Gangs of cattle rustlers, apparently in good contacts with unscrupulous meat traders, are keeping in suspense ranchers all over the country. In former times, the animals were simply stolen, but now the rustlers often draw the dead bodies on the lawn and take only the good cuts of meat. Many breeders and dairy farmers have abandoned their land in recent months. The cattle rustlers are rarely arrested. In Hato Mayor, where there were stolen more than 200 cattle this year, farmers and landowners formed an association in order to stop these gangsters. They plan to oppose the thieves that are armed with pistols and rifles.

After long hesitance, the presidential can-didate of the ruling PLD, Danilo Medina, finally named Primera Dama Margarita Cedeño de Fernández, the wife of President Leonel Fernández, his candidate for the vice presidency on November 2. He did so after strong pressure from the party that wants to remain united. What currently seems a good solution, can, however, prove to be a miscalculation in the long run, because Da-nilo has competed as a sort of dissident who wants to introduce a new policy in the PLD. If now the wife of the President, who

is rated as positive by only 36 percent of the Dominicans, will be part of the government, it could be seen by many as a continuation of the old policy. There even exists an old poster that says “Con ella seguimos con él” (With her we go on with him). But Marga-rita herself is a big plus, because she enjoys a high reputation among the Dominican population.

A new survey of North American poll-taker Zogby Analytics, shows PRD candidate Hipólito Mejía and his deputy Luis Abinader leading clearly in terms of sympathy with 56 percent to Danilo Medina and Margarita Cedeño with only 40 percent. The relevant parties PRD and PLD would be elected by 54 and 42 percent, respectively. The question after which government has been better, 47 percent answered the one of Hipólito Mejía, 42 percent named Leonel Fernández, and eleven percent are unsure. 67 percent thought the current government is very corrupt, 16 percent said it's just a little corrupt, and 17 percent were unsure.

Only two voted against the project.Thus, the maximum penalty for 13 to 15-year-olds is increased from one to ten years, and for 16 to 18-year-olds from one to 15 years. The juvenile detention centers must be specific to this category of offenders, and

there may not be jailed grown-up offenders in the same building.The offenses for which minors can be sentenced with this punishment are, murder, sustained physical injuries, rape and sexual assault, aggravated robbery and kidnapping.To determine the age of juvenile offenders without doubt, bone tests have to be made, in order to find out the exact age, since many of these young criminals are that smart already to present fake birth certi-ficates to make them younger. So they cal-culate to prevent to be punished by adult criminal law.Abel Martínez, President of the Chamber of Deputies, justified the reform, since these criminals are aware of their crimes, com-mitted just as an adult. The society saw itself threatened by young criminals and deman-ded these legislative changes.

Many complain that sentenced criminals are still at liberty, or that many crimes are not punished. This may be partly because the country's prisons are completely over-crowded. Every day the courts send more people to jail than can be accommodated there. In the women's prison in Najayo there are not enough beds for the prisoners, so new inmates can be received only if another one is released. The so-called new model prisons with modern criminal law enforce-ment have no free space, so prisoners are sent to other institutions which are com-pletely overcrowded, too.

In Santo Domingo, President Leonel Fernandez announced that another 3,000 new police officers are sent on the streets of the barrios, which will provide order under the plan “Citizen Security”. “From now until December, 3,000 new uniforms will help in prevention on national level”, he said.

The number of policemen will be increased at airports and in the entire country under the code “Regreso Seguro” (Safe return) from November 15 on, in order to protect the returning visitors. During Christmas holidays, many Domini-cans who are living abroad return to their families, usually with a lot of baggage and money. The plan is to increase security at critical points. Because there exist criminal organizations that spy out at the airports, who was returning with what kind of lug-gage or jewelry. For fear of losing something that is not worth it, many women stay with their violent partners. The realization that they could lose more than a few financial bene-fits - in the best case only their dignity, but sometimes even their lives - comes too late for some.Recently there was the symptomatic case of baseball star Willy Aybar, who was arrested because neighbors reported him (photo above). When police arrived, he was gone.In the apartment there were found traces of blood and smashed furniture. After his arrest, which he vehemently opposed, his partner, nevertheless, assured that he has done nothing. They lead a “normal” relation-ship, she said. He had just smashed the table out of anger when he heard loud music and asked the woman to take away the baby, which she did not. So obviously smashing tables seem to be a “normal” reaction of him.Even when he used to play in the Big Leagues in the United States, today he's playing with the Tigres del Licey in Santo Domingo, Willy Aybar was conspicuous for his violence against female partners. In 2008 he was arrested when he beat his wife. In 2010, he returned to prison for three months after beating his wife so that she had to get intensive care. In June this year, again the same problem: arrest for alleged assault on his wife in a drunken state. Aybar was now sentenced to three months imprisonment for his recent act of supposed violence.

According to Martínez, there are needed much more accommodations for abused women and programs to educate the aggressive partners. In the current “Month against Violence against Women” it was about time to eradicate the belief that domestic violence is a private matter.Martínez says that murder is now the leading cause of death in women under the age of 35. According to official statistics, 24 percent of Dominican women, aged from 14 and 49 were victims of violence by their partners. “These are just the reported cases, because, sadly, violence against women is often kept secret, for the fear of the women or because of the passivity of witnesses who do not understand that doing nothing makes them accomplices,” says Martínez.There is an urgent need to educate the population, where there still dominates the old fashioned “machismo”. Therefore, there is also a high social tolerance for the abuse of women.“There often is also a discriminatory attitude of men that take the complaints. In many cases of murdered women, they have even sounded the alarm, but were ignored,” con-cluded Martínez.In 2010 there were 62,000 complaints of domestic violence. 210 women were murdered in the same year. Also this year,

there are published alarming news nearly at a daily rhythm. By the time this year there were already murdered 174 women. The numbers remain high, despite of govern-mental campaigns.Minister for Women, Alejandra Germán, said, the murders of women have become a central concern to society, even though the numbers did not increase, compared to previous years.Family therapists and lawyers are de-manding from the government, that gender-based violence should be subject in the schools and colleges to create awareness among young people.

A study presen-ted by the Minis-try of Labor re-veals that 8.5 percent (equal to 212,754) children and adolescents between the ages of five and 17 are engaged in activities considered to be dangerous. The study “Child Labor Dynamics in the Dominican Republic,” also reflects the fact that child labor has fallen by 14 percent in the last ten years, which places the country as one of the nations which has done most to eradicate this evil.The study says that there has been a reduction of 59,000 in the category of child-ren and adolescents who work in economic production since the year 2000. But the rate of children and adolescents in economic activities is still 1.6 points higher in the country than the average of Latin America and the Caribbean. Child labor lowers their chances of getting the qualifications needed to get a good job when they grow up.

The “Institute for Justice and Democracy in Haiti” (IJDH), headquartered in Boston, United States wants to sue the United Nations (UN), because the Nepalese MINUSTAH troops in Haiti have introduced the cholera that killed around 6,600 people already. Therefore, Mar-telly's approximation to Duvaler is extremely skeptical by them. Governor of Cauca, Alberto González Mosquera, called the killing of the FARC leader one of the biggest successes in the history of the Colombian army. Alfonso Cano took over the leadership of the guerrilla organization in 2008, when then-Chief Manuel Marulanda, alias “Tirofijo” (sureshot) died of heart failure.Colombian President Juan Manuel Santos, who wants to end the war with the FARC at any cost, offered FARC to get back to negotiations after the death of their leader: “I offer a generous hand to the members of the FARC, and ask them to reintegrate into society, like 20,000 demobilized men already did. The alternative is prison or the grave. Cano shows that there is no place in the country, where you can hide.”

The Supreme Court declared invalid this article in 2009, so that Ortega, the undisputed leader of the Sandinista Liberation Front, FSLN, that ousted the gory, U.S. backed dictator Anastasio Somoza in 1979, could run again for election.Nicaragua is the second poorest country in the Americas and is supported by Vene-zuelan President Hugo Chavez with 500 million dollars a year.

In Santa Cruz, Bolivia, Eva van Putten, the 19-year-old, 1.84 meters tall beauty from Curaçao was one of the favourites from the beginning at the election of Miss Ibero-america 2011. Also the United States participated with a representative of Hispanic immigrants, as well as Spain. Eva van Putten said to be proud that this has been one of the first titles in beauty contests for Curaçao for years. Second of Miss Iberoamerica 2011 was María Jesús Mathei from Chile, and third was Yessica Mouton from Bolivia.

“With my songs, I want to touch the hearts of those who hear me,” says U.S. born pop singer Sharin. Her mother is from Santo Domingo, her father from Dajabón. With the titles “Quiero”, “Sin t”, “Fácil” and “Over You” she wants to enrich the Dominican music market. The student at the University of Berkeley in California became ill with cancer at 20, but, however, she defeated it and wants to be a symbol of hope and faith that there is life after cancer with her melodious voice.

On 29 October, the icon of the Música Cristiana, the Texan Marcos Witt, cele-brated his 25th Anniversary of praising the Lord at Olympic Stadium in Santo Domingo with 18,000 fans. The “psalmist” is the founder of the record company CanZion and sold more than seven million of his albums.

Marcel raises her voice against the current wave of murders of women, killed by their partner or ex-partner. Sie7e (pronounced Siete - for Seven) is a composer, singer and guitarist from Puerto Rico. His music is often focused on his guitar, but mostly it's a happy blend of Brazilian Batucada, Samba, Reggae, Salsa, Rock and Blues.Sie7e had his first success with “Aló” (Hello) in 2008, and in the following year, “Cógelo ahora” (Take it now) was a hit in Puerto Rico. Primera Dama Margarita Cedeño de Fernández came to await the outcome of the operation of the Dominican conjoined twins. The Virginia Commonwealth Uni-versity pediatric surgeons called the sepa-ration surgery of 19-month-old Dominican conjoined twins María and Teresa Tapia successful. The operation began at 6am and lasted 20 hours. Dr. David Lanning led a team of about 45 physicians and pediatric sub-specialists who volunteered their time.The twins were joined at the lower chest and abdomen and shared a liver, part of their biliary system, pancreas glands and the

first part of the small intestine making this a very complex procedure. It was the first surgery of its kind at the Children's Hospital of Richmond at VCU.Lanning explained that the smaller twin, María, was never able to receive the nutritional benefits she needed and was nearly 20 percent smaller in size than Teresa because of the nature of the twins' connection with their small intestines. Another major challenge posed by the shared liver was the lack of blood return to the smaller twin. During the proce-dures, the surgeons divided the liver, pancreas and other shared organ systems and rebuilt the girls' abdominal walls. The children first came to the Children's Hospital in December 2010 through the World Pediatric Project. They returned in August 2011 to prepare for the surgery with their mother, 24-year old Lisandra Sanatis.

Following the separation, Teresa was taken to another operating room and teams completed the final steps of the surgical process on each child. The girls were then transported to individual rooms in the pediatric intensive care unit for recovery.“One of the things that is encouraging for us is that there's such a high potential for them to be functioning, freely mobile, very active individual girls,” said Lan-ning. “Once we feel like they're medically stable, and think that it's safe, we'll try to get them in the same room and near each other

for their sake and for mom's sake.”The World Pediatric Project, a nonprofit surgical-care provider for children in Central America and the Caribbean, sponsored the twins' medical care, along with the family's stay in the United States.The father of the twins is a construction worker and they have three other siblings.
