Applications for grants from WFNS (I) Trust are invited from neurosurgeon members and

associate members of NSI, for attending inland conferences (except annual NSI conferences),

overseas conferences, training in Indian or Centres abroad. Please access application form from

NSI Website.

All applications for financial grants from WFNS (I) Trust for the subsequent quarter of the year

should be received before 31st March, 30th June, 30th September and 31st December. All

communications with the WFNS (I) Trust Secretary may please be done via email. Documents

may be scanned and also sent by email.

Dear Friends,

In today,s scenario of prompt communication, our E-newsletters and website are

the public face of the society and its activities. They act as portals of interaction

between the office bearers and the members of the society. They reflect the

functioning and the constant updations of the activities of the society too ; be it

governance of the society or the annual conferences, membership issues or the

activity calendar. Possibly we can't do justice to expectations of the members

through physical newsletters anymore. Now you can access the newsletter of the

society on your smart phones. This total transformation is our small gesture

towards the environment friendly commitment.

The website of the society has also now been revamped. We are trying to keep the members updated by

sending regular emails regarding the important notifications of the society activities, be it evoting for the

NSI Office bearers or voting for constitutional amendments, or the other activities of the society. We will

succeed on this front only if you make sure to visit the website at regular intervals. It needs constant

updation of your contact including email address.

Dear members do not forget that we have expanded globally by addition of international membership

and by liasoning with one or the other important international bodies of different countries. It not only

gives leverage to members but throws extra responsibility on the shoulders of administrative council.

Therefore members input becomes mandatory for any improvement or rectification.

your comments and suggestions .It shall go a long way in discharging our commitments towards society

Secretary’s Message

Obituary

NSI mourns the sad, untimely demise of a young upcoming Neurosurgeon of Chennai, Dr.

K. P. Thirumaran, M Ch(Neuro), (NSI membership No. TNS-27), Associate Consultant,

Department of Neurosurgery, Tamilnadu Government Multi-Superspecialty Hospital,

Chennai, on 31-1-2016.

He was a highly skilled upcoming neurosurgeon with special interest in cerebrovascular

surgery. May his soul rest in peace.

Friends,

I think that all of you will agree on the excellent scientific content, hospitality and

organization of the NSICON 2015 in Hyderabad. Dr Mohan Das, Dr Krishna

Reddy, Dr Manas Panigrahi and their whole team deserve our applause and

gratitude for this monumental effort. We now look forward to another wonderful

meeting in Chennai where the theme is “Heritage to Modernity – An Inspiring

Saga”. Dr Sridhar and his team are already moving heaven and earth to have a

meeting that we would cherish.

In the meantime the Society held a very successful Instructional Course and

Foundation Course in January, 2016 in JJ Hospital, Mumbai under the able guidance of Dr Vernon Velho.

The Society was also represented in the 10th Saudi Arabian Neurosurgeons Conference in Riyadh by our

President, Secretary and Dr Ashish Suri. A big Indian contingent led by our President is participating in

the CNS Spine Summit 2016 in Orlando in which NSI is a partner Society.

We would be organising the first Superspeciality CME in Coorg on the 1st and 2nd of July. This year the

CME would be on Pediatric Neurosurgery and Prof Rick Boop would be the international faculty in

addition to senior Pediatric Neurosurgeons from our Society. This CME is only for the young full

members of the Society under the age of 40 years and sponsorship for travel and stay would be available.

The announcement and registration would be publicized very soon. So block these dates please.

We look forward to your suggestions to guide us regarding the future direction our Society should take.

We look forward to make this Society more in consonance with your desires and expectations. Do not

hesitate to send in your ideas to us.

Minutes of the Annual EC Meeting - 16th December 2015

1. Call meeting to order

The President Dr. B S Sharma welcomed all the EC members to the meeting and asked Dr. V. P. Singh,

Secretary NSI to conduct the proceedings.

2. Obituary Meeting attended by:

Dr. V. P. Singh informed the EC about the sad demise of Dr. S. P. Agarwal & Dr. Sanjiv Sinha from Delhi, Dr.

Chandramouli Shah from Bangalore and Dr. G M Taori from Nagpur. The EC members stood in silence for

one minute to express their respect to the departed souls.

3. Minutes of last midterm EC meeting

Dr. V. P. Singh informed the EC that the minutes of the last EC Meeting had been circulated well in time

and there were no discrepancies reported. Dr. V. P. Singh then pointed out an error in the EC acceptance

of a proposal from Dr. Chitra Sarkar to name the Allied Neurosciences Best Paper Award in the name of

Dr. Subimal Roy. The Allied Neurosciences Award is already in the name of Dr. K. K. Bisaria and therefore

it cannot be replaced with another name. He proposed to name the best paper in Neurology India for

Allied Neurosciences as Subimal Roy Award for Best Paper in Allied Neurosciences for a period of 5

years. The minutes were accepted with this modification.

4. Secretary's Report

Dr. V. P. Singh informed the EC about the applications for new membership of the society for the full year.

This included 34 new full members, 184 new associate members and 21 associate members who have

converted to full membership. All these members fulfilled the requirements and their applications were

approved by the EC. At present the Society has a total of 2785 members including1828 full members

and 957 associate members. Dr. V. P. Singh informed that there are many associate members who

obviously could not still be in training and informed about the efforts being made to convert them to full

members. Physical mails are being sent to such members to convert to full membership – failing which

their associate membership would be terminated (as one can only be an associate member for 3 years or

6 years). Dr. Rajshekhar suggested that HODs of various institutions could be contacted to check if the

associate members were still studying in that institution. As decided in the last EC meeting – the

membership number given to the associate members now also reflects which branch they are training in.

Dr. V. P. Singh next updated the EC regarding the International activities of the NSI. He reported the

successful friendship meeting with the Russian Neurosurgical Society with a five member NSI delegation

going to Kazan, Russia in June this year. A special Indo–Russian symposium was conducted in English

with simultaneous Russian translation which was very well attended. Now the Russian delegation is

coming to Hyderabad for the reciprocal friendship meeting. The French speaking Neurosurgeons invited

a NSI delegation of 7 members to Paris in end November for the reciprocal meeting. Unfortunately only 4

members went. The three members who did not attend for personal reasons would be considered as

having availed their chance to be a part of NSI delegation. The Saudi Arabian Neurosurgical Society has

invited a 3 member delegation to Riyadh in March 2016 as part of the reciprocal Pan Arab Society

initiative. Thus now only the German Society has not reciprocated – the others have fulfilled their

commitments. For 2016 Dr. V. P. Singh informed that he had opened negotiations with the SBNS of UK –

the initial response has been positive and we hope to have them in Chennai with our delegation

attending their meeting next year either in April or November. For 2017 we have a broad agreement with

the South African Neurosurgical Society to have joint meetings in Durban and NSICON Nagpur. On the

local front the NSI Instructional course & Foundation course were successfully conducted in August in

GB Pant Hospital and were well attended.

Dr. V. P. Singh proposed a Federation of Neurosurgical Societies – which would be a consultative group

comprising the NSI and the President and Secretary of all neurosurgical subspeciality Societies. He

informed the council that an informal meeting will be held on18th December at 3.30pm to discuss issues

on which we can collaborate and work together. The aim would be to maintain the independent identity

of the various subspecialty societies and yet collaborate with NSI to further our common objectives. The th

details will be shared in the EC in the next meeting on 19 December 2015.

He proposed a new Subspeciality CME for young neurosurgeons (full NSI members upto 40 years of age)

between May and July for one and a half days. This would cover three topics in one subspeciality and

different subspecialities would be covered by turns. There would be 80 to 100 attendees and upto 10

faculty including maximum one foreign faculty. The course content and faculty would be finalized in

consultation with the President & Secretary of the concerned subspecialty Society. Funding would be

obtained by sponsorship from industry and Intas Pharma has kindly consented to give an educational

grant to NSI for this purpose. This CME will strengthen the involvement of the junior members of the

Society – so that now the first year trainees have the Foundation course, final year trainees have the

Instructional course and the young neurosurgeons have the Subspeciality CME. The council was

appreciative of the idea and provided suggestions regarding the content of the scientific program,

registrations for the course and the technicalities of organizing these CMEs. There were discussions

about future company proposals – it was felt that these sponsorships should not be at the cost of their

commitment to the national annual conference. After an indepth discussion it was decided to accept the

proposal from Intas Pharma and to ask them to give a commitment for at least 3 years.

5. Inauguration of NSICON

This year the Chief Guest for NSICON 2015 would be the Governor of Andhra Pradesh and his office

wanted some changes in the Inaugural Function program. The Governor's office wanted only seven

people on the dais instead of nine which was accepted. They wanted only four speeches i.e Welcome

Speech by the Organizing Chairman, President's Speech, the Chief Guest Speech and the vote of thanks.

Dr. V. P. Singh informed the council regarding the protocol for the Inaugural Function for NSICONs as

described in the byelaws and that includes also the Secretary's Report and President Elect's Vision

Statement. It was decided to go by the NSI Byelaws and protocol – but finish the inaugural program in the

time frame stipulated by the Governor's Office. It was also opined to avoid politicians as far as possible

and preferably invite academicians as Chief Guests in future conferences.

6. CME Convenor's Report

Dr. N Muthukumar presented the CME report for this year. The CME program has already been

published in the NSI newsletter. They have chosen topics that will be of interest to both the residents as

well as experts in neurosciences. He informed that although every effort has been made to include

speakers who have not participated in the CME program earlier - he has also invited some senior

consultants to share their vast experience. Moreover, a “How I do it” Video session has been introduced

this year.He further informed the EC that voting pads will be used to make the sessions more interactive.

The CME book - Progress in Clinical Neurosciences Volume 30 with 27 chapters divided into seven

sections (approximately 276 pages) is ready to be distributed to the delegates during the conference.

Dr. Muthukumar confirmed that Intas had fulfilled their commitments regarding the printing of CME

Book. The contribution by Intas has been acknowledged on the copyright page. He further informed that

everyone was happy with the collaboration. It was discussed whether the CME Book can be made

available on the conference website for the registered delegates so that the same can be downloaded as

an eBook. It was felt that this needed more detailed discussions with the publisher and was left pending.

It was also decided that in the future the number of foreign speakers in the CME Program should be

restricted to give more chance to local faculty.

7. Editor's Report

Dr. Sanjay Behari presented his detailed report on the performance of Neurology India. He informed that

all the 6 issues of Neurology India have been published on time and every effort is being made to publish st

the journal by the 1 day of the month of publication. The EC was appreciative of the efforts of Dr. Sanjay

Behari to streamline the publishing process.

Dr. Sanjay Behari further informed the council regarding the changes made to the cover page. The main

photograph on the cover page should have been taken by a neuroscientist, should highlight India without

being religious or institutional and should also have a very high resolution. In addition two small photo

inserts are there from the articles being published in that issue. He also informed about the other new

initiatives like -Editorial debates: editorials from several viewpoints by different experts focusing on an

original article published in the same issue; CENTS (Concepts, Ergonomics, Nuances, Therbligs,

Shortcomings); Commentary on a technique or procedure by an expert in the field; Pathology Panorama:

article focusing on neuropathology; The Quest: commentary focusing on resident education; Citadels

sculpting future: commentary on the history of an eminent neuroscience institute of India; the Fourth

Dimension: a summary of some of the recently published seminal papers in Neuroscience over the

previous two months and Journey through the Eons: focus on abstract articles in Neuroscience. These

features will highlight and enhance the content of Neurology India. Dr. Sanjay Behari further informed

the council regarding his future plans regarding video libraries, webinars etc. The council was

appreciative of the efforts made by Dr. Sanjay Behari to make the journal more interesting. There was

concern regarding the effect on impact factor and regarding self citations. He also informed the council

regarding the performance and impact factor of the journal.

Dr. Behari then informed the council regarding the financial aspects of the journal - anticipating an

increase in the publishing and printing costs of the journal. He urged the members to seek

advertisements from companies so that the financial burden of the journal on the Society can be

minimized.

He then appraised the council regarding the effort to upgrade the mailing list. The last two issues have

been sent by First Flight couriers at no extra cost to society. The list of two hundred members whose

addresses were wrong and to whom NI was not delivered has been forwarded to the Central office for

updating. It was also suggested to ask all the members if they want to opt out of getting hard copies.

In the end the council was appreciative of the efforts of Dr. Sanjay Behari and his report was passed

unanimously.

8. Education Committee Report

Dr. V. Rajshekhar informed the council that the 2nd Foundation Course and the 8th Educational Course in

G B Pant Hospital, Delhi on 8 and 9 August 2015 was attended by over 30 candidates each. Inspite of the

sad demise of Dr. Sanjiv Sinha on the same day, Dr. Daljit Singh and Dr A K Srivastava conducted the

course successfully.

There were discussions as to the number of faculty to be invited to the education course. It was decided

to keep the faculty from outside the city of the course to a minimum (not more than ten) and to involve

more local faculty.

Dr. V Rajshekhar further informed that the next set of courses will be held on 30 and 31 January 2016 in J J

Hospital, Mumbai with Dr. Vernon Velho as the convenor. The responses received thus far were good for

the Instructional Course though the registrations for the Foundation Course were not as much. The

subsequent course will be in Jaipur under the guidance of Dr. VD Sinha in August 2016. For each course it

was decided that upto 10 observers could be accepted whose registration fee would not be refunded.

9. Board of Education

Dr. V. P. Singh informed the council that nominations for the post of Chairman Board of Education and

five members were asked for through the newsletter. Only one nomination was received from Dr. V.

Rajshekhar for Chairman and two nominations for members - Dr. V. G. Ramesh and Dr. Malla Bhaskar

Rao - both from the South. He informed that there were no nominations from other zones. As per

protocol a special EC Committee will meet and nominate the members of the board and report in the

next EC meeting.

10. Private Practitioners' Forum Report

Dr. Suresh Sankhla presented his report on the Private Practitioners forum. They would be discussing

“Careers in private practice in India” and there will be short lectures of 5 minutes each followed by an

interactive panel discussion.

Dr. Suresh Sankhla further informed the council regarding the Head Injury Programs supported by NSI thsince May 2015. The first was a meeting organized by Facebook India on Road Safety Initiative on June 9

2015 at Hyderabad and the second was the Walkathon – a walk for Safer Roads organized by the Save Life th

Foundation on August 8 2015 at New Delhi.

The council discussed the impact of these activities on the general public. It was suggested to have these

activities at the school education level. The council further suggested to Dr. Sankhla to formulate a

committee of interested members involving all the zones of the country and try to form a road map for

the activities that can make a difference to the society. It was felt that NSI should take a lead in the head

injury initiative in the country rather than just support other organizations efforts.

11. Young Neuroscientists Forum Report

Dr. Paritosh Pandey presented his report on the Young Neuroscientists forum. He informed the council

that a Facebook page has been started with 406 members. The forum has regular discussions, sharing

the problems, thoughts and solutions. It is anonymous and moderated, and hence the privacy of patients

is maintained.

He further informed the EC that a 1 hr session is planned for NSICON Hyderabad. This focuses on the

needs of the residents finishing the neurosurgery training. He then outlined his future plans for the forum

to improve online activities and to liaise with the residents to find out their needs, especially in the

Educational courses conducted by NSI.

12. Women in Neurosciences Forum

Dr. Bhawna Sharma appraised the council regarding the forum. She informed that there has not been

much input from Dr Asha Bakshi the co-convenor and as yet there was no concrete program for the

session. Dr. V. P. Singh suggested that they should have a forum meeting nevertheless and try to discuss

the activities desired by the women members.

13. Legal Cell Report

Dr. Daljit Singh informed the EC that the Legal Cell has been formed with the objectives to provide

knowledge of Consumer Protection Act to the members, to practice safe medicine ethically so as to

minimize the risk of litigations and to guide members in case of litigations against them. NSI shall

conduct programs for teaching members so as to achieve these objectives. A Group of Consultants

(GOC) would be formed who could be contacted by the members in case of litigation against him/her.

The opinion of GOC can be of tremendous help for the doctor in case of litigation.

The members of GOC should have adequate experience in Neurosciences (at least ten years plus) and

some basic knowledge about legal issues pertaining to medical practice. There shall be one member

from each major Zone of India with a maximum of 11 consultants. GOC shall have Neurosurgeon,

Neurologist, Neuroanaesthetist, Neuropathologist and Neuroradiologist. GOC can co opt any member

to the group in case he / she is needed for addressing a particular issue related to the case in litigation. The

term of each member shall be for three years and new members can be incorporated by the NSI as per

the guidelines of Legal Cell. Members may be allowed to continue for the next term if necessary. Dr

Daljit Singh suggested some names for the cell but the council opined that the members may be

announced in the next council meeting after taking their consent.

Method for Obtaining Opinion from GOC: The member of NSI against whom a case has been registered

shall apply to Secretary NSI directly (not through intermediary) for the opinion of GOC quoting his/her

NSI membership number. All relevant details pertaining to allegations shall be provided to the GOC

without exception. GOC will go through the records and communicate its opinion to the member

through the Secretary of NSI. The secrecy of the GOC opinion shall be maintained by the NSI office and

shall not be disclosed to any member, person or organization. The services rendered by GOC shall be

free.

Legal Validity - It is clarified that the opinion of the GOC is not binding on the court; however it is likely to

have some influence in avoiding harassment in courts/council. In case the GOC is asked to depose its

observations in the court, one of the GOC members may be deputed to do so. The expenses incurred for

travel /TA/DA /legal reply etc shall be the responsibility of the member against whom the case has been

filed.

The council requested Dr Daljit to finalize the finer details regarding the workings and modalities of the

Legal Cell.

14. Website Educational Content Report

Dr. M. Bhaskar Rao informed that he has partially succeeded in improving the educational content on the

website. The last Presidential oration and the educational content and lectures from the course

conducted at NIMHANS Bangalore have been uploaded on the NSI Website. He informed that he will

also try to upload the content of the education program conducted at GB Pant Hospital, New Delhi and

that in Mumbai in January 2016. He further explained that he has plans to start a cyber museum with the

help of NSI Members. He also put forth his plans to making the educational page on the website more

interactive. Suggestions were made regarding starting of webcasts of lectures.

15. Report on the NSI-CNS Simulation Workshop

Dr. Ashish Suri informed that both the last Workshop at Coimbatore and the current one have been fully

subscribed. He informed about the problems faced by him in the conduct of the workshop. He explained

that this year the CNS has reduced the number of faculty to two and two national faculty also withdrew at

the last minute. It becomes difficult to conduct the workshop if there is no local faculty available. He

requested NSI to provide local accommodation for the national faculty at least for the day of the

workshop. Modalities of improving the workshop were discussed. Dr. V. P. Singh suggested that the basic

modules can be done by the national faculty and the advanced module can be taken up simultaneously

on the same day by the CNS Faculty. The council decided to continue the workshop as suggested and

resolved that no accommodation shall be provided for the national faculty. The financial implications of

the course were also discussed in detail. The CNS has asked for partial reimbursement of expenses and

Dr. Ashish Suri was asked to work out the financial arrangements with the CNS and report to the EC. The

EC also felt that EC members should not accept any invitation to participate in the preconference

workshops / activity on the day of the EC meeting – so that they can fully contribute to the EC discussions.

16. Permanent Central Office

Dr. V.P. Singh informed the council that a decision has already been taken in the midterm EC meeting to

have the Central Office as the official address of NSI. Dr. Sarat Chandra informed about the procedure for

the change of address as advised by the CA. He informed that an application has to be given in the charity

commissioner's office and then passed by the General Body and then sent to the Court. The EC requested

Dr. Chandra to expedite the process and asked him to submit a progress report in the next midterm EC

meeting.

17. CNS Delegation Report

Dr. R. C. Mishra informed about the NSI Delegation headed by the President NSI - Dr. B. S. Sharma which

went to the CNS annual meeting. The NSI Delegation was welcomed cordially. Dr. BS Sharma delivered

an impressive lecture though it was not in their plenary session and was in the afternoon sectional

meeting. The registration and accommodation of the President, NSI was taken care of. The consensus

was to continue the reciprocal arrangements with emphasis on a more interactive venture. He further

informed that the MOU is expiring in 2016 and the CNS is keen to renew the MOU.

18. SNCLF Paris Delegation Report

Dr. R. C. Mishra informed that the NSI Delegation to SNCLF Paris was well received and welcomed by

them. The NSI delegates who gave presentations were Dr. Keki Turel, Dr. Dilip Panicker, Dr. Paritosh

Pandey and himself. Thus from the NSI side 3 out of the seven delegates selected by NSI and included in

the SNCLF scientific program did not attend and they were Dr. Sarat Chandra, Dr. V. D. Sinha and Dr. A. K.



Purohit. This was not a good reflection on our society. Dr. V. P. Singh announced that as a policy decision

of NSI, the members who were nominated once are deemed as gone and will not be considered for

further NSI delegations.

19. Russian Delegation Report

Dr. V. P. Singh presented his report on the Russian Friendship meeting. A delegation of 5 NSI members

went to the Russian Congress of Neurosurgeons meeting in Kazan from 2nd to 6th June 2016. The

delegation consisted of Dr RC Mishra, Dr VP Singh, Dr Keki Turel, Dr Manas Panigrahi and Dr Ari Chacko.

The delegation was received by staff from the Burdenko Neurosurgery Institute, Moscow who showed

them around the Institute. Next day the delegation went to Kazan and on the 5th of June a joint Indo –

Russian symposium was held for 3 hours in English in which 5 Indian speakers and 5 Russian speakers

made presentations. This was well attended and appreciated. There was a lot of interaction with the

Russian neurosurgeons. The same night a special dinner was organized for the Indian neurosurgeons

with the senior Russian neurosurgeons. Overall it was a very satisfying and fruitful meeting and helped to

build bridges of friendship with the Russian Neurosurgical Society. A five member Russian delegation is

coming to attend the NSICON 2015.

20. WFNS-NSI Education Course Report

Dr. Sanjay Behari presented his report on the WFNS-NSI Education Course which was held from 23rd to

25th January, 2015 at Sanjay Gandhi Postgraduate Institute of Medical Sciences, Lucknow. Around 130

delegates from all over the country and 29 faculty members (including nine foreign faculties) participated

in the educational course. The course was well received.

21. Neurology India Awards

Dr. Sanjay Behari proposed to have best paper awards for Neurology, Neurosurgery and Allied

Neurosciences instead of the previously decided awards (best original paper, best case report and best

letter to Editor). Dr. Behari presented his proposal on the selection process – where the Editor would

shortlist the five best papers in each category and then three to five Senior Professors would grade them.

For this year Dr. Sanjay Behari has already shortlisted the five papers for each of these three awards. Dr

Rajshekhar along with two other senior members would select the winners this year. The council opined

that Dr. Rajshekhar along with Dr. Sanjay Behari, Dr. K. Sridhar and Dr. Muthukumar would devise the

selection criteria for awards for the future conferences.

22. International Liaison Committee

Dr. C. E. Deopujari appraised the council regarding the International Liaison Committee. He felt that the

international friendship Society delegates should be given presentations in prominent slots during the

conference. There should also be a proper structure to take up the liaison with various international

societies on a long term basis. Dr. R. C. Mishra proposed that the President, the President Elect, the

Secretary and the Immediate Past President should constitute the International Liaison Committee ex-

officio for adequate communication and continuity. The council accepted the same.

23. Congratulations

Dr. V. P. Singh informed the council that Dr. Ashish Suri has been enrolled as the youngest Fellow of the

National Academy of Medical Sciences (India). He also delivered the NAMS Golden Jubilee



Commemoration Award Oration on “Simulation Based Skills Training in Neurosurgery and

Contemporary Surgical Practices”. He was also selected for National Bioscience Award 2014,

Department of Biotechnology, Govt. of India and was made an adjunct professor at IIT, Delhi. The council

applauded the achievements of Dr. Ashish Suri.

24. CNS Report by Dr. Shekar Kurpad

Dr. V. P. Singh welcomed Dr. Shekar Kurpad – representative of the CNS President to the EC meeting and

expressed satisfaction with the ongoing collaboration between the CNS and NSI. Dr. Shekar Kurpad

thanked NSI for the welcome given to the CNS delegates. He informed that for the last two years the CNS

President has been attending the NSI annual conference. He also informed that the delegate response for

the CNS Simulation Course is improving from year to year. Dr. Kurpad expressed concern about the cost

of the workshop and wanted some revenue generation measures. He also suggested the addition of the

advanced simulation module which could be chargeable. Another proposal was to market the online

learning module SANS on a chargeable basis. These suggestions were discussed by the council and it was

decided that Dr Kurpad and Dr Rajshekhar would work on them and come back to the mid-term EC

meeting with a concrete plan.

25. Need of publishing quarterly newsletters

Dr. V. P. Singh informed the council that at present the quarterly newsletters are published online and one

newsletter ie the November Newsletter goes to the members as a printed hard copy. The council was of

the view that there is no need for a physical copy of the newsletter and the same can be done away with. It

was suggested to make the necessary changes in the Bye-laws of the society.

26. Constitution and Byelaws Printing

Dr. V. P. Singh informed the council that the constitution and byelaws will be reviewed and the same will

be printed and circulated to all the members.

27. Election Results

Dr. R. C. Mishra informed that the election notification was circulated to the members in June 2015 and

nominations were received from Dr. Deepu Banerji and Dr. V. G. Ramesh for the post of President Elect.

The polling started at midnight of 10th of November 2015 and ended on 15th December 2015 with 346

members casting their vote. He further informed that two observers - Dr. V. S. Mehta and Dr. Girish

Menon were appointed. Both the observers have confirmed the fairness of the elections in writing. He

announced that the election process is now complete and Dr. Deepu Banerji has won the election for the

post of President Elect. The council applauded the effort of Dr. Mishra for the conduct of elections.

28. Central Office Report

Mr. Navneet Arora presented the Central Office report. He informed that updating the membership data

is an ongoing process and going on smoothly. The website is also being updated regularly and the

website domains and hosting have been renewed for the next 9 years. He further informed that a module

has been created in the NSI Website which would allow members to print their membership certificates

themselves.

29. M. L. Suri Award



Dr. V. P. Singh informed the council that nominations were invited for the ML Suri Award for outstanding

service in rural India. However there were no nominations received in spite of adequate publicity. There

is a need to decide if this award needs to be changed or to continue like this. It was decided to ponder

over the issue and discuss the same again in the midterm EC meeting next year.

30. International Travel Fellowship Program

Dr. V. P. Singh informed the council that there were no eligible applications received. Most of the

applications were from the residents and hence not qualified. The council was of the consensus that the

criteria for granting this fellowship needs to be reviewed and updated.

31. Symposia Bids for NSICON 2017 Nagpur

Dr. V. P. Singh informed the council that initially there were no bids for Symposia to be conducted at

NSICON 2017 at Nagpur and hence the last day for receiving applications was extended. There were two

bids received for Neurosurgery – one from Dr Atul Goel which did not have any details of presentations

or speakers and the other from Dr. Deepak Agarwal who is conducting the next year's symposium and

there was no bid from Neurology. The EC deliberated upon the lack of enthusiasm in bidding for

symposia. It was finally decided that from 2017 onwards the symposium topic and content and speakers

can be chosen by the President of NSI that year. It was also decided to put the amendment of the bye law

to the general body for approval.

32. NSICON 2018 – Bids

Dr. V. P. Singh informed the council that bids were invited for NSICON 2018.Three bids have been

received in time from: Ludhiana – Dr Ashwani Chaudhary, Udaipur – Dr Tarun Kumar Gupta and Jaipur –

Dr Hemant Bhartiya. Presentations were made by Dr. Bhawna Sharma in the absence of Dr. Bharatiya,

Dr. Tarun Gupta and Dr. Ashwani Chaudhary. Dr. V. P. Singh further informed that the application from

Udaipur has come from Udaipur Neurological society but is not signed by the President and Secretary of

the society. Regarding the bid from Ludhiana, there is no neuro club registered and the bid has come

from Dayanand Medical College and Hospital and not from a Neuro Society. The third bid has come from

Jaipur supported by Fortis Escorts Hospital, STM Hospital and Jaipur Neuro club. There is however no

letter received from Jaipur Neuro Club supporting this bid.

The matter was discussed in detail and a decision taken that as all the three bids were invalid – fresh bids

would be invited in January 2016 (as per byelaws) and a decision taken in the midterm EC.

33. NSICON 2016, Chennai

Dr. K Sridhar presented his report on the planning and preparations for NSICON 2016. He welcomed

everyone to the conference and showed a video specially prepared to invite members. The conference th thwill be held from 15 to 18 December 2016 with the pre conference workshop on the 14th. He gave

details regarding the various pre conference workshops that are being planned. The theme of the

conference would be “Heritage to Modernity, an inspiring saga”. A public awareness program on Brain

Health will be organized on the last day afternoon of the conference. He further informed the council that

registration for the conference will start in Hyderabad on the first day of NSICON 2015.

34. NSICON 2017, Nagpur

Dr. Shyam Babhulkar presented the report about the NSICON 2017 Nagpur on behalf of Dr. Lokendra



Singh who was unable to come for the meeting. The venue of the conference will be Hotel Centre Point.

The dates of the conference will be 30th November to 3rd December 2017. The council requested him to

book the rooms at the venue hotel immediately to avoid problems later. He informed that Nagpur is

connected by air with 17 cities of the country and is also well connected by rail. He also mentioned

names of the organizing committee of the conference. He was informed by the council about the

necessity of submission of financial records every two months.

35. Treasurer's Report

Dr. Sarat Chandra presented a detailed report regarding the expenses and revenues and the current

financial status of the society. The council suggested that the expenses and revenues generated of the

different education courses should be mentioned separately so that the financial viability of each course

could be determined. He informed the council that till date there has been no contribution received from

NSICON 2014, Coimbatore. The necessity of the organizing secretary of NSICONs to regularly submit

financial reports to the Treasurer, NSI even before the conduct of the meeting was emphasized and Dr

Sridhar, Organising Secretary NSICON 2016 agreed to this. The full Treasurer's report (balance sheet) is

still not ready and Dr Sarat Chandra has been asked to submit it on priority.

36. Letters for Discussion

Dr. V. P. Singh informed the council regarding the letters received from the members. The first letter was

from Dr. V. G. Ramesh which was regarding the conduct of elections. Dr. V. G. Ramesh wrote that though

he was in agreement with the process of e-voting, he suggested that an option to cast their votes by ballot

papers should be available for those members who are not very handy with computers. The council was

of the opinion that the e-voting process was very simple and everyone can vote with minimum of

guidance.

Dr. Sandip Chatterjee had written that doctors from east India are not being involved as faculty for the

CME or invited speakers. The council was of the opinion that there is no regional consideration in

selection of faculty or invited speakers. The council suggested Dr. V. P. Singh to write an appropriate

letter in reply to Dr. Sandip Chatterjee seeking his concrete suggestions.

The third letter was from Dr. K T Varughese regarding the acknowledgment of the services of Dr. K. V

Mathai towards the development of Neurosciences in the country. It was suggested that Dr. Rajshekhar

will write a remembrance for him in Neurology India.

37. Any Other matters

Dr. Deopujari thanked all the members of the EC as well as the members of the past EC for the support

given to him during his tenure in the council. The council applauded the efforts of Dr. Deopujari towards

the betterment of the society.

Dr. B. S. Sharma thanked the council members for the smooth and timely conduct of the meeting and

Minutes of the General Body Meeting

18th December 2015 Hyderabad

Call to order: Dr. BS Sharma, the President, NSI called the meeting to order and asked the Secretary NSI

Dr. V. P. Singh to conduct the proceedings.

1. Obituary

Dr. V. P. Singh informed about the sad demise of 7 senior members of NSI this year. They were Dr. R. N.

Verma, Dr. Subimal Roy, Dr. Jawahar Dar, Dr. S. P. Agrawal, Dr. Sanjeev Sinha, Dr. G. M. Taori and Dr.

Chandramouli Shah. The members of the General Body stood in silence for a minute to pay their homage

to the departed souls.

2. Congratulations

Dr. V. P. Singh informed the General Body that congratulations are due to Dr. Basant Misra who has been

elected the President of the Asian Australasian Society of Neurological Surgeons (AASNS). The GB

applauded the achievement of Dr. Misra.

Dr. V. P. Singh then informed the General Body that Dr. Ashish Suri has been enrolled as the youngest

Fellow of the National Academy of Medical Sciences (India), selected for National Bioscience Award

2014 – DBT and made an adjunct professor at IIT. The General Body applauded the achievements of Dr.

Ashish Suri.

3. Ratification of the Minutes of last GBM

Dr. V. P. Singh informed the general body that the minutes of the last GBM in Coimbatore were circulated

to the members in the January 2015 Newsletter. The minutes of the GBM were passed unanimously.

Proposed by Dr. V. S. Mehta and seconded by Dr. K. Sridhar.

4. Secretary's Reportth

Dr. V. P. Singh informed that as of 11 December 2015 there are 2785 members of NSI - out of which

1828 are full membersand 957 are associate members. This year there are 34 new full members, 184

new associate members and 21 associate members have converted to full membership. He informed

that the number of associate members is very high and those associate members who have completed

their specialty training have been requested to convert their membership to full – failing which their

associate membership would be terminated.

He informed the GB about the academic activities of the society during the year. The first activity was the

WFNS-NSI Education Course which was held from the 23rd to 25th January, 2015 at Sanjay Gandhi

Postgraduate Institute of Medical Sciences, Lucknow. It was followed by the Foundation and

Instructional Courses in Bengaluru. He explained that a new Foundation Course has been started for the

Ist year trainees which gives them training about the basics of neurosciences. The next activity was the

Cadaver Spine Workshop in February. Another foundation and instructional course was conducted at GB

Pant, New Delhi in August. Lastly there was the NSI-CNS Stimulation Course right before this NSICON.

He informed about the series of friendship meetings throughout the year. The Russian society had invited

an NSI delegation to their meeting in Kazan in June 2015 and their team is now attending the NSICON at

Hyderabad.The French speaking Neurosurgeons had attended the NSICON 2014 at Coimbatore and had

invited the NSI delegation of 7 members to Paris in end November for the reciprocal meeting. The Saudi

Arabian Neurosurgical Society has invited a 3 member delegation to Riyadh in March 2016 as part of the

reciprocal Pan Arab Society initiative who had attended the NSICON two years ago. The CNS has invited

the NSI Delegation to their spine meeting to be held in Orlando in March 2016. The Society of British

Neurological Surgeons (SBNS) has tentatively accepted our invitation to have a friendship meeting at

Chennai in 2016 and the NSI delegation will be attending their meeting the same year. For 2017 we have

an agreement with the South African Neurosurgical Society to have joint meetings in Durban in 2017 and

NSICON Nagpur. Dr. V. P. Singh was happy to announce that for the first time the Asian Australasian

Congress of Neurological Surgeons (AACNS) will be held in India in 2019 with Dr. Basant Misra as the

Congress President and Dr. B S Sharma as the organizing chairman.

He then informed the general body about the new proposals that have been initiated this year. A Women

in Neurosciences Forum has been started and will be holding their first meeting during the NSICON.

There has also been a meeting with officials of the various neurosurgical sub-specialty Societies to come

together and form a loose association. There would be collaboration to sort out dates of various society

meetings and jointly plan the scientific programs.The response received was very positive and he hoped

to have such meetings in future also.

In addition a Subspecialty CME has been proposed to involve the young neurosurgeons- those full

members who have completed their MCh/DNB and are less than 40 years of age. This CME would cover

a different subspecialty every year. There would be 80 to 100 members attending and there would be a

national faculty of 8-10 people and at most one foreign faculty. All the arrangements for the travel and

accommodation for both the delegates and faculty will be taken care of by NSI with the help of an

educational grant promised by Intas Pharma.

After finishing his report Dr. V. P. Singh invited suggestions or comments from members. Dr. Atul Goel

enquired about the selection criteria for the NSI delegates who go for the international friendship

meetings, who pays for their travel and accommodation and why general members of NSI were not

invited to participate in their personal capacity. Dr. V. P. Singh explained the selection criteria for the

official delegation– one or two office bearers from the EC – the President, the Secretary or the President

Elect, one or two members from the EC, the member who had initiated contact with the foreign society

and one or two members from the general body. The final selection was made by the international liaison

committee which was formed by the EC. The travel expenses for these delegates are borne by the

delegates themselves and NSI does not bear any expenditure. The local hospitality is borne by the

inviting society. He clarified that information regarding these friendship meetings was published in the

newsletters and communication was also sent to the members requesting them to attend these

friendship meetings. Members wanted that a mass mail should also be sent to them in the future so that

more members can attend. They were informed that this was already being done - however members

were asked to check in their spam folder as a lot of mass mails end up there.

Dr. Atul Goel further enquired that despite being a very senior teacher - why was he not invited as a

faculty for any teaching program. He was reminded that he was indeed a faculty in the Lucknow course.



Dr. V. P. Singh further informed that the faculty for the foundation and the instructional courses are

usually local faculty from the city conducting the course.

Suggestions were made to invite the sub-specialty societies to have one hour sessions in parallel halls.

Dr. V. P. Singh informed that the various Societies would not like to merge their meetings with the NSI but

their office bearers are already helping out in preparing the scientific program for the last couple of years

and hoped to further the process in the coming times.

5. Treasurer's Report

Dr. Sarat Chandra, Treasurer NSI presented the Treasurer's Report for this year and briefed the General

Body regarding the various expenses and revenues of the society. He thanked the organizers of NSICON

2013 for the generous contribution to NSI. He also informed the general body that the accounts of

NSICON 2014, Coimbatore are yet to be audited. Suggestion was made that the corpus for each activity

like the orations should be kept separately and interest accrued from them should be used for the

orations only. It was decided the CA would be consulted and appropriate action taken. The general body

asked the Treasurer to make a more detailed Treasurer's report as per standard format.

6. Editor's Report

Dr. Sanjay Behari presented the Editor's Report for the year 2015. He informed the general body that all

the 6 issues of the journal this year were published in time and the process has being streamlined. Now

the issues are out on the website in the first week of the cycle and distributed by the end of the first

month. This year there were significant numbers of hits on the website also. He urged the members to

visit the website more. He further explained that the cover page of the journal now has a theme - it

includes a main photograph highlighting India and taken by a neuroscientist and two photographs from

articles in that issue as insets. The criteria for selecting the photograph are that it has to highlight our

country and should not be religious or institutional. It should also have a very high pixel rate to be

prominent on the cover page. He invited the members to send in their photographs for the same.

He also informed about the other initiatives that are being started for Neurology India like; Editorial

debates, Cents (Concepts, Ergonomics, Nuances, Therbligs, Shortcomings), Commentary on a

technique or procedure, Pathology panorama, The quest, Citadels sculpting future, the Fourth

dimension and Journey through the eons. These features will enhance the content of Neurology India.

He urged the members to contribute such features to the journal.He also outlined the performance and

the impact factor of the journal.

He informed the GB that a new contract has been signed with Medknow, the publishers of Neurology

India for the next 6 years. He urged the members to bring in advertisements to the journal to make it self-

sufficient. He informed that efforts were being made to streamline the process of distribution of the

journal and to update the database of members. Unfortunately there are many members who have not

updated their email addresses or their pin codes- which are mandatory for the postal distribution and

urged them to do so.

He then informed the general body regarding his future plans for the journal. He proposed to start a st

video library from 1 January 2016 on the journal website and Dr. Ashish Suri will be looking after it. Dr. V.



Rajshekhar will be taking the responsibility of starting webinars on the journal's website. He also

informed that two text books have also being proposed by senior neurologists of the society. He finally

asked for the support of all the members to take the journal to greater heights.

The general body was appreciative of the efforts of Dr. Sanjay Behari in streamlining the journal and

passed his report unanimously.

7. CME Convener Report

Dr. V. P. Singh informed the general body that despite some major personal issues Dr. Muthukumar had

specifically come to conduct the CME. The General Body was appreciative of the efforts of Dr.

Muthukumar and Dr. Vinay Goyal for the excellent CME and passed the CME report unanimously. Dr. V.

P. Singh informed the general body that this year the society was able to get an education grant from Intas

Pharma and were able to publish the CME book without any cost to the society.

8. Education Cell Report

Dr. C. E. Deopujari presented the Education Cell Report. He informed the general body that the

education grant has now doubled with the introduction of the Instructional and Foundation courses for

the students. The foundation courses which were discussed in the general body meeting last year has

now being started with some lectures on basic topics followed by practical table demonstrations. The

instructional courses have case discussions in the form of presentation of long and short cases followed

by exam modules. The students are also sent their results of the MCQ so that they can get an idea about

their performance. The responses for these education courses have been very good and are being

arranged very well by the organizers. The next course is being conducted by Dr. Vernon Velho at Grant

Medical College Mumbai in January 2016. He also informed the general body that feedback about the

faculty of these courses is also being taken from the attendees.

9. Board of Education Formation

Dr. C. E. Deopujari explained the concept behind the formation of the Board of Education. The concept

came about during the conduct of the education courses during the last couple of years and from the

proposal received from Dr. V. G. Ramesh regarding the uniform neurosurgery curriculum for MCh / DNB.

The board of education will be involved in the conduct of the education activities of the society namely

the foundation and instructional courses for the residents and the conduct of CMEs, workshops and

updates for the members of NSI. The board will also be involved in the formulation of the neurosurgery

curriculum.

Dr. V. P. Singh then informed the general body regarding the selection of members for the board and

informed that nominations were invited from the members of the society. There was one application

received for the Chairman, Board of Education from Dr. V. Rajshekhar who was selected as the Chairman.

There were two nominations as members from Dr. V. G. Ramesh and Dr. Malla Bhaskar Rao. He informed

that there is a need for more nominations and invited the members to send in their nominations. The final

board will be constituted by the select committee of office bearers as defined.

Dr. V. P. Singh reported on the common Neurosurgery curriculum which has being designed with efforts

from Dr VG Ramesh and Dr Sarat Chandra who had organized a meeting of senior teachers to come to a



consensus. This was circulated to all the members and put up on the website for suggestions.The

suggestions received were incorporated and sent to the MCI for consideration. The MCI has responded

and informed that the same cannot be incorporated as there is already a curriculum for Neurosurgery

Training. They informed that the whole curriculum cannot be changed and asked for suggestions

regarding the portions which NSI wants to change. Dr VG Ramesh and Dr Sarat Chandra have been

requested to look into it.

10.Legal Cell Report

Dr. Daljit Singh the convener of legal cell appraised that the legal cell has been formed with the objectives

to provide knowledge of Consumer Protection Act to the members, to practice safe medicine ethically so

as to minimize the risk of litigations and to guide members in case of litigations against them. The legal

cell will include one member from each major zone of India with maximum of 11 consultants including

Neurosurgeon, Neurologist, Neuroanaesthetist, Neuropathologist, Neuroradiologist, a lawyer and a

medico-legal expert. Dr. V. P. Singh further clarified that the views of the legal cell will not be binding on

the court; however it is likely to have some influence in avoiding harassment in courts/council.

11. Elections Results & Awards Announcements

The President Elect, Dr. R. C. Mishra reported on the elections for the post of President Elect this year. The

election notification was given to all the members in due time in June through mass mails and notification

in the newsletter. There were two nominations received from Dr. Deepu Banerji and Dr. V. G. Ramesh. th thThe online election process started on 10 November 2015 and ended on 15 December 2015. Two

election observers were appointed Dr. V. S. Mehta and Dr. Girish Menon to oversee the process of

elections. He informed that Dr. Deepu Banerji has been elected as the President Elect of NSI.

12. International Travel Fellowship Program

Dr. V. P. Singh informed that there are a few international travel fellowships available for members. This

year no valid applications were received. He invited members to avail the fellowships and urged them to

visit the NSI Website for the details.

13. Website Report

Dr. V. P. Singh informed the general body that the website is functional and a new academic area has been

introduced on the website under the guidance of Dr. Malla Bhaskar Rao. Dr. V. P. Singh invited all the

members to visit the area and to send in suggestions and material to be uploaded on the same.

14. Permanent Central Office

Dr. V. P. Singh informed the members of general body that the discussion regarding the permanent

central office has been going on for a long time now and the executive council has looked into various

options and has decided that it would not serve any purpose to buy a property anywhere. There is already

an office functioning under Mr. Navneet Arora and the council was of the decision to have his office as the

permanent office and the official communication address. The legal formalities for the same have been

initiated and that address will be the address from where the income tax and other legal things will be

filed from. In case there is a change in the central office of the society then the legal formalities for the

change will then have to be initiated again. At present Dr. Deopujari's address is the society's address.The

general body approved the proposal unanimously.



15. NSICON 2015 Hyderabad

Dr. Manas Panigrahi thanked all the members of the society for the response given to NSICON 2015. He

expressed that the organizing committee was not involved in the making of the scientific program, nor

were any proposals accepted from them. Dr. R. C. Mishra informed that according to the bye laws - the

scientific committee headed by the President Elect is incharge of formulating the scientific program and

the same has been going on for the last many years. He emphasized that he himself had asked the

organizers to send him a list of members whom they would like to be made chairpersons. Dr. Manas

Panigrahi suggested that the scientific program should be made in conjunction with the organizing

committee of NSICON. Dr. V Rajshekhar was of the opinion that all the elements of the scientific

program are already pre decided and the chairman scientific committee only places the abstracts

received in various sessions. It is only the breakfast sessions that are the prerogative of the President

Elect. Discussions were made regarding the same. It was decided that the social program as well as the

luncheon symposiums are to be under the local organizing committee, whereas the Scientific Program

will continue to remain with the President Elect.

Dr. V. P. Singh suggested that there have been very few members bidding for the symposia. He suggested

that the symposia may be decided by the President – who otherwise has no say in the Scientific program.

16. NSICON 2016 Chennai

Dr. K. Sridhar on behalf of the organizing committee welcomed the members of the society to NSICON th th2016. He informed that the conference will be held from 15 to 18 of December 2016 and the theme for

the conference would be “Heritage to Modernity, an inspiring saga”. He expressed that Chennai is not

what has sunken below by the floods but what has risen from them. He presented a video on Chennai

and informed that the registrations have already started in Hyderabad.

17. NSICON 2017 Nagpurth

Dr. V. P. Singh informed that for logistic reasons the dates of the conference have been changed to 30 rdNovember to 3 of December. Dr. Shyam Babhulkar informed that Nagpur is the central point of our

country and very well accessible by air, rail and road. He informed the general body that the venue of the

conference would be Hotel Centre Point which has all the amenities to hold a national conference. There

are about 8 hotels adjacent to the venue to cater to the accommodation requirements of the delegates.

18.NSICON 2018

Dr. V. P. Singh informed the general body that bids were invited for NSICON 2018 and there were three

bids from Udaipur, Jaipur and Ludhiana. The bids were scrutinized and all three were found to be invalid.

The primary reason was that the bids have to come from the local Neuro-Club and all three bids did not

fulfill this criterion. The EC had suggested that the bids have to be invited again through the January st

Newsletter by 31 March and then the decision regarding the same can be taken. This was approved by

the general body.

19.AASNS 2019 in Mumbai

Dr. V. P. Singh informed that for the first time Asian Australasian Society of Neurological Surgeons

(AASNS) Congress is going to be held in India in 2019 and it has been decided to hold the same in



conjunction with NSICON 2019. He further informed that the details regarding the conference are being

worked out.

20.Awards

A proposal from Dr. Chitra Sarkar regarding instituting an award in the name of Dr. Subimal Roy had been

accepted by the executive council. They proposed a Dr. Subimal Roy award for the best paper in Allied

Neurosciences in Neurology India for a period of 5 years. Dr. V. P. Singh put forth the proposal to the

general body for approval. The general body did not approve institution of this award and was of the

consensus that no more awards should be instituted till a committee of the President and two Immediate

Past Presidents formulate guidelines for new awards.

21. Any other matter with the permission of the chair

There was an inquiry from the general body regarding an advertisement in the newspaper regarding

starting of a 6 month neurosurgery course by AIIMS. Dr. B. S. Sharma clarified regarding the issue.

Dr. K. Sridhar suggested that the GBM should start at 5 PM so that it finishes on time – but this was not

accepted because of constraints of time.

22.Vote of Thanks

Dr. V. P. Singh proposed a vote of thanks to the local organizers for organizing a wonderful conference

and hospitality.

Dr. B. S. Sharma thanked the members for having a fruitful discussion and closed the meeting.

The meeting was called to order by President Elect Dr R C Mishra in the absence of Dr B S Sharma (who had informed that he would arrive late) and handed over to Dr V P Singh for taking up the agenda.

2015/19thDecember/IIndEC/01 – Awards NSICON 2015Dr V P Singh announced the awards for NSICON 2015: Allied Neurosciences Award – Dr S Ramesh from Hyderabad, Epilepsy Award–Dr Aanchal Kakkar from AIIMS Delhi, Neuro-oncology Award – Dr Suvaindu Purkait from AIIMS Delhi, Neurosurgery Award – Dr Satkyakam Baruah from NIMHANS Bangalore, NSI-AASAN Award – Dr Todd Vogel USA, Best Poster Award – Dr Shyam D from Chennai, MCQ –Dr Sengottuvel Thanapal from Chennai.

2015/19thDecember/IIndEC/02 – Neurosurgery CurriculumDr V P Singh briefed the council about the Neurosurgery curriculum which could not be discussed during the first EC meeting but had been taken up in the GBM. The curriculum that NSI had drafted had been sent to MCI through Dr Daljit Singh for implementation. The MCI representative informed that they already have a Neurosurgery curriculum and a new curriculum cannot be taken up de novo. The NSI can suggest any change in the existing curriculum and the MCI could discuss that. It was resolved to ask the curriculum committee consisting of Dr V G Ramesh and Dr P Sarat Chandra to suggest the desired changes in the MCI curriculum to conform with the NSI requirements - which will then be forwarded to MCI.

2015/19thDecember/IIndEC/03 – NSI Legal CellDr V P Singh informed that the Legal Cell has been constituted and the following are the members: Dr Daljit Singh Convenor, Dr Deepu Banerji, Dr V S Sundar, Dr Ashok Panagariya, Dr V S Mehta, Dr Lokendra Singh, Dr S K Gupta, Dr B S Sharma. In addition the names of Dr R K Sharma (medicolegal expert), Dr Vani Santosh and Dr Shyamal Das were proposed but their consent is awaited. The legal cell shall also use the services of one lawyer. The council approved the same.

2015/19thDecember/IIndEC/04 – NewsletterDr V P Singh mentioned that in the last EC the council had resolved to abolish the printed newsletter. Dr Deopujari had communicated in this regard that a copy had to be given to the office of the charity commissioner every year which mentions change of office bearers. The council deliberated over this matter. It was resolved to stop mailing the newsletter to the members as it is a very costly affair. The council decided to print 10 copies of the newsletter inhouse and use it for all technical purposes.

2015/19thDecember/IIndEC/05 – Neuronurses issuesDr V P Singh mentioned that he had had a meeting with the neuronurses and they had three requests. The neuronurses are developing neuro-nursing protocols and they seek help to get the same printed. The second request was to start a neuronursing e-journal. The last request was that the Indian neuronursing society wants to be attached to the World Federation of Neuronurses for which the subscription is USD 3 per person. The total strength of the Neuronurses Society is 508 at present but only about 20 to 30 nurses attend on a regular basis. At present the life membership is INR 1100 and annual membership is INR 300. There are some issues with their elections also. The council deliberated over the issue and decided that the Neuronurses would need to strengthen their own organization first and then these requests could be

considered. It was suggested to identify the active neurosurgery centres in the country and select a nurse from each centre to form a core council which would select the office bearers. This way all major centres would have representation.

2015/19thDecember/IIndEC/06 – Recommendation for posts in WFNSDr V P Singh mentioned that several mails have been received in the past seeking recommendations for various posts in WFNS. President, NSI has already sent a recommendation for Dr Christopher Loftus for the Vice President's post. The council deliberated over the matter and resolved to wait till the last date and keep all office bearers in the loop before sending any further recommendations.

2015/19thDecember/IIndEC/07 – Action regarding the 6 month govt. training schemeThe council deliberated over the issue regarding the government scheme for training general surgeons for 6 months and allowing them to do neurosurgical operations for head injury. The GBM had asked the council that as a society this should be discouraged. The council resolved that Dr V P Singh shall write a letter to the DGHS in this regard with a copy to MCI.

2015/19thDecember/IIndEC/08 – Contribution to the International Society of PathologyDr V P Singh mentioned that a new society - Neuropathology Society of India has been formed with 87 members at present. Dr Sarala Das is the President, Dr A K Banerjee is the Vice President and Dr Chitra Sarkar is the Secretary. The contribution to International Society of Pathology for this year has already been made for 29 members by NSI. The issue of making the contribution from the next year onwards was discussed. The council deliberated over this matter and resolved that Dr V P Singh shall discuss the same with Dr Chitra Sarkar to sort it out.

2015/19thDecember/IIndEC/09 – Arbitration Committee / Disciplinary CommitteeThe arbitration committee consists of 2 senior past presidents who have completed their term at least 5 years ago and a lawyer. Dr K Ganapathy and Dr S R Dharkar are in the arbitration committee along with Mr Devendra Vajpeyi - a lawyer from Agra. The committee term shall be over in 2017. Dr Rajshekhar mentioned that the same should be put on the website along with the term. The disciplinary committee has the president, president elect and two past presidents as the ex-officio officers.

2015/19th December/IInd EC/10 – Criteria for institution of new awards – CommitteeDr V P Singh mentioned that to decide the criteria for instituting new awards a committee has been formed consisting of President and two immediate Past Presidents who shall present their recommendations in the midterm. The EC suggested that no new awards be instituted and if anyone has to be honored a symposium or any other session in the next annual conference may be named after him for one year. The council resolved that the award committee should also decide on the criteria of M L Suri award.

2015/19th December/IInd EC/11 – Change in ByelawsDr V P Singh proposed a change in the byelaws 12.6 Existing 12.6. Up to Rs. 5 lakhs may be transferred to the Conference account by the Treasurer.Proposed 12.6 “Upto 10 lakhs may be transferred in the Conference account as seed money by the Treasurer.”Justification: With the increase in expenditure in conducting a conference an increase in the seed money is needed.The council approved the change in byelaws.

The EC proposed a change in the byelaws 19.1Existing 19.1. The symposium topic should be broad based. Offers should reach Secretary NSI by 30th



November two years before the conference. The EC would decide on the symposium subjects.Proposed 19.1 “The topic and speakers of the symposia in the conference would be decided by the President of the Society.”Justification: There are very few bids received from the members for conducting the symposia. As it is the President of the Society has no say in the Scientific Program of the conference he is presiding over. By this change both purposes would be covered.The council approved the change in byelaws.

Dr V P Singh also proposed another addition to the byelaws. Byelaws 25: “In case of a legal dispute in the society, the case will be filed in the city where the secretary of the society resides.”Justification: This would make it logistically easy for the case to be handled by the Secretary.The council approved the same and asked Dr V P Singh to take a legal opinion.

2015/19th December/IInd EC/13 –meeting with subspecialty Society office bearersDr V P Singh mentioned that a meeting was conducted with the subspecialty societies office bearers/representatives – Dr A K Reddy from Cerebro-Vascular Society of India, Dr Sarat Chandra from Skull Base Society of India, Dr Paresh Doshi from Indian Society for Stereotactic and Functional Neurosurgery, Dr V D Sinha from Neurotrauma Society of India and Dr C Deopujari from Indian Society of Pediatric Neurosurgery. It was decided to have informal interactions between NSI and various subspeciality Societies, to involve them in NSI scientific programme, to have a Calendar to avoid clashing of dates of various meetings and setting up of a page on NSI website mentioning sub-societies with their respective councils.

2015/19th December/IInd EC/14 – Neurosurgery Board of EducationDr V P Singh mentioned that a meeting has been held to nominate the members as per proper procedure and the board consists of Dr V Rajshekhar as Chairman Board of Education with the members being Dr Manmohan Singh - Delhi, Dr V D Sinha - Jaipur, Dr V G Ramesh - Chennai, Dr C E Deopujari– Mumbai and Dr Sandip Chatterjee – Kolkata.

2015/19th December/IInd EC/15 – Saudi Arabian NSI delegationThe NSI delegation to the Saudi Arabian Neurosurgical Conference (1st- 3rd March Riyadh) would consist of Dr R C Mishra, Dr Ashish Suri, and Dr VP Singh. Members who were offered and declined the offer were Dr Atul Goel, Dr Sanjay Behari and Dr Malla Bhaskara Rao. A mass mail shall be sent to all NSI members informing them about the meeting and asking them to attend.

2015/19th December/IInd EC/16 – CNS collaboration issues – Advanced simulation & SANS

Dr Ashish Suri informed that he would arrange the basic and advanced NSI-CNS simulation course

during NSICON 2016 with three faculty members from CNS. He shall also try to arrange some funding -

around USD 5000 for them. The council asked Dr Ashish Suri to talk to Dr Shekhar Kurpad for the final

negotiations. There shall be three categories of registration - firstly residents who shall pay INR 5000/-

which is refundable. The second category is participants who have completed MCh– they would pay INR

5000/- (not refundable). Participants for the advanced course would pay INR 10000/- (not refundable).

Dr Sridhar was informed about the logistics of halls and meals bookings and 2 nights accommodation for



the CNS course faculty. The other issue of SANS resource offer from CNS was kept in abeyance at the

moment – till some sponsorship or revenue model could be proposed.

2015/19th December/IInd EC/17 – Making the scientific program of the Conference

The council deliberated over the issue and resolved that the current status of the President Elect making

the scientific program would continue. The organizing Secretary would be free to suggest specific

persons that he wishes to invite to the President Elect for due consideration.

2015/19th December/IInd EC/18 – Symposiums NSICON 2017

The council discussed the issue of symposia topics for NSICON 2017 and resolved that the President in

that year would coordinate and select the topics.

2015/19th December/IInd EC/19 – Financial Issues

The council resolved that as per the wishes of the General Body - a fresh detailed Treasurer report needs

to be submitted by January 2016 – so that it can be circulated as an addendum with these minutes.

The issue of accounts of Coimbatore conference was also discussed. Dr Deepu Banerji mentioned that

the accounts shall be cleared soon by the CA and shall be submitted by 15th of January. Subsequently

the Income Tax Return for financial year ending March 2015 would be expeditiously filed.

For the future the council requested Dr Sridhar to send the income and expenditure details on a

bimonthly basis till September and thereafter on a monthly basis.

Regarding the oration corpus issue raised in the General Body - the council was of the opinion that there

is only one society corpus and it would serve no purpose to separate it into corpus of different categories.

2014/14thDecember/IIndEC/20 – Central Office

The EC resolved to extend the contract of Event Architects Inc. for the next 5 years. It was also resolved to

sanction a new laptop and a printer to the central office for better efficiency.

2014/14thDecember/IIndEC/21 – Other matters

Dr Sanjay Behari mentioned that the abstract book should have names of all the authors and institutions.

Only the award papers should have the name of the presenting author only.

Dr Deepu Banerji informed that the change of office bearers of the Society has to be communicated with

the charity commissioner in Mumbai. The council resolved that Mr Navneet shall provide the details and

Dr Deepu Banerji shall follow up the same.

The EC resolved that the ex-treasurer office in Mumbai will continue their services till March 2016 – by

which time all accounts should be closed.

The EC applauded Dr B S Sharma for his leadership and guidance of the Society during his tenure and

gave him a standing ovation. The Council also applauded the outstanding hospitality and arrangements

made by Dr Manas Panigrahi and his whole team during the NSICON 2015.

The meeting closed with a vote of thanks.

Lifetime Achievement Award

Nominations are invited for lifetime achievement awards. Awards would be presented during the Inaugural

function of the Annual Conference to Life Members above the age of 75 years who have played a significant role in

the development of Neurosciences in India and there shall be not more than 3 awards each year. Nominations

should be sent in the prescribed format to the Secretary before 30th April 2016 which shall be considered and

approved by Executive Committee during midterm EC meeting on 14th and 15th May 2016 in Nagpur

The Executive Committee of NSI requests all regional neuro clubs/societies to register with the NSI as being

representative of neuroscientists of that region. This registration will become mandatory to be recognized as bona

fide representative club/society of that region when bidding for the Annual Conference of NSI. If more than one

regional club/society claims representative status then a list of members who are also NSI members with their NSI

membership number and signatures will have to be appended with the registration form. Registration form is

available on the NSI website (www.neurosocietyindia.org) in the Download forms section.
