INTRODUCTION

INTRODUCTION
Parent Education in Preschool (PEPS) programme empowers parents with practical skills
on how to guide and nurture their children and strengthen their marriages. Children are
taught positive family values and social competencies. PEPS also facilitates the
formation of parent support groups in the pre-schools. Such support groups provide a
platform for young parents to share information and build up their support network.
Through PEPS, parenting programmes and resources are easily available at the pre-
schools to enhance the quality of family life of parents and their children and to foster
strong parent-school partnership.
PEPS was piloted in 40 NTUC Childcare Co-operative Ltd in April 2005. As of Feb 2012,
there are 535 schools in the PEPS programme.

The commitment of schools and service providers1 is crucial for the successful
implementation of PEPS. The following factors are considered in the selection of PEPS
schools:

Part 1: Understanding the PEPS partnership
Provision of family life education programmes will depend on the needs of target
groups, which will be assessed by the school and the service provider at the onset of
PEPS. Selected schools will be matched to a service provider to plan and implement
PEPS programmes. The school can also indicate its preferred service provider in the
application form (refer to Annex 2 for the PEPS Application Form).
Part 2: Understanding PEPS Programme Framework
Component 1: In-centre parenting talks and fieldtrips
In-centre parenting talks:
In-centre parenting programmes are conducted within the school premises. PEPS
schools can select from a variety of over 100 parenting programmes offered by our
service providers listed in the PEPS programme menu. Programmes outside the

PEPS programme menu will need prior approval from MCYS. Service providers will
provide guidance and recommendations on programmes that cater to the needs of
each school.
Parenting experts will be engaged to conduct talks and workshops and impart useful
and practical skills to parents. In-centre programmes also offer parents and staff the
opportunity to strengthen parent-school partnership. Parents in the community may
also be invited to attend in-centre programmes. Schools may charge parents a
nominal fee to defray operating cost.
Fieldtrips:
Schools can also conduct parenting programmes beyond the school compound by
inviting parents to field trips to facilitate the learning of parenting skills. As the
objective is to empower parents to become more effective, it is important that
parenting skills and tips are incorporated into the programme or delivered through a
briefing. For example, schools can conduct a parenting talk before or after the field
trip to impart parenting tips and knowledge. Relevant parenting handouts can also
be distributed to parents to reinforce the learning points gained at the talk.
The planning and implementation of fieldtrips will need to be initiated by schools and
approved by MCYS. While schools are responsible for the implementation of field
trips, service providers can provide consultation and relevant parenting speakers.

Component 2: Zonal talks
Zonal-based programmes are conducted to magnify the circle of influence not just
to parents of PEPS schools, but also parents in the community. PEPS zonal talks are
half-day seminars which aim to bring parenting programmes closer to our target
groups. An average of four zonal talks are organized every year at various locations
island-wide e.g.: North zone, Central zone, by our service providers. Each talk will
usually last between 3-4 hours with 100 or more participants. Our service providers will
plan and develop programmes that are informative, engaging and interactive for
parents.
While parents learn important skills from experts, their children will be involved in a
supervised children programme. PEPS schools are strongly encouraged to publicise
PEPS zonal talks to parents.

Component 3: Children Programme
Children in PEPS schools benefit from the PEPS programme through the impartation of
positive family values and life skills such as building self-esteem, communication and
relationship skills by pre-school teachers. Each PEPS school teaches 12 hours of
children programmes per year as part of the PEPS children curriculum.
Component 4: Parent Support Group (PSG)
The formation of parent support group is another feature of the PEPS programme.
PEPS schools facilitate the formation of the parent support group to give parents a
platform to share information, provide support and form friendship.

Below are some explanatory notes on the outcome indicators:
Figures for year 2 and 3 are cumulative, i.e., an additional 10% of parents
should be reached in year 2 and additional 20% for year 3.
Figures are based on children enrolment for the year. E.g., if children
enrolment is 100, total number of parents reached should be 30 in the first year,
40 in the second year and 60 in the third year.
Figures are based on distinctive parents, which are parents who have
attended PEPS programmes for the first time.

What happens after PEPS recruitment?
The accounting period for PEPS programme is from 1st April to 31st March every year. By
the start of the Financial Year, the PEPS school will have been allocated a service
provider. Both school and service provider will work together to develop a yearly
programme plan for in-centre programmes (refer to Annex 3).
When a programme is confirmed, the service provider will provide speaker, content
and materials needed. The school will provide publicity and logistical support. After
the event, the school will submit the necessary documents to service providers for
reimbursement. Both parties will work closely together to reach out to parents with life-
enriching parenting programmes.
The PEPS school will implement the children programme and submit half-yearly
children programme reports (refer to Annex 4), listing the programmes taught during
curriculum time that inculcate positive family values.

It is imperative that PEPS is promoted extensively to increase participation rates. Below
is a list of suggested channels, which is not exhaustive. Schools are encouraged to
leverage on other platforms to creatively promote PEPS to the target groups.

to display them at a visible area to publicise and highlight PEPS as a value-
added service provided by the school.

PEPS operates under a cost-sharing principle in which parenting programmes are
funded by MCYS while PEPS schools will support the children programme by teaching
it as part of the curriculum. Below are the items funded by MCYS under PEPS:

Note:
1. Facilitators must be involved in the direct facilitation of content related to
parenting or family life education. This excludes responsibilities such as handling
registration, admin briefing for field trips and delivering of topics such as health,
arts, sports and academic.
2. Venue claims are only applicable for combined school programmes with 30 or
more registered participants and at least 75% of these registered participants
must turn up for the programme.
3. For better cost efficiency, schools are advised to run programmes with at least 10
or more parent participants. Schools are advised to inform their service provider
of the expected number of participants one week prior to the programme and to
postpone it if the number of registered participants falls below 10.
4. PEPS schools may organise one field trip per year. The maximum number of PEPS
hours that they can clock in for field trips is 3 hours. All field trips must include
parent participation with a recommended parent-child ratio of 1: 2.
5. PEPS schools may collect nominal fees to defray the cost of running PEPS
programmes.

Reimbursement
Reimbursement of PEPS programmes will take place on a monthly basis; submission of
claims must reach MCYS within 15 days after each month, for e.g.: for programmes
completed in April, the documents must reach MCYS by 15 May. The PEPS school will
submit the relevant claim documents and receipts to its service provider. School’s
help is needed in the complete and prompt submission of reimbursement
documents. Service provider will submit the verified documents required on behalf of
the PEPS school to MCYS. The PEPS school will submit the following documents below

EVALUATION

Evaluation is a vital process in the management of a relevant, high quality, and
effective PEPS. It helps to inform of the success of the programme in achieving its
desired outcomes, and to identify any areas of improvement. In-depth research
assessing the impact of PEPS on all the target groups, and the attainment of
outcome indicators stipulated by MCYS will be conducted at least once in every
school. The research will be both quantitative and qualitative in nature.
Each activity conducted under PEPS will require the collation of feedback from
participants. Feedback from various activities will be consolidated and submitted by
the service providers to MCYS on a monthly basis together with the reimbursement
processing (Download all required forms from www.peps.sg). These evaluation
reports will contribute to MCYS’ assessment of PEPS programme.

Introduction 1.1 The Parent Education in Pre-school (PEPS) Programme is a pre-school extension of the School Family Education (SFE), which has proven to be successful in primary and secondary schools. It presents an efficient channel to conduct family life education to parents beyond the workplace. 3. Programme Common Curriculum 3.1 Parents of children enrolled in pre-schools are able to choose up to 20 hours of parenting programmes per year from a common programme menu with topics ranging from managing children's behaviour to strengthening marriages. The programmes take the form of short 1.5 hrs talks to 3 hrs workshops and half day experiential trips and seminars. 3.2 Core programmes for parents include parent-child relationship skills, parenting skills, marriage enrichment, financial planning, and work-life harmony. 3.3 Children in the PEPS schools are taught positive family values and lifeskills such as building self-esteem and being money wise by the child care teachers. Each pre-school teaches 12 hours of children programmes per year as part of the centre curriculum. The ‘Kids for Character Educational Package’, jointly produced by MCYS and SEED Institute (formerly known as Regional Training and Resource Centre) and launched in April 2006, aims to promote social competencies in young children. It is part of the common curriculum for children in the PEPS programme. Parent Support Group (PSG) 3.4 The formation of parent support groups is another feature of the PEPS programme. PEPS schools facilitate the formation of the parent support group to give parents a platform to share information, provide support and form friendships.

Introduction Parents are their children’s most important teachers and mentors, and they bear primary responsibility for nurturing them. To help parents fulfill this responsibility, we need to equip them with knowledge and skills to fortify parent-child relationship and foster a better family life. Parent-school partnership creates opportunities for shared understanding and platform in the development of children. When schools and families work together to support learning, parents are empowered and students do better both in school and in life.

Parent Involvement Tips: 1. Build a parent database Build a database of parents’ contact information, including telephone, mailing and email addresses so that schools can publicise programme through these channels.
2. Publicise programme through school collaterals and other events Information about upcoming parenting programmes can be distributed to the parents during the schools’ open house day or orientation sessions. Updates on upcoming PEPS programmes may be included in school’s newsletters, website and notice boards. 3. Set up a parenting resource corner Schools can set up a parent resource centre or corner at the school, stocked with family life education resource materials for parents to pick up. Upcoming programmes or events can also be publicised at this corner. 4. Incorporate parenting programme into other school events Parenting programmes can be incorporated into a school’s major event like orientation sessions, graduation ceremony or even during the Meet-the-Parents sessions, where parent attendance is likely to be high. 5. Establish a parent network
Organise network sessions for parents to encourage and assist parents to make friends and share their parenting experiences. Facilitators can be invited to share parenting tips during the networking sessions. Encourage parents to invite and bring a new parent to the networking sessions.

6. Bring parenting programmes closer to parents
Schools can organize combine school parenting programmes and extend the programmes to workplaces or even the community nearby. MCYS provides a funding of up to $400 for venue fees for combine school programmes. 7. Be flexible in timing and programme format
Schools can consider organising weekend breakfast sessions to appeal to busy parents or conduct lunchtime parenting talks for working parents. Schools can include parenting talks or parent-child activities during fieldtrips. Be sure to include a debrief with practical parenting tips for interactive programmes. 8. Organise a children programme simultaneously
One of the greatest concerns of parents is that arrangements will have to be made to tend to their children when they attend parenting programmes. Schools may garner higher participation rates and parents will feel more at ease if a concurrent children programme is available. Simple and meaningful programme such as story-telling or interactive activities can be organized for children.

Family Service Centres
The Family Service Centre (FSCs) is a key community-based focal point and social service provider
for families in Singapore. As agencies with professional social workers, FSCs provide professional
intervention to strengthen family functioning and well-being. An FSC's core services are Casework &
Counselling and Information & Referral. FSCs also provide other programmes which may include
family life education, developmental programmes and outreach programmes. Contact ComCare Call

Samaritans of Singapore
Samaritans of Singapore (SOS) provides a 24 hour emotional support hotline
(1800-221-4444) manned by trained volunteers. It caters to people who are in crisis, and to those who
are despairing, discouraged or distressed.
Singapore Children’s Society Tinkle Friends
Tinkle Friends is a national toll-free helpline (1800-2744-788) for all primary-school-aged children in
Singapore. The helpline provides support, advice and information to lonely and distressed children,
especially in situations when their parents or main caregivers are unavailable. Tinkle Friend Helpline
is manned by trained volunteers.

Services
Reporting of suspected child abuse is the first positive step in helping to prevent or stop the abuse.
Appropriate investigation and intervention will be conducted to prevent further harm to the child. At
the same time, professional assistance will also be provided to the abused child and the family.
