    Status of Scrambles through the First Quarter of FY2014The ASDF scrambled 340 times during the first quarter ofFY2014. It marked a major increase of 225 times, athreefold rise compared to the same period of previousyear. It was the largest number of scrambles through thequarter since the MOD started publicizing the quarterlynumber of scrambles in FY2005. Growing number ofscrambles against Russian aircraft caused the majorincrease in whole number. The breakdown by countries and regions was 70%against Russian aircraft, and 30% against Chinese aircraft,although countries and region include supposition. The ASDF scrambled 235 times against Russianaircraft, a major increase of 204 times compared to thesame period of previous year. The number was eight times

    larger compared to the last year. The MOD publicized 28cases as a peculiar flight, including the long distanceflights in the vicinity of Japan for seven consecutive daysfrom April 13th to 19th. The ASDF scrambled 104 times against Chineseaircraft, increase of 35 times compared to the same periodof previous year. There was no air intrusion during the first quarter ofFY2014. Scrambles against Russian reconnaissanceaircraft and Chinese fighter aircraft were outstanding infrequency compared to other types of aircraft of eachcountry, although this includes estimation. The period of this data is from April 1st, 2014 to June30th, 2014.

    Under a burning sunlight in the southern island,ASDF Captain Yoshida, a.k.a. Kick-ass ashis call sign, was standing by his

    buddy. The F-15 pilot currentlyworking with the ASDF 83rdAir Wing shares his storyabout what he sees in the airover Naha. The 83rd Air Wing situated at the ASDF Naha air base, Okinawa Prefecture, provides aircapability mainly composed of F-15 fighter jets to the Southwestern Composite Air Division. When anyforeign aircraft suspected of intruding into Japans territorial airspace is detected, fighter jets scramble and take airspaceanti-intrusion measures.

    The GSDF and MSDF took part in the Rim of the Pacific(RIMPAC) 2014, the international maritime exerciseconducted by the U.S. Navy from late June to August.

    RIMPAC is held by the U.S. Navy, and is a comprehensivetraining involving other foreign naval vessels. The exercise isintended to improve the tactical combat skills of units fromeach participating country. Since 1971, RIMPAC has beenheld every other year in the waters surrounding Hawaii, withthis year marking the 24th exercise.

    This is the first time the GSDF has participated. The MSDFhas taken part in RIMPAC since 1980 in order to improve itstactical combat skills. It was the 18th time for theMSDF to participate in the exercise.

    During RIMPAC, units dispatched from theGSDF carried out amphibious trainingtogether with the U.S. Marines. TheMSDF units participated in various

    tactical trainings, such as anti-submarine, surface-to-ship,surface-to-air, and anti-land mine exercises, as well as trainingfor anti-piracy and providing humanitarian assistance anddisaster relief. Additionall y, General Shigeru Iwasaki, Chief of Joint Staffvisited Hawaii to inspect the unit participating in RIMPAC.On July 1st, the first ever trilateral Joint Chiefs of Staffmeeting involving Japan, the U.S., and the Republic of Korea(ROK) was also held in Hawaii. General Iwasaki, togetherwith the U.S. Joint Chiefs of Staff Chairman General MartinE. Dempsey and ROK Joint Chiefs of Staff Chairman AdmiralChoi Yoon-Hee, held a discussion on a wide range of topics

    including the increasingly severe securityenvironment such as North Koreas

    nuclear and missile development, andmeasures to further strengthen the

    trilateral cooperation.

    The 4th ADMM Plus HA/DR Experts Working Group MeetingThe 4th Meeting of Humanitarian Assistance and DisasterRelief Experts Working Group (HA/DR EWG) under theframework of ASEAN Defence Ministers Meeting Plus(ADMM-Plus) and a related seminar were h eld in Tokyo onJuly 3rd and 4th. Japan serves as a co-chair for the HA/DREWG with Laos starting from 2014. It was the first HA/DREWG meeting that Japan co-chaired. The meeting was attended by ASEAN and ADMM-Pluscountries including Australia, China, India, Japan, ROK,

    New Zealand, Russia, and the U.S. as well as representa-tives from the ASEAN Secretariat and UN Office for theCoordination of Humanitarian Affairs (OCHA). During the seminar on the 3rd, they discussed lessonslearned from disaster response to Typhoon Haiyan that hitthe Philippines last year. At the plenary meeting on the 4th,

    participants reached a decision on what HA/ DR EWGwould work on for the next three years.

    3. Revision of the Guidelines for JapanU.S.Defense Cooperation

    Based on Japans recent cabinet decision on restructuring thelegal basis on security, the Ministers agreed to continue

    progress on the revision of the 1997 Guidelines for JapanU.S.Defense Cooperation. The Ministers agreed that an interimreport on the revision will be released at an appropriate time.

    4. JapanU.S. Cooperation on Equipmentand Technology

    The Ministers agreed to further deepen specific bilateralcooperation on equipment and technology in accordancewith Three Principles on Transfer of Defense Equipment andTechnology developed in April 2014.

    5. Realignment of U.S. Forces in Japan, ImpactMitigation on Okinawa

    Minister Onodera explained the progress of construction project on Futenma Replacement Facility. The Ministersagreed to quickly and steadily implement the realignment ofU.S. forces in Japan, including the relocation of Marine CorpsAir Station (MCAS) Futenma to Camp Schwab at Henoko. The Ministers affirmed that they will closely work togetherto advance concrete cooperation on impact mitigation onOkinawa. The Ministers hailed the relocation of KC-130Squadron from MCAS Futenma to MCAS Iwakuni, which istaking place toward August of 2014. In this context, MinisterOnodera raised an issue of noise impact of aircraft flyingfrom outside to MCAS Futenma. Secretary Hagel affirmedthat the U.S. is committed to exploring ways to reduce theimpact of the U.S. presence in Okinawa.

    1. Overview, Regional SituationThe Ministers affirmed that the JapanU.S. Alliance willcontinue to play an important role for ensuring security ofJapan as well as peace and stability in the region. They alsoconfirmed that they continue close bilateral cooperation tostrengthen the Alliance. They discussed security environment of the Asia Pacificregion. They confirmed the U.S. position on the SenkakuIslands and that the two countries continue to oppose any

    unilateral coercive action that would change the status quo inthe East China Sea and other areas. With an increasingly severe regional security environment,the Ministers agreed on continued bilateral close cooperationand on advancing trilateral cooperation with countries such asROK and Australia.

    2. Japans Security PolicyMinister Onodera explained the summary of the recentcabinet decision on development of security legislation.Specifically, he explained that, bearing in mind that U.S.forces and the SDF closely cooperate and respond seam-lessly to various situations, the Government as a whole willwork on issues such as self-defense measures permissibleunder Article 9 of the Japanese Constitution as well aslegislation on protection of assets of U.S. forces engaged inactivities for defense of Japan and on logistic support forU.S. forces.

    Defense Minister Onodera visited the U.S. from July 7th to12th and held his 6th JapanU.S. Defense MinisterialMeeting with U.S. Secretary of Defense Chuck Hagel.Minister Onodera also visited several military bases anddelivered a speech at Center for Strategic and InternationalStudies (CSIS), and so forth in the U.S. Summary of meeting between the Japanese DefenseMinister and U.S. Secretary of Defense is as follows.

    Secretary Hagel welcomed this effort as it will enhanceJapans role in the JapanU.S. Alliance and contribute toregional peace and stability.

    Q1. What type of capacity building assistance does theMOD/SDF provide?

    A1. Formats of capacity building assistance are as follows. Long-term education and training in recipient countries

    Capacity building assistance is a project in which theSDF leverages its knowledge and experience to actively

    support capacity building and human resource development ofmilitaries and related organizations in Southeast Asian and other

    countries, with the goal of improving the international security environment.

    A2. Human resource development program has been initiated since FY2012 for Timor-Leste and Cambodia involvingthe dispatch of SDF personnel for a certain period of time. At the same time, seminars are also being held by dispatched SDF

    personnel in Mongolia, Vietnam, and Indonesia, while personnel fromthese countries have also taken part in training inJapan. The details of assistance provided to eachcountry are outlined below.

    S ituated 60km off the southern-most tip of Kyushu Island in thesouthwestern end of JapaneseArchipelago, Yakushima Island

    exhibits a rich flora, with some 1,900 speciesand subspecies, including ancient specimensof the sugi (Japanese cedar). Yakushima,despite being a small island, boasts severalkey features including impressive mountainswhich rise to nearly 2,000m, and anoutstanding gradient from the high peaksof the central core down to the seacoast.The property is home to a number ofextremely large diameter Japanese

    cedar trees, thousands of years oldwith the oldest. The island wasinscribed on the World HeritageList in 1993.

    Having thousands ofremote islets aroundJapans main island, the

    SDF is committed to protect the lives ofislanders through various

    activities, such as emer-gency transportation of patients.

    The GSDF 15th Brigade, locatedin Naha, Okinawa prefecture isresponsible for Okinawa andKagoshima Area, particularlythe Amami Oshima and south-ward. Aircraft are standing by

    24/7 to immediately respond toemergency situation. Since its first

    mission in 1972 to Aguni Island, the brigade is functioning as a criticallifeline in this region.
