The Army Corps of F.ngineerR was given the re!lport5ibility of the design and conatruction of the project through an InteriiiJency AQreoment (lAG) which was drawn up between EPA and the Corps. The lAG obli9ated a total of 52,881.220 to the Corps effective fro"' 2/l/84 thrOUIJh 2/2H/86. EPA entered into a Superfund state Contract with DEOE on August 29, UtU. As part ot thn contract. thtt DEOE to obtain all real esu.te interellltS nocftssary for construction and operation an(j maintenance of the waterline. Th& DEOP. entered into a enntraet with the Tyngst)orough Uater Dhtrict (THO) on or around February 20. 1985. In that. contract, DEOE transfered their responeihilitifts for obtaining relll estate to the nw. Special authority was given to the TYID by tbe State Legislature to acquire land through Eminent l:br.lain. EPA feels that it h ill'lperat iva that the remaining issues involving the 1'\·10 be completed to ensure the continuation of the project .
