Literacy Based Promotion Act
(LBPA)
• Passed during the 2013 legislative session, the LBPA places
an emphasis on grade-level reading skills, particularly as
students’ progress through grades K-3.
• The Mississippi K-3rd Assessment Support system consists of
3 components to develop and sustain academic success for
students in the early elementary grades.

Universal Screening
• Component 1 – Universal Screener
– Miss. Code Ann. § 37-23-16 states all students in grades
K-3 will be screened with state department selected and
approved screening assessments for early literacy and
numeracy
– Administered to all K-3 students at the beginning, middle,
and end of year
– STAR Reading, STAR Math, STAR Early Literacy
(Kindergarten at mid year) administered through the local
Renaissance Place site is the state procured screener that
is required of all schools

K-Readiness Assessment
• Component 2 – K-Readiness Assessment– All Public Pre-K, All Public K, and Early Learning Collaboratives
– Students in School 500 who are 4 years of age on or before
September 1 will test
– Exceptions
• Significant Cognitive Delay (SCD)
• Hearing Impaired (HI)
• Visually Impaired (VI)

3rd Grade Reading Summative
Assessment
• Component 3 – 3rd Grade Reading Summative Assessment
– Administered in the spring to all 3rd grade students
– Determines promotion/retention
– Beginning spring 2017, MAP (Mississippi Assessment
Program) will serve as the primary administration of the 3rd
Grade Reading Summative Assessment
– The assessment developed by Renaissance Learning will
serve as the alternative assessment for retesters

• Standard Setting will be completed for the Third Grade
Reading Summative Assessment on March 30, 2017.
• Twelve teachers and stakeholders will work with the MDE
TAC, MDE, and Questar to analyze data from the 2016 MAP
assessment to determine the cut score.
• Students must score at or above Performance Level 2 to
pass.
• MDE will release the cut score once it has been approved.

• The ACT college readiness assessment is a curriculum and standards based educational and planning tool that assesses students' academic readiness for college.
• Contingent upon legislative funding, the state will pay for
one state-wide ACT administration to be held in the
Spring for students classified in MSIS as Juniors, per
Accountability Business Rule 25.8.
• Ungraded students whose birthdates link them to the
cohort of students identified as Juniors will also be
included.
• SCD students are exempted from participating, but may
do so if the IEP committee deems it appropriate.

• Districts had the option to take the paper based ACT on
February 28 or March 21, 2017, with the make-up test
date on May 3.
• Districts who tested on February 28 may also use March
21 as a make-up test date.
• Accommodations testing window: February 28-March 14
• Computer based testing window: February 28-March 14
• These test dates are set by ACT across multiple states
who utilize weekday testing.

• The ELPT assesses the proficiency of students
classified as English Learners (ELs) in the 4
language domains of reading, writing, speaking,
and listening.

• LAS Links proficiency level (PL) scores range from 1 to 5

o PL 5 – Above Proficient
• The criteria for students to exit the EL program are: Overall PL of 4,

• The Mississippi Assessment Program (MAP) measures
students’ knowledge, skills, and academic growth from
elementary school through high school. Student
progress is measured from grades 3 through 8 with
annual tests in English Language Arts (ELA) and
mathematics and in high school Algebra I and English II.
MAP assessments are designed to let parents know
how their child is progressing, and to give teachers
more information to guide instruction.

• Item Sampler
– Item samplers can help students become familiar with what the
test looks like, as well as the types of questions that might
appear to the student on their test (like multiple choice). The
questions in the item sampler are not representative of the
content that will appear on their actual test, but students can
check and see if their answers are correct by using the provided
answer key PDF.

• Practice Tests
– The practice tests are intended to introduce students to the type
of content that could appear on their tests. Currently, the
practice test is only available as a PDF. Students can check
their answers against a provided answer key PDF.
• EOC Practice Test Rationales
– The rationales are intended to be used as a teacher support
tool. Teachers may use the rationales as a guide for explaining
why selected answers are either right or wrong. Rationales for
incorrect answers, or distractors, were generated using common
misconceptions and/or errors in computation. Additionally, the
rationales may help students, families, and other education
stakeholders better understand the rigor and expectations of the
various item types.

SBE Policy 3803 (b)(c), now Rule 36.3,
affords students numerous options to meet
the requirements for graduating from high
school with a standard diploma. Students
taking the MAP and SATP2 End-of-Course
Assessments may utilize available
graduation options, which are discussed in
detail in the EOC Graduation Options
Guide released January 2017.
