The Commission plans to update the Regulation: (a) Public consultation will be launched in Q2/Q3 2018 to revise the list of materials with a need for specific measures. (b) We should review once update is completed. Smith Group, Government Relations EMEA, keeps contact and will provide further details. Schunk test showed significant migration but only with H2O/Ethanol, they are repeating this test to define the residue and to exclude an error. Nothing yet from Morgan but we expect them to act once Schunk have an approved material.

2. EC 1935/2004

3. EHEDG Doc 25 Draft • Four ESA members are on the task force. • The ESA is referenced in the document. • Contents have been increased:

(a) Section 4 describes technologies (b) Section 5 is design considerations (c) Document uses generic pictures (d) Will have a section specific to secondary seals.

• Action: TB & PB to discuss producing an ESA Position Paper.

4. 3A • The 3A task force is meeting the same week as the ESA AGM. • EHEDG Doc 25 could have influence on 3A, there has been a desire to link Doc 25 and 3A in the past

(Note Doc 25 is a guideline, 3A is a standard).

5. IECEX Thanks to Paolo Zenone and Enrique Juaristi for their presentation.

• IECEX use ‘Certified bodies’ not ‘Notified bodies’ (ATEX). • IECEX

(a) Currently applies in Australia and New Zealand (though Australia also accept ATEX). (b) Not law in Europe (ATEX). (c) Not applicable in Russia.

• So far members have been asked to provide IECEX documentation but not forced to do so. • We do not need an ESA position paper but do need an explanation letter explaining our position.

• Action: WS to send a copy of the Arbeitskreis paper to PB for circulation. RC to draft clarification paper and send to PB by end of August 2018.

6. TR CU • Follows European requirements very closely. • Component marking must follow TR CU. • TREM have certification. • John Crane appear to have certification (local?). • If customers demand this, we have no other option but to supply, it is a decision for individual

companies on how they proceed. • Typical certification costs are 3-7000 Euros for a template. • * During Dinner this topic is discussed again and a proposal to the participants of the meeting will

follow!

• Action: RvN to come up with proposal.

7. Sealing BAT Guidance Notes • The document is being compiled by DM. • Volunteers are requested to proof read.

• BREF’s will now include fugitive emission measurements. • Need an agreed way to measure leakage (ESA/FSA) – HA proposed use of mass flow rate for seals. • Can we base leakage on API 682? Means we do not have conflicting documents. • Action:

All contact DM direct if you can act as proof reader. DM to circulate the document for comment.

8. Drinking Water • Directive was abandoned on 31st January 2018. • EDW propose a single standard, not national ones. ESA supports this proposal. • Action:

All: If you have connections with local regulators, please contact DM if you can provide support.

9. USA Trade War • 25% tariff on steel imported into the USA due 01.06.18. • This is a global tariff not just on targeted countries. • Affects mechanical seals and seal components which include steel. • FSA are lobbying for ‘common sense’ to be applied.

10. PED •Due for renewal. • Regulators are seeing Plan 53 systems without CE marking on plant.

11. API 682 • Larger seals sizes/ higher pressures may cause confusion with existing design guidelines, need to

ensure users of API 682 understand the differences. • Pipeline seals may have a greater focus on performance, many are on unmanned stations where

acceptable operating parameters are different. • The TF might be split to work on different sections. • Pipeline seals may be designated as Category 4 to differentiate. • Larger seals are much less standard so cannot use a standard test.

12. WEEE Annex III includes typical seal ancillaries and Annex IV covers monitoring systems but stated exceptions mean that pumps and pump units are not in scope.

13. RoHS •Europump position is that most pumps are excluded as they are not stand alone and they are installed by specific people – this makes them out of scope. • On the rare occasions when a pump is in scope it is down to the individual company to decide

appropriate action. • There are companies who will cover risk (at a cost).

14. Technical Director Wolfgang Schöpplein is retiring and Peter Bowden will take over the TD role. The MSD offer a vote of thanks to Wolfgang for all his many years of support to both the ESA and the MSD. 15. MSD Vice Chairman Paolo Zenone offered his resignation from this role due to business requirements. There were two proposals for a replacement for Paolo, Enrique Juaristi and Kamesh Narayanaswamy. Following a vote, Enrique was elected as the new vice chairman

16. ESA Career site • John Crane have posted a number of positions and have had responses but the volume/ quality of

candidates was not known. • Flowserve and Huhnseal have both posted one vacancy but with no known response.

17. FSA Knowledge Base (www.fsaknowledgebase.org) •Sealing Sense is being uploaded to the site. • Documents for joints and gaskets are in work. • Spanish and Portuguese translations are being provided by South America. • Includes a lot of training materials. • Non-ESA members can view documents but not download, options for a link between FSA and ESA

sites are ‘open’
