IFAS ExtensionFranklin County
Franklin County Extension Activities February 4 – February 17, 2015
UF/IFAS Extension Faculty have been involved in the following Extension activities during this period.
General Extension Activities:
Extension staff has assisted County residents by providing information regarding bird mites, soil testing andsea turtles.
Extension staff provided information regarding the effort to move the extension program into a renovated
facility in Apalachicola when Representative Beshears was in town.
Extension staff met with other NW District County Extension Directors for a regional meeting on many toprelated to operations and programs.
Extension Director attended a district-wide training related to permanent status and promotion within the
Extension system.
Extension Director met with the 2 high school science teachers at the consolidated school to introduce theEnvirothon program as a potential student activity. This year’s competition is taking place at Torreya State
park and it would be great if Franklin County could host a team of students to take place.
Sea Grant Extension
Extension staff continues to work with county staff on the sea turtle lighting grant. Thus far the office hasreceived approximately 25 homeowner agreements to facilitate lighting retrofits with turtle friendly
equipment. Arrangements for equipment purchases for the lighting retrofits are being made so staff can beworking directly with homeowners. Publications to be placed in the rental units on St. George Island have
been completed and are being placed in the housing units. The sea turtle web site is currently under
development.
Extension Director had meetings with FWC grant managers regarding another sea turtle lighting grant thatwill focus specifically on and around conservation lands in Franklin County.
Extension Director is coordinating with other panhandle Sea Grant staff to host a meeting related to sea turtlighting ordinances and their implementation. This will involve permit holders, state and federal agency sta
property managers, conservation groups and others.
Extension Director participated with other community partners in hosting a second Oyster meeting at the
community center to help rank the importance of public suggestions gathered during the October, 2014 Oys
Listening Session. This information will be supplied to resource agencies who will be working on the Bay
Management Plan.
Extension Director met with Sea Grant staff from Texas A&M and Louisiana who were in the area to provi
free net and TED inspections and provide current information to shrimpers.
Extension Director met with Alligator Point and St. Teresa Beach Home Owners Association to provideinformation related to sea turtle lighting and introduce himself to the group to establish a relationship.
Agriculture
Extension Director attended a Saturday Fire-wise workshop in Tallahassee related to prescribed fire and acurriculum that may be used to teach school-aged children about its benefits.
Family and Consumer Sciences
Franklin County’s Food and Nutrition Program is being implemented with the grant-funded position housethe Extension Office.
Extension staff from Franklin and Gulf Counties met with Extension staff from FAMU regarding their inter
in bringing a part-time staffer to Franklin County to implement the EFNEP program (another food andnutrition program funded through USDA).

The Extension office is preparing to provide tax preparation services through the VITA program with aSKYPE workstation at the Armory. This is being done through the help of agent Shelley Swenson from theWakulla County FCS Extension program. This will take place on most Thursdays in March as a pilot to ga
community interest for the future.

The 4-H horse club continues to meet. The Wakulla County 4-H Agent spent time during this period with thclub leader providing guidance on procedural aspects of 4-H clubs.

referred to the marketing committee.

this time; $50,000 needed up front and it takes up to 18 months to finalize. She request this idea be tabled and referred

Commissioner Jackel also requested the proposal for a High School Mentoring Program be referred to the Marketing
Committee.
Administration and Budget Committee: Mr. Armistead gave brief update on bathrooms.

City of Carrabelle: Commissioner LaPaz reported the FDOT is overseeing a beautification project for Triangle Park in
Carrabelle. Janalyn Dowden reported on expansion of the Moorings additional 35 slips and walkover from ramp.

1- Provide Board with FDOT pocket guides for facts about the state highway system.
This was an unsolicited brochure sent by FDOT.
2- Provide Board with planning details as a proposed protocol for implementing Ord. 14-01, Leave No Trace. Commissioner Jackel, I, Fonda Davis, and Erik Lovestand met to
discuss the best way to implement the ordinance.
The Ordinance will begin to be implemented on Monday, March 9, which will be the beginning of Spring Break rentals.
Preceding this enforcement activity there has been an extensive educational campaign
with brochures supplied to all the rental managers for placement in every rental house.
Additionally, in accordance with the Ordinance, signs will be erected at every beachaccess point reminding the public to remove their belongings at night.
It should be expected that there will be some outcry when the enforcement phase begins,
but this type of ordinance is already in effect in Bay County and soon to be in GulfCounty.
There is a workshop this afternoon with the St. George Island rental management
companies to go over this directly with them.
I will report tot you at the next meeting the final details of our meeting with the rentalcompanies and implementation procedures for your input prior to commencement.
3- Provide Board with update on status of Aids-to Navigations in the northern section ofthe Apalachicola River. At the end of the last meeting I gave a brief update on an issue
Mr. George Floyd had brought to my attention. He had been told that the US Coast
Guard was closing an office in Eufaula, AL, and because of that the Coast Guard was
removing all buoys, channel markers, etc, in a section of the River south of Eufaula. Hewas very concerned that the River was going to lose all its aids to navigations and thus
making river travel hazardous to everyone. I spoke to a variety of Coast Guard and
USACOE personnel. While it is true that the Coast Guard is considering closing theEufaula office, there is no movement to remove Aids to Navigation from the River.
There is an internal dispute about who will be responsible for the aids that have been the
jurisdiction of the Eufaula office, but the Aids will remain in place. At this time theEufaula office will remain open but it is likely that the Panama City Coast Guard office
will pick up the duties to maintain the Aids. The Aids must remain in place so long as
the River is a federally authorized waterway and it is my understanding that only
Congress can de-authorize the River.
4- At the last meeting, Mr. Mike Cooper had meant to ask Board approval for the re-
appointment of 2 Hospital Board members whose terms were expiring. Mr. Cooper and
the Hospital Board request the County Commission re-appoint Ms. Debra Huckabea andMr. Duffie Harrison for another term. Board action.
5- Board action to approve the recommendation of the ranking committee on theselection of the design consultants for the Bayshore Drive sidewalk project. There were

used to pay for extensive screening of the T-Ball field to protect it from foul balls, and
the FRDAP grant can be used to move the playground equipment and put a fence around

I told everyone in attendance that we would meet back once Preble-Rish andmade all the measurements. At the meeting I was handed a letter from the EastpointVolunteer Fire Dept. opposing the move of the T-Ball Field over concerns that it will
interfere with their primary fundraiser, the Rib Cook-Off, and the regular use of their
