BIOCAMPUS I LIVERPOOL

Liverpool is working towards a strongly branded commercially focused BioCampus with a concentration of research, industry and health provision collaboration and clinical trials. This will enable the city to become a centre of global excellence in biomedical sciences.

The BioCampus is made up of a number of existing and planned facilities. It lies at the heart of the Royal Liverpool University Hospital’s clinical research and delivery excellence, and is integrated with the University of Liverpool’s life science and medical research community and with the world-renowned Liverpool School of Tropical Medicine. This focus and concentration of research activity covers all aspects of medical and life sciences research and draws in expertise from other disciplines such as engineering, chemistry and computer science to develop the next generation of therapies, diagnostics, medical devices and care practices that are transforming human healthcare in the 21st Century.

Work is progressing on the Liverpool Life Sciences Accelerator (pictured); one of the new developments on the Royal Liverpool site. This will have purpose built facilities for life science companies and its close proximity to clinicians to enable better understanding of patient/clinician needs and also to a clinical setting for testing new devices and medical technologies is intended to support greater collaboration between the private sector and clinicians and researchers in the NHS. Confirmation of funding will enable the Accelerator to open in late 2015.

NEW ROYAL LIVERPOOL UNIVERSITY HOSPITAL UPDATEConstruction on the new Royal Liverpool University Hospital is due to complete, and the new hospital open, in 2017. This will be followed by new facilities for Clatterbridge Cancer Centre in 2018. The Royal Liverpool And Broadgreen University Hospitals NHS Trust has accreditation for first in man studies – the first in the NHS in England – making it an attractive location for translational research.

OPPORTUNITYThe delivery of the BioCampus has commenced with the start on site of the new £424m Royal Liverpool University Hospital, the delivery of which will bring forward a 0.4ha site on the site of the existing hospital.

Adjacent to this the University of Liverpool will commence construction of a £47m Bioinnovation hub in 2014 to be completed in 2015, and the Liverpool School of Tropical Medicine is developing plans for its latest phase of expansion.

The principal opportunity is accommodated on the 0.4 ha site created by the redevelopment of the new hospital. The area is owned by the Royal Liverpool and Broadgreen Hospital Trust which has obtained planning permission for the development of the whole site including detailed planning permission for an initial £22m phase which is available immediately for development. The balance of the site is available in 2017 when the new hospital opens.

Since 2000, over £550 million has been invested in regenerating Liverpool’s waterfront. In addition to refurbishing offices within the iconic Three Graces, this investment has provided a state-of-the-art arena and convention centre, new hotels, cruise liner terminal, canal, ferry terminal, museum, apartments, restaurants and bars. Liverpool’s World Heritage Site waterfront is now home to the city’s premier culture, leisure and tourism destinations.

Kings Waterfront represents the final piece in the jigsaw of the city’s waterfront regeneration programme. Most of the 10.7 hectare site is owned by the Homes & Communities Agency, with some £93 million worth of development already proposed, including a £40 million Exhibition Centre and a £23 million, 200 bedroom hotel to be built next to the existing Arena & Convention Centre by spring 2015. In addition, the former Customs & Excise Offices on the adjacent Queens Dock is to be converted to 240 apartments with stunning river views at a cost of £30 million.

OPPORTuNITyThe Homes & Communities Agency is preparing to seek a development partner for the 3.26 hectare site which offers scope for a £30 - £50m mixed use commercial led development to include leisure, food/retail, hotel, restaurant, cafés, bars, water-based attractions, offices and residential apartments in a high quality public realm. The scheme’s components will extend the cultural and leisure offer of the adjacent Arena & Convention Centre, Albert Dock and Liverpool ONE shopping and leisure complex.

Liverpool has a long history of being at the forefront of telecoms technology. Wavertree Technology Park was established in 1983 with major national companies Marconi, Sony and Barclays Bank being its first largest tenants. Although Marconi has since moved on, the park is still fully occupied with major new companies including Nutricia amongst its offices, laboratories and light industrial uses. With a community of small to medium-sized knowledge-intensive firms including specialists in mobile communications, medical devices, finance, and pharmaceutical distribution, the site also features restaurants and cafes which can cater for business lunches, events or post work drinks.

This is the most ambitious regeneration project of its kind anywhere in the UK comprising over 1.3 million sqm of mixed use floor space and an investment of £5.5 billion and will create in excess of 15,000 new jobs over 30 years within the site and a further 22,000 jobs across the Liverpool City Region.

Liverpool Waters will regenerate a 60 hectare historic dockland site to create a world-class, mixed use waterfront quarter in central Liverpool.

The scheme will create a unique sense of place, taking advantage of the site’s cultural heritage and integrating it with exciting and sustainable new development. The World Heritage Inscription provide an opportunity to draw on the sites cultural and physical heritage to deliver a world class scheme in the heart of the fastest growing city region economy outside of London. PALL MALL represents a fabulous opportunity to plan and develop a 200,000 sqm office campus of the highest quality at the heart of Liverpool’s City Centre and within the city enterprise zone.

Since 2008, Liverpool’s commercial office sector has been undergoing a steady transformation. The £120 million St Paul’s Square development, completed in 2011, established a new commercial quarter in the city, drawing new and existing businesses including Hill Dickinson, Investec, Santander, Allied Irish Bank, HBOS, DWF, Weightmans and Maersk to this growth area.

In addition, there is also a clear and broadening diversification from the traditional public sector and professionals to a greater mix of shipping, media and creative, financial services and call centre industries.

Annual take-up is averaging around 27,000 sqm. With 42,460 sqm new office space constructed and 67,600 sqm refurbished since 2008, the supply of available grade A space in the Commercial District is diminishing to the point that a shortfall in future years is being predicted.

At 3.5 hectares, the area is capable of delivering up to 200,000 sqm of commercial led mixed use development with an anticipated value in excess of £200 million.

Phase 1: “Pall Mall Exchange” is owned by the Homes & Communities Agency. A development partner for this phase is being sought.

Phase 2: “30 Pall Mall”, owned by West Bay Capital, has planning consent for 22,000 sqm of grade A commercial office space.

STANLEY DOCK I LIVERPOOL

Stanley Dock represents a unique opportunity to regenerate a significant complex of Grade ll listed former warehouse buildings. It is located within Liverpool’s new City Enterprise Zone, and adjacent to Peel Investments proposed £5.5 billion Liverpool Waters mixed use scheme.

Stanley Dock, linking the Leeds-Liverpool canal with the River Mersey, was designed by Albert Dock mastermind Jessie Hartley and built between 1850 and 1857. The 200m long, 50m wide Tobacco Warehouse, added in 1901, is thought to be the largest brick building in Europe. Although the site has been derelict for almost 50 years, in recent times, the dock and its buildings have been used as the backdrop for Hollywood blockbusters Captain America and Sherlock Holmes.

Harcourt Developments, the firm behind the £7 billion plan to revive Belfast’s Titanic Quarter on which a new Titanic Museum recently opened, is to refurbish the dock’s warehouse buildings with a £130 million mixed use leisure, exhibition and residential scheme.

Stonebridge Business Park and Stonebridge Cross are located in the north-eastern corner of the City of Liverpool, immediately adjacent to junction 4 of the M57 motorway and just 6 miles from the City Centre.

Ideally situated for rapid access to the rest of the UK motorway network, the location is popular with national businesses such as Home Bargains, and parcel carrier DHL who have distribution warehouses located here. Liverpool John Lennon Airport is 13 miles to the south, whilst the Port of Liverpool, just 5 miles away, currently handles around 700,000 TEUs per year.
