§  2011 operating budget of $13.4 billion

§  Investing $24+ billion in its current five-year capital program

What is the MTA Capital Construction Company?

§  Created by the MTA in July 2003 to oversee system expansion

§  Mission: Build East Side Access, Second Avenue Subway, No. 7 Extension, the Fulton Street Transit Center, South Ferry Station (in revenue service) and manage the capital security program

§  Largest transit expansion program in the nation

§  Current project portfolio of $17 billion

East Side Access - Need

§  Penn Station is LIRR’s only terminal in Manhattan l  North America’s busiest train station; operations shared

with NJ Transit & Amtrak for total of 61 trains in the station during peak hours

l  Overcrowded; approximately 230,000 LIRR passengers at Penn each weekday with 81,330 peak AM arrivals

l  No capacity for increasing service; Station, tunnel and yard infrastructure limitations

§  Almost 50% of LIRR customers would be better served by a terminal on Manhattan’s East Side

§  LIRR cannot meet the needs of Long Island, the nation’s third largest city, or the needs of Man-hattan’s midtown economic center for workers

§  Constructing new infrastructure for ESA will allow for increased train service between Long Island/Queens and Midtown Manhattan

33 census tracts of over 300,000 workers/sq. mi. in N.Y.C.

Manhattan Population Density - Only 6 other census tracts with this density in the entire nation

Manhattan Employment Density - Only 5 other census tracts with this density in the entire nation

Need for Expansion East Side Access is in the densest population

and employment areas in the nation

§  First Expansion of LIRR in over 100 years

§  Increases East River tunnel capacity by over 50%

§  Supports job growth in area surrounding Grand Central Terminal

§  Relieves congestion at Penn Station

§  Saves thousands of East Side-bound commuters 40 minutes per day

§  Will serve approximately 160,000 customers per day
