A Nemzeti ptszetpolitika tbbves kzs munka eredmnyeknt nyerte el jelenlegi formjt, s terveink szerint megalapozza az elkvetkez vtizedekben Magyarorszg ptszeti irnyelveit. Az elkszts sorn alapos szakmai s trsadalmi egyeztetseket folytattunk annak rdekben, hogy az ptszetpolitikban megfogalmazott elvek gyakorlati megvalstsakor a lehet legteljesebb tmogatst lvezzk, munknkat a magyar llam- polgrok rdekeinek legteljesebb mrtk kpviseletben vgezhessk. Az ptszetpolitika clja az elsdleges nemzeti rdekek s a magyar emberek szolglata, a minsgi ptszet megteremtse, a fenntarthatsg elrse, a termszeti s ptett rtkeink vdelme, a kltsgtakarkossg elvnek rvnyestse, a brokrcia s az adminisztratv terhek csk- kentse, valamint annak biztostsa, hogy legyenek az ptszeti kultra rtkei trsadalmi korltok nlkl elrhetk, s legyen e kultra szemlletmdja ltalnos.
Nemcsak Magyarorszg kormnynak clja, hanem szemlyes elktelezettsgem is, hogy olyan ptszet megszletst segtsk el, amely aktv rsztvevje a jv form-lsnak, s teljestmnye nemcsak a mnak, hanem a kvetkez genercinak is szl. Ennek rdekben tmogatjuk az idtll ptmnyeket eredmnyez, modern technolgia alkalmazst s a teleplsek adottsgaira, arculatra tekintettel lv, hagyomnyokat tisztel harmonikus alkotsok ltrehozst. A jvrl felelsen gondolkodni azonban csak a versenykpessg egyik zlognak, a fenntarthatsg szempontjainak rvnyestsvel lehetsges, ezrt segtjk az innovatv s energiahatkony megoldsok, krnyezetbart ptanyagok s tervezsi eljrsok trnyerst is. A Nemzeti ptszetpolitika e cljainak kvetkezetes munklsa terveink szerint megalapozza, hogy a 2020-ig tart fejlesztsi ciklus forrsainak felhasznlsa sorn a magyar ptszet krnyezetnk rtkeinek megrzse s integrlt fejlesztse sorn eurpai mrcvel mrve is kiemelked szellemi rtket hozzon ltre. Munknkkal arra treksznk, hogy a 2015-ben elkszlt Nemzeti ptszetpolitikban megfogalmazott irnyelvek megvalsulsa ne csak e nemzedk, hanem a kvetkez emberltk minden magyar llampolgrnak megelgedst szolglja, s jruljon hozz Magyarorszg fejldshez.
WELCOME FROM THE MINISTER
The National Architecture Policy was shaped into its present form as a result of several years of cooperation, and we plan to use it to establish the architectural guidelines for Hungary in the coming decades.The architecture policy is aimed at serving primary national interests and Hungarian citizens, creating high-quality architecture, achieving sustainability, protecting the natural and built assets, implementing the principle of cost savings, reducing red tape and administrative burdens, as well as ensuring that the values of architectural culture are available without social limits and the realisation of a general approach within this culture.
It is not only the objective of the Government of Hungary, but also my personal commitment to promote the emergence of an architecture that is an active participant in the shaping of the future, and whose performance is beneficial not only today, but also for future generations. To that end, we support the application of up-to-date technologies giving rise to future-proof structures and the creation of harmonious buildings taking into consideration the specificities, characters and traditions of settlements. However, it is only possible to think responsibly about the future by enforcing the aspects of sustainability as a basic principle to achieve competitiveness, and therefore, we promote the general adoption of innovative and energy efficient solutions, eco-friendly building materials and design processes.
We strive to ensure that the implementation of the principles set forth in the National Architecture Policy, finalised in 2015, is able to serve citizens interests not only in the present generation, but also in future eras, contributing to the development of Hungary.

Az ptsz helyet s szellemet teremt, gy lesz a termszeti s ptett krnyezet a nemzeti kultra szerves rsze. Az pletek, a kzterek, a kztri alkotsok, a mrnki mtrgyak, a teleplsek s a termszeti krnyezet egyttesen alkotjk azt a kulturlis tjat, amely kzs nemzeti rtknk. A hagyomnyok szerint az ptszet hrom alapkve a hasznossg, a tartssg s a szpsg. Ezek ma is rvnyes fogalmak, mg ha az jkori megkzeltsek j dimenzikat adtak is nekik. A hasznossg magban foglalja a funkcionalitst, a clszersget s az erforrsok hatkony felhasznlst. A tartssg mra az pletek idtllsgn tl az kolgiai s gazdasgi fenntarthatsgot is jelenti. A XXI. szzad legjelentsebb feladatai kz tartoznak az plet-llomny megjtsnak, fenntarthatsgnak s hatkonysgnak krdsei. Klns hangslyt kap a Nemzeti ptszetpolitikban az anyagi, szellemi s termszeti erforrsok gondos hasznlata ahogyan ezt az Alaptrvny is rgzti , a jv nemzedkek irnt rzett felelssg. A Krpt-medence termszet adta s ember alkotta rtkeinek polsa s megvsa fontos feladatunk. Az ptszet ezrt kzrdek, azaz minden ember kzs gye, valamint minsg, ktelessg s felelssg is egyben. A Nemzeti ptszetpolitika lehetv teszi a klnbz gazati s szakterleti clok sszhangjnak megteremtst, a fejlesztsek jvbeli irnynak, valamint a magyar ptszet idszer feladatainak meghatrozst.
PREAMBLE
Architecture directly determines the quality of our environment, and thereby also the dignity of human existence. Architecture shapes public taste, influences moods and forms culture, and is in this respect extremely important for social cohesion. The architect creates space and spirit - this is the way the natural and built environment becomes an integral part of national culture. The buildings, public spaces, public works of art, engineering structures, the settlements and the natural environment together form the cultural landscape, which is our common national value.
Traditionally, the three basic building blocks of architecture are utility, durability and beauty. These concepts are still valid, even if modern approaches gave them new dimensions. Utility includes functionality, practicality and the efficient use of resources. Beyond long-term stability, the durability of buildings today also means ecological and economic sustainability. One of the most important tasks for the 21st century is the issue of the renewal, sustainability and efficiency of existing buildings. In the National Architecture Policy, particular emphasis is placed on the careful use of the material, intellectual and natural resources, as stated in the Fundamental Law, as well as on the responsibility for future generations. The preservation of the natural and man-made assets present in the Carpathian Basin is an important task. Therefore, architecture represents a public interest, i.e. a matter for all people and furthermore, quality, duty and responsibility. The National Architecture Policy allows us to align the targets set in various sectors and disciplines and to determine the direction of future developments and the current tasks of Hungarian architecture.

THE IMPORTANCE OF ARCHITECTURE FOR SOCIETY
A substantial part of the national wealth is embodied in buildings and constructed objects. Their operation, renovation, or the creation of new ones, cost a considerable amount of money even at the scale of national economy. The Hungarian construction industry is part of the single European market. To ensure we become active players rather than passive observers, we have to be capable of designing and realising high-quality buildings and need to adopt a demanding approach. If our architecture and construction industry are successful, employment may grow, and the economic and intellectual competitiveness of other market sectors will also improve.
It is necessary to support and develop research systems for the implementation of model construction projects, as well as to use test results extensively. It is crucial that the intellectual properties and innovations related to Hungarian architecture contribute to the strength of domestic economy. An increase in construction industry investments leads to a fall in unemployment, most notably among those who are most severely affected by the lack of job opportunities. Construction industry, especially when it comes to traditional construction methods based on the use of natural materials, is able to contribute to the objectives of the public employment system through the large-scale employment of unskilled or low-skilled workers.
There is more to architecture than just new buildings, because settlements and building complexes are bearers of intellectual, aesthetic and human values, thereby substantially influencing our emotions and the quality and feel of our everyday social cooperation. A beautiful and healthy environment is a source of pleasure for society. Good architecture encompasses culture, technical knowledge and business as mutual preconditions for each other. Architectural quality plays a key role in the international competition seen in tourism and in shaping a countrys image.

OUR ARCHITECTURAL AND NATURAL HERITAGE
Architecture is part of our culture. Architecture is based on continuity, always integrating current capabilities and opportunities in the built environment, thereby resulting in a genuine combination of existing values, traditions and creative development, innovation. The built environment is a spatial and objective imprint of previous historic eras and the root and source of our local and national self-knowledge. Our architectural heritage is a key factor for the national and cultural identity of ethnic Hungarian communities around the world. The quality of the built environment and the landscape fundamentally determines our physical and mental health and may provide a suitable framework for attaining human dignity as well. The harmonious coexistence of the built and natural environments capable of raising the quality of life constitutes the cultural landscape, which is constantly enriched by high-quality architectural works adapted to local conditions. The careful protection and maintenance of the built environment, as well the preservation of traditions are essential tasks for all of us. An integrated management of the built heritage will be crucial in the future, just like support for its utilisation based on conservation and the preservation of values.
The architectural heritage of our country, in spite of the ravages of past centuries and the structural distortions still seen today, incorporates most European architectural styles and modern trends. The diverse rural/folk architecture and the urban culture of the Carpathian Basin represent an outstanding and unique asset in Europe. Its survey, unbiased scientific assessment, preservation, dissemination and use as a source of development are undoubtedly a public responsibility. It is necessary to create a complete architectural inventory in a spiritual and material sense - the register of national architectural treasures. The richness of our architectural, urban and cultural heritage is clearly shown by the fact that Hungary has eight World Heritage sites, which indicates extreme abundance relative to the size and population of the country. The government is internationally committed to the preservation of these values.

Ki kell dolgozni az ptsben kzremkd kivitelezk, anyaggyrtk, beszlltk egysges szemllet minstsi rendszert. Fell kell vizsglni a jelenlegi fvllalkozsi s kzbeszerzsi gyakorlatot, mert az a nagyvllalatok dominancijt biztostja, anyagilag s szakmailag kiszolgltatott teszi a minsgi munkra kpes kzp- s kisvllalkozsokat. QUALITY DESIGN AND CONSTRUCTION
Good programs and good design are fundamental and essential elements for achieving the basic goals of architecture policy. A program is the written formulation of the intention of society and the builder, which entirely takes into account all assets and opportunities. A good architectural answer can only be provided to a good and professionally well-founded program. Architectural and urban planning is intended to unify possible responses to environmental, development and social issues and find creative solutions to current tasks in order to serve the community and protect its values.
The quality of any piece of work depends on talent, the spiritual energy dedicated to it, and attention. Therefore, careful planning, necessarily preceded by thorough preparation and the allotment of sufficient time, predetermines every decision during the construction process. Thus, design knowledge is a resource and an asset. Architectural quality is based on creativity and open competition measuring intellectual and professional skills. The aim is to award each task to a designer selected through an architectural design contest for technically justified investments supported from public funds. With a view to that, transparent and unbiased evaluation must be ensured, meeting the highest possible professional standards and tailored to the relevant subject. The selection of the best applicant from the various concepts presented in the contest can only be guaranteed by transparent and highly professional assessment in line with the given subject. The designers of the selected concepts must be allowed to participate in further design steps and in the entire construction process, respecting copyrights.
The necessary conditions should be established for the realisation of the spiritual and physical values of the approved design to the fullest extent possible. It is necessary to clarify the roles and responsibilities of all participants in the process, including the responsibility of the builder. Moreover, participants should be treated as partners, with a joint interest in the final result, enjoying teamwork. A unified qualification system needs to be established for all contractors, material manufacturers and suppliers involved in the construction activity. The current practices of prime contracting and public procurement must be revised because they result in the dominance of large corporations and make small and medium-sized businesses capable of doing quality work financially and technically vulnerable. The community as a whole is interested in achieving the highest quality with the same investment, so the revised design contest regulations should place special emphasis on quality-based selection. Efforts should be made to ensure that construction can only take place on the basis of working designs prepared at the appropriate level.

GOOD EXAMPLE SET BY PUBLIC INVESTMENTS
A major part of the state and municipal property is embodied in real estate, buildings and public spaces. The objective pursued is to ensure that public construction projects set a good example for other builders based on the systematic preparation of building interventions, the quality- and competition-based selection of designers, the selection of solutions which are the best in practical and aesthetic terms and which take into account the aspects of economy and sustainability, cooperation with related arts, and implementation under the control of the designers. All these also guarantee architectural quality. Besides new public construction activities, a leading role must also be played in preservation-oriented architecture, i.e. solutions created as an organic continuation of existing buildings. As a first step, an objective register of public buildings should be created as part of the register of national architectural treasures.

A kivl minsg s mszaki sznvonal elrshez a jelenleginl hatrozottabb gazati szablyozsra van szksg, mely sszhangban van a mrnki szolgltatsokkal, az eurpai normkkal s a nemzeti trekvsekkel. Az esetleges jogszablyi ellentmondsok megszntetsvel, a tlszablyozsok felszmolsval megsznnek a beruhzsokat indokolatlanul htrltat akadlyok. Emelni kell az igazgatsi szervezet szakmai szintjt s hatkonysgt. Ahhoz hogy az llampolgrok s minden ms tulajdonos, pttet kell tjkoztatst kapjanak sajt ptett krnyezetk fejlesztsre, megrzsre vonatkoz lehetsgekrl, programokrl, valamint dntsekrl, szksges bvteni a kzzttel frumait. Az tlthat, kiszmthat ptsgy alapja az eddiginl gyorsabb, pontosabb, mindenki szmra szabadon hozzfrhet statisztikai s informatikai adatrendszer. A kzvetlen informls, szaktancsads gyorstja s knnyti a beruhzsok menett.
LEGAL ENVIRONMENT AND INSTITUTIONS
The state is responsible to establish all the legal and economic conditions required for an up-to-date architecture policy. Legislators and applier of the law should take into account the aspects of architecture that cannot be defined with parameters related to aesthetics and quality of life. Building regulations are effective if they are simple, transparent and predictable, thereby providing a stable legal environment, taking into consideration the interests of builders and investors. To achieve high quality and technical standards, more clear-cut sectoral regulations are needed, which are consistent with the engineering services, European standards, and national endeavours. The elimination of possible legal discrepancies and over-regulation could break down unjustified obstacles hampering investments. The professional standards and efficiency of the administrative organisation needs to be improved. To ensure that citizens and all other owners and builders are duly informed about the opportunities, programs and decisions regarding the preservation and development of their built environment, more information dissemination forums are necessary. Transparent and predictable construction should be based on a faster, more accurate, freely accessible system of statistical data and information. Direct information and consultancy makes the process of investments faster and easier.

SPATIAL PLANNING, URBAN CONSTRUCTION AND SETTLEMENT ADMINISTRATION
Spatial planning is a multi-level coordination and balancing process, aiming to foster sustainable land use, a complex architectural approach, harmonious integration in the environ- ment, and the economic development of communities. Harmonisation and balancing is a multi-tier and multi-directional process requiring a great deal of attention. Todays endeavours justify the strengthening of an integrated regional approach, closer cooperation between development and planning, alignment with the sectoral approach, and the involvement of the representatives of local communities.
The optimisation of spatial structure and land use in the country is a priority objective, without easing the regulations for the protection of agricultural land. This can be achieved through the preservation and development of landscape and cultural values. More practice-oriented and creative cooperation should be realised between architects and experts specialised in urban planning and development to strengthen the architectural foundations of settlement design.

Prioritsknt kell, hogy megjelenjen az ptszet minden szintjn a megtarts s az okos tovbbpts lehetsge. Az ptszeti beavatkozs teremtse meg az egyn, a csald s a kzssg szmra a szocilis, lelki s gazdasgi szempontbl tekintve egszsges let lehetsgt. Elnyben kell rszesteni a helyi anyagok hasznlatt, a decentralizlt energiatermelst s kezelst. A kltsg- s krnyezettudatos ptszeti szemllet ismeri s hasznlja az letciklus kltsgszmtst, gy a beruhzs indtsa eltt megtlhetv vlik a fejleszts fenntarthatsga. Az alacsony energiafelhasznls szemllete alapjn az ptszeti, gpszeti s teleplstervezsi gyakor- latnak t kell alakulnia; klnsen jelentss vlik az plet s krnyezetnek kapcsolata.
Az pletenergetikai fejlesztsekben kutatni s fejleszteni kell a hagyomnyos, krnyezet-bart, a hely sajtossgait tisztel ptszeti eljrsok s a megjul-, illetve hulladkalap helyi szigetelsi technolgik bevonsi lehetsgt, valamint az ptett rksg energetikai fejlesztseihez kapcsold egyedi megoldsokat.
ENVIRONMENTALLY CONSCIOUS DESIGN AND CONSTRUCTION
The increasing environmental load, the change of the climate, and awareness of the limits of these processes stimulates us to rethink the whole construction process. The primary purpose of architecture is to create a healthy, sustainable built environment.
To protect our existing buildings and architecture, investments in the future will only partly be constituted by new construction, most of them will be restoration and renovation projects affecting existing buildings. At all levels of architecture, priority needs to be attached to the possibility of preservation and smart further development. Architectural interventions are to create the possibility of healthy life for individuals, families and communities, in social, psychological and economic terms alike. Preference should be given to the use of local materials, decentralised energy production and management. A cost- and environment-conscious architectural approach adopts and applies life cycle costing, allowing experts to evaluate the sustainability of the development already prior to starting the project. Based on the principle of low energy consumption, architectural, engineering and urban planning practices should be revised; the relationship between the building and its surroundings will be particularly significant.
In energy management projects, it is necessary to research and develop possibilities for involving traditional, environmentally friendly architectural procedures, respecting local specificities, renewable or waste-based local insulation technologies, as well as custom solutions related to the energy development of the built heritage.

ENVIRONMENTAL AESTHETICS EDUCATION
At all levels of education, a system should be developed for the transfer of architectural knowledge because a well-organised built environment can only be created with the help of educated builders and skilled professionals. Emphasis should be placed within the education system on visual and architectural culture so that the sensitivity of future generations to their environment can have an influence on everyday practices. We must educate a generation whose has a natural need for high-quality, sustainable construction retaining its value in the long term. A precondition for the effectiveness of education is the preparation of understandable and inspiring teaching materials and special training provided to trainers in this regard.
Vocational training is a very important area of education; it needs to be developed throughout the entire spectrum of construction industry, including traditional crafts essential for the restoration of historic buildings. Although in recent times market demand for graduates with higher education has been increasingly reflected in training, in the construction industry there is still a huge demand for skilled workers. The presence of craftsmanship in the education of skilled workers leads to a more humane built environment.
Specialised higher education should create a possibility to implement creative real-life training providing knowledge on art and craft, as this training has a beneficial effect on the formation of an engineering-based approach as well. It is necessary to support the further training of young talented architects through contests, scholarships, and study tours. Theoretical and practical cooperation between architectural and related arts needs to be improved.

ARCHITECTURAL RESEARCH
We need scientific architectural research and a national development strategy, as well as experimental architectural programs. To that end, a background institution system has to be created for architectural research, facilitating initiatives related to the development of the built environment, the achievement of European development goals in Hungary and their alignment with the national goals, as well as legislation and professional practice.
It is particularly important to study sustainability on an ongoing basis in the fields of building material and energy use. Taking into consideration land use, urban development and urban planning, as well as developments within the communities, there is a need to strengthen sociological research into the relationship between man and the built environment, including the ongoing research of the future.

COMMUNICATION AND AWARENESS RAISING
The objectives of the new architecture policy include the establishment of a transparent and easy-to-understand approach to architecture and construction, free of complicated bureaucratic rules. To facilitate that process, a dialogue should be started between the institutions and organisations implementing the architecture policy, and a closer relation- ship has to be established between them and the stakeholders. Users should not only obtain approvals or rejections, but, in accordance with the Public Administration and Development Programme, information on the possibilities as well.
The effective implementation of the National Architecture Policy calls for more efficient communication between the parties concerned, which could be facilitated through a wide ranging social dialogue. Architecture should become an integral part of public thinking throughout society.
It is a priority for us to properly recognise everyone playing a significant role in shaping, preserving and maintaining the quality of the built and natural environments. The high-quality results achieved through public or private funding should be presented and promoted so that they can become models for everyday life and contribute to the long-term development of our architectural culture and the improvement of public taste.

HUNGARIAN ARCHITECTURAL MUSEUM
The in-depth understanding of the built heritage of the Carpathian Basin - or, in a broader sense, the whole of Hungarian history - and the culture of values can only be guaranteed through physical experience. To that end, we support the appropriate relocation of the Museum of Architecture so that this institution can serve new generations as a centre for architectural education and knowledge dissemination.
By enumerating, sorting and presenting our historical, contemporary and unique architectural values, the reorganisation of the Museum of Architecture will settle a debt dating back to several decades. This institution is able to respond sensitively to contemporary domestic and international trends and events in the area of architecture and urban construction. All this is made available to the Hungarian audience and the representatives of the profession as a real forum by means of architectural walks, temporary exhibitions, publications, conferences, lecture series, discussions, and presence on the Internet.
The Museum of Architecture does a great service in presenting our architectural culture to Hungarians and foreigners, in education, in the further training of the civil society and civil servants, and in improving architectural culture in general. As part of the Museum of Architecture, a scientific and artistic research base should also be established with respect to the past, present and future of the built environment.
