IOM has assigned doctors and nurses to conduct Pre- Departure Medical Screening (PDMS). A total of 191,369 South Sudanese asylum-seekers have arrived in Ethiopia through the Pagak and Akobo-Tergol border points since the influx began on 16 December, according to UNHCR. IOM has relocated a total of 177,398 refugees to Fugnido, Leitchuor, Bonga, Tierkedi, Kule and Nip Nip camps as of 2 December, 2014. Children make up 70% of new arrivals; and women make up more than three-quarters of the adults. Arrivals entring from the Burbiey border entry points seled at Matar way staon, are relocated to Fugnido camp. The IOM medical team is conducng the PDMS at the entry points.     IOMSLOResponsetoSouthSudanCrisisinEthiopia

    GENERALOVERVIEWSince the conflict broke out in December 2013, the totalnumber of South Sudanese refugees crossing intoneighbouring countrieshas surpassed 467,009 individuals.Ethiopiahasreceivedthehighestnumberofrefugeeswithatotal of 193,938 individuals crossing its border and theEthiopian borders remain open to asylum seekers. TheSouthSudaneserefugeepopulationhasbecomethelargestrefugee group in Ethiopia, with more than 250,528individuals as of October 2014, surpassing the SomalirefugeepopulationaccordingtoUNHCR.

    IOM has assisted a total of 179,997 refugees: 177,398 inGambella and 2,599 in BenishangulGumuz since theconflictbrokeout.Sincethelastupdate,IOMhasevacuateda total of 2,490 refugees inGambella Region.During themonthofNovember2014,IOMevacuated35refugeesfromBenishangulGumuz region namely from Abrhamu toSherkolecamp.Thismonthhasshownthe leastamountofrefugee relocation,mainly because of security concern atthe Yabus corridor, amd has been inaccessible sincemidOctober.

    DuringtherelocationresumedinMidNovember,atotalof3,810SouthSudanesestrandedrefugeeswererelocatedfromMatartoFugnidocamp.

    ThetotalnumberofrefugeesevacuatedbyIOMis179,997:177,398inGambellaand2,599inBenishangulGumuz.

  • The average number of South Sudanese refugeescrossing into Ethiopia per day from the GambellaRegionis100persons.

    AsofNovember17, IOMhas resumed transportationassistance to South Sudanese refugees stranded byheavy rain and flooding inMatar. The refugees arerelocatedbyboatandbustoFugnidorefugeecampinthe Gambella Region of Western Ethiopia, 300 kmsaway, following an agreement between EthiopiasAdministration for Refugee and Returnee Affairs(ARRA) andUNHCR.The twoday journey involves anovernight stop in Itang,where IOM,UNHCRandWFPprovide food, water, sleeping mats and blankets. Amultiagency response led by Administration forRefugee and Returnee Affairs (ARRA) and UNHCR isproviding protection and registration to the refugeestothecurrentrelocationfromMatartoFugnido.

    Eversincetheoperationresumed inNovember,3,810refugees were relocated from the Gambella Region.Refugees are still relocated by boat and bus fromMatartoFugnidoviatheItangwaystation.

    Since the lastupdate, IOMhas completed theMatarway staon with access to electricity and water.UNHCRandARRAinspectedthewaystaonandfounditsasfactory.

    From the total of relocated refugees, 56 vulnerablerefugeeswhoneededmedicalassistancewereairliftedwithan IOMmedicalescortonboardbyahelicopter,providedbyUNHCR.

    Currently water levels are residing fast and RoadsAuthority through ARRA plans to x the road by 15December. Subsequently, there aerboatmovementmaybesuspendedandground transportwillbeusedinstead.

    Since August 2014, IOM has been on standby toresumetherelocationofupto15,000SouthSudaneserefugeesstrandedinandaroundMatar,whichisclosetotheriverborderwithSouthSudanandhasbecomeuninhabitableduetoheavyrains.

    There are stillmore than55,000 refugees inneedofrelocation from various camps and transit centreswithin Gambella Region. ARRA and UNHCR haverequested that all new arrivals from the threemajorentrypointsofBurbiey,AkoboandPagakbemovedtoOkugucamp.

    Since September 2014; theWHO hasmaintained anEbolacentreattheentrypointsinGambellaRegion.

    IOMhasalsocontinuedtheconstruconofshelterstoassist 39,000 refugees (7,800 households) in KulerefugeecampinGambellatoenhanceproteconfromharshweathercondionsandenvironments.Asofthisreporting period, a total of 650 shelters have beenerected with 400 of these completed with mudsidewallswhiletheremainingareawaitingcompletion.

    OnrequestbyUNHCR,IOMisalsofacilitatingcamptocamp transportation for refugees whomay want torelocatetodifferentcampsforonereasonoranother.

    IOM has been providing emergency evacuation andrelocation assistance, predeparture medicalscreening,andtransitionalshelterassistanceforthemsinceJanuary2014.

    PartnershipsandCoordinationIOM closely collaborates with the Government ofEthiopiasARRA,UNHCRandhumanitarianpartnersonthegroundtorespondtothisemergency. IOM isalsocoordinating health referrals and care with theMinistry of Health, WHO, UNHCR, UNFPA, IFRC,UNICEF, WFP, IMC, ARRA, ACF, MSFF as well asregionalhospitals.
