Who Is Covered by Title VI?
Compliance With Title VI
OCR looks at the “totality of the circumstances” balancing four factors:
1. Number or proportion of LEP persons eligible to be served or likely to be encountered;
2. Frequency with which LEP individuals come in contact with the program;
3. Nature and importance of the program, activity, or service provided by the program to people's lives;
4. Resources available and costs.
