U.S. oil producers with another outlet for crude oil export. We are committed to developing a project that provides economic benefits for the local economy, while designed to ensure safe and environmentally sustainable operations. The Tetney Monobuoy, located on the east coast of England at the entrance to the pristine Humber Estuary, has been operating safely since 1971. As owner and operator of the monobuoy, our team has proven knowledge of offshore port technology and operations. The proposed BWTX project includes two new 30-inch pipelines along 55 miles of onshore, inshore and offshore routes, an operations facility at Harbor Island and two, offshore single point mooring buoys. The mooring system is located approximately 21 nautical miles east of the entrance to the Port of Corpus Christi. Crude oil for BWTX will come from an onshore storage terminal located near Taft, TX, which will connect to the Gray Oak Pipeline and other third-party pipelines. Onshore and marine management systems and response plans will be in place to mitigate potential risks such as allision/collision, oil spill and/or acts of nature (hurricanes, tropical storms or expected/unexpected weather systems) during operation.

The response plan will identify strategies, tactics and resources for all developed risk scenarios.

Through robust operating procedures, training and added mechanical safeguards, the facilities will be operated to a high standard of safety and environmental integrity.
