The object of the Community Outreach element is to place local CAP units in the forefront of their community to communicate a drug-free message to youngsters. Cadets and unit members partner with base and local community coalitions to support anti-drug activities. Together, they provide essential and supplemental assistance to community outreach activities. Check within your local community at law enforcement agencies, schools, etc. for ways in which you can assist with, not only formal drug-free campaigns, but other community events as well. The following is a very incomplete list of different events and outlets in which you can work within your community:

DDR Program Goals Goal 1: Establish and maintain an active and productive DDR Program

DDR Program Goals Goal 3: Increase awareness of substance abuse issues and its impact on the

individual, community and the missiono Encourage 100% of all wings and 90% of all squadrons to participate in the annual Red

Ribbon Campaign.o Each DDR active wing will participate in at least one base-wide/community coalition

building effort that includes youth activities, chapel sponsored events, and school presentations on substance abuse programs and topics. Encourage and assist the development of community coalitions and programs in preventing drug abuse and underage alcohol and tobacco use.

o Conduct annual DDR briefings at 100% of encampments, and at 80% of appropriate cadet activities such as national/region special activities, wing conferences, leadership schools demand reduction days, etc.

o Educate parents or other caregivers, teachers, coaches, clergy, health professionals and business and community leaders to help youth reject illegal drugs and underage alcohol and tobacco use.

o Pursue a vigorous advertising and public communications program dealing with the dangers of illegal drugs, alcohol, and tobacco by youth, using: CAP DDR public service announcements; DDR videos, posters, and brochures; and DDR static displays.

o Promote zero tolerance policies for youth regarding the use of illegal drugs, alcohol, and tobacco within the family, school, workplace, and community.

o Provide literature/information to 100% of squadrons on an annual basis and/or as needed. Update region/wing DDR libraries as necessary.

DDRx The Drug Demand Excellence (DDRx) program rewards a CAP cadet for successfully completing

activities related to making good choices, choosing good role models, avoiding substances that have a negative effect on human performance, and striving to live a drug-free lifestyle. The DDRx Activity Guide contains 36 hands-on activities combining aviation principles with a drug-free message. While the activities are designed for an individual cadet to complete with an assigned mentor, activities can also be modified for unit meetings, community outreach events, and group activities.

DDRx Program Completion Cadets must complete 6 activities from the DDRx Activity Guide in a 12-month period to receive

credit for DDRx. Proof of completion for each activity is a 'Mentor Approval Form' signed by the cadet's assigned mentor. Cadets can receive DDRx credit in multiple years, but cannot repeat activities from previous years for credit. Unit commanders (or designated Cadet Programs officers) are responsible for verifying that 6 distinct activities were completed during the year, and requesting DDRx credit to be added to the cadet's training record. Cadets will also receive a DDRx certificate each year they complete the program.

Requesting DDRx Credit Unit commanders (or designated Cadet Programs officers) can request DDRx credit by using the

Let’s Go Flying The LET’S GO FLYING book prepares the younger aviation enthusiast,

who had a fascination for flight, for the reality of what it takes to become an aviation professional.

The LET’S GO FLYING book stresses six major issues: The aerospace industry has a zero tolerance for drug and alcohol abuse. Pilots, flight crews and support personnel who are impaired by drugs or

alcohol endanger the safety of everyone on the ground or in the air The pilot’s certificate is directly linked to the medical certificate. Starting from the day a young adult gets a driver’s license, a record of

any alcohol or drug-related conviction can be used against a potential professional flight crew member by the Federal Aviation Administration.

A pilot is expected to be in excellent physical condition when flying and when undergoing regular medical examinations.

Fit For Flying FIT FOR FLYING has been written as a cooperative effort between the Civil Air

Patrol Drug Demand Reduction Program, a component of Cadet Programs, and the Aerospace Education and Missions Divisions. This book provides young people, as well as entry-level and experienced pilots, with information concerning the primary importance of FAA medical certification to be fit for flying. This entire publication details how to maintain all airworthiness skills with good health and a dedication to a clean, drug-free lifestyle.

• The aerospace industry has a zero tolerance for drug and alcohol abuse.• The privilege of flying an airplane is directly linked to the FAA’s medical certificate.• Pilot’s, flight crews, and support personnel who are impaired by drugs and alcohol endanger the safety of everyone in the air or on the ground.• A pilot, when operating an aircraft, is expected to be in excellent physical condition.• The operation of an aircraft in a three-dimensional, high altitude environment requires an ongoing program of study, recurrent training, and physical conditioning. To achieve this level of performance requires a commitment to a lifestyle of physical and mental conditioning which enables a pilot to be “airworthy” or Fit for Flying.

National Character Day You’ve heard of wings hosting “aerospace days” and “leadership academies.” Why

not a similar endeavor showcasing the character development aspect of cadet life?  National Character Day is a new wing-level activity that serves two purposes:

(1)  Motivate cadets to take seriously issues of character and honor, while recommitting themselves to the drug-free ethic;(2)  Further integrate the DDR program into CAP’s overall Cadet Program.

ACTIVITY FORMAT.   Cadets come together at the wing level to hear a character-affirming message from a distinguished guest speaker, and to engage in an exciting, hands-on “Character Challenge” that requires a degree of sobriety, trust, and courage (e.g., climbing wall, indoor skydiving, tethered ballooning, etc.). OPERATIONAL CONTEXT.  Wings are encouraged to host “National Character Day” activities during the month of September, although the event can be held at any time during the year.

FUNDING.  NHQ will provide DDR funds as available, via reimbursement, for the cost of the Character Challenge.  

PROGRAM GUIDANCE.  The Curriculum Guide (see link at top right of page) offers recipe-like guidance on how wings can develop a National Character Day program.

Red Ribbon Leadership Academy

The Red Ribbon Leadership Academy places high school aged cadet NCOs and officers in front of middle school students (non-cadets) to serve as role models and leadership educators during a 3-hour workshop. The "red ribbon" symbolizes the Academy's role in promoting the drug-free ethic. 

Program GoalsTo equip middle school student leaders with a basic

understanding of the art and science of leadership.To promote the drug-free ethic among middle school student

leaders by using CAP cadets as role models.To provide a venue for cadet officers and NCOs to apply their

leadership skills.To increase the Cadet Program's visibility in the community and

boost cadet recruiting.
