SOURCE: Contacted by Sgt Marzban to take an assault report at the State of the County Event

that took place at the Courtyard Marriott in Pontiac.

INFORMATION: I was contacted by Sgt Marzban to take an alleged assault complaint involving

Oakland County Clerk Lisa Brown and State Senator Martin "Marty" Knollenberg. The alleged

assault took place after the conclusion of the State of the County Event at the Courtyard Marriott

located at 3600 Centerpoint Pkwy. in Pontiac. I met with Brown in the hallway adjacent to the

auditorium where the event had taken place. With Brown was Jennifer Howden, who also works

at the County Clerks Office. Sgt Marzban and myself escorted Brown and Howden to the

business center in the hotel to interview them in regards to the events that took place.

INTERVIEW WITH CLERK LISA BROWN: Brown stated that she and Howden were seated in

the second row to the right of the stage area. Brown stated that the presentation had ended and

people were exiting the auditorium when she observed Knolleberg approaching her. Brown

stated that she turned away from Knollenberg trying to avoid conversation. Brown stated that the

two of them have a history and served together in the State Legislature. Brown stated that

Knollenberg approached her and made comments about her not saying "hi". Brown stated that

the she and Knollenberg got into a discussion about legislation he enacted dealing with straight

party voting. The discussion escalated and Brown made statements to Knollenberg about racial

comments he made in the State Senate. Brown said that Knollenberg then grabbed her left

elbow area with his right hand in what she labeled as a "death grip." Brown said that she yelled

" Let go of me, don't touch me." Brown estimated that Knollenberg held onto her for approx. 10

seconds and she tried to pull away. Brown said that they were separated by other patrons of the

event. Brown said that Kathy and Hugh Crawford were both witnesses to the alleged assault and

intervened.

INTERVIEW WITH JENNIFER HOWDEN: Howden stated that she was with Brown when

Knollenberg approached them in the auditorium. Howden said that she tried to place herself

between the two of them prior to their discussion. Howden stated that she witnessed

Knollenberg grab Brown with his right hand.

ACTION TAKEN: Both Howden and Brown were offered to write out a statement in regards to

the events that took place. Brown stated that she would type a detailed statement and email it to

me. Howden agreed to type out her statement as well. I offered to photograph any injuries

sustained by Brown but she refused at the time. Brown stated that she would photograph any

injuries once she got home. Both Brown and Howden were given the case number and contact

information for Sgt Marzban and myself. I escorted Brown from the hotel to her vehicle and

observed her leave the premisis. I was unable to interview Knollenberg or the Crawfords about

the events that took place.

STATUS: Open pending written statements from Brown and Howden. The case was turned over

to Sgt C Cole.

ADDITIONAL INFORMATION: On 2-11-2016 @ 1515 hours I responded to the County Clerks

office to obtain the written statements of Brown and Howden. Both statements were obtained

and added to the report.

INFORMATION: On 2/11/2016 Forensic Laboratory Specialist Foreman went to the Oakland

County Clerk's Office and met with Oakland County Clerk Lisa Brown. Specialist Foreman took

photos of Lisa Brown's arm for the case file. The photograph's have been attached to this

report. The laboratory report is #16-0360.

On Saturday (2-13-2016) Oakland County Clerk/Register of Deeds Lisa Brown sent Sgt. Cole 2

new pictures of the bruise on her arm. The pictures are also attached to this report.

INFORMATION: Sgt. Cole advised me that on Wednesday night (2/10/2016) while working security at the

State of the County Address held at the Marriott Hotel in Pontiac (3600 Centerpoint Parkway) he had

been advised by the Oakland County Clerk/Register of Deeds Lisa Brown that she had been assaulted by

State Senator Martin Knollenberg. Sgt. Cole said that he had contacted a Deputy (T. Sanford) to take the

initial incident report from Clerk Brown.

The Crime Lab (CLS Foreman) took pictures of Clerk Brown’s arm on Thursday February 11, 2016 and

Clerk Brown also took several pictures on Saturday February 13 and sent them to Sergeant Cole. All the

pictures are attached to this report.

Also, Sergeant Cole had been working the event the night of the incident and took pictures of the location

where the incident occurred. These pictures are also attached to the report.

INTERVIEW WITH WILLIAM WELLS: Bill Wells is a security officer with Oakland County. Mr. Wells was

working security in the Oakland Ballroom during the State of the County address. Mr. Wells said that

after the event people were starting to leave the ballroom and he estimated that at least 2/3 of the

original occupants had left when he heard a loud female voice. Mr. Wells said that he started walking

towards the voice when he heard the voice again more clearly say “your husband squeezed my arm.” Mr.

Wells said that he saw that the woman who said this (Oakland County Clerk Brown) was with another

woman and that no one else was around either woman at this time. Mr. Wells said he asked the women

if they needed any help. The woman (Clerk Brown) whose voice he had heard was acting “indignant” per

Mr. Wells and said to him when questioned about what had occurred, “he squeezed my arm.” Mr. Wells

said he started asking the County Clerk about the incident but she did not want to talk about what had

happened. The County Clerk said per Mr. Wells something about if she took her coat off she would

probably have a mark. The Clerk though left the room before doing this.

Mr. Wells said that he did not see the incident and no one else present in the ballroom reported to him

seeing the incident.

INTERVIEW WITH DON THOMPSON: Mr. Thompson is the General Manager at the Pontiac Marriott. I

was advised that the assistant Manager (Samantha Molzer) was working the night of the incident, but no

complaints had been reported to the Hotel regarding the incident. The management has not been aware

of any staff member witnessing the incident either. The Oakland Ballroom does not have any video

surveillance cameras per the Hotel.

INTERVIEW WITH KATHLEEN CRAWFORD: I spoke with Mrs. Crawford on Wednesday February 17,

2016. Mrs. Crawford advised me that she is the Michigan State Representative for the 38 District and is

married to Oakland County Commissioner Hugh Crawford. Mrs. Crawford advised me that she had

arrived at the State of the County Address before her husband last Wednesday February 10 and took a

seat in the ballroom where the event was to be held. Mrs. Crawford said she was reserving a seat for her

husband also. Mrs. Crawford was sitting down when Oakland County Clerk Brown arrived. Clerk Brown

also had another woman with her per Mrs. Crawford. The two sat down in front of her. Clerk Brown per

Mrs. Crawford turned around and asked her if Hugh Crawford would be attending.

Mrs. Crawford said she knew Clerk Brown from when she (Mrs. Crawford) was an Oakland County

Commissioner. Mrs. Crawford said that her husband arrived right before the event started. Mrs.

Crawford was not sure when Senator Knollenberg arrived. Mrs. Crawford believed the Senator arrived

after the address started.

After the State of the County Address per Mrs. Crawford everyone started to file out of the ballroom.

Mrs. Crawford was standing with her husband and Senator Knollenberg was standing in the row in front

of them. Senator Knollenberg per Mrs. Crawford tried to speak with Clerk Brown, but Clerk Brown was

ignoring him. Mrs. Crawford said Clerk Brown eventually turned around and by her (Clerk Brown’s) body

language thought she was mad. Clerk Brown started talking to Senator Knollenberg and eventually

became louder as she continued speaking. Mrs. Crawford said that Senator Knollenberg continued to

stand there and listen to Clerk Brown, not responding to what she was saying.

Mrs. Crawford said she could not entirely hear what Clerk Brown was saying but thought it was over

recent election legislation passed in the State Legislature. Mrs. Crawford said she was not sure Senator

Knollenberg understood everything either because he has a hearing impairment. After getting very loud,

per Mrs. Crawford, Clerk Brown turned away from the Senator as if to leave. At this time per Mrs.

Crawford, Senator Knollenberg reached out and touched the arm of Clerk Brown as if to get her

attention. Mrs. Crawford thought Senator Knollenberg had touched the middle part of Clerk Brown’s

arm. Mrs. Crawford did not think this was done to cause any type of harm but merely to get Clerk

Brown’s attention. Mrs. Crawford considered the action a touch only and not a squeeze.

Mrs. Crawford said that Clerk Brown then turned toward Senator Knollenberg and yelled at him to stop

touching her. Mrs. Crawford said she did not believe Clerk Brown was hurt in any way because she

thought that Clerk Brown would have yelled out that she was hurt or being hurt, but she did not. Mrs.

Crawford said that she did not see the woman that Clerk Brown was with try to remove the Senator’s

hand. When the Senator removed his hand, Mrs. Crawford’s husband asked him to leave with him to

avoid any further issues and Senator Knollenberg left with Commissioner Crawford, exiting out of the

closest aisle way out into the main hallway.

Mrs. Crawford said she left out of the aisle way that Clerk Brown left out of and walked right behind the

Clerk and the woman (Jennifer Howden) she was with. Mrs. Crawford said that on the way out Clerk

Brown turned to her and said “he shouldn’t have touched me.” Mrs. Crawford said that she just nodded

her head, not saying anything. I asked Mrs. Crawford if she had later told Clerk Brown that she thought

the Senator touching her was “inappropriate.” Mrs. Crawford said that she does not remember saying

that and did not speak to Clerk Brown for the remainder of the night.

Mrs. Crawford said that she had read the newspaper articles concerning this incident and said she was

surprised at what had been reported. She explained that one of the articles said that Clerk Brown had to

be escorted out to her car by Deputies. Mrs. Crawford said that as she was following the Clerk out of the

ballroom she (Clerk Brown) did not give any impression that she was hurt or in fear of anything else

happening to her.

Mrs. Crawford reiterated that if Clerk Brown was actually hurt from Senator Knollenberg she would have

expected Clerk Brown to say this and she did not.

INTERVIEW WITH HUGH CRAWFORD: Mr. Crawford was interviewed at the Detective Bureau by

Sergeant Schroeder on Wednesday February 17, 2016. Mr. Crawford advised Sergeant Schroeder that he

is an Oakland County Commissioner and a former MI State Representative. Mr. Crawford said that he

knew Clerk Brown from when they were both State Representatives in Lansing. Per Mr. Crawford the two

of them had adjoining offices while in Lansing.

Mr. Crawford said that he was waiting at the event outside in the main lobby for Adi Sathi to arrive. Mr.

Crawford said he had invited Mr. Sathi to the event and was waiting for him in the Hotel lobby. Mr.

Crawford said that he and Mr. Sathi arrived right at the start of the address. Mr. Crawford said that Clerk

Brown and the woman (Jennifer Howden) with her were sitting in front of him and his wife. Clerk Brown

was seated farthest from the end of the aisle (middle section of row). There was an empty seat between

Mrs. Howden and Senator Knollenberg. Senator Knollenberg’s wife was sitting to his right closest to the

far aisle. So Clerk Brown was seated around three seats to the left of Senator Knollenberg. Mr. Crawford

said that he was probably sitting in row 3. Mr. Crawford was counting the rows from the front of the

stage backwards.

Mr. Crawford did not see the Senator or Clerk talking to each other before the event started.

Mr. Crawford said that at the end of the speech he stood up and shook Senator Knollenberg’s hand.

Right after that Senator Knollenberg, per Mr. Crawford leaned forward and extended his hand out to

shake Clerk Brown’s hand. Mr. Crawford said that Clerk Brown would not shake Senator Knollenberg’s

hand though. Mr. Crawford said that Senator Knollenberg looked shocked that Clerk Brown would not

shake his hand. Mr. Crawford said he asked Senator Knollenberg “Marty she doesn’t want to shake your

hand.” The Senator per Mr. Crawford replied that she did not. Mr. Crawford then said to try to make

light of the situation he told the Senator that he would again shake his hand.

Mr. Crawford said that the Clerk began talking to the Senator. Mr. Crawford said that Clerk Brown was

not yelling but was talking loudly and as she talked she steadily increased the volume. Mr. Crawford said

that he could not hear everything that the two were saying but it sounded like the Clerk was upset over

some legislation that the Senator was involved in. The Senator per Mr. Crawford was not really saying

much back to Clerk Browns comments. Finally the Clerk per Mr. Crawford turned away from Senator

Knollenberg and when she did this the Senator reached over and “grabbed her elbow.” Mr. Crawford

said that it did not look like a forceful act, but just as an attempt to get the Clerk’s attention.

Mr. Crawford said this upset Clerk Brown who said “you can’t touch me”. Mr. Crawford said that Clerk

Brown said this very loud, so he placed his arm around the Senator’s shoulder and told the Senator to

walk out with him. The Senator did this and Mr. Crawford’s friend Adi also walked with the Senator.

They walked out the far aisle to the lobby area per Mr. Crawford. Mr. Crawford said while walking out of

the Ballroom with the Senator he asked him what that was about. The Senator per Mr. Crawford replied

that the Clerk was upset over the recent legislation removing straight ticket voting or straight party

voting. This apparently was a bill that the Senator sponsored. The Senator also told Mr. Crawford that

the issue about his comments made after a presentation before the Senate Education Committee was

brought up by Clerk Brown. These comments were reported by the press and some people and groups

were upset saying the comments had been racially insensitive.

Mr. Crawford said that his wife unbeknown to him had walked out the opposite way, behind Clerk

Brown. Mr. Crawford said that his wife told him that while Clerk Brown was walking out of the ballroom

she turned back to Mrs. Crawford and said “he shouldn’t have touched me.” Mr. Crawford said that his

wife told him she did not reply back to Clerk Brown after this statement. Mrs. Crawford, per Mr.

Crawford said that Clerk Brown was talking with the female she was with and did not appear to be “under

any stress.”

Mr. Crawford said that he had no idea why Clerk Brown would need a Sheriff’s escort out to her car

because the Senator was with him on the other side of the lobby. Mr. Crawford said he did not see Clerk

Brown escorted out to her car, but read about it in the paper, which surprised him.

Mr. Crawford said that he believes if Clerk Brown was actually hurt during this incident, that upon the

Senator grabbing her arm she would have made either a comment saying “that hurts” or would display

body language indicating she was being hurt. The Clerk per Mr. Crawford did neither. Mr. Crawford

remembers hearing Clerk Brown also say during the incident “you don’t have the right to touch me.”

Mr. Crawford said that he did not see the woman (Jennifer Howden) with Clerk Brown step between the

Senator and Clerk Brown and try to remove the Senator’s hand. Mr. Crawford said that he does not

remember how long the Senator kept his hand on Clerk Brown’s arm and thought the Senator removed

his hand when he (Mr. Crawford) put his arm around the Senator and had him walk out of the ballroom.

Mr. Crawford was asked if he heard the Senator say “do you think I am a racist” to the Clerk. Mr.

Crawford said he did not hear that. Mr. Crawford said that the small group of people were in close

proximity to each other but because of all the noise from everyone leaving he could not hear that well.

Mr. Crawford said that the small group consisted of his friend Adi, himself and his wife in their row and

the Senator and his wife along with Jennifer Howden and the Clerk in the row in front. When the event

was over everyone stood up to leave and that is when the incident occurred.

Mr. Crawford said the Senator’s wife was standing right next to him when the incident happened and Mr.

Crawford did not see her get involved. When asked if he thought the Senator was maybe upset or angry

about the conversation with the Clerk, Mr. Crawford said that he did not get that impression and said the

Senator doesn’t really get mad. Mr. Crawford said that the Senator was not upset or trying to pull away

from him while they were walking out of the ballroom. Mr. Crawford said he didn’t know of any other

witnesses besides the small group he was with.

INTERVIEW WITH ADI SATHI: Sergeant Schroeder spoke with Mr. Sathi on Thursday February 18, 2016.

Mr. Sathi said he was invited to the State of the County Address by Mr. Crawford. Mr. Sathi said he

arrived at the event just before it started and sat down next to Mr. Crawford. Mrs. Crawford was on the

other side of Mr. Crawford per Mr. Sathi. Mr. Sathi said that Senator Knollenberg was seated in front of

him. Mr. Sathi said he did not see the Senator or Clerk speaking prior to the event starting. Mr. Sathi said

he did not know at the time who the Oakland County Clerk was.

Mr. Sathi said that at the conclusion of the event everyone was standing around talking when he noticed

Clerk Brown speaking very loud with Senator Knollenberg. Mr. Sathi said that Clerk Brown’s voice kept

getting louder while talking with the Senator. Mr. Sathi said he heard Clerk Brown say something to the

Senator about racism or say that the Senator was racist. Mr. Sathi said after making this statement he

saw Clerk Brown turn around and that is when the Senator grabbed her arm. Mr. Sathi said that the

Senator did grab Clerk Brown’s arm but in no way did he believe this was an assault.

Mr. Sathi said he believes the Senator was just trying to defend himself against the allegations the Clerk

made about him being a racist. Mr. Sathi said that there were a number of persons standing around and

that when someone makes an inflammatory statement like that you have to defend yourself.

Mr. Sathi said that when the Senator grabbed the Clerk’s arm she became even more louder saying

“don’t touch me” or “you can’t touch a woman like that.” Mr. Sathi said that it did not look like the

Senator was using any force or pulling on the Clerk’s arm.

Mr. Crawford and Mr. Sathi then walked with the Senator out of the ballroom. They used the far aisle

and the Clerk left the opposite way going out another aisle. Mr. Sathi said this whole incident happened

in a matter of seconds. Mr. Sathi described the Senator as looking “stunned” about what had just

occurred.

Mr. Sathi said that Clerk Brown did not appear to be hurt to him.

INTERVIEW WITH LORRAINE KNOLLENBERG: Mrs. Knollenberg was interviewed on Thursday February

26, 2016 by Detective Sergeant’s Cole and Schroeder at the Oakland County Sheriff’s Office Detective

Bureau. Mrs. Knollenberg was represented by Attorneys Layne Sakwa and Harold Fried. Mrs.

Knollenberg said that she had attended the State of the County Address with her husband and had ridden

with him to the event. Mrs. Knollenberg said that she and her husband (State Senator Martin

Knollenberg) had arrived pretty much right at the time the event was starting and ended up taking seats

near the front right of the ballroom. Mrs. Knollenberg said that she and her husband sat down in the

second row of the ballroom near the far right aisle. Mrs. Knollenberg said that she was sitting closest to

the aisle with her husband sitting to her left.

Mrs. Knollenberg said that she did notice that the Crawford’s were sitting behind them and smiled at

them. Mrs. Knollenberg said that there was an unknown woman (Jennifer Howden) sitting to the left of

her husband and then Clerk Brown was sitting on the other side of the woman. Mrs. Knollenberg said

that neither she nor her husband said anything to either woman at this point or during the program

(event.)

As the program ended everyone stood up and per Mrs. Knollenberg they were getting ready to go across

the hallway from the ballroom where everyone congregates afterwards. This is an open room similar to

the ballroom where food and drinks are served. Mrs. Knollenberg said that upon standing up her

husband recognized Clerk Brown and said hello to her. Mrs. Knollenberg described this moment as being

fine and nothing out of the ordinary occurring. Mrs. Knollenberg said that she also said hello to Aditya

Sathi who was standing behind her next to the Crawford’s.

Sgt. Schroeder showed Mrs. Knollenberg a photo of the ballroom and she pointed to where she and her

husband had been seated. Mrs. Knollenberg said that her husband started talking and because of the

rows of chairs she could not maneuver herself around to be in the conversation so she walked out of the

row and stood over by the outer wall of the ballroom. Mrs. Knollenberg said that the Crawford’s and

Aditya Sathi were still standing directly behind her husband and Clerk Brown and the woman (Jennifer

Howden) she was with were next to her husband.

Mrs. Knollenberg said that while she was standing out in the aisle is when she heard “screaming”. Sgt.

Schroeder asked her if she actually heard what she (Clerk Brown) was screaming. Mrs. Knollenberg said

she did not. Mrs. Knollenberg said her husband turned towards her and looked surprised and Mrs.

Knollenberg said she felt “embarrassed” for Clerk Brown because of her behavior. Mrs. Knollenberg said

that the other woman with Clerk Brown did not say anything and Mrs. Knollenberg described her as being

“very quiet.” Mrs. Knollenberg said that the woman (Jennifer Howden) was standing between her

husband and Clerk Brown at this time.

Sgt. Schroeder asked Mrs. Knollenberg if she saw her husband touch Clerk Brown. Mrs. Knollenberg said

that she did not. Sgt. Schroeder then asked her if it would be out of character for her husband to reach

out and touch someone while talking with them and Mrs. Knollenberg said that it wouldn’t. Mrs.

Knollenberg described this as being if Mr. Knollenberg said “hey” and at this same time reached out and

touched the person he said this to. Note; before the interview both Sergeants were advised by Mr. and

Mrs. Knollenberg’s counsel (Mr. Fried) that Mr. Knollenberg had a hearing impairment. Mr. Knollenberg

wears hearing aids because of this but also relies on reading people’s lips to understand what is being

said. Mr. Fried said that because of this hearing problem Mr. Knollenberg has additional problems in

large open areas with understanding people.

Mrs. Knollenberg said that she was embarrassed for Clerk Brown for the way she was acting. Mrs.

Knollenberg went on further to say that it was very awkward for everyone who was witnessing this. Mrs.

Knollenberg said that the two separated and walked away in opposite directions. Mrs. Knollenberg said

she walked out at that point in front of her husband and said that when he made it out into the hallway

he appeared to be “stunned” from what had just happened. When asked if Mr. Knollenberg had said

anything about what had happened, Mrs. Knollenberg just said that everyone was stunned.

When asked if her husband had previously known Clerk Brown, Mrs. Knollenberg said that she didn’t

think her husband knew the Clerk other than the two being colleagues together in Lansing (both had

been State Representatives.) Mrs. Knollenberg said that she and her husband hadn’t been drinking any

alcohol at that point or prior to the incident happening.

Sgt. Cole asked Mrs. Knollenberg if she remembered anyone else in the area besides the Crawford’s and

Aditya Sathi and she said she did not see anyone else. Mrs. Knollenberg said that there was no one

seated in front of them during the event. Mrs. Knollenberg said that she had never met the Clerk before

nor knew who she was prior to this incident. Mrs. Knollenberg said that she did not hear the

conversation between her husband and the Clerk.

Sgt. Schroeder asked Mrs. Knollenberg if Clerk Brown had spoken with her. Mrs. Knollenberg said that

after the incident happened she looked over at the Clerk as if to say “what is going on” and the Clerk then

said something about “your husband is hurting me or had hurt me.” Mrs. Knollenberg said she didn’t

verbally reply back to the Clerk but looked at her thinking “really.” Mrs. Knollenberg said it seemed “so

farfetched” to her that her husband would hurt the Clerk. Mrs. Knollenberg said that when she initially

heard the yelling by the Clerk she never walked over to the group nor said anything to the group along

the lines of “what is going on.”

Mrs. Knollenberg said that when the incident occurred the woman (Jennifer Howden) that was with the

Clerk was standing between the Clerk and her husband. Sgt. Schroeder asked Mrs. Knollenberg if she saw

the woman (Jennifer Howden) try to intervene in any way between her husband and the Clerk. Mrs.

Knollenberg said she did not.

Sgt. Cole asked Mrs. Knollenberg about her husband’s hearing problems and she said that her husband

cannot hear anything without the assistance of the hearing aids. Mrs. Knollenberg said that her husband

was wearing his hearing aids the night of the State of the County Address. Mrs. Knollenberg added

though that when her husband is in a crowded room even though he is wearing his hearing aids that the

sounds can become distorted causing him difficulties hearing what is being said. It is not unusual per

Mrs. Knollenberg for her husband to frequently ask someone to repeat themselves when talking to them.

Mrs. Knollenberg said that her husband’s hearing issues also causes him to lean in or stand closer to

someone when talking to them.

Mrs. Knollenberg said that she has been married for the past 7 years and had been dating her husband

prior to marriage for another 3 years.

SUPPLEMENTAL REPORT

BACKGROUND INFORMATION: On Wednesday February 10, 2016, myself and D/Sgt. Hendrick were

working the State of the County Address that was held at the Marriott located at 3600 Centerpoint

Parkway in the City of Pontiac. D/Sgt. Hendrick and myself arrived at approximately 5pm. County

Executive Brooks Patterson's speech was to start at 7pm and last about an hour. I have had previous

experience at this event in the recent past. At some point prior to 7pm, I observed Oakland County Clerk

Lisa Brown arrive. Brown came in the main entrance to the Hotel. Brown stopped and said hello to me.

Shortly after Patterson had completed his address, Brown came up to me and advised me that subject

Marty Knollenberg assaulted her in the ballroom. At this time, I notified Undersheriff McCabe who

informed me to advise Sergeant Marzban to have a Deputy take the report. I notified Sergeant Marzban

who notified Deputy Sanford. I informed Sergeant Marzban that SIU would be handling the investigation.

ADDITIONAL INFORMATION: On Saturday February 13, 2016, Lisa Brown contacted via cellphone and

advised me that she had taken a picture of a bruise that was on her arm. I advised her to forward to me

which she did. There were 2 pictures attached. Upon inspect of the photographs, it appears as though

there is a small circular bruise on the inner side of her left bicep.

INTERVIEW WITH SUBJECT MARTIN KNOLLENBERG: On February 25, 2016, Sgt. Schroeder and Sgt. Cole

had the opportunity to interview subject Marty Knollenberg regarding the above incident. Knollenberg

was accompanied by his attorneys, Layne Swaka and Harold Fried. The interview tool place in Interview

Room #3 at the Sheriff’s Office Headquarters’ Building located in Pontiac.

Knollenberg was informed that Oakland County Clerk Lisa Brown filed a complaint regarding and

incident that occurred on the night of the State of County Address (February 10). Knollenberg was asked

if he attended the event with his wife and he said yes. He was asked when he arrived and he replied they

were a couple minutes late and they sat wherever they could find a place to sit. He said they (he and his

wife) had difficulty finding a seat, and he surveyed the room and saw some empty seats up front on the

right. When he walked up to the seats he saw Hugh and Kathy Crawford, who guided them to the empty

seats in front of them. Knollenberg was asked if he noticed Lisa Brown at the time, and he said she was in

his view of where the stage was. He was asked if he sat in the same row as her (Lisa Brown) and he said

yes. He said his wife was seated to his right and there was a person (Jennifer Howden) who was seated to

his left and then next to that person was Lisa Brown. Knollenberg was not sure if there was an empty

chair between him and Howden. Knollenberg was asked how he knew Lisa Brown and he replied that

they were colleagues in the House and they worked together for 4 years. Knollenberg was asked if he

had any prior incidents with Brown and he said no, they just saw each other in the hallway or evalvotor.

But other than that, he said that he was friendly with her. Knollenberg stated that he is friendly with all

the legislators and there are times when people disagree

Knollenberg said that when Patterson’s speech was over he (and his wife) were trying to make

their way to the back of the ballroom. Knollenberg said that people who usually attend the State of the

County Address do so to either hear what Brooks has to say or they enjoy socializing (eating and drinking)

with others or they do both. Knollenberg said that he likes what Patterson has to say and he enjoys

attending them. He said it is a networking event because you have local, state and Federal officials and

those who enjoy listening to what Patterson has to say. Knollenberg said it is a fun time and he and his

wife enjoy attending them. Knollenberg was asked if he recognized Lisa Brown and he said yes, but there

are a lot of people there. He said that he attempted to say hello to recognize her because she was just

two seats away from him. Knollenberg said that the beauty of the event is that you have people from

different parties coming together in a non-political environment. Knollenberg said that for whatever

reason, Brown was loud, screaming and yelling at him and he was shocked because it was a social

environment. He was asked if she said anything that upset him and he just replied that he was trying to

calm her down and diffuse the situation. He knew that they both could agree to disagree on issues, but

she kept getting louder and louder. He said she was making a scene and was not very professional. He

has seen her act that way in the past on the House floor and on television, but not like that. He thought

there is a hatred that built up for a while. Knollenberg then stated that he believes that there was some

legislation (straight party voting) that passed a few months ago that she believes created more work for

herself and other County Clerks around the State. Knollenberg was asked if Brown brought up the

comments that he made about education and he said that she also mentioned that as well. Knollenberg

was asked if she called him a racist or something like that. He said there have been comments in the

newspapers and that the storyline that he is a racist. Knollenberg stated that he believes that Brown

took the position that he is a racist. He was asked if she told him that and he replied that she never

Knollenberg was asked at any time, did he touch her arm and he said yes, he wanted to calm her

down and leave it on a good note. He said that Brown’s assistant (Howden) was standing between them.

He was asked if Brown attempted to leave and he said that she turned her shoulder to disengage him and

he reached out to get her to calm down a bit. Knollenberg said that he had to go around the assistant

(Howden) to reach out to touch Brown. He said that he reached out with his right hand and he is right

handed. He was asked how long he held her arm and he said three seconds. Knollenberg was asked if

Brown immediately reacted after he grabbed her arm and he said Brown said “no, you’re hurting me, let

go, you’re assaulting me.” Knollenberg said that in his view it was too quick for an assault to have

occurred. He was asked if he removed his hand himself or did someone else and he said he removed it.

Knollenberg was asked if the female (Howden), who was with Brown grabbed his arm and he said he did

not remember. He was asked if the Crawford’s tried to intervene and he said his wife (Lori) noticed what

was happening and came over. He said he walked out with Hugh Crawford, while Brown walked out the

other way toward the middle (isle). He was asked if he had been drinking that night and he said no. He

was asked if he was on any medication that would have affected his behavior and he said no. Knollenberg

was asked if the pressure he placed on Brown’s arm would have caused her any pain he said no.

Knollenberg said that placed no pressure at all when he grabbed her arm. He was asked to tell us

exactly where he grabbed her arm and he pointed to his left upper arm in the bicep. At this time,

Knollenberg’s attorney, Layne Swaka asked him if Brown had her coat on and Knollenberg replied, “I think

she did.” Knollenberg was shown a digital image of the seating arraignment that night. He was asked if

he was seated in the second row and he said yes. He was asked if the Crawford’s were seated behind him

and he said yes, and Adi Safti was next to them. Knollenberg was asked what entrance he came in thru

and he said the main entrance. He also said that he and his wife went out the same door. Knollenberg

was asked if he used the hotel’s Coat Check and he said no. Knollenberg was asked if he was angry that

she would not talk to him and he said no. He was asked if that upset him and he said no. Knollenberg was

asked if he was angry that she brought up the racist comments and he said he does not like to hear it, and

they are not true, but he realizes that it comes with the position. Knollenberg was asked if he was not

applying any pressure at all to Brown’s arm, why would she react that way and he said he did not know

and that is a question for her. Knollenberg was asked if he remembered what he was wearing that night

and he said a suit and tie. He was then asked if he knew what Brown was wearing and he said he did not

know. It was brought to Knollenberg’s attention that he earlier said that Brown was wearing a coat at the

time of the incident. Knollenberg said that he believes Brown had some kind of a coat on, whether it was

over coat or a winter coat, he did not know. Knollenberg said that he and his wife left about an hour after

the speech ended.

Knollenberg was asked how he learned about the complaint that Brown had made. He said that he

learned via Tweeter on Thursday (day after the incident). He said that his staff was not even aware of it.

He felt that it was not even worth repeating to his staff. Knollenberg was asked if he was aware of any

other potential witnesses that we have not spoken with exception of Hugh and Kathy Crawford or Adi

Sathi. He said he knew of no one.

The case was presented to the Oakland County Prosecutor's Office (3-2-2016). The Oakland

County Prosecutor's Office asked the MI Attorney General to assign this case to another

jurisdiction because of the complainant/victim being the Oakland County Clerk.

The Attorney General re-assigned the case to the Livingston County Prosecutor's Office.

Livingston County Prosecutor William Vailliencourt reviewed the case and declined prosecution.

Both of the involved parties were notified of this information.
