Project Management Office (PMO)

• Many organizations realize the benefit of developing and implementing a PMO

• This is often true of those organizations employing a matrix organizational structure

• Almost always true of those employing a projectized organizational structure, especially when the parent organization is involved with the simultaneous management of multiple and/or sequential projects.

Project Management System (PMS)

• The project management system is the set of tools, techniques, methodologies, resources, and procedures used to manage a project.

• It can be formal or informal and aids a project manager in effectively guiding a project to completion.

• The system is a set of processes and the related control functions that are consolidated and combined into a functioning, unified whole.

• If a PMO exists in the performing organization, one of the functions of the PMO would typically be to manage the project management system, in order to ensure consistency in application and continuity on the various projects being performed.

• Initiating processes: recognizing a project or phase should begin

• Planning processes: devising and maintaining a workable plan

• Executing processes: coordinating resources to execute the plan

• Controlling processes: ensuring project objectives are met; monitoring, correcting and measuring progress

• Closing processes: formalized acceptance

Project Management Processes

• Project management is accomplished through processes, using project management knowledge, skills, tools, and techniques that receive inputs and generate outputs.

• It is series of actions bringing about a desired result.

• A process is a set of interrelated actions and activities that are performed to achieve a pre-specified set of products, results, or services.

• PMI has identified more than 40 such processes that have been recognized as good practice on most projects most of the time. These processes apply globally and across industry groups . This does not mean that the knowledge, skills and processes described should always be applied uniformly on all projects.

• The project manager, in collaboration with the project team, is always responsible for determining what processes are appropriate, and the appropriate degree of rigor for each process, for any given project.

Process Interactions

Within each process group, the individual processes are linked by their inputs and outputs. By focusing on these links, we can describe each process in terms of its:

• Inputs—documents or documentable items that will be acted upon.

• Tools and techniques—mechanisms and methods applied to the inputs to create the outputs.

• Outputs—documents or documentable items that are a result of the process.
