Welcome to Palliser Regional Municipal Services

November General Meeting.

2014 has been somewhat of a different year for Palliser Regional Municipal Ser-

vices. While subdivision activity is up slightly and also safety codes are catching up to

what we all expected, two positives. There has been some change to the staff,

Michelle Buchwitz has moved on and we have a new intern, Jaiden Henry learning the

ropes. Hope it is a long stay.

Last election brought three new members on the board making an interesting

year. With the building rejuvenation plus new furnaces the office is better heated

while costs are lower.

The GIS mapping is continuing forward with the new aerial pictures of the

Towns, Villages and other areas making more friendly experiences for everyone. With

more and more pieces added to the map it could make an interesting tool for visitors,

planners and residents looking for specific information on what is available in their ar-

ea of interest.

As for the office, Brad has brought forward the ROWE system. This is a sys-

tem that changes the way of doing business, meaning employees are not supervised, as

such, but they go on an agreed-on work plan and the time it takes to get it done. An-

other idea is that the employees can work their own schedule to get their work done.

This is an experimental project that we are waiting to see the results. We are asking

for any input from all of our Municipal Members and to keep an eye on their inter-

actions with Palliser to make sure that all needs are being served in a timely fashion.

All in all it has been a good year and we look forward to doing business with

each and every one for many years to come. We wish to thank the staff for their

dedication to PRMS.

3. Approval of November 6, 2013 Full Membership Meeting Minutes

5. Activity Review

i) Safety Codes/Building Activity – Cindy Woods provided an in-formation update of the 2014 building permit activity in the Palliser region, and reported on the effects of a late spring start but indi-cated that activity is beginning to increase.

ii) Planning Activity - Brad Wiebe reviewed the Planning Policy Work Plan and outlined the ongoing projects from 2013 as well as the projects currently being reviewed in 2014 for the Town of Drumheller and the Villages of Munson, Veteran, Youngstown, Rockyford and Acme.

iii) Subdivision Activity – Garry Wilson provided the members with a detailed subdivision activity update and was pleased to indicate a 55% increase in applications for the first half of the year.

iv) GIS/MAPPING ACTIVITY/PRISM – Justin Hill reported that Pal-liser’s GIS department has been busy with the continued develop-ment of the Webmap and the addition of the cemetery mapping. The phase 2 grant application was recently approved and the aer-ial photography flights were flown in May. Justin displayed a sample of the draft images received and indicated that Palliser will be acquiring ortho-oblique images as well, which will provide 45 degree angle imagery from each quadrant north, east, south and west.

6. Introduction of the Municipal Internship Land Use Planner – Jaiden Henry

Barrie Hoover introduced Palliser’s most recent employee, Municipal Internship Planner, Jaiden Henry. Jaiden provided a summary of her educational experiences, the internship program and her role at Palliser.

Monica Faupel of Endeavor Chartered Accountants entered the

meeting at 4:35 pm.

7. Financial Reports – 2013 Audit Report – Monica Faupel, Endeavor

Chartered Accountants

Monica Faupel reviewed the results of the 2013 audit as per the at-tached financial report. Monica was pleased to report that there were healthy funds in the organization at year end. The safety code’s de-ferred revenue was reduced as permits were closed more quickly during 2013.

Monica Faupel of Endeavor Chartered Accountants exited the

meeting at 4:50 pm.

8. MGA Review Presentation – Jennifer Jabs, Director MGA Review, Alberta Municipal Affairs

Jennifer Jabs presented a power point outlining the preparation required for reviewing the Municipal Government Act, subsequent public consul-tation, drafting of new legislation and forming policies. Sessions were organized for engaging with Albertans over 3 days in each of 11 loca-tions and centered on Governance & Administration, Assessment & Taxation, and Planning & Development. With over 1500 participants, and the additional submitted written submissions, Jennifer indicated that they had received a good response to the review. Alberta Municipal Af-fairs will compile the results and begin introducing legislation by Spring 2015.

Jennifer answered questions and addressed concerns regarding the ag-gressive timelines for engagement and policy work, and encouraged an-yone wishing to provide feedback to Alberta Municipal Affairs to do so before June 13/14.

A big ‘Thank You’ to those municipal representatives attending the PRMS November

General Meeting. We appreciate your input and support in our efforts to meet the professional

planning, GIS and Safety Codes municipal needs on a regional basis.

2014 has been a year of continuous financial and organizational improvement at Palliser

Regional Municipal Services (PRMS). Subdivision activity has continued to improve so far this

year while safety codes activity remains above average. Re-organization of our staff resources

and work requirements has allowed us to be more efficient and effective with the municipal

requisitions we receive annually. The 2015 budget represents the first time in many years that

we do not require a requisition increase to meet budgetary revenue needs. This has been the

result of diligence by the Board of Directors, administration and our municipal partners. The

strategic financial plan from 2011-14 was implemented to redevelop our financial basis to meet

the strategic priorities developed by the municipal members in 2011. We will continue to be

diligent with revenues and expenses to ensure we can provide the highest level of professional

services to our municipal partners within budget.

2015 brings the final year of the first 5 year cycle for the statutory plan review process.

This has been a big goal to aspire to, in addition to the regular day-to-day planning needs of our

members. There are a few member communities still in process, where the review has been

stalled due to other municipal priorities however; we hope to have any of the draft policies

moved to adoption in the coming year and to continue fine tuning these policies on a regular

basis in the coming years.

www.palliserwebmap.ca was released in 2013 to provide an online GIS mapping service

for the use of all our members across the region. The Webmap continues to be upgraded with

additional property and municipal information including the new aerial photos that were flown

in May 2014 and land use district mapping. If there are any suggestions for additional infor-

mation to better assist municipal operations please let us know and we can add it to future

Webmap improvements. We are pleased to welcome the M.D. of Provost as a Webmap sub-

scriber in 2014.

We look forward to continued positive working relationships with our valued municipal

members in the core service areas and any additional regional projects or services we can assist

with.

Municipal Statutory Planning Activity Update 2014 has been a busy year for planning policy projects. In accordance with the PRMS

Strategic Business Plan, a strategy was developed whereby PRMS will be accountable for the de-

livery of a complete planning policy review for each member municipality every 5 years with the

necessary updates and policy development as part of requisition based services. The new pro-

gram has been in implementation since January 2011. The policy review process is in addition to

any municipal planning related issues (ie. amendments, requests, questions). Please continue to

contact our office for assistance regarding day-to-day municipal planning and development mat-

ters.

be working to ensure all of the PRMS member municipalities have updated and current

2014 SUBDIVISION ACTIVITY

(January— October 31, 2014)

Table 1 entitled “Subdivision Applications by Municipality” shows the total yearly subdivi-sion activity for the previous 7 (seven) years of 2007 to 2013 inclusive. The last column shows the total applications to the end of October of this current year, 2014. The numbers inside the brackets indicate the numbers of parcels or lots while the numbers in front repre-sent the number of applications per municipality. Even though there are still two (2) more months to go in this current year, the activity is already greater this year for both applica-tions and the number of lots created in comparison to last year, 2013. The subdivision appli-cation numbers for this year are comparable to the years 2009 and 2010, even though the number of lots created by these applications is considerably lower.

As noted at this springs’ interim AGM (Annual General Meeting) the subdivision activity has picked up quite substantially with the warmer weather and construction season taking stride. The rising price of land could also be a contributing factor to the increased activity. To date there are 49 subdivision applications with a total of 77 parcels which is a 25% increase for applications over last year at this time and a 40% increase in the total number of lots/parcels. Keeping in mind that there are still two more months left in the year for people to make ap-plications with past history showing that on average there could be another five (5) to six (6) applications received prior to years end.

The amount of applications this year would be similar to that of four years ago in 2010 where the number of applicants to this date is virtually the same; but the number of parcels created this year over 2010 is down by 38%.

Table 2 - “Number of Lots per Classification by Municipality” is a breakdown of the types of subdivisions being applied for, showing the number of parcels created per municipality by classification. Urban Residential type parcels (27) are the most being created which is gener-ally typical of most years and then followed by Farmstead Separations (17). These are fol-lowed by Commercial properties (13) being created and Country Residential parcels (10), then Public/Recreational (4) and finally Agricultural and Industrial (1).

Eleven (11) of the twenty-eight (28) or 39% of the communities serviced by Palliser Regional Municipal Services (PRMS) have experienced subdivision activity so far to date which is identi-cal to this time last year. Of the four (4) rural member communities Starland has twelve (12) applications, followed by the County of Paintearth with six (6), and the Special Areas has a total of four (4) applications. The M.D. of Provost, a non-member, has twelve (12) applica-tions as shown in Table 1 which is the same number as to this time last year. The Town of Drumheller currently has six (6) applications, one more than it had last year, while the Towns of Hanna and Castor and the Village of Acme each have two (2) applications, and finally, the Town of Coronation and the Villages of Carbon and Consort each have one (1) application.

GIS Report

Since our last AGM, the GIS department has been kept very busy. In addition to the day to

day mapping services, considerable time has been spent working on internal projects, most of which

relate directly to our Webmap. We have completed the internal mapping area of the website, with

every municipality now having a user name and password. Each internal site has an updated Parcel/

Title mapping, Land Use Layers, Civic/Rural Address layers, Lot/Block/Plan information, elevation/

contour data and Infrastructure mapping.

In addition to the development of our internal member pages, our main priority has been

working on our 2014 Aerial Photography project. In May of 2014 we contracted two separate com-

panies to provide aerial services Tarin Resources and Pictometry. Tarin Resources flew 2014 10 cm

orthophotos for every town and village in our membership. In doing so they also captured and de-

veloped a highly accurate digital elevation model for each area. Pictometry flew 2014 10 cm ortho-

photos and oblique angle photos for each of our town sized municipalities. The oblique angles give

a new vantage point that allows the creation of a smart image. We loaded the Digital Elevation

Model provided by Tarin to the background of these oblique images, meaning that not only every

does every single pixel on the image have a unique latitude and longitude but also an elevation. This

allows us to provide measuring tools such as elevation and height measurements. These images had

to be processed, compressed and tiled to allow for fast web load times. This was a considerable

amount of work; however we are pleased to announce that they are now online and available on

the Webmap.

Another of our internal mapping projects has been the development of our Cemetery Mapping

System. We have used the Hanna Cemetery as a test case and over the summer have worked to import

Hanna’s Cemetery Data into a map based digital system. This process has allowed us to determine a data

structure and we are now ready to start bringing other cemeteries into the system. Garry Wilson will be

the main point of contact for the Cemetery Mapping program. If you have Cemetery Data that is already in

some digital format and are interested in being a part of the next wave of cemeteries entered into the sys-

tem please contact Garry.

Garry is also currently working on enhancing our Public Tourism and Recreation Map and is going

through each municipality adding points of interest. Garry may be contacting your municipality for verifica-

tion of certain interest points and your support in this endeavour will be appreciated.

Finally, Palliser Regional Municipal Services is constantly evaluating and seeking new technologies and

data that will assist us and further enhance the mapping support we are able to provide. With the new

Digital Elevation Model we received as part of our aerial photography project and some new software, we

are now able to provide 3D mapping in all our Town and Village members. This will allow us the ability to

provide many different applications including modeling flood scenarios.
