Rotary Announcements Made on January 22, 2009

 

• Dick Meyer announced the happy hour coming up in the afternoon. He also had yellow sign‐up sheets on the tables so members could sign up for hosting a dinner. The notebook to sign up for attending the dinners was passed around. Dinners so far are on Feb 28 (Cowleys), March 15 (Leslie Lynch and Liz Cohn), and March 28 (Claudette Perier). 

• Thomas Davis was granted a one‐year leave of absence. • Tom Tilton announced that the Rotary International Assembly was taking place this week in San Diego. The assembly is held for the training of incoming district governors. Tom also said that Bill Gates addressed the assembly. (See Polio Plus information below.) 

• Myron Donald announced there are now four paid riders for the trail ride. • Myron is taking portrait‐style pictures which can be posted to the website for the club directory. If you would like to change your photo or add your photo, please have Myron take your picture. Claudette can touch them up a wee bit if you’d like. 

• Dave Barber has given the names of volunteers to the Extreme Makeover coordinator.  If you have volunteered, you should receive a “reply‐to” e‐mail from the coordinator by January 25. Responding is critical to remain as a volunteer. 

• David Wolsky  announced  that  the  charges  for missed meetings  are  now  included  on  the membership  invoice.  He handed out membership bills. He also reminded everyone to tell him your pay preference for earning your Paul Harris Fellow. Leslie Lynch reminded everyone to get his/her makup card in to her early or, if you know you will be late with the makeup sheet, e‐mail her the information and give her the card ASAP. 

• The  club  received  a  banner  from Maureen Earhart.  The  banner was  from  the  Somerset West  club  of  South Africa. Thank you, Maureen. 

• Visiting  Rotarians  were  Jeff  and  Angela  Bartell  (WI);  and  Michael  Davidson,  Sierra  Vista  West  club  member  and Assistant District Governor.

Michael Danker gave us a very informative and interesting overview of The FairTax. The plan is a comprehensive  proposal  that  replaces  all  Federal  income‐  and  payroll‐based  taxes  with  an integrated  approach  including  a  progressive  national  retail  sales  tax,  a  prebate  to  ensure  no American  pays  Federal  taxes  on  spending  up  to  the  poverty  level,  dollar‐for‐dollar  Federal revenue neutrality, and, through companion legislation, the repeal of the 16th Amendment. The FairTax Act is nonpartisan legislation sponsored by Sen. John Linder in 2003. It abolishes all Federal  personal  and  corporate  income  taxes,  gift,  estate,  capital  gains,  alternative  minimum, Social Security, Medicare, and self‐employment taxes and replaces them with one simple, visible, Federal retail sales tax administered primarily by existing state sales tax authorities. 

The FairTax taxes us only on what we choose to spend on new goods or services, at the rate of about 23%, not on what we earn. Proponents believe The FairTax  is a  fair, efficient,  transparent, and  intelligent solution  to  the frustration and inequity of our current tax system because it: 

• Enables workers to keep their entire paychecks • Enables retirees to keep their entire pensions • Refunds in advance the tax on purchases of basic necessities (the prebate) • Allows American products to compete fairly • Brings transparency and accountability to tax policy • Ensures Social Security and Medicare funding • Closes all loopholes and brings fairness to taxation • Abolishes the IRS [a dream come true]  Myron brought up an interesting example of Germany where the VAT has brought about a black market. The 

FairTax proponents have this to say: More than 80% of all  tax returns are eliminated under the FairTax, plus every individual  filing. What 

remains are retail outlets collecting the FairTax. Of these, 80 percent of all retail sales now occur at large retail chains like Wal‐Mart. The point is oversight will still reside under the Treasury Department but the government's  responsibility  will  be  over  a  far  smaller  “universe”  of  tax  collection  points  making compliance oversight far less costly and far more effective than the current system which costs $265 billion a year in compliance costs and still comes up $350 billion a year short of what is owed. In  response  to  the  comment,  “The  FairTax  is  regressive  and  shifts  the  tax  burden  onto  lower  and  middle 

income people,” proponents state The FairTax actually eliminates and reimburses all federal taxes for those below the poverty line. This is accomplished through the universal prebate and by eliminating the highly regressive FICA payroll  tax.  Then  take,  for  example,  your  typical  billionaire,  of which  America  now  has more  than  400.  These fortunate few are invested primarily in equities, thus having their income from their wealth taxed at about 15%. In contrast, under the FairTax, the effective tax rate is 23%, assuming they spend all their income. Hence, the very wealthy will pay more taxes when the FairTax is enacted. In a nutshell, those who spend more will pay more but low, moderate, and middle income taxpayers will benefit from the greatest gains in reduced tax liabilities.

Participation of Rotary clubs and individual Rotarians in Rotary’s $200 Million Challenge remains crucial to its success. So far Rotary has raised nearly $62 million toward the first challenge. Each club is being challenged to organize a public fundraiser annually for the next three years. The Rotary Foundation Trustees approved special Paul Harris Fellow Recognition featuring a certificate with the “End Polio Now” logo beginning July 1. In  addition  to  Rotary,  the  governments  of  the  United  Kingdom  and  Germany  announced  they  have 

respectively committed $150 million and $130 million to eradicate polio. 

The Bill & Melinda Gates Foundation has awarded an additional $255 million to Rotary International in the global effort to eradicate polio, bringing the total committed by Rotary and the Gates Foundation to $555 million. The first challenge was  $100 million  from  the  Gates  Foundation  to  be matched  by Rotary with  $100 million.  The  second challenge is $255 million to be matched by another $100 million from Rotary. The two Gates Foundation challenge grants  now  total  $355 million.  Rotary  International’s matching  effort  in  response  is  called  Rotary’s  $200 Million Challenge, which must be completed by June 30, 2012. Shortly after meeting with incoming district governors from the four countries where the poliovirus is endemic—

Afghanistan, India, Nigeria, and Pakistan—Bill Gates announced the new grant. “Rotarians, government  leaders, and health professionals have made a phenomenal commitment to get us to a 

point at which polio afflicts only a small number of the world’s children,” Gates said. “However, complete elimination of the poliovirus is difficult and will continue to be difficult for a number of years. Rotary in particular has inspired my own personal commitment to get deeply involved in achieving eradication.” Gates also shared a story from his trip to India in November, when he held a nine‐month‐old girl afflicted with polio in his arms in a slum in East Delhi. The $255 million grant is one of the largest challenge grants ever given by the Gates Foundation and the largest 

received by Rotary in its 104‐year history. Rotary will spend the grant to support immunization activities carried out by WHO, the U.S. Centers for Disease Control and Prevention, and UNICEF. Rotary will distribute the funds through grants to WHO and UNICEF. The campaign is estimated to cost in excess of $1 billion. [Continued on left page.]
