European  Union  Strategy  for  Danube  Region  -­‐  Accepted  on  13  April,  2011

How   important   the  Danube   is   in   the   Danube   strategy?   Because   of   being   interlinked  with   so   many   socio-­‐economic   developments,   Danube   does   offer   a   large   set   of  challenges  for  future  innova@ve  solu@ons.    

 The  Danube,  as  a  river,    faces  mul@ple  challenges:      Danube  as  a  natural  ecosystem  that  requires  on  the  one  hand:      •  INNOVATIVE  solu/ons  to  protect  its  wildlife  and  biological  value  (by:  environment-­‐

friendly  agricultural,  industrial,  trade  ac/vi/es  around  it)        •  and  the  Danube  as  a  cultural  en/ty,  needing  the  protec/on  of  cultural  heritage  (by  

protec/ng   its   tradi/onal   seelements,  minori/es,   languages,   customs,   etc  while   at  the  same  /me  allowing   for   informa/on  society  and  knowledge  based  economy  to  support  these  goals)

 On  the  other  hand:      Danube   as   Europe’s   key   inland   waterway   (2415   km)   (together   with   the   Rhine-­‐Main  

waterways  3504   km)  which  needs   to   increase   its   capacity   for  waterway   transport  (freight,   most   importantly)   by   innova/ve   solu/ons   regarding   the   navigability   for  ships.    

 Waterway   transport   is   the  most   eco-­‐friendly   transporta/on  way   in   terms  of   emissions  

(17%  compared  to  railway+road  emissions  per  ton-­‐kilometre)    (-­‐>  issues  of  Energy  in  the  Danube  Strategy),    

 New   European   strategy   (Roadmap   to   a   Single   European   Transport   Area)   targeted:   by  

2030,  30%  of  road  freight  transport  over  300  km  should  be  put  on  water  or  railways

If  we  want  to  address  these  contradictory  challenges  (in  order  to  save  the  environment  while   adding   to   economic  development),   innova@ve   solu@ons  must  be  find   that  resolve  the  contradic@on.    

Selected  key  areas  for  innova/on  that  address  natural  and  economic  challenges*:    -­‐  Protec/on   of   wildlife   and   ecosystem   while   ensuring   navigability   (tradi/onal  

solu/ons  would  be:  sweeping  the  riverbed,  building  dams).  Ques/on:  are  there  any  other,  innova/ve  technological  solu/ons?    

-­‐  Innova/ve  ships  and  waterways  transport  means  -­‐  Innova/ve   ICT   solu/ons   to   enhance   navigablity,   taking   into   account  meteorology,  

accidents,  and  to  achieve  a  beeer  trackability  of  shipments  -­‐  Innova/ve   solu/ons   for   trimodal   transport:   currently   the   infrastructure   is  

fragmented  and  expensive    -­‐  Innova/ove  solu/ons  for  ports  –  handling  of  liquid  and  hazardous  materials,  etc.    -­‐  Clustering  economic  ac/vi/es  that  may  need  waterway  transport

*:  What  are  those  economic  challenges?  To  name  a  few:      •  Regional  demand  for  inland  waterways  transport,  clustering  •  Just-­‐in-­‐/me  logis/cs  •  Lack  of  capital  –  smaller  quan//es  of  supplies  ordered  •  Foreseen  changes  in  export/import  demand  for  agricultural  goods  •  Shioing   market   division   due   to   economic   recession   (road   transport   moved   into  

market  areas  tradi/onally  covered  by  waterway/railway  transport)  •  Poten/al  to  increase  the  share  of  higher  value  added  services  in  waterway  transport  

(currently:  dominated  by  bulk  goods)

 The  above  challenges  call  for  innova/ve  solu/ons  in  the  following  sectors/areas:      -­‐  Environment  protec/on,    -­‐  Responsive/smart  materials,    -­‐  Transport  means  and  transport  infrastructure,    -­‐  Logis/cs  and  supply-­‐chains,    -­‐  ICT  manufacturing  (sensors,  etc),  -­‐  ICT  services,    -­‐  Financial  services  -­‐  Educa/on,  provision  of  capable  workforce  -­‐  Business  and  innova/on  friendly  environment  

Ques@on:  is  Europe  and  are  the  relevant  countries  innova@ve  enough  in  these  sectors  to  find  the  solu@ons?

The  Danube  Strategy  involves:    8  EU   countries   (Germany,  Austria,  Hungary,  Czech  Republic,   Slovak  Republic,   Slovenia,  

Bulgaria  and  Romania)  and    6  non-­‐EU  countries  (Croa/a,  Serbia,  Bosnia  and  Herzegovina,  Montenegro,  Ukraine  and  

Moldova).  

-­‐  Important  to  note,  how  the  geographical  coverage  relate  to  the  Danube  but  covers  a  larger  area,  historically,  economically  interlinked.    

-­‐  Two  aspects:  Enlargement  process  of  the  EU  +  European  Neighborhood  Policy  

-­‐  For  Hungary,  the  Western  Balkans    and  Ukraine  has  been  key    neighbouring  areas,  crucial  for  a.)  historical-­‐  cultural-­‐social,  b.)  economic-­‐  trade  -­‐  logis/cal  etc.  aspects.    The   Danube   Strategy   offers   a   possibility,   a   chance   to   realise   the   long-­‐awaited  strengthening  of  those  coopera/ons.

Crucial  points  to  realise  the  Danube  Strategy:    

§   What  are  the  main    ecological-­‐natural  values  that  must  be  preserved  at  any  costs,  and  is  there  any  room  for  compromises  when  it  comes  to  realisa/on  of  economic  advantages?      § What  is  the  maximum  demand  for  inland  waterways  freight  transport  in  Europe,  and  where  are  the  shortcomings  today  in  achieveing  the  realisa/on  of  that?  (regional  economic  development  ,  industry,  agriculture)  

§ What  are  the  shortcomings  in  terms  of  human  skills,  development  (languages,  ICT,  business  aqtude,  innova/ve  capabili/es)  in  order  to  meet  the  challenges?    

§ How  can  –  and  there  comes  a  strong  role  for  Networking  Living  Labs!  –  the  role  of  par/cipa/ng  countries  other  than  Germany  be  increased  in  innova/on?    

§ What  are  the  exis/ng  and  missing  na/onal  policies  and  European  policies  to  meet  our  goals?    What  are  the  best  and  worst  prac/ces?  Are  there  specific  features  related  to  the  different  types  of  innova/on  related  to  the  sectors  men/oned  before?  What  kind  of  measures  can  be  regarded  as  a  support,  or,  on  the  contrary,  as  a  burden  for  innova/on  in  these  sectors?
