THE COOPERATION COUNCIL AT DALE Reception Center

DALE Reception Center

•Dale Reception Center has 347 residents at the ordinary reception center•There is also a department for minors (EM) as well as a

department for people that need extra care for psychical or physical reasons.•Dale has a cooperation council that primarily provide

services for the ordinary reception center, but also offer activities and speak on behalf of all residents at all departments.

•The council consists of 6 residents from the ordinary reception center

•Recruitment can be challenging

THE TASKS

•Arrange activities: - sports - Culture - Education - religion - social

•Arrange or organize courses and information meetings at Dale, like

- computer course - Language course - Information about sexual violence - Information about house rules, living together, cleaning etc

•Organize and operate the common areas, that are:

- training room (open 5 days a week) - Gaming room (open 5 days a week) - Computer-lab (open 5 days a week) - Womansroom (open 2 days a week) - Mosque/Islam prayer room (open 24/7)

Participation

•The council members participate in: - Sandnes innvandrer råd - Seminars organized by Hero, like translator courses, conflict

resolution etc. - information meetings held by either staff at Dale or extern

visitors

Extern cooperation•The council cooperate with different organizations to plan and

perform activities. Examples of these organizations are: - KIA (Norwegian language course at Dale two times a week, church

meetings, haikingtrips etc) - Sandnes Røde Kors (Kreativo -group once a week) - Sola redd Barna (organizes activities for families and women) - Stavanger Kulturhus ( participate in debates, exhibitions, movies

and information meetings) - Skipper Worse (organize activities for the elderly)- Amnesty, Norwegian Refugee Council (Nordsjørittet) etc

•The council shall also from time to time get visits from local schools and universities, and inform about what it means to live in asylum

Official and formal Visitors at Dale•The cooperation council plays a big part when Dale has

official visitors. On these occasions, the council speaks on behalf of all residents and present cases, challenges and deliver reports. Examples for this is when Dale have visits from:

- UDI- Berge- utvalget- Knut Storberget- Formannskapet in Sandnes and Stavanger Kommune

Administration•The council meets every Tuesday. Present at the meetings

are Tone and Tellef. - At the meetings the council alert the staff if there are any

particular challenges or concerns the staff need to handle. The staff also inform the council if there are any substantial new routines or changes within Hero and/or Dale in particular.

- Discuss challenges at Dale and ideas for improvement- The meetings are also used for planning activities and so on- The council has a mandate as well as written routines.

Budget•The council manage a budget of 15 000 kr pr month and the council

decide how it should be spent.•There a monthly expenses deducted from the budget that covers

wireless internet throughout the main building and reception area, cabel-tv and bus cards for the women working in the laundry. The council also has a bus card they share, to use in their work.•The summer months (June/ July/ August) is when the largest part of

the budget is spent, as there are activities once a week. Examples are boat trips, hiking trips, visit festivals, barbeques, concerts etc. •During the rest of the year there are normally 2 ”big” activities every

month, plus football matches at Viking Stadium. Smaller activities are organized at Dale.

•Residents that need financial aid to attend sport activities outside Dale, like swimming, football etc, can receive 100 kr pr month when showing their receipt. •Equipment to the common areas are also

covered from the budget.•The council arrange Christmas party and Eid

every year. Other national/regional celebrations are not arranged, but groups that want to arrange on their own or participate in events outside Dale, gets finical support. (100 kroner pr person)

THE MEMBERS!

•The members must speak English. If the current members quit, the language criteria can change.•The members work voluntarily•When a member quit, s/he get a letter stating the duties,

work period etc, that can be used when applying for a job.•When a member quit due to the fact that s/he are leaving

Dale, the council and staff go out for dinner or similar.•The council and Staff have social dinners/evenings together

around 4 times a year.

•The members have a clear role. This has made them well respected by the other residents and the staff. They have Dale Society in their interest and acts for the best for all residents. They also explain residents the reason behind if a suggestion is not possible.

•The members has a wide knowledge of the asylum process and departments/organizations connected, like IOM, UDI etc. The members helps the residents by explaining the content of information they receive in the post.

•The members sometimes attend staff-meetings. This is not regularly scheduled. If there are many new staff members this is necessary, and during special circumstances (crises-meetings, extraordinary events).

•New staff are always informed about the council duties and mandate, and are introduced.

•If a member quit S/he will try to find a replacement, unless there are residents wanting to join the council. There will then be held a democratic election.

•All members have a filofax they bring to every meeting, to make notes and mark the dates and times of planed events.
