This, combined with the fact that there are 60 properties now under contract between $250,000 to $1.5 million, is an indication that the real estate market slump is easing. “I think this is a sign that we are on the road to recovery,” said Congdon and Coleman realtor Linda Bellevue. “I think it will be a slow recovery, but I think we are headed in the right direction. “It’s better than last year, and people are continu- ing to come out and look,” she added. “Our week- ends are busy. I think people are figuring out it is the right time to buy. Aflurry of closings ended the last half of October

with 23 home sales finalized at a value of

approximately $40 million. This, combined with the

fact that there are 60 properties now under contract

between $250,000 to $1.5 million, is an indication

that the real estate market slump is easing.

“I think this is a sign that we are on the road to

recovery,” said Congdon and Coleman realtor Linda

Bellevue. “I think it will be a slow recovery, but I

think we are headed in the right direction.

“It’s better than last year, and people are continu-

ing to come out and look,” she added. “Our week-

ends are busy. I think people are figuring out it is the

right time to buy. I feel really good going into the

winter with all these sales.”

Penny Dey, realtor and co-owner of Atlantic East,

said there were 14 closings in the first two weeks of

October. The recent 23 top the 16 closings in the last

two weeks of October 2009. Her data shows that of

the latest transactions, eight sales were for more than

$2 million; six were in the $1 million to $2 million

range; and nine properties went for less than $1 mil-

lion.

Ireceived a recent email — or, more exactly, Don received a recent email — from one

of my devoted readers. And while I get so much fan mail that it’s impossible for me to

respond to all of it directly, I do like to occasionally use those communications for inspi-

ration. Such is the case here.

The fan in question was referencing a recent column in which I referred to the local

experts in the mortgage industry. It was — and continues to be — my opinion that the

folks we have on Nantucket who are here to help would-be homebuyers through the mort-

gage process are some of the best in the business, bar none. This particular reader, how-

ever, suggested that my opinion was “a moot point, given a recent article she’d read in

some other rag that goes by the name of the New York Times. Yeah. Like that’s a reliable

source.

Anyway, she sent the link to said article online, and I went ahead and read it. Long

story short, the article was about short sales in real estate, and the fact that lenders weren’t

jumping at the chance to make loans to people seeking to buy homes in such situations.

Basically a short sale occurs when a home has lost significant value, and the owner is fac-

ing foreclosure. In a short sale, the owner is able to sell the house to a buyer for less than

the outstanding loan and avoid foreclosure. In other words, if you owe a hundred dollars

but somebody comes along and buys it for fifty and you get to call it even with the bank,

that’s a short sale.

The article talked at great length about the evil world of big banks (Bank of America

was called out repeatedly for criticism) and how they were unwilling to make the process

easy for those facing foreclosure. While the article was focused on homeowners in

Arizona, the suggestion was that these same issues were prevalent nationally.

I’m not so much of a wide-eyed optimist that I can somehow deny the fact that fore-

closures are far-too prevalent on Nantucket. It’s difficult to find somebody on the island

who doesn’t know of someone who has gone through the nightmare of foreclosure; too

many people have experienced it first-hand, to be sure. So I am not going to deny that

foreclosure is a problem here, nor am I going to try to defend any major corporation. Bank

of America and their ilk have their own policies that they institute for a variety of reasons

that I don’t pretend to understand. So I’m not going to attempt that defense.

What I would like to suggest, however, is that our local industry experts are as helpful

and knowledgeable as you’re going to find anywhere in the country. And what’s more,

they’re a part of this community, and that’s a point that bears repeating. The thing about

being a part of this community is that we look out for each other as much as we can, and

we help each other whenever we’re able.

Let me tell you a story about a home buying couple. They live somewhere in Middle

America, and they found their dream starter home. They’ve been saving and scrimping

and they’ve finally put together the 20% down payment on it. It’s not going to be easy,

but they’re going to figure out a way to make those monthly payments. Their real estate

agent steers them towards a mortgage broker he knows, and the couple shows up to meet

with this broker with all of the requisite paperwork. They have no business qualifying for

the mortgage, but this guy doesn’t really care. He needs to get his own numbers up to

make quota for the month, and his company is going to sell the mortgage to a big New

York investment bank next month anyway. So if — actually “when” would be a better

way of saying it — they default on the loan, it won’t be his problem. So he fudges some

numbers here and there and makes it work. They leave with their loan, he makes his

quota, everybody wins, right?

Wrong.

The new homeowners are now in a position that they can’t sustain. They can make it

for a few months, maybe even a few years. But, the inevitable day will come when they

can’t afford the house anymore and they’ll lose it.

That scenario doesn’t happen here. We don’t have fast-talkers who sell us mortgages

that we can’t afford or that have some ridiculously high interest rate that kicks in after a

couple of years. If you get denied for a loan by one of our local lenders, it’s because

they’re looking out for you, not because they don’t like you and they’re trying to make

your life difficult.

Of course, foreclosures are still happening. But it’s not because of some malicious

intent on the part of our lenders Rather, it’s a by-product of a financial perfect storm that

nobody saw coming. If you’re in the unfortunate position of being behind on your mort-

gage and your lender is local, go talk to them. They’re not the evil monsters of corporate

America that we all fear in our nightmares. They’re part of our community and they’re

people like us. And like I said before: Keep asking questions until you understand what

you’re being told. They’re here to help, so let them.

While island home prices have dropped over

the last three years, Nantucket’s homeowners

now face steep costs and complexities when buying

insurance.

Major changes in how insurers approach cover-

age for coastal areas began in 1992 with the devas-

tation wreaked by Hurricane Andrew on communi-

ties along Florida’s southeast coast. The $20 billion

in property damage inflicted by Andrew stunned

insurance carriers.

During a period after Andrew, when insurance

companies reassessed coastal exposure risks, a

1995 study indicated that the intensity and frequen-

cy of the hurricane cycle would increase over the

next two to four decades. In 2005, Hurricane

Katrina blasted the Gulf Coast in a storm calculat-

ed to have produced greater damage and property

loss than any previous hurricane.

Prior to 2005, insurers maintained enough capi-

tal to cover claims for coastal properties associated

with 100-year storms, or storms that have a one per-

cent chance of occurring in any given year. After

2005, insurance companies were required to double

their available capital, causing increased premiums

on coastal properties. The increase was used to

build the funding surplus. This was also the advent

of re-insurance — insur-

ance that carriers bought

for themselves as protec-

tion against their own lia-

bilities in the event of unex-

pected catastrophic proper-

ty losses.

“The difficulty in the

present day in buying

coastal insurance is that

companies don’t want to

buy re-insurance because

it’s expensive, so most have

pulled away from insuring

along the coast,” said Jim

Congdon of Congdon &

Coleman Insurance. “When

Massachusetts insurers

looked at insuring the Cape

and Islands, the cost became so prohibitive, they

just pulled out. Almost all insurers in Massachusetts

do not want the Cape and Islands.”

Charlie Kilvert III, of Nantucket Insurance

Agency, Inc., explained that island property insur-

ance premiums have nearly doubled in the last

dozen or so years. That has made the prospect unaf-

fordable for some, and practically out of reach for

others living in especially vulnerable areas where

the likelihood of erosion and fierce wind damage is

highest.

When possible, Kilvert, Congdon’s and the

Albert G. Brock Company steer clients to the

Massachusetts Property Insurance Underwriting

Association (MPIUA), commonly known as the

FAIR Plan. The FAIR Plan, Fair Access to

Insurance Requirements, is a state-run pool that

covers excessive risk coastal properties that stan-

dard insurers shun. All companies in the state writ-

ing basic property insurance policies must partici-

pate in the plan in order to make insurance available

at reasonable rates to applicants unable to obtain

coverage from the voluntary insurance market.

Losses are shared by member companies based on

premium volume.

The FAIR Plan, however, only insures up to $1

million, regardless of a property’s assessed value,

and provides just $800,000 in replacement expens-

es. Congdon’s and Brock’s also recommend carriers

such as Chubb, Firemen’s Fund and Chartis, lead-

ing companies in the U.S. that may write policies

for Nantucket residents owning less risky property

elsewhere. Jim Congdon said Lloyd’s of London is

one company that has seen the opportunity to insure

properties in risk areas on the East Coast that are

turned away by other standard insurers.

Brock’s Dondi Stojak offers a caveat to taking

insurance from a standard carrier instead of through

the FAIR Plan.

“If they become insolvent there is no basis for a

claim,” she noted of the firms. “Right down the

coastal market it is still very strict. When the FAIR

Plan isn’t an option we

use the surplus lines

market, such as Lloyd’s

of London. It has provid-

ed an alternative market

for us, but the surplus

companies don’t partici-

pate in the state fund.

“It doesn’t look like

anything will change

soon, particularly with

the islands, but people

can get insurance.

Maybe they don’t have

the choices they had

years ago, but you can

get good policies. A lot

of people don’t like the

FAIR Plan, but we are

lucky to have it. We haven’t reached the point

where we can’t insure property, and I think people

have to hope it will get better over time.”

Kilvert said he is currently in discussions with a

couple of companies showing an interest in insuring

Nantucket properties. These companies, he says,

have alternative approaches to traditional under-

writing. He added that some carriers are also allow-

ing property owners to choose from wind, flood and

fire insurance, although he stresses it is wisest to

carry all three policies in excess of the mortgage

and to cover the cost of rebuilding.

“It is evolving slowly and it’s becoming cre-

ative,” he said of the industry.

There is plenty of room for optimism concerning

beneficial shifts that may eventually loosen the

restrictions insurers have placed on coastal cover-

age, but Congdon also views the situation from a

practical standpoint.

“We dodged a bullet this summer with

Hurricane Earl, but that may have given people a

false sense of security. The main concern is for

Category Four storm hits,” he said. “We’re going to

have hurricanes. If there is any validity to the

oceans warming, we are in for one. I have to believe

every summer it’s like playing roulette.”

signs that the market is on the

upswing.

“The summer was stronger this

year, we are ahead on rental bookings

this year and both the dollar volume

and number of transactions are higher

this year compared to last year,” said

Taaffe. “But, we do have a lot of

inventory and I still see price reduc-

tions. It’s a buyer’s market. It’s a great

time to buy a house on Nantucket. We

are seeing greater value at $900,000

and $800,000 than we’ve seen in

years for people trying to enter the

market. It’s higher than in other

places, but they get a bigger bang for

the buck.”

Environmental and financial incen-

tives are encouraging many

Nantucket property owners to make the

$20,000 alternative energy investment in

their property. The Historic District

Commission, over the past two years,

have approved nine wind turbines and 11

solar energy systems, and plenty more

are coming down the pike.

Nantucket property owners are clearly

beginning to understand and embrace the

rewards of alternative energy.

The Gravel Shoal Group, the only res-

idential wind turbine installer on

Nantucket, can install a 1.2kW system on

your property, rated at 2,000-plus kilo-

watt hours per year, for $19,000 to

$21,000. The cost includes parts, labor

and installation, said Gravel Shoal Group

Technician Erik Lauritzen.

“They’ve got a five-year parts and

labor warranty,” said Lauritzen. “They

are projected with a 10-year payback period, but

that figure is before any federal and state incen-

tives. It has an expected life of 20 years. That’s the

time it would need to be rebuilt.”

The 1.2kW WindSpire Extreme Winds cylindri-

cal turbine, with three vertical blades, costs $14,000

to $16,000 per turbine unit. The concrete footing,

electrical lines and fixtures, and the physical instal-

lation of the turbine are additional costs.

Return on this investment depends on property

location, and where the turbine is placed on that

property in relation to dependable annual wind

speeds of around 12 mph or more. Overall, the

National Renewable Energy Laboratory of the U.S.

Department of Energy’s Office of Energy

Efficiency and Renewable Energy rates Nantucket

as a class six out of a possible seven in terms of

consistent wind speeds. Lauritzen added that, given

the right wind conditions, the 1.2kW WindSpire

could generate 25 to 30 percent of the energy needs

for an average dwelling.

The federal government offers an uncapped 30-

percent tax credit, or cash refund, for the total cost

of renewable energy systems. The Micro Wind

Program at the Massachusetts Clean Energy Center

of the Massachusetts Department of Energy

Resources offers two rebates for wind turbine sys-

tems with generation capacities of 1 kW to 99 kW.

The first is based on the rated capacity of the sys-

tem at 24 mph. The second is on a verified estimate

of kilowatt-hours produced by the system for its

first year of operation.

The cost of solar photovoltaic panels are in line

with residential wind turbines, and share many of

the financial incentives of those wind systems.

Licensed solar panel installer Bobby King, Jr., of

Nantucket Solar, cautioned homeowners that each

property is different. The cost of installing solar

panels is partially dependent on where the Historic

District Commission allows the panels to be placed.

Roof installations, although frowned upon by the

HDC, are ideal because the solar panels, which pro-

duce the most energy when drenched in steady sun-

light, can get optimal exposure. While

ground installations are easily hidden from

view, they usually cost more in labor and

parts, trenching wires and mounting the

panels on a structure on footings, said

King.

“Each individual application is totally

separate from the next. The electrical

demand of Client A is entirely different

from the demand of Client B,” said King.

“It all depends on your budget.”

However, with the correct installation,

homeowners can expect a rate of return of

up to 30 to 50 percent of their electric bill.

In light of the tailor-to-fit nature of these

systems, their cost is subjective and can be

difficult to pinpoint, but King did say as

late spring that a 250-kilowatt system,

around the energy level for the average

house can run $17,000 to $20,000 for all

components and labor costs.

For incentives, federal uncapped 30-

percent tax credits/cash refunds also apply

to solar installations. The Massachusetts

Clean Energy Center’s Commonwealth

Solar II Rebate Program offers rebates for

residential systems rated up to 5kW. The

state also offers up to a $1,000-tax-credit,

and Renewable Energy Credits of 5¢ to 8¢

per kilowatt-hour that companies pay to

users to offset their carbon footprints.

The power generated from wind and

solar electricity generation systems goes

into the electrical power grid before

going into your property’s electrical sys-

tem. National Grid, Nantucket’s power

distributor, keeps track of the amount you put in.

Then, when it calculates your monthly bill, it fac-

tors your input, or use of kilowatt-hours. When

your input goes beyond your monthly usage,

National Grid issues you credit, you pay nothing

and that credit is applied to your next bill. When

your self-generated energy is below your monthly

kilowatt-hour use, you get a bill from National Grid

adjusted accordingly.

Historians are an interest-ing bunch. They love

libraries and the love doingresearch in libraries. They lovegoing through piles of oldbooks and documents, search-ing for that elusive clue thatwill shed some new light on arelatively obscure (what theylike to call “historic”) fact. A

lot of times they end up withfindings that include phraseslike, “It’s difficult to pinpointthe exact year when such-and-such-a-group actuallycame into existence, but thefirst recorded organizedmeeting was in whateveryear.”

I’m not a historian.

That’s not to say that Idon’t like research (I don’t, justfor the record) and that I don’tlike libraries (again, not theworld’s biggest fan). Butbefore anybody gets all out ofsorts and ready to yell at me,I’d point out that onNantucket, we don’t have alibrary. We have an

What lessons did they teach you?My parents.They both instilled in me the values I use every day and which Ihope I am passing onto our daughter.Their house and their hearts werealways open to people who were alone or may have needed a friendly shoulder.They emphasized to the four of us the importance of a good education, giving back to your community, and never giving up. My father taught me to be optimistic and look on the bright side of things. He’d always say,“Things could be a lot worse”.

What do you listen to, watch and/or read to find out what’s going on in the world?I like to watch CNBC and Power Lunch if I’m home atlunchtime. MSNBC at the end of the day. Friday nights,Real Time with Bill Maher, and I listen to NPR when I’m driving around.

Are you reading anything interesting now? I just finished “The Girl with the Dragon Tattoo.” I couldn’tput it down. I’m about to borrow the next one in the series.

How would you spend your ideal day?

It would start with lots of sleepy snuggles with my daughter. Then we’d pack up the boat and spend the day on the water with a group of friends.We’d go tubing and water skiing, laughing until our stomachshurt.Then we’d pull up on shore and have a picnic and watch the sunset. It doesn’t get any better than that. It’s what I think about all winter.

What is your favorite beach on Island?Coatue — inside or outside beach. It’s all gorgeous.

What is your Favorite Island Meal? Anything at Lola, all year long.We just love those Panko rolls! Theatmosphere is always charged.

What is your Favorite Walk?The Bluff Walk in ’Sconset in late winter/early spring when there’s no one around.

If you could re-live a day of your life again, which would it be and why?The day they handed our daughter to us in the baby home in Russia. I was so full of fear and anxi-ety at being a new mother and what lay ahead. I would like to go back in time and embrace thatmoment more fully.

How do you help a buyer celebrate their new purchase?I put a lot of thought into finding a gift that will fit their personality and their new home.Sometimes it’s a beautiful handmade throw from The Looms. Other times, I might find a doorknocker that ties into a story they told me.Then we’ll go out to dinner and my husband will tellthem stories about growing up here and what the island was like in the 70s.
