rom humble beginnings in GeneralSantos City to the bright lights of LasVegas, from selling doughnuts on thestreet to earning millions of dollars.

Manny Pacquiao’s life is better than anyfairy tale. The young Manny visits primaryschool and is classified as an intelligent pu-pil. The mother dreams that he could be-come a priest someday. His parents, however,separate and the future world championdrops out of school because he needs to helpput food on the family table. He sells breadand doughnuts on the streets and helps themother in doing laundry for other people.Whatever free time he has is spent in thelocal boxing gym, a carton stuffed with ragsand old clothes serving as his punching bag.At fourteen, he stows away on board a shipheaded for Manila. He finds a job as a con-struction worker but continues to pursue hisboxing dreams. He attends pro-boxing cir-cuits and creates a buzz with his aggressive,whirlwind fighting style.

The odds have always been stackedagainst the Pacman. Remember that this is aself-made individual. With no formal train-ing, he became a world beater purely onheart, guts, and a vicious left hook. In a coun-try starved for heroes, Pacquiao is the onlyone with the popularity, talent, and charac-ter to qualify as a true Philippine idol at thispoint in our history. What is disturbing, how-ever, is that our country has given this mannothing and yet we expect perfection fromhim. Life is at a standstill whenever Mannyenters the ring. In a country whose publicand private sectors are characterized by me-diocrity, is it not strange that we expect per-fection from our athletes? “There is a lot ofpressure on me,” Pacquiao conceded. “Be-cause I have a lot of countrymen praying forme to succeed, I feel like I need to win everyfight.”

Manny does not win every fight. In hisfirst fight with Erik Morales, a distracted and

bloodied Pacquiao lost in a close but clearunanimous decision. There is something re-markable, however, about a man who is ableto rebound from loss, someone who is able torecover from tragedy. The defeat to Moraleshas somehow made Manny a better fighterand a better person.

By now, the whole world knows what hap-pened in the Morales – Pacquiao rematch.Here’s what boxing experts and the interna-tional media have to say about the Philippines’favorite son.

One can only wonder to what stratosphericlevel Pacquiao’s popularity has now soared inthe Philippines. But even here, in the U.S.,there’s reason to hope for a little Pac-mania.He has proved himself to be that rare fighterwho can continue to learn and hone his skills,even on the grandest stage. Though the con-tract called for a rematch, neither fighterseemed ready to agree to that just yet. Mo-rales, who admitted he had come into the ringtired and drained from the struggle to make130 pounds, said he wanted to take a “vaca-tion.” Pacquiao, when asked at the post-fightpress conference what would be next for him,answered happily, “Rest!”

Coming into this rematch, Pacquiao did not haveto deal with the drama that his former promoter,Murad Muhammad, used to invite by messingwith the three-division champ’s purse money, fighttickets, hotel rooms and contractual agreements(such as the kind of gloves he could wear — forthis fight he got to wear his favored Reyes-brandmitts). Pacquiao also had a closed camp from hislegion of L.A.-based Filipino admirers. Possiblyfor the first time in his career, he was able tofocus on the instructions and game plans laid outby trainer Freddie Roach. And possibly for thefirst time, Pacquiao carried out those plans andinstructions 100%.

Pacquiao did not rely on his speed, power andreflexes (in the form of his big left hand). Hewas a two handed fighter tonight. His right hookdid as much damage as his vaunted straight left.He mixed his punches up well to the body andhand, and he worked Morales’ mid-section con-sistently throughout the nine and half rounds ofaction. He paced himself. He picked his spots.He landed lead power punches to the body andhead and flurried when appropriate. He did allof this with the kind of poise and accuracy ex-pected of an elite fighter. Gone were the maniccharges and retreats of the first fight with Mo-rales. This version of Pacquiao was not nearlyas easy to anticipate and time with counterpunches.

When the end came, it was emphatic. A bigleft from Pacquiao drove Morales to his kneeswith 30 seconds remaining in Round 10. AsReferee Kenny Bayless counted to eight, Mo-rales pulled himself up, but gone was his re-solve. Mercifully, Pacquiao (41-3-2) madequick work of it, driving Morales back to thecanvas with his signature right that hadbrought him 32 wins by knockout.

Bayless waved his arms, then helpedMorales off the floor and to his stool. Mo-rales sat slumped for a long time, a doctorand his cornermen working on him. Thenhe left for the quiet of his locker room toponder a boxing future he no longer seemedto have.

In a fashion that could not have been writtenany better, Manny Pacquiao had many more upsthan downs throughout almost 10 full roundsof truly championship boxing, earning a 10 roundKO over Tijuana’s Erik Morales, who hit thecanvas for what really is the first time in hiscareer. Pacquiao moved to show that not hav-ing the overwhelming distractions he had dur-ing his first fight truly made a difference in thisfight.

What’s next for Pacquiao? Well, the logicalnext fight for him would be against Morales’snemesis, Marco Antonio Barrera – someonethe Pacman already holds a victory over. That’sthe fight I most want to see right now – in anydivision. In fact, I don’t think there’s a bigger orbetter potential fight anywhere on the horizon.And luckily for us fans, Barrera’s shrewd pro-motional company, Golden Boy Productions, isalready rumoured to have made an offer toPacquiao to fight Barrera on March 25 of thisyear. It’s possible that this would be too soon toexpect Pacquiao to be ready after last night’s

Zarate initially retired in1981 but the temptation of the public adulation box-ers receive when they become champions and thecall of the boxing ring led him back into competition.His comeback, while initially successful, ended intwo successive knockout losses. Zarate endedhis career with a record of 66 wins (63 by knock-outs) and 4 losses as a professional boxer.

The most tragic story in the annals of Mexicanboxing is that of Salvador Sánchez (January26, 1959 - August 12, 1982). Sanchez was bornin the small town of Santiago Tianguistenco,Mexico. He went on to become a great fighter,

perhaps the greatestMexican fighter everhad fate not interferedand ended his life pre-maturely. The list ofboxers Sanchez de-feated reads like a listof the great feather-weights of the era:Ruben Castillo, Danny

“Little Red” Lopez, Juan Laporte, Azumah Nelson,and Wilfredo Gomez. The highlight of Sanchez’career was his TKO victory over Gomez. ThePuerto Rican Gomez moved up in weight afterknocking out 32 consecutive opponents –includ-ing Mexican legend Carlos Zarate. On August 21,1981, Sanchez surprised everyone by knockingdown the heavily favored Gomez 40 seconds intoround one and pummeling the then World JuniorFeatherweight champion for most of the remain-der of the fight (Filipino referee Carlos Padillastopped the fight after round eight). Less than ayear later, on August 12, 1982, the 23 year oldSanchez was dead in a car crash. He is dead butnot forgotten. In his memory, Sánchez’ small townholds a beautiful flower festival every year aroundthe week of August 12.

Any discussion on great Mexican champi-ons past and present has to include JulioCésar Chávez. Born July 12, 1962 in CiudadObregón, Sonora, Mexico, Chavez won 5 worldtitles in three different divisions. He compiled anamazing record of 107-6-2 including winning 89bouts in a row. Among the world champions thatChávez defeated in his career are Edwin Rosario,Jose Luis Ramírez, Rocky Lockridge, MeldrickTaylor, Roger Mayweather, Sammy Fuentes,Héctor “Macho” Camacho, Juan Laporte,TonyLópez, and Frankie Randall. He lost to two cham-

pions, Oscar De LaHoya, and KostyaTszyu, and drewagainst two cham-pions, PernellWhitaker andMiguel AngelGonzalez. Chavezis Mexico’s great-est sports hero, anidol revered by anentire nation for hisyears of mastery inthe ring. Although

his record suffered from his refusal to quit box-ing until long after his skills had diminished, thereis no debating his brilliance during the first 15years of his career. It is Chavez’s style as muchas his record that gained him the respect of hiscountrymen. He fought in the classic Mexicanmanner. A brilliant tactical fighter who would slugit out with the best of them, he could take punish-ment while giving out more. Chavez rarely backedup and never backed down. Chavez also holdsthe distinction of fighting before the largest crowdin boxing history. In 1993, over 130,000 fans cameto watch him beat Greg Haugen in five rounds inMexico City’s Estadio Azteca. Chávez held ashort romantic relationship with then buddingactress Salma Hayek in 1994.

Erik Isaac Morales was born September 1,1976 in Tijuana, Mexico. He is widely regardedas one of the best boxers today. He is a formerchampion of the world at Super Bantamweight(122Ibs), Feather-weight (126Ibs),and most recently,Super-Feather-weight (130Ibs).His nickname is “ElTerrible”. He andJulio Cesar Chavezare the only Mexi-can boxers to holdtit les in threeweight classes.Morales had asomewhat disad-vantaged upbring-ing. His father andformer trainer Joséwas a struggling gym-owner in the city’s indus-trial zone, but wanted something better for hissons. In 1993 Erik fought his first professionalfight. At 5 feet 8 inches and a half, Morales is atall lanky fighter with excellent boxing skills andpower in both hands. He fights with an aggres-sive style and is very popular with fans. He and

These same fighters arethe usual antagonists Filipino boxers have tocontend with in their weight classes whenvying for ring superiority.

Vicente Saldivar was born on March 5,1943. He started his professional career in1961 and quickly showed that he was a bud-ding star. On September 26, 1964, Saldivarwon the featherweight championship of theworld. He battered the great champion SugarRamos and the bout ended in the twelfth roundwith a new champion being crowned. Saldivarthen began a campaign that eliminated all op-position to his throne. A tireless southpaw whostood only five foot three inches, Saldivar wasa firm believer in the “kill the body and the headwill die” theory. He had only forty fights in hiscareer, winning thirty seven of them. He wasa knockout winner on twenty six occasions.Pound for pound he was one of the best fight-ers in the 60’s.

Carlos Zarate, born May 23, 1951, is per-haps the most powerful puncher the bantam-weight division has ever seen. A devastatingknockout artist, Zarate won 46 of his first 47fights by KO. With a crushing right hand that didnot seempossible com-ing from histall, skinnybody, Zarateruled the ban-tamweightsfor most ofthe 1970’s.He has thedistinction ofbeing the onlyboxer in his-

With Saturday’s win over Morales, MannyPacquiao has become one of boxing’s brightest andbiggest stars. Marco Antonio Barrera, who Pacquiaostopped in the 11th round three years ago, has gone

Juan Manuel Marquez, born August 23,1973, is the most underrated of the current“Three Amigos” in boxing today. Unlike Mo-rales and Barrera, Marquez seems over-looked by the press despite being the cur-

rent WBA feath-erweight title. Foryears, the cham-pions of thefeatherweight di-vision – PrinceHamed, Barrera,and Morales –would find ways

to avoid fighting with this dangerouscounterpuncher from Mexico City. When hefinally got his title shot, he made the most ofit. Marquez beat Derrick Gainer to win theWBA featherweight title in 2003. Marquezalso battled Manny Pacquiao to a draw laterthat year. It’s worth noting that Juan’s youngerbrother Rafael is the reigning IBF bantam-weight world champion.

Marco Antonio Barrera, born January 17,1974, is the current world junior lightweight /super featherweight champion. He is from aan affluent Mexico City family. Barrera is nick-named “The Baby Faced Assassin” for hislethal fighting style as much as his youngishlooks. An interesting sidelight to Barrera is thathe was attending law school even while hewas knocking out opponents in the ring.Barrera is the first fighter to deal defeats toformer unbeatens Erik Morales and PrinceNaseem Hamed. These fights, particularly theone against Hamed, drew the media spotlighton Barrera. Hamed was never a liked fighter,and many appreciated Barrera for disposingof him. Barrera has suffered one sided de-feats severaltimes in his careerbut has alwaysfound a way tobounce back.Manny Pacquiaoknocked him outthe first time theyfought. It seemsthe boxing worldis eager to findout what wouldhappen if Barreraand Pacquiaomeet again.

Dear OFW Wife,The absence of a father (ormother, whichever the casemay be) figure does this to anOFW’s children. This is whatsociologists and psychologistshave been warning peopleabout for the last couple ofyears, the impact on childrenwhen parents are away for longperiods of time.

Talk to your boy, he needsyour attention now more thanever. Many times teenagers justneed to vent their frustrations.There is so much peer pressurein the world that sometimes kidsjust can’t say no. Talk to himobjectively and calmly. Askwhat seems to be the problemand why he seems to be actingout of the ordinary. No use blam-ing and threatening him. He is

starting to grow up and I’mpretty sure that he wants to betreated like a grown up.

Ask your husband to con-tact him more often. Explain toyour spouse that maybe callinghis son once in a while, wouldallow the youngster to be re-minded of the fact that the dadis still there for him. If a hus-band or wife need each othersattention, how much more animpressionable youngster? Re-assurances help ordinary peopleface challenges in life. Your son,I am assuming is finding it hardto cope and the absence of hisdad, the father figure, is mag-nified in his mind, thus mak-ing him full of resentment.

I know it hard to talk toteenagers, but bear in mind thatsometimes they just want to beheard and you’d be surprisedat the insight you will get fromhearing what they have to say.Once you succeed in gettingthem out of their shell, youmight have a hard time havingpeace. But it is always betterwhen you know what is on themind of your child. Things likewhat you heard his friend’smother said are shocking rev-elations and as I assume itcaught you by surprise, hencethe need to communicate howyou feel.

Medical Care and OFWs

BRAIN DRAIN, AGAIN.Labor migration is really the

order of the day. We alwaysread and hear about people inthe metropolis who wish to be-come overseas Filipino workers(OFWs). I know of people whowent to Canada to work asPhysical Therapists but insteadended up as caregivers. Well,that’s part of the risk and uncer-tainties one must face whenlooking for the elusive ‘star’. Starperhaps in sense of better andstable future for the kids. Theyexplained that becomingcaregivers at first will be a partof their training, at least. Anephew of a good friend inti-mated that first-time Pinoy over-seas workers in Canada likewiseexperienced hardships whilethey are waiting for the oppor-tune time. During one of ourconversations, he narrated thathis relative became a gasolineboy and took odd jobs in orderto survive. And when the breakcame, he went all out for it. Hardwork. Determination. Dedica-tion to his new-found job.

Before migrating toCanada, he used to teach spe-cial education in one of the pres-tigious schools in Manila. Healso had to have actual experi-ence in a hospital in the Philip-pines before he was finally hiredas a PT in Canada.

I learned that Pinoy PTs willbe required higher study forprospective employment in theUS. In a news article publishedthe other day, it says that for-eign-trained PTs are requiredto take master’s degree toqualify for employment in atleast 18 states in the US. Ob-servers think that the clamorfor PTs abroad will make it morecompetitive leading to offering

of walk-in services in the fash-ion of doctors and nurses.There really is nothing wrongwith the best Filipinos in thefield of medicine, who are stillin their prime years, waiting fortheir chance to get employedabroad. It is indeed a chanceof a lifetime. But hopefullythere will still be those who willchoose to serve their country-men, first and foremost.

HIV AND AIDS. The lat-est report from the Departmentof Health about the latest case ofAIDS and Human ImmunoDeficiency Virus (HIV) listedthe overseas Filipino workers(OFWs) topping the list.

According to the data, ofthe 2,410 HIV positive casesfrom January 1984 to Decem-ber 2005, 832 were seamen,139 were domestic helpers, 70were salaried employees and62 were entertainers. We neverknow if the bottom figuresdocumented as ‘entertainers’include those working abroad.At any rate, we believe thatcontinuous information dis-semination on the ill-effects ofthe dreaded disease may stillsave Filipino sailors who areconsidered the most vulner-able sector of the society ow-ing to the nature of their jobs.

On the other hand, Hu-manely Yours welcomes the se-curity and protection the gov-ernment extends to AIDS andHIV victims who return to thecountry for treatment. For one,officials assigned at the Philip-pine Embassies abroad treat suchcases with utmost confidential-ity. While here at the home front,OWWA personnel based at theNinoy Aquino InternationalAirport (NAIA) who are mostlyregistered nurses or social work-

ers are strictly briefed on thecondition of the returning work-ers who arrived home eitherphysically or mentally distressed.However, while at the NAIA,HIV or AIDS victims at times,do not seek the help of theOWWA people. They simply gounnoticed not wishing to be as-sisted for fear of stigma. HIV-posi-tive persons tend to shy awayfrom other people for fear of re-jection. They all go through thesame process of being ostracizedby their own community. Theseattitude may all be a part of thepast. Various non-governmentorganizations and governmentinstitutions are sold to the ideato help these individuals copewith the disease and at the sametime become productive mem-bers of the community.

HIV and AIDS may fur-ther be contained if we will bepart in the process of advisingOFWs either they are our rela-tives or friends or acquaintan-ces to be aware of the ill-effectsof the disease not only to them-selves but to generations nextto them. Seguis announced that the DFA and the Com-mission on Elections (COMELEC), as the primary play-ers in the implementation of the Overseas Absentee Vot-ing (OAV) Law, have undertaken with the Manila In-ternational Airport Authority (MIAA) the establishmentof the COMELEC-DFA-MIAA OAV pre-departure reg-istration center for OFWs at the OWWA Lounge of theNinoy Aquino International Airport (NAIA) inParañaque City.

Undersecretary Seguis stressed that the aim of theCOMELEC-DFA-MIAA OAV pre-departure registration isto ensure that migrant Filipinos encounter minimal difficultywhen registering to vote.

The NAIA OAV registration center shall be formallyopened on 8 February 2006 by Undersecretary Seguis,Chair of the Overseas Absentee Voting Secretariat(OAVS), COMELEC Commissioner Florentino A. Tuason,Jr., Chair of the Committee on Overseas Absentee Votingand MIAA General Manager Alfonso G. Cusi. It is ex-pected to be operational by the first week of February2006.

Undersecretary Seguis remarked that “one valuable les-son we’ve learned from the initial OAV exercise for theMay 2004 elections is that many Filipinos have been dis-couraged to register and vote, given the distance of ourEmbassies and Consulates relative to their place of work orresidence. We have kept this in mind when we devised thissystem to reach out to overseas-bound Filipinos while still inthe country. As a parallel effort, our Embassy people havebeen regularly conducting field registrations for those re-siding far from the Embassy.”

He pointed out that this is just one among many areasfor fine-tuning in the implementation of the Absentee

Voting Law, stating that “the DFA considers it a vital goal tocontinue improving the system of registration as one meansto be more responsive to the needs of the Overseas FilipinoWorkers.”

The NAIA OAV registration center is the second of itskind, coming after the COMELEC-DFA-POEA OAV regis-tration center has been operational at the Philippine Over-seas Employment Administration (POEA) since October2005. (DFA)

The Commission on Filipinos Overseas is formally openingthe nominations for the Year 2006 Presidential Awards forFilipino Individuals and Organizations Overseas. The Presi-dential Awards is a biennial search for overseas-based indi-viduals and organization which, by their exceptionalachievements or humanitarian efforts, have given form andsubstance to Filipino excellence and the time honored val-ues of pakikipag-kapwa, pagtutulungan and bayanihan.Since its inception in 1991 through Executive Order No.498, the Presidential Awards have so far been conferred on235 Filipino and foreign individuals and organizations over-seas based in 36 countries.

The Presidential Awards has four categories: 1. Lingkod sa Kapwa Pilipino (LINKAPIL) Award which isconferred on Filipino associations or individuals for their excep-tional or significant contribution to reconstruction, progress anddevelopment in the Philippines; 2. Banaag Award which is conferred on Filipino indi-viduals or associations for their contributions which havesignificantly benefited a sector or community in the Philip-pines, or advanced the cause of overseas Filipino commu-nities;

3. Kaanib ng Bayan Award which is conferred onforeign individuals or organizations for their excep-tional or significant contribution to Philippine recon-struction, progress and development, or have signifi-cantly benefited a sector or community in the Philip-pines, or advanced the cause of overseas Filipino com-munities; and 4. Pamana ng Pilipino Award which is conferredon Filipinos overseas, who, in exemplifying the tal-ent and industry of the Filipino, have brought thecountry honor and recognition through excellenceand distinction in the pursuit of their work or pro-fession. Nominations to the awards are first coursed throughand evaluated by the Philippine Embassy or Consulatenearest the place of residence or base of operations of thenominee. Pinoy HeroJust two days after the Filipino spirit was deeplytouched by Manny Pacquiao, another Pinoy stirredthe hearts of every Filipino. The first one by his vic-tory, the other one by his ultimate act of heroism thatcost him his life.

Philippine Air Force Captain Aniano Amatong’s finalact is heroism of the highest order. His last act makes everyFilipino proud to be a Filipino.

Instead of saving himself, he chose to steer hiscrippled plane away from the residential area on theground and save his co-pilot Capt. James Acosta. AsCpt. Acosta revealed, Capt. Amatong opted to stay withthe plane to avoid a bigger catastrophe. What can bemore noble that giving up one’s life so that another lifeor so that more may live?

Captains Amatong and Acosta were aboard an OV-10 fighter on their way to Clark Field where they wereto join aerial combat maneuvers with US troops. Unfor-tunately, their plane developed an engine trouble and

went down 15 minutes after taking off from Sangley Point,Cavite.

Indeed, Captain Amatong, who is a member of Class ’96of the Philippine Military Academy, deserves to receive the

Distinguished Aviation Cross and a hero’sburial.

President Arroyo leads the nation in sa-luting the great courage of CaptainAmatong. His act clearly illustrates, not onlyto the men and women in uniform but alsoto the entire Filipino nation, what love forothers and heroism really mean. (PIA 8)

The Commission on Filipinos Overseas andthe National Commission for Culture andthe Arts formally launch the 100 Years ofFilipino Migration to Hawaii Literary Con-test as part of the series of activities for thecentennial celebration of Filipino migrationto Hawaii.

With the theme, 100 years: The Fili-pino Legacy in Hawaii, the literary com-petition is open to all Filipino writers, stu-dents and professionals who can interpretthe long and fruitful relationship of thePhilippines and the state of Hawaiithrough poetry, essay or one-act play. Win-ners of the competition have the chanceto win Php 15,000, 10,000, and 7,500 forthe 1st, 2nd and 3rd prize respectively foreach category.

All entries must be original and mustmeet the submission deadline set on 28 Feb-ruary 2006. For the poetry writing competi-tion, entries must be a collection of 5 to 10poems and may be rhymed or in free verse.Essay writing entries must be 2,000 to 3,000words in length. The National Commission for Culture and the Arts(NCCA), Commission on Filipino Overseas (CFO), andthe Philippine Postal Corporation (PhilPost) recently baredthe winners of the “Hawaii Centennial Stamp Design Com-petition” during the awarding rites at the Manila CentralPost Office, Liwasang Bonifacio, Manila last January 12,2006.

Bryan J. Baptiste, mayor of the County of Kauai, Hawaiihanded out the awards to the winners, joined by CFO Chair-man Dante Ang, CFO Executive Director Jose Molano, Jr.,PhilPost Chairman Hector Villanueva, and Postmaster Gen-eral Dario C. Rama, and PA on Culture and NCCA Execu-tive Director Cecile Guidote Alvarez.

Guidote-Alvarez said the contest is part of a series ofcultural oriented activities from December 2005 to De-cember 2006 that the NCCA has designed in cooperationwith the CFO coordinated with Director Molano to cel-ebrate our country¹s 100 years of friendship with the is-land-state of Hawaii.

“Aside from the stamp design competition, the celebra-tion will also feature in the coming months other activitiessuch as the Editorial cartoon contest, Mural painting con-test, Song writing competition, and Poetry, essay and one-act play writing contest,” Alvarez added.

During the awarding rites, Alvarez announced thatthe modern zarzuela entitled “Something to Crow About”based on the award-winning collection of stories by Na-tional Artist for Literature Alejandro Roces, with musicby Ferdie Dimadura to be performed by the University ofSanto Tomas (UST) Conservatory of Music under theleadership of Dean Raul Sunico with stage direction byFrank Rivera, may be mounted in Hawaii before the yearends, to commemorate the first wave of Filipino migra-tion to Hawaii in 1906, one of whom brought along hisfighting cock.

Dexter’s heart was set on putting up a business.“I know food ang gusto kong puntahan and diyantalaga iyong puso ko.” He initially wanted to putup a restaurant but realized that would entailextensive capital and maintaining a compli-cated inventory. So he convinced his partnerthat they should just start small and grow fromthere. “I want to try something na meron na doon,dalhin ko na lang dito. Naisip ko, why not frenchfries? Kasi, french fries is number 3 or number 4sa list ng starch intake ng Filipinos.”

In his research, Dexter found out thatstarch is the number one food of choice of Fili-pinos. The list of food items in this categoryinclude rice, bread, pasta, noodles, potatoes,yam, cassava, rootcrops, and the like. Dexteralso deliberately partnered his french fries withdips as he has observed how much Filipinoslove it. “Doon pa lang sa Canada, alam ko naiyong Filipino market. Alam mo, how they recog-nize you are Filipino if you go to a restaurant?They order mayonnaise with their fries. MostAmericans like catsup lang.”

How Dexter chose the acronym NYFD isalso an interesting trivia. He recounts, “I havea lot of respect for New York. It’s one of the citiesthat I truly want to visit. And then September 11happened. And FDNY (Fire Department of NewYork) became famous. So sabi ko, why not NYFD

- New York Fries and Dips.”The company opened its first outlet in SM

Megamall last April 2003 and was a hit withhealth-conscious consumers. That’s because thethick-cut sized fries still retained its skin andwere fried in canola oil. Dexter further explainsits appeal. “When you try our french fries, espe-cially for people who’ve been abroad, it will remindthem of a place like in the States or somewhereoutside the Philippines.” At first, Dexter was re-luctant to franchise his product. But he figuredthe additional capital can finance his other busi-ness concepts. Thus, NYFD franchising waslaunched in the Philippine International Fran-chise Conference and Expo at the World TradeCenter last July 2004. He says, “We have verystrong name and branding. Maganda iyong packag-ing namin. That, nakuha ko sa Japanese. Eventhough it’s just a simple thing, they really value thepackaging. Sometimes, it makes you feel good justwalking around the mall with it.”

Dexter asserts their franchising system isvery manageable. “Di mo kailangan bantayan.Basta first month, nandon ka for trending pur-poses. Tapos, you can go for spot checking na lang.”He doesn’t mind sharing his knowledge withbusiness partners because he believes it makeshis job easier in the long run. “I like educatingthem kasi in a way, they learn. Babalik din sa iyo‘yan. We will help our family, our communities.And then eventually, the whole country will bebetter because a lot of people are educated.”

He reassures everyonethat NYFD is here for the long term. In fact, arestaurant module will soon be available for fran-chise as well. “It’s called NYFD Diner. It’s anextension of NY Fries and Dips. Whenever wecan’t sell sa cart because of limitations sa space,we have it there. We have pasta, burgers, om-elettes, waffles, pancakes, desserts, milkshakes.”

NYFD’s thrust for 2006 is to be exposedinternationally. “If someone comes in with a goodproposal, why not? Meron pa ngang nagtanong saakin if I can formulate different dips, pwede rin‘yon.” Dexter has this advice for everyone. “Bemore positive. That’s very important. I think you’vewon 50 % of the battle with just the right attitude.Second, be more open-minded. Don’t be fooled bythe hype. There’s a business out there, whether it’sfood or service. Dapat, whatever they choose, atthe end of the day, they would like it. Put yourheart and mind in anything that you do.”

he NGO Forum, an aggrupation of organizations dulyauthorized to conduct Pre-Departure Seminars (PDOS)to vulnerable categories of overseas Filipino workers

(OFWs), met on a sad note last week. Said Forum, consisting ofCenter for Overseas Workers (COW), Women in DevelopmentFoundation (WIDF), National Greening Movement Foundation,Kaibigan ng OCW’s and the Zonta Club of Quezon City, ex-pressed desperation to government’s apparent apathy to their ad-vocacy and are throwing in the towel so to speak.

The AdvocacyThe advocacy of the Forum is basically centered on the need toempower OFWs before they leave the motherland to seek theproverbial greener pastures. Hence, PDOS provide OFWs thenecessary and unadulterated information on all rights available,and the wherewithal to minimize cultural shock in their places ofdestination. Further, the seminars have been designed to likewiseinculcate the workers’ responsibilities, workplace attitude and de-meanor to ensure more harmonious worker-employer relations.

The Status QuoGovernment has maintained that PDOS is part and parcel of thedeployment process where recruitment agencies are duty bound toprovide the required orientation as they have invested much inregulatory fees, licenses and continue to spend on marketing,promotion and representation expenses, and as such, it is in theirbest interest that the employer-employee relationship does not fal-ter. Besides, the rules and jurisprudence have proven that agen-cies are jointly and solidary liable with principals.

Government, however, has channeled the PDOS on domes-tic helpers and entertainers, to the accredited members of the NGOForum.

The PresentThe PresentThe PresentThe PresentThe PresentForum members have cried foul to the existing no monitoring bygovernment on OFWs who undergo PDOS. Their records showa sharp decline of participants from 2004 to 2005 levels whilePOEA statistics indicate a continued deployment growth of vulner-able categories, except for entertainers. They claim that it is badenough for government to continue allowing recruitment agenciesand different associations or umbrellas of labor-sending groups toconduct their own PDOS to comply with a government require-ment, now, they are providing or issuing PDOS certificate ofcompletion to the vulnerable categories. This explains the dismalparticipants of the Forum’s PDOS. It is also reported that anumbrella organization of recruitment agencies has successfullyinstalled their own “NGO” to circumvent the rules and capture thevulnerable categories.

Conflict of InterestThe Forum maintains that the government policy of allowing vested-interest groups to conduct their own PDOS should be stopped. Itis claimed that no agency in his right mind will fully disclose toOFWs all the rights they enjoy. An advocate says, “Its like shoot-ing one’s head. Take the case of the joint and solidary clause,everyone know its almost impossible to run after an erring princi-pal, thus, said clause may not be invoked by the worker wherethe agency is civilly liable if he is not well-informed”. He opinesthat no agency will advise a worker to sue them.

Government in ActionThe NGO Forum is exasperated from their age-long appeal togovernment. They perceive that the industry is more influential orthey would have at least propounded on the conflict of interestissue. The Forum is about to let go.
