2. COASTAL RESERVE AREAS MANAGED BY THE SHIRE Gracetown Prevelly DeadFinish/Flinders Bay East Augusta Margaret RiverTown Site 3. PREVELLY SECTOR

  • Extends over a distance of approximately 5 km
  • The area generally provides access to surfing, fishing, swimming and other recreational opportunities
  • Offers spectacular views
  • The reserve is vested in the Shire for recreation purposes
  • Is an A-Class Reserve.

4. Development Direction

  • The Shires Local Planning Strategy identifies the following policy statements for development in the Prevelly Sector:
    • Ensure compatibility with the protection of natural coastal resources;
    • Be complementary to the surrounding coastal landscape;
    • Cater for projected increases in usage; and
    • Existing Foreshore Management Plan should be monitored, reviewed and updated on a five yearly basis.

5. Foreshore Development Concept Plan (DCP)

  • The DCP is to provide an agreed framework for the development of facilities and infrastructure to address:
    • the needs of the local community, as well as visitors,
    • in a way which is safe, functional, visually attractive, and
    • in balance with the natural attributes of the area.
  • Provide guidance to the Shire in relation to funding allocations and programming of works.

6. Management Principles

  • Environmental
  • Natural habitats, particularly areas of high biodiversity, should be protected.
  • Disturbance of coastal vegetation shall be minimised and degraded areas should be revegetated.
  • Local indigenous plant species should be utilised in revegetation areas.
  • Places of unique landscape and scientific and cultural significance shall be conserved and managed.
  • The physical stability of the coast should be considered before any development takes place.
  • Public Interest
  • Ensure that opportunities are provided for the community to participate in coastal planning and management.
  • Provide sustainable level of access to beaches and discouragement of access to sensitive and dangerous areas.
  • Maintain and enhance the public enjoyment of the coast where this is compatible with environmental objectives and meets requirements for public safety.
  • Ensure public open spaces cater for families and people of all ages.
  • Ensure sufficient opportunities are provided for access to facilities by people with disabilities.
  • Development
  • Development should be durable, of high quality, low in maintenance and sympathetic to the natural environment.
  • A uniform theme in terms of design, materials should be established.
  • A uniform approach for signage should be adopted.
  • Development shall be confined to existing nodes and should not sprawl along the coast.
  • Effluent discharge should not pollute the beach or near-shore waters.
  • Infrastructure should be to a scale which is consistent with the capacity of a locality. Large continuous paved areas should be avoided.

7. Community Expectations

  • Keep impact on the natural environment to a minimum
  • Character of the area should be maintained
  • Large paved areas should be avoided
  • Upgrade of ablution facilities at Rivermouth and Surfers Point should be kept low key
  • The development of Surf Life Saving Club should be at Gnarabup Oval, not Rivermouth
  • Stormwater should be appropriately managed
  • Traffic calming measures should be introduced
  • Management of bus traffic at Rivermouth and Surfers Point carparks
  • Traditional owners must be considered before development starts
  • Signage should be consolidated. Ad-hoc signage should be avoided
  • Community art to be utilised in areas like Riflebutts Reserve and Gnarabup Oval.
  • Sustainable level of access to foreshore should be provided. Access should be managed through fencing and brushing.

8. Community Expectations

  • Illegal camping is already a major problem and upgrading facilities and ablutions will exacerbate the problem. Policing required.
  • Views from the carpark at Surfers Point must be protected.
  • Overall support for a pedestrian path through Surfers Point
  • Development of a community facility at Gnarabup Oval.
  • No parking close to the Riflebutts oval. Support continued use for overflow parking during events.
