VI. REPORTS1. HOTEL -1st Wednesday of Month

ORTEK -2nd Wednesday of Month -Monthly report presented by DavePowless

Problems with financial. Work has dropped off in mid July. Work that was bidhas been delayed, as a result they lost $85,000 for July. The national marketshas slowed down. They have 3-8A contracts. Currently reviewing personnel statusand advertising for Laboratory Manager. They are spending more time in trainingemployees during this slow time.

Financials anticipate a loss in August also. Will be looking at some internalcost cutting soon. Installing a new computer system for laboratory reports.

Yakimas will be voting in December to support the outreach project. ORTEK isalso working with another Tribe (Klingets) in Alaska for Inter-Agency technicalassistance.

ORTEK has developed an a-team consultation concept with Wayne Skenandore & DavidPowless making final decisions.

Debra Powless moved that we pursue another law firm with three Consultants,which will be Francis, Arlinda and Shattuck, for the purpose of implementingstrategies:1) sue the 30 to 40 thousand people in the claim area2) sue New York State Through Way Authority3) purchase land and/or developJudy Cornelius seconded the motion and motion passed, unanimously.

July 8, 1992 Approval of minutes and action needed

1. Judy moved that if Rick communicates with Ray Halbritter, he does it on apersonal basis and not for the Land Claims Commission. Cliff Cornelius madean ~endment to the motion that a letter be written to Halbritter by theChairman of the Commission and it should not include apologies. It willinclude that he will be notified of meetings between the three territories.Debra Powless seconded the motion and the amendment, motion carriedunanimously.

Motion by Amelia Cornelius that communication with Halbritter and Tribe be on apersonal or government basis and that communications on Land Claims be with theChairman of the Oneida Land Claims Commission, seconded by Mark Powless, motioncarried.

2. Debra Powless moved to put a plan together with Cliff Cornelius to do a filmon the New York home lands. The time frame for the plan to be completed willbe July 31, 1992.

Motion by Julie Barton to approve plan, seconded by Shirley Hill

Julie Barton withdraws motion after discussion over concerns of the plan.

Recommend review and utilize Paul DeMain

Motion by Lloyd Powless to defer this item back to the Land Claims Commission toreview plan for film on tribal homelands, seconded by Russell Metoxen, motioncarried, Loretta V. Metoxen abstained.

Discussion on #5, this did not occur.

Discussion on #4 -Lori Duffy reporter Post Standard of Syracuse, New York to doa series on the Land Claims. This was not approved.

5. Oneida Land Claims Commission Meeting-August 7, 1992Strategies

Loretta Metoxen moved that separate meetings be arranged with Senator Inouye andhis appropriate staff and also with New York State's Governor Cuomo, to includethree delegates from each of the territories of New York, the Thames andWisconsin, and a staff person. Delegates are to be chosen by each community.Seconded by Judy Cornelius, motion passed unanimously.

ACTION FROM THE FOLLOWING DAYS MEETING, August 8, 1992. Cliff Cornelius moved tohave the Wisconsin Land Claims Commission contact the tribal lobbyist, Scott

Chris George moved that the Coordinator set up our next Land Claims meeting inNew York State if a meeting can be arranged with the two elderly land holdersthat cla~ they want to return their lands of approximately two hundred acres tothe Oneida people. Seconded by Cliff Cornelius, motion passed unanimously.

Motion by Lloyd Powless to approve all three recommendations, seconded by JulieBarton, motion carried, Loretta Metoxen abstained.

Request from Indian Summer Festivals

Motion by Loretta V. Metoxen to refer this item to ORTEK, to be the lead agencyand to coordinate with the Environmental and Conservation Department to producean exhibit for the environmental area of Indian Summer Fest, seconded by JulieBarton, motion carried unanimously.

RESOLUTION 8-12-92-A

WHEREAS, A newly created organization Unite Now Indian Olympic Nation, UNION, istrying to gain status as an independent Indian Nation to compete in the Olympicgames giving Indian athletes an opportunity to compete in the Olympic Games,

WHEREAS, Betty Martin, a Lac Vieux Desert Tribal Member has been named theNational Women's Director, and is asking for the support of Midwest Tribes in theprocess which she firmly believes in, and

WHREAS, She has committed herself to this venture, and is looking to the Tribesto help facilitate the effort to have Indian Nations join together for thepurpose of petitioning the International Olympic Committee to allow the Indiannations separate status from the United States of America Olympic Team, and

WHEREAS, Puerto Rico, the U. S. Virgin Islands and Guam all are territories ofthe united States, and their athletes are all U. S. Citizens, but each compete asseparate countries in the Olympic Games, and

WHEREAS Support from the Indian nationas will help in UNION's effort to form aNational Olympic Committee that is necessary to petition the InternationalOlympic Committee for our nation's independent status, and

NOW THEREFORE BE IT RESOLVED: That the goal behind UNION is to bring togetherIndian athletes who may not have a chance to ever compete in the Olympic Gamesthrough the current U. S. A. team selection process and that the Indian Nationscan be given a sense of pride to see their own Indian National Olympic Teamcompete against the world.

Motion by Russell Metoxen to adopt Resolution 8-12-92-A and to designate EricKrawczyk as the contact person for Oneida, seconded by Lloyd Powless, motioncarried unan~mously.
