1 RECORD OF LAST MEETING

The draft minutes of CRG Meeting 4 held on 12 December 2017 were discussed and an update on action items were provided as shown below. MPap asked whether the CRG had any amendments to the draft minutes of the last meeting. There were no requests for amendment. MPap asked for CRG endorsement of the draft minutes of the last meeting. Moved by MR; Seconded by MW.

MEETING 4 ACTION: AS will discuss the CRG’s feedback and suggestions for newsletter distribution with the Alliance team and report back to the CRG on actions taken at the next meeting. RESPONSE PROVIDED: Based on CRG’s advice, a second hard-copy distribution of the project newsletter was conducted in January 2018 to residents of the additional households, accompanied by a covering letter encouraging residents to sign up to the project email mailing list to continue to receive project updates. Full update will be provided at Agenda Item 2.

MEETING 4 ACTION: As it is difficult to see the detail of noise modelling maps on screen, AS will circulate high resolution versions of the maps to interested CRG members/visitors. Copies of the maps were requested by MB, MP, TK and BB. RESPONSE PROVIDED: Noise modelling maps circulated via email on 18 December 2017.

MEETING 4 ACTION: AW to discuss vegetation/landscaping proposed for the back of properties near Bushland Rt with the Alliance Landscape team, and consider the suggestion for additional shrubs which could provide more screening/coverage at property boundaries without interfering with power lines. RESPONSE PROVIDED: JR confirmed that more shrubs in this area will be included in the 100% design for landscaping.

2 COMMUNITY AND STAKEHOLDER ENGAGEMENT (CSE)

AS presented the CSE update with the following points. Key CSE activities:

• Project newsletter, December 2017 edition: o Wider direct-mail distribution end January o Additional 461 households o 3 registrations for project update emails

• Night work notifications: o Notice to residents – Modification to barriers (19 January)

• Targeted correspondence to property owners adjacent to project (6 February): o Location/design of project infrastructure including noise walls o Investigation of property architectural treatments for noise mitigation (x5) o Outcomes of noise modelling (properties north of Carramar Road)

• Ongoing targeted communication to support construction activity • Proposed temporary closure of Carramar Road / Wanneroo Road intersection:

o Public advertising commenced 29 January – Public notices in Joondalup Wanneroo Times, notice to residents (direct mail & email), on-location signage

o Public comment/submissions closing 23 February

Q It would have been beneficial to further extend the hard-copy distribution area further north to include households between Houghton Drive and Cheriton Drive? Residents in this area will be particularly interested in traffic diversions associated with the temporary closure of the Golf Links Drive and Wanneroo Road intersection.

ITEM / DETAILS A As the additional distribution of the project newsletter did not generate significant response to the call to action to sign up for project updates via email, it is unlikely that a further wider distribution area would generate a different result. Residents living north of Houghton Drive are likely to be less affected by the proposed traffic diversions; however we will consider including these households in future traffic notifications where relevant

Q Does the CRG have any feedback on community sentiment toward the project and construction activities/impacts? A Construction impacts are felt but are considered generally not too disruptive to day-to-day activities or car travel. The construction activity at the Water Corporation’s pump station site on the western side of Wanneroo Road is contributing to construction impacts felt in the area due to the 24/7 nature of the works and the drilling activities being undertaken.

3 CONSTRUCTION

CT presented the construction update with the following points: • Site clearance is now complete for the first phase of the works • Topsoil strip is complete for the first phase of the works • Cut to fill operations have commenced in all construction areas • Drainage has commenced within Zone 1 Stage 1

Carramar Road / Wanneroo Road Intersection Upgrade – Temporary Road Closure During:

• Concrete Barrier will be installed across the entrance and exit to Carramar Rd / Wanneroo Rd intersection • Road Closure Black and Yellow Barrier at the other end to Carramar Rd • Detour via Golf Links Drive • Access to Residents 4, 5 and 9 maintained at all times • Number 5 is the only property where driveway is directly enclosed in the road works • Number 4 may have some disruption due to logistics space required for tie in • Number 9 is adjacent the work site and will experience construction traffic passing e.g. deliveries

After:

• Road opened back to old footprint with traffic cones located along old kerb alignment • A 40km/h speed restriction will be in place to allow continued finishing works adjacent to road • Road movements to operate as per usual • Finishing works will be ongoing afterwards behind traffic cones

Q How will residents of 5 Carramar Road get out of their driveway through the construction site? A We will provide an access track through the work site and work with the residents at the property to provide access as required.

Q What will the traffic diversion be for the temporary closure of Golf Links Drive? A Alternative routes will be via Carramar Road (and then Tranquil Drive) or via Houghton Drive

Q Once Golf Links Drive intersection upgrade is complete, will construction of upgrades to the section of Wanneroo Road between Joondalup Drive and Golf Links Drive be complete? A Construction staging provides for building the new section of dual carriageway between Joondalup Drive to near the Quarry entrance. The current timing for the traffic switch – which will see traffic to move off the existing road to the new road in this area – is May to June 2017, weather dependent. The existing road will then be upgraded. The new dual carriageway will be open to traffic once all work is complete.

Q Are emergency services notified of road closures? A Yes, emergency services are included in the standard road closure notification process.

Q Will the intersections reopen to traffic without line marking after construction of the upgrade is complete? This can create safety issues for road users and the local community. A Line marking will take place prior to the intersections reopening to traffic. It is possible that line marking may not be 100% complete in some areas, and in this case temporary line marking will be in place.

4 URBAN DESIGN

Noise wall colour and pattern FM presented an update on noise wall colour and pattern, with the following points:

• Review of “For Construction” design • Review of panel colours viewed from Wanneroo Road • Review of panel colours viewed from the residential side

CRG DISCUSSION: Feedback on the noise wall colour scheme • Like the colour choice on the residential side of the noise wall • A combination of Biscuit (X42) and Beige (X43) coloured panels is approved by the CRG for the side of the noise walls facing the residential area. • Strong preference to paint the Wanneroo Road facing side of the noise wall with a colour scheme more similar to the side facing the residential

area to create a neutral, less ‘bright’ noise wall considered more fitting with the surrounding environment. • The colours Butterscotch (X11) and Red Dust (R43) should be removed from the colour scheme facing Wanneroo Road.

ACTION: FM to re-work colours for the Wanneroo Road facing side of the noise wall and provide two options for CRG consideration. AS will circulate these options to the CRG to understand feedback and preferences. Each CRG member is eligible to express a preference/vote, and the majority view will inform the direction for finalising noise wall colours.

A number of questions and answers followed, as shown below.

Q Is there a risk that the noise wall will suffer staining from bore water? A. Bore water does not ‘stick’ well to the noise wall surface. Bore water is not commonly used for reticulation/watering in the road reserve along the alignment of the noise wall.

Q How many breaks are there in the noise wall from Joondalup Drive to Golf Links Drive? A. There is a break on each side of the bus stop area to enable pedestrian access, and then a break for driveway access to Wanneroo Road near the Water Corporation pump station site

Q What is the timeframe for constructing the noise wall? Is it still possible for the noise walls to be completed ahead of project completion? A. We will start constructing the piles and posts for the noise wall shortly. The intention is that the noise wall will be in place before the new dual carriageway is open to traffic.

Q How tall will the shrubs be along the noise wall? A. Up to 2m high on the residential side of the noise wall. Shrubs on the Wanneroo Road facing side of the noise wall will be smaller due to available space.

Q Why are the proposed noise wall colours brighter on the Wanneroo Road facing side of the noise wall compared with the residential side? A. The colour scheme for the Wanneroo Road facing side of the noise wall reflects the ‘orangey’ tones in the area (roof tiles and bricks) and the limestone heritage in the area. The brightness will also dull over time and tends to attract less graffiti. Colours for the residential side have been selected for their ‘receding’ quality and ability to complement landscaping/vegetation.

Lighting The Alliance has completed a lighting review, which informs the landscape design. FM explained the outcomes of the lighting review as follows:

• The following slides model light levels along the new path • Areas within the blue isolux are below the required 0.7 lux requirements of AS/NZS 1158.3.1 Subcategory P2 • The path generally meets the P2 Standard, except for: • Path edge near Kolor Court (SK-0003) • Next to the basin at the Wanneroo/Joondalup intersection (SK-0001) (The basin itself meets the standard)

Q Will street lighting be LED lightening? A LED lighting is not proposed.

Q What is the closest distance between the noise wall and live traffic? A Approximately 2.5m, which accounts for the road curb, barrier, deflection zone and then noise wall. Barriers in front of the noise wall will provide protection from car interaction.

5 GENERAL BUSINESS

MPap asked the CRG if there were any items for discussion as part of general business. CRG members responded as follows:

• MPan, GB, JC, MN, MR, SL – Nothing else to raise • RT – Good presentation, thank you • IH – What information from the meeting can be shared with members of the Carramar & Tapping Residents Association via Facebook? MPap

clarified that publically available information available from the Main Roads website (including endorsed CRG meeting minutes) can be shared, together with any information issued to the project update mailing list (such as communications regarding the proposed temporary closure of Carramar Road). AS will confirm that IH’s email address is included in the mailing list.

• IH – How does the Wanneroo Road Widening project tie in with the Wanneroo Road / Joondalup Drive Interchange project? CT clarified that the the Wanneroo Road Widening project ties in with the existing dual carriageway that approaches the intersection with Joondalup Drive.

• MB – Has a decision been reached on the request for permanent fencing for properties on Bushland Retreat that back onto Wanneroo Road? CT advised that there is in-principle support for the project to provide this fencing to address concerns regarding security/visibility with matters such

NO. ITEM / DETAILS as fencing material and location being confirmed; following formal approval we will notify relevant property owners of the outcome and process for moving forward.

• SF – When will the driveway access to the Wanneroo Riding Centre and Quarry change? CT confirmed that construction will take place in this area as part of the second phase of the works commencing June onwards.

• SB – Following the outcomes of the lighting review, is there opportunity to move the PSP away from the noise wall rather than put additional lighting there? FM advised that there is opportunity to explore this; there is a balance to be struck between retaining existing vegetation and meeting lighting requirements when confirming the final alignment of the PSP.

• MW – Thank you to the project team for the formal presentations. The project team thanked the CRG for their feedback and contribution at the meeting. AS advised that she will be finishing with the Alliance at the end of February. There will be a new CSE Advisor / CRG Executive Officer for the project and she will circulate her contact details to CRG members once on board.

6 NEXT MEETING

Agenda topics for the next meeting (if information is available) to include: • Final colour palette for noise walls

Requests for additional agenda items can be sent to Fiona Taite (new CRG Executive Officer) up to one week prior to the meeting. The next meeting will be held on Tuesday 10 April 2018, 6pm-8pm at the Carramar Community Centre, Multipurpose room. Meeting closed at 7.25pm.
