GENERALOVERVIEWSince the conflict broke out in December 2013,
the totalnumber of South Sudanese refugees crossing toneighbouring
countrieshas surpassed 467,009
individuals.Ethiopiahasreceivedthehighestnumberofrefugeeswithatotal
of 190,965 individuals crossing its border and theEthiopian borders
remain open to asylum seekers.
TheSouthSudaneserefugeepopulationhasbecomethelargestrefugee group
in Ethiopia, surpassing the Somali
refugeepopulationaccordingtoUNHCR.IOMhas assisted a totalof173,874
refugees inGambellaand 2,599 in BenishangulGumuz since the conflict
brokeout.Sincethelastupdate,IOMhasevacuatedatotalof286refugees in
Gambella Region and 22 from BenishangulGumuz Region. There has been
a consistent drop in thetotal number of refugees crossing into
Ethiopia since thebeginning of September due to inaccessible roads
as
aresultoftheheavyrainandflooding.SinceearlyNovember,thenumberhasshowedaslightpeak.TheaveragenumberofSouthSudaneserefugeescrossingintoEthiopiaperdayisnow100.ThisismainlyduetotherecedingwaterlevelsoftheBaroRiverinvariouslocations.

AsofNovember17,IOMhasresumedtransportationassistancetoSouthSudaneserefugeesstrandedbyheavyrainsandfloodinginMatar.
ThetotalnumberofrefugeesevacuatedbyIOMis173,874inGambellaand2,599inBenishangulGumuz.

AsofNovember17, IOMhas resumed transportationassistance to South
Sudanese refugees stranded byheavy rains and flooding inMatar. The
refugees arerelocated to Fugnido refugee camp in the
GambellaRegionofWesternEthiopia,300kmsaway, followingan agreement
between Ethiopias Administration forRefugee and Returnee Affairs
(ARRA) and UNHCR. Amultiagency response led by Administration
forRefugee and Returnee Affairs (ARRA) and UNHCR isproviding
protection and registration to the
refugeestothecurrentrelocationfromMatartoFugnido.
The operation started with the movement of 117refugeesbyboat
andbus fromMatar to Fugnido viathe Itangway station on November
17.The twodayjourney involves an overnight stop in Itang,
whereIOM,UNHCR andWFP provide food,water,
sleepingmatsandblankets.Duringthisreportingperiodatotalof286refugeeswererelocatedonthisroute.
Another 42 vulnerable refugees are scheduled to
bemovedfromMatartoFugnidoviahelicopterprovidedbyUNHCR,withanIOMmedicalescort.
Since August 2014, IOM has been on standby
toresumetherelocationofupto15,000SouthSudaneserefugeesstrandedinandaroundMatar,whichisclosetotheriverborderwithSouthSudanandhasbecomeuninhabitableduetoheavyrains.
There are stillmore than62,800 refugees inneedofrelocation from
various camps and transit centreswithin Gambella Region. ARRA and
UNHCR haverequested that all new arrivals from the three
entrypoints of Burbiey, Akobo and Pagak be moved toOkugucamp.
IOMhasdevisedanactionplantostarttherelocationof refugees from
flooded camps toOkugu camp
andhasalsoconstructedatransitstationatGederaroundMacha.However,therelocationhasnotstartedduetoanumberofchallengessuchas:40kmofmuddyroadfrom
Gambella to Macha; Unwillingness of therefugees tomove toOkugodue
to securityconcerns;and the capacity of Okugu to accommodate
therefugee caseload. Okugo can only accommodate29,000 refugees in
addition to the 6,000 already onground. Therefore, the search for a
new site
withhighergroundintheGambellaRegionhasbeenontopoftheagendasinceSeptember2014.
IOM and partners have been advised by ARRA
tomaintainastrongpresence inDima,Leitchour,Matar
andNipNipforcontinuousemergencyservicedelivery.However,
permanent investment in Leitchour is stilldiscouraged.
Since September 2014; theWHO hasmaintained
anEbolacentreattheentrypointsinGambellaRegion.
IOMhasalsocontinuedtheconstruconofshelterstoassist 39,000
refugees (7,800 households) in
KulerefugeecampinGambellatoenhanceproteconfromharshweathercondionsandenvironments.Asofthisreporting
period, a total of 650 shelters have beenerected with 400 of these
completed with
mudsidewallswhiletheremainingareawaitingcompletion.
In BenishangulGumuz Region, IOM is
facilitatingrefugeemovementsfromborderpointstodesignatedrefugee
camps.Asof18thNovember,2,599 refugeeshavebeen relocated
fromvariousentrypoints in theRegion.During this reportingperiod,22
refugeshavebeen evacuated from the border entry point in
thisregion.
OnrequestbyUNHCR,IOMisalsofacilitatingcamptocamp transportation
for refugees whomay want
torelocatetodifferentcampsforonereasonoranother.
IOM has been providing emergency evacuation andrelocation
assistance, predeparture
medicalscreening,andtransitionalshelterassistanceforthemsinceJanuary2014.
PartnershipsandCoordinationIOM closely collaborates with the
Government
ofEthiopiasARRA,UNHCRandhumanitarianpartnersonthegroundtorespondtothisemergency.
IOM isalsocoordinating health referrals and care with theMinistry
of Health, WHO, UNHCR, UNFPA, IFRC,UNICEF, WFP, IMC, ARRA, ACF,
MSFF as well asregionalhospitals.
Challenges Limited reception capacity resulting in limited
movement.
Heavyrainsfloodingriversmadethestayatcampsand Burbiey, Pagak and
Matar challenging. Therainhasalsomaderoadsinaccessible.
Security threats have made some camps
inBenishangulGumuzinaccessible.
RefugeesconcernsaboutrelocaontoOkugu.
