IOM has assigned doctors and nurses to conduct Pre- Departure Medical Screening (PDMS). A total of 183,114 South Sudanese asylum-seekers have arrived in Ethiopia mainly through the Pagak and Akobo-Tergol border points since the influx began on 16 December, according to UNHCR. IOM has relocated a total of 166,312 refugees to Pugnido, Leitchuor, Bonga and Kule camps as of 12 August, 2014. Children make up 70% of new arrivals; of the adult arrivals, women make up more than three-quarters. New arrivals are relocated from the border entry points Pagak and Akobo to Kule Camp II by IOM boats and buses. The IOM medical team is conducng the PDMS at the entry points.     IOMSLOResponsetoSouthSudanCrisisinEthiopia

    GENERALOVERVIEWFrom the total of over 436,742 South Sudanese refugeeswho have fled into neighbouring countries, 183,114 havecrossedintoEthiopia(accordingtoUNHCR:08August).Thismakes Ethiopia the biggest receiving country of SouthSudaneserefugees.IOMhasassisted166,313refugeesinGambellaand1,809inBenishangulGumuz since the conflict broke out in midDecember, 2013. During this reporting period, IOM hasmoved a total of 3,968 refugeeswho have entered fromSouthSudantoEthiopia(3,968Akobo,PagakandBurbieyentry points in Gambella Region) and (29 Abrahamu inBenishangulGumuzRegion).Asof02August,IOMhasbeenmovingrefugeesfromPagaktoPamdongTransitionStation(located5kmawayfromKule2/Tierkedi)until theyare toberelocated toNipNipCampwhich was under construction since the beginning ofAugust. Pamdong has now reached its capacity (3,000refugees)asof8thofAugust.

  • UNHCR and the AdministrationforRefugeeandReturneeAffairs(ARRA) have been consideringtwo spotsOkuguandNipNip tosetupcamps.Theconstructionof the laterhaspreceded and Nip Nip has beencompleted as of 12 August.Accordingly, IOM will start therelocationofrefugeestoNipNipon13August.It is to be recalled that IOMsrelocation to Kule 2 has beenhalted following the campreachingitscapacityattheendofJuly.IOM has been restricted to themaximum transportation of 500refugees per day to Pamdonguntil the construction of campswas finalized. Now that theconstruction of Nip Nip isfinalised, the cap has beenrevised to amaximum of 1,200refugeesrelocationperday.Okugu camp, located in Dimatown, is hosting 6,000 refugeeswho have crossed over Raadentry point. Following existingcamps surpassing their capacity,ARRA and UNHCR have plannedto expand Okugus capacity toaccommodateupto35,000.Okugu camp,which is six squarekilometres, is located 542kmfromPagak,609km from Matarand 439km from Gambella.Hence, the refugees relocatedfromPagaktoOkuguwillhavetostay over night on theway at aTransit Station in Macha. IOMhas screened an ideal spot toconstructaTransitStationand isawaitingconfirmationfromARRA

    and UNHCR to commence withthe construction. It is expectedthattheconstructionwillkickoffon14August.In the mean time, IOM willrelocate refugees to the muchcloserNipNip,which iscloser toboth Matar and Pagak (40kmfrom Matar and 273km fromPagak)andisonlytwokilometresfromLeitchourCamp.As new camps are beingconstructed,backlogsofrefugeeshavecontinuedtogrowatPagakentry point (with more than6,500asylumseekers)andMatarway station (with approximately11,000 asylumseekers) awaitingrelocation.Matarwaystationhasb e e n c o n s t r u c t e d t oaccommodate only 5,000.however, until a new campwasbuilt,ithasbeenaccommodating6,000morethan itwas intendedtoaccommodate.TheBaroRiver is overflowing toBurbiey and IOM has continuedto move asylumseekers fromBurbieyentrypointtoMatarwaystation. However, the risingwater levels have also reachedMatarandPagak.IOM hasmoved a total of 957vulnerablerefugees(onaUNHCRhelicopter), as of 12 August.Those transported include thevery old, lactatingmothers, sickchildren and the disabled, whohave been judged not fit totravelbybusorboat.IOM is also facilitating refugeemovement from Assosa in theRegional State of BenishangulGumuz.Asof12thAugust, there

    has been 1,809 refugeesrelocated from different entrypointsintheregion.During this reporting period,there has been refugeerelocation from Abrahamu entrypoint to Sostenya camp. IOM isalso providing predeparturemedical screening to identifyrefugeeswhomayneedmedicalattention and/or referral onarrivalatthecamp.On request by UNHCR, IOM isalso facilitating camptocamptransportation for refugees whomay want to relocate to adifferentcampforonereasonoranother.PartnershipsandCoordinationIOMcloselycollaborateswiththeGovernment of Ethiopias ARRA,UNHCR and humanitarianpartners on the ground torespond to this emergency. IOMis also coordinating healthreferrals and care with theMinistryofHealth,WHO,UNHCR,UNFPA,IFRC,UNICEF,IMC,ARRA,ACF, MSFF as well as regionalhospitals.Challenges Limited reception capacity

    resul t ing in l imitedmovement.
