In accordance with the References, the following constitutes a convening order for the 2021 meeting of the Naval Mine Warfare Working Group (NMWWG). 2. The WG meeting is scheduled to commence, Monday 1 November with registration from 1230-1700, followed by an ice-breaker. The working group will commence at 0900 on Tuesday 2 November (starting with remaining registrations) and is expected to run until 1300 on Friday 5 November 2021. The meeting will be hosted by the Norwegian Navy at the Joint Warfare Centre Stavanger, Norway. 3. COVID-19 is still a factor and will need to be monitored closely by meeting planners and participants in the weeks to come. If the decision is made that the 2021 NMWWG is not able to meet in person a virtual meeting will be arranged within the same timeframe. All arrangements for accommodation and the meeting itself will be based on the COVID rules applicable for Norway and Stavanger. More information will be made available under General Administrative Details, Annex D. 4. Attendees (which ideally comprises representatives from all NATO nations, including the chairmen of the subordinate syndicates and panels, and key custodians) should be specialists/experts in this field and prepared to discuss the larger issues involved with the WG’s subject matter. 5. The overall security classification is NATO UNCLASSIFIED. Partner nations will be involved in the working group’s discussions for full days on Tuesday and Wednesday (2-3 November) and for a morning session on Thursday (4 November). 6. The WG is encouraged to identify and involve any relevant NATO Military Bodies, NATO accredited Centres of Excellence (COE) and other NATO entities. The WG may involve Partner nations, and shall promote cooperation with civil Standards Developing Organizations (SDOs) and other interested parties in standardization activities within the guidance provided by the Council and in accordance with NATO documents, on a case-by-case basis, and subject to the approval of the Military Committee Maritime Standardization Board (MCMSB). If participation of a Partner nation has already been addressed in the Partner Cooperation Menu1, then no further approval is required. TASK AND AGENDA 7. The task of the WG will be governed by its Terms of Reference (TOR) (Reference A) and the MC Standardization Boards’ (MCSBs’) General Guidance (Reference B). MCMSB priorities for the NMWWG and the WG’s objectives for 2021 are at Annex A. 8. In accordance with a process aimed at improving the management of MCMSB Working Groups and Panels, a final agenda for the meeting will not be issued until two weeks prior to the meeting. A tentative agenda is at Annex B, detailing anticipated agenda items. The final agenda will be based on the tentative agenda and modified in response to information received from nations after review. The tentative agenda is therefore intended to stimulate pre-meeting dialogue between nations, the chairman and secretary. Nations are asked to notify the secretary ([email protected] ) of additional items or changes to the tentative agenda no later than 15 October 2021. 9. The following will officiate: a. GENERAL ADMINISTRATIVE DETAILS 11. See Annex D. ACTION BY NATIONAL AND NATO STAFFS 12. Further information on the administrative and logistic arrangements for the meeting, including recommended hotels, messing arrangements and security requirements etc, may be found at Annex D. 13. By 1 October 2021, national and NATO staffs are requested to: a. Circulate required Custodian Reports and Liaison Reports using the format

provided in the TOR. Any delegate with responsibilities for liaison who has difficulty obtaining relevant reports for other Groups is requested to contact the secretary for assistance.

b. Provide an update on the status of action items detailed in the 2018 and 2019

Required Action List (RAL) to the secretary. 14. By 11 October 2021 national and NATO staffs are requested to:

a. Register for NMWWG 2021 by following the instructions in Annex D and returning Annex E.

b. Advise the secretary via email of any items they wish to see added to, or

deleted from, the tentative agenda. c. Provide the secretary with an electronic copy, and summary, of any lengthy

statement to be made at the meeting. d. Post scheduled briefings and presentations on the NMWWG forum (dependent

on classification). 15. Prior to commencement of the WG meeting, delegates who intend to deliver a presentation/brief are requested to provide the secretary with an electronic copy and a summary (50-100 words) for inclusion in the WG report. 16. Native English speaking participants are kindly requested to form a drafting team to facilitate the working group’s final report. As the meeting will be held outside the NATO HQ, it will be conducted in English. Interpreters will not be provided. 17. Information for Partner nations: The Partnership Real-time Information Management and Exchange (ePRIME) System Reference number for this activity is NSO.2727.23. DOCUMENTS 18. Delegates should bring their own copies of necessary documents such as TOR, Convening Order, handouts or other documents they will need during the meeting. Papers

MCMSB PRIORITIES FOR THE NMWWG FOR CY 2021 AND BEYOND AND NMWWG OBJECTIVES FOR 2021

MCMSB PRIORTIES FOR THE NMWWG FOR CY 2021 AND BEYOND General Priorities for all Working Groups:

a. Due to Covid-19, restrictions on in person WG meetings, are likely to continue into

2021. Consequently, chairpersons and secretaries of WGs should make good use of

VTC meetings and WG forums in order to progress the development of

standardization documents, minimizing any delay.

b. Ensure WG activities are aligned with 2018 Brussels Summit Defence Planning

Priorities and improve/update relevant STANAGs.

c. Align publications with the outcomes of relevant work strands under Reinforcing the

Alliance’s Maritime Posture. Ref: PO(2018)0248 of 05 Jun 18

d. Based on Partner requirements, extract relevant information from APs in order to

develop related MPs, to further enhance partnership cooperation and coordination.

e. Encourage LL/LI inputs from Nations, MARCOM and other NATO entities and focus

on taking them into account when revising standardization documents. Ref:

f. Identify specific standards/EXTACs for validation in live exercises in order to initiate

lessons identified and best practices to inform the review and revision of standards.

g. Enhance existing liaisons with DTAs (NNAG, C3B, etc.) sub-structure groups, in order

to synergize efforts between operational and material standardization in the following

Naval Mine Warfare Working Group (NMWWG):

a. Continue to promote information exchange and cooperation between the NMWWG

and other entities such as the COE CSW, MUSI SB, MILENG COE, NMW COE,

AMPHIBOPSWG, EODWG, C-IEDWG, UDWG, and C-IED in the Maritime

Environment Panel under the C-IEDWG (MCLSB) on common topics.

b. Align Counter-Explosive Ordnance Standardization in the Maritime Environment

c. Progress the production of the User Guide for the Mine Countermeasures Planning

and Evaluation Tool (MCM PET) and pursue incorporation into new edition of ATP-

06.1 Vol II SRD.

d. In close coordination with the Capability Groups under the NATO Naval Armaments

Group, develop new or revised standards in order to take into account the imminent

use of maritime unmanned underwater vehicles in NMW.

e. Complete new cover and format update for STANAGs 1364 and 1454.

f. Develop TTPs for operations using maritime unmanned systems.

g. Monitor lessons learned regarding the use of EXTAC 878: PLANNING AND

EVALUATION OF SIDE LOOKING SONAR OPERATIONS.

h. Complete review and update of out-of-date publications in accordance with tasking

schedule of the MCMSB.

GENERAL ADMINISTRATIVE DETAILS

1. Timings, Reporting and Administration

The NOR Navy will host the 2021 meeting of the NMWWG and will coordinate the

administrative arrangements. Administrative support and questions regarding the

NMWWG program should be directed to the host nation point of contact (POC) as

indicated in the address for correspondence.

The Host Nation, represented by the NOR Navy, is utilizing the NATO Joint Warfare

Centre located in Jåttå NOR military installation in Stavanger, for this event. The JWC

Real Life Support Branch is acting on their behalf.

Visa requirements (if appropriate), hotel reservations and travel arrangements are a

national or NATO staffs’ responsibility, and should be coordinated well in advance.

However, there is some support available as described below.

2. Event Registration

All participants deploying to JWC are requested to register themselves using the Web

Application for Events Registration (WAFER). The registration is open from 8

September 2021. Please review the main events page for latest messages.

The WAFER can be found at the following address available through the public

2.1. Registration consists of 2 steps (If you already are registered on WAFER you can skip the first step):

2.1.1. Creation of user account. Each participant has to create own profile

using the link “Create new account”

(https://events.jwc.nato.int/user/register). After providing essential

personal data, the system generates a Request for Account. The data

is validated by JWC SPT RLS and after approval special instructions

are generated to participants on how to sign up for the particular event.

For the creation of the account, use your work-related unclassified e-

mail (e.g. [email protected]). You can use this account for all

future events hosted in the JWC.

2.1.2. Registration (Sign up) for the event. After validation of the user

account, participant can log on to the individual account using personal

Login and Password. On the front page choose the event called

“NATO NMWWG – Mtg 2021” and then click button: “Click here to

register”. Fill out all required data as requested. For transportation

and accommodation, please choose the accurate option. After

successfully completing registration (sign up), WAFER sends a

confirmation and further instructions to your email.

2.2. Note that flight details (flight number and arrival/departure time) can be updated in WAFER at any time after the registration is completed, but NLT 3 working days prior to arrival.

2.3. Please consider providing your private email details if this works better for you while travelling.

2.4. In case of problems with registration or access to the WAFER, please contact JWC RLS by email (NS and NU): [email protected].

3. Norwegian travel restrictions due to COVID-19

3.1. Norway only accepts participants for the event who are fully vaccinated against COVID-19. Paragraph 3.1.2. contains the four official Norwegian legal definitions of who is “fully vaccinated”. Paragraph 3.2.1. provides the current electronic certificates accepted by the Norwegian authorities. If you have any questions about the individual status or the acceptability of your own certificate, please contact the JWC RLS branch for clarification.

3.2. The Norwegian Navy is currently working on a solution for those who are fully vaccinated but cannot prove it with any of the certificates listed in section 3.2.1. (e.g. holder of a US vaccination card). The result will be published to those affected as soon as it becomes available. This should not hinder the registration in WAFER, as this is the prerequisite for returning specific information on the entry requirements to the participants concerned.

3.2.1. People are fully vaccinated per Norwegian definition if they belong to one of the following group:

People who have received 2 doses of the vaccine, effective at least 1 week after the final dose.

People who have received a single-dose vaccine (Janssen), effective 3 weeks after vaccination.

People who have recovered from COVID-19 and received 1 dose of the vaccine at least 1 week ago. The vaccine must have been administered at least 3 weeks after the date of the positive test result.

People who have received their first vaccine dose, and have received a positive test result at least 3 weeks after vaccination. They will be fully vaccinated once they have come out of isolation.

3.2.2.

A verifiable COVID-19 certificate (QR-Code) is accepted by the Norwegian authorities if it is one of the following:

A Norwegian, Swedish or Danish corona certificate with a QR code that can be verified by the Norwegian authorities.

Certificates in accordance with the EU Digital Corona Certificate, cf. Regulation (EU) 2021/953 Article 3.

NHS COVID-passes from England and Wales with a QR code that can be verified by the Norwegian authorities.

A COVID certificate from Northern Ireland with a QR code that can be verified by the Norwegian authorities.

A COVID-19 Vaccination certificate from Scotland with a QR code that can be verified by the Norwegian authorities.

3.3. As the situation develops, amendments are to be expected and will be published as needed in the following manner:

3.3.1. Email to be sent directly to all personal registered in WAFER. Please

ensure that you provide us with an NU or civilian email that you can be

reached at easily.

3.3.2. A message will be published on the main events page in WAFER and

a copy of the amended Coordination Instruction will be added to your

individual registration page.

4. Accommodation

Military accommodation will NOT be available for the event. Individuals deploying to

JWC may chose the recommended hotel or any other accommodation, but have to

book individually on own expenses.

4.1. Recommended Hotel. Hotel Victoria and Best Western Havly Hotel. (Hosted dinner is planned to be at this hotel). Hotel deadline for ordering is set to the 11th of October. This is not mandatory, but recommended in order to make sure

your hotel is available for your planned stay, since many hotels have downsized their capacity due to Covid restrictions.

4.2. Upon registration in WAFER, please provide information about the accommodation you have booked to the system to enable JWC’s administrative planning.

4.3. A Letter of Non-availability of Military Quarters can be requested during in-processing.

5. Transportation

The Norwegian Navy will arrange daily transportation to and from JWC from a designated bus stop in Stavanger downtown, in the vicinity of hotel Victoria. There will not be an organized transportation to and from the airport, and this must be organized by each delegate. As parking lots are limited at the JWC, we recommend those traveling by car (private, duty or rental cars) to take the provided bus transportation from downtown to the facilities during the main event time. For arrival and departure it will be accepted to use the parking lot in front of the main gate, however, the availability of space cannot be guaranteed.

5.1. Day of Arrival

JWC assumes that most participants will arrive Monday, 1st November 2021 in Stavanger. A Military transport from the airport to the JWC for in-processing is currently not planned, but we encourage all participants to provide accurate and reliable information through the WAFER about arrival date and time!

As Military transport is not currently planned all participants are requested to prepare for an alternative transportation plan utilizing Taxis or the public transportation system available (payable online/ by app or at a ticket vending machine, credit card only; current no onboard ticket sales). Currently masks are required during transport.

All deriving and necessary information will be addressed on the WAFER event page and to the participants individual e-mail addresses in due time.

5.2. Main Event Period

All participants are required to walk to the designated pickup point to meet transportation or make their own transportation arrangement to the JWC.

5.3. Day of Departure

JWC assumes that most participants will depart the same day after the event or the following day. Therefore we are working towards a possibility to provide transportation to the airport from the JWC or Stavanger centrum on Friday, 5th November. This will be coordinated throughout the week. Hence it is mandatory that participants provide accurate and reliable information through the WAFER!

All deriving and necessary information will be addressed on the WAFER event page and to the participants individual e-mail addresses in due time, or during the event at latest.

6. In-processing

6.1. In-processing will take place at JWC (F-Block) on Monday, 1 November 2021 from 12:30 to 17:00 hrs (main body) and on Tuesday, 2 November 2021 from 08:00 to 09:30 hrs (late arrivals only!).

6.2. It will include, but is not limited to, departure information, conference fee payment and issue of security badge and CIS accounts if applicable. Please allow 30 MIN for the in-processing.

6.3. Each participant must bring the following:

6.3.1. NATO HQ/Military ID Card for military or passport for civilian;

6.3.2. Copy of the WAFER e-mail acceptance message;

6.3.3. AMIS-card or Proof of Personnel Security Clearance (see Para. 10);

6.3.4. NATO Travel Order in case of NATO personnel;

6.3.5. Major credit cards, JWC does not accept AMEX, U.S. Government

Credit Card, or cash!

7. Social Events

7.1. Icebreaker

An icebreaker will be conducted in JWC’s Community Support Centre, Jåttå NOR military installation, after in-processing from 17:30 to 19:00 hrs on Monday, 1 November 2021.

7.2. Cultural Event

TBC.

7.3. Hosted Dinner

The NOR Navy is hosting an official dinner Tuesday, 2 November 2021 at the Hotel Victoria restaurant. Event will need to be considered in light of possible COVID-19 restrictions in place at the time.

8. Catering

8.1. Meals

8.1.1. Breakfast will be available at the hotel posted hours.

8.1.2. Lunch will be available at JWC’s Main Canteen from 2-5 November

2021.

8.1.3. No dinner service will be available at the JWC. Participants are

required to make own arrangements as necessary.

8.1.4. A vegetarian food selection will be available for lunch if requested on

the WAFER. In addition, any reasonable special dietary requests (e.g.

due to medical requirements) should be indicated on the WAFER as

well.

8.2. Beverages

8.2.1. Coffee, tea and bottled water will be provided at the meeting venue.

8.2.2. Water dispensers are available in the JWC dining facilities and work

areas. Tap water is also drinkable in Norway.

To reduce waste the JWC encourages individuals to bring their own thermos cup and water bottle. In addition a reusable JWC beverage cup can be purchased during in-processing for 35 NOK.

9. Payments

9.1. During in-processing the JWC Real Life Support personal will collect a conference fee of 40 EUR (TBC) per participant on behalf of the Host Nation.

Please note that the JWC does not accept AMEX, U.S. Government Credit Card or cash!

9.2. Norwegian Kroner (NOK) is the only valid currency in Norway. Event participants are highly encouraged to carry a credit card as most venues DO NOT accept cash anymore in Norway, including the JWC. For those who still want to travel with cash, we recommend conducting a money exchange prior to arrival in Norway. Only new NOK bank notes from 2018 onwards will be accepted.

Every payment in Euros, US Dollars or every other currency will be charged with an additional conversion fee.

10. Security

10.1. The JWC Security Office has the overall responsibility for all security aspects related to JWCs activity and facilities. The office is also the coordinating authority towards the Host Nation Security Organization (including Host Nation Security Guard Force (HN SEC)), who is responsible for providing force protection, oversight and enforcing local guard force policies.

10.2. In order to be granted unescorted access to the training facilities (Class II Security Areas), as well as access to classified documents and/or CIS, external personnel who are staff member of a NATO military or civilian body, a National military or civilian body of a NATO-Nation, or Contractors who are nationals of a NATO-Nation, are required to provide proof of personnel security clearance (PSC) at the level of NATO Secret or above.

References: Physical access to NATO Security areas (Class I/II), access to NATO CIS, NATO information and intelligence and release of NATO information will be according to AC/35-D/1040-REV6 Supporting Document on Information and Intelligence Sharing with Non-NATO Entities.

10.3. Visitors/exercise participant’s Personal Electronic Devices (PEDs) are prohibited from the Class I and II areas. The criteria for bringing official PEDs are as following:

10.3.1. It must be mission essential.

10.3.2. Personnel shall have proper electronic device paperwork issued from

their unit.

10.3.3. Sticker/label on the device. A sticker/label from their unit on the device

itself without paperwork is not sufficient for introducing PED’s into a

Class II area at Joint Warfare Centre. Official PED paperwork from the

visitor/exercise participant must have the following information;

Unit/section name, type of device, make/model, registration/serial

number dates of issues/expiration (if applicable), CIS or Security

Officer Name, and their contact information. JWC HQ Security Officer

is the final decision authority for entry of PED’s from visitors/exercise

participants.

10.4. Visitors hand carrying NATO classified material higher than NATO RESTRICTED must have written courier authorization (Ref: AD 70-1) from their point of origin. In addition, prior notification (name, organization, date/time of arrival) should be sent to the JWC Registry staff (+47 5287-9172). Failure to provide this certification is a security violation, and will be reported to the individual’s home organization for action if necessary.

10.5. NATO Personnel Security Clearances must be hand carried and presented to the Security Officer during in-processing.

11. Visitors

A visitor to JWC is defined as a person who does not have a CE post number. Proper visit procedures must be followed by all including:

11.1. Distinguished Visitors (DVs): OF-6 and above and civilian equivalent and those invited by the JWC Command Group.

11.2. Working level visitors (OF-5 and below and civilian equivalent) either invited by the JWC or initiating contact to request a visit.

11.3. DV requests should reach the JWC Protocol Office by the WAFER deadline.

11.4. Working Level Visits requests should be forwarded to the JWC OPR, copy to JWC Protocol and RLS, by no later than the WAFER deadline.

11.5. Upon approval of a Visit Request, the JWC Protocol Office or JWC staff will advise the originator accordingly. All visitors, both DV and Working Level and accompanying staff members must then register for the event via WAFER. It is suggested that personnel wait until the visit is approved before committing funds.

12. Medical

12.1. COVID-19

12.1.2. If you develop COVID-19 like symptoms during your stay in Norway,

stay at your accommodation and inform by phone the JWC RLS

Helpdesk at +47 5287 9253.

Then contact the Norwegian Health authorities using this phone

number (+47 116 117) and follow their instructions.

12.2. The JWC does not have integral medical services. Therefore, participants requiring medical service must contact the JWC RLS helpdesk in Room 2215 (F-Block) to coordinate arrangements for care.

12.2.1. All participants requiring medical or dental support will be directed to

Norwegian military or local civilian medical facilities. Transport to the

medical facilities, except in case of emergencies, will be a personal

responsibility.

12.2.2. Some civilian clinics and hospital require advanced payment for

medical care. Please be advised that it is up to each individual to

claim reimbursement for medical expenses through their nation.

12.2.3. U.S. military personnel are authorized assistance with the 426th ABS

Medical Aid Station located at the JWC Compound. Be advised there

are no doctors on base, but the office will be able to assist in making

medical/dental appointments with local facilities and will assist as well

as with TRICARE reimbursements. The 426th ABS Medical Aid

Station phone number is +47 51 95 0563/0564.

13. Out Processing

13.1. Out-processing will take place at the end of the event in accordance with the event schedule.

13.2. Personnel must settle all financial and administrative business prior out-processing and departure with JWC RLS. Additionally, issued items that has been signed for and exercise security badges must be returned.

14. Miscellaneous Information

14.1. Secure storage of personal electronic devices (PEDs) will be made available at in-processing.

14.2. Wi-Fi is available at the JWC in all class III areas. Additionally, there is an Internet café located in the JWC F-Block Level 2 canteen.

14.3. Electrical equipment adapter: Norway utilizes the European standard 2-pin 220-volt 50/60 Hz electrical supply.

14.4. All personnel must respect the laws of Norway. Anyone violating local laws may be subject to prosecution by Norwegian authorities. Personnel traveling to Norway should know that Norway does not tolerate drinking alcohol prior to driving. The legal alcohol limit is 0.02% while driving and consuming any amount of alcohol prior to driving will cause a person to exceed the legal limit. Anyone arrested for driving after drinking alcohol can expect jail time, loss of license, and a very high fine.
