2 Dear Friends,Imagine Schools’ 3,500 educators have discovered something that explains the phenomenal success of 72 Imagine campuses that help nearly 80,000 parents and guardians educate their children. It is called friendly competition. More than any other factor, friendly competition explains the success of most charter schools, including Imagine Schools.

Most education experts would agree that America’s public colleges and universities are among the best in the world. Students come from all across the globe to study at American universities. These same critics usually rate America’s elementary and secondary education as mediocre at best. The single most important differ-ence between the two approaches to education is giving parents or students the ultimate choice of which school is best for them. Elementary and secondary students usually are assigned to government-operated district schools. Public universities and colleges compete aggressively for students. Institutions of higher education are continuously innovating and reforming in order to attract and serve students. Conversely, the performance of many government-operated K-12 schools suffers because parents are not given the opportu-nity to choose which school their children will attend. Competition almost always spurs innovation, improve-ment, and genuine service to stakeholders.

Charter schools, especially sizable organizations like Imagine Schools, are beginning to provide signifi cant friendly competition to government-operated schools in many urban areas. If parents and their children have a real choice between government run schools and public charter schools, America’s elementary and second-ary schools will improve dramatically or they will close for lack of students.

We remain steadfast in our commitment to help parents educate their children by offering them high quality schools of choice. Test scores are only one component of the educational experience sought by parents. Therefore, as we strive for constant improvement, I am pleased to report continued strides in Imagine’s Measures of Excellence…

Parent ChoiceParents love their children and want them to fl our-ish. Overwhelmingly, if they have a choice, par-ents will choose a public school that best suits the needs of their child. “Where will my child be safe, known, challenged academically, and learn good character? Where will teachers really care about my child? Where will I be welcome to be involved in my child’s education?” At Imagine, we have no-ticed that parents choose a school for many good and appropriate reasons, not solely for academic achievement.

Imagine’s schools attracted more families to its campuses than any other charter organization in the nation. Average school enrollment at Imagine Schools’ campuses was 99% of budgeted capacity.

Many schools had waiting lists. Even fi rst year campuses averaged 93% of building capacity.

Part of the reason so many parents choose Imagine is that we design each of our campuses uniquely to meet the needs of the local community. Our schools use a wide variety of rigorous, proven educational approaches and programs. We pay attention to parents’ hopes and dreams for their children and each local school staff designs their academic program accordingly. I realize that par-ents are not always educational experts. However, at Imagine, we believe that a healthy partnership between a parent who knows and loves her child and a professional Imagine educator provides the best opportunity for learning.

55Empowering Parents through Choice“My child is having the best year at school! He just loves his teacher and is learning so much aca-demically as well as all the character education! We feel so fortunate to be at this school,” said an Imagine Indigo parent.

This parent’s satisfaction is echoed by so many parents at the Imagine Firestone and Imagine Indigo schools. 98% of parents reenrolled their children in the schools and both schools will experience increases of more than 200 students this coming year. Every day when you walk into these Imagine schools, you will see parents volunteering in class-rooms or helping out in the offi ce. You will see dads helping to monitor the hallways or individually tutoring students. You can sense the level of comfort parents feel in the schools and you can see the partnership that exists between parents and teachers. As a result, children benefi t. Research has documented the positive effects on student achievement when there is a close partner-ship between parents and teachers. At these two campuses you can certainly see Imagine’s motto of “helping parents educate their children” come alive daily in the interactions between parents and school staff.

Shared Values – Integrity, Justice, and FunImagine is also a stickler for its Shared Values of Integrity, Justice, and Fun. Understanding and liv-ing these values are a major focus on each Imagine campus. Each year, I survey every Imagine educa-tor to judge our progress in this important Measure of Excellence.

This year I received over 3,000 responses to my Shared Values survey from Imagine teachers and staff. Obviously, it is important that Imagine people understand and live these shared values at their workplace, but also that they teach these values to students as part of Imagine’s emphasis on positive character development. After fi ve years of teaching our shared values, I am very encouraged by our teachers’ and other staff members’ understanding and adherence to them.

The grade for adherence to Imagine Shared Values is a B+. I am very pleased with the progress on Shared Values among most Imagine people.

77Building Hope and Bright Futures Back in 2007 in my afternoon kindergarten class, a petite, loveable little girl named Amie arrived. Amie was not an average kindergarten student. She needed several prompts to come to group ac-tivities, had some physical delays, and was not on target academically.From the beginning, Amie struggled. I kept a careful and watchful eye on her to ensure she had the accommodations she needed to learn. Early on, I noticed that she would turn her head and seemed to be looking from the corner of her eye. In conversations with her mother, I found out that Amie had a visual impairment that caused diffi culty focusing and tracking. The “professional prognosis” was that she would never read because of it. I was astonished and refused to believe this was true. Through believing in Amie and accommodating her needs, we saw great strides in her tracking abil-ity. Slowly and beautifully, she did it! She began to read! Amie’s mother was volunteering the day that she reached this new milestone.

Fast forward to 2010. Our campus now serves over 800 students in grades kindergarten through eighth, and Amie is in second grade. She is about a half year behind, but she is reading on her own. I believe Imagine has dramatically improved Amie’s life by giving her this gift that others told her she would never have. Knowing what we have done at our campus for students with disabilities assures me that we are reaching so many families and students across the nation, and I am so proud to be a part of it!

Academic AchievementImagine evaluates academic achievement through annual same-student learning gains, similar to New York City Public Schools and KIPP schools. Secretary of Education Arne Duncan has endorsed a similar approach, especially for schools serving lower income communities. Imagine tests each stu-dent at the beginning of the school year and again at year-end. This provides the school and parents with an accurate assessment of where a child be-gins the year academically and how much he pro-gresses during the year. Without a doubt, it is the fairest and best way to measure the effectiveness of teachers and schools, especially schools serv-ing a high percentage of disadvantaged students.

Imagine’s learning gain performance was stun-ning. Over 97% of Imagine’s schools nationwide attained average same-student combined reading and math learning gains of one full grade or more, contrasted with 50% for all schools nationwide.

While we are very pleased with the academic achievement of our students, we know that 73% of our students arrive at Imagine behind grade level in math and 68% enter behind in reading. It will take more than one year for our schools to help students catch up and overcome the shortcomings of their previous school experiences.

Reading and math are important, but a true lib-eral arts curriculum requires much more. Imagine campuses provide music, art, physical education, history, writing, foreign languages, athletics, and electives. We creatively challenge students in new fi elds and help them discover what they are good at and love. Imagine campuses join together to spon-sor history fairs, young authors conferences, spell-ing bees, science fairs, and inventors conventions. Over 1,000 Imagine students from 36 campuses participated in the “Imagine Advanced Reading Challenge” to read challenging books. Over 200 of those students received $100 dollar savings bonds for reading and reporting on 25 classic works of literature at or above their grade level.

100% of the Imagine College Prep 2010 graduating class was accepted to either 2-year or 4-year colleges across 51 higher education institutions.

Together We Can Achieve the ExtraordinaryAlfred joined our school when we were all crammed into the tiny Imagine Kensington Campus. He was one of the rare gems - he rarely was late and he hardly ever missed school. My connection with Alfred occurred during English class. He was a freshman, and I was a second year teacher. After he read my introduction essay, I read his. In both of them, we saw that we had the commonalities of family hardships, economic strain, and the love of learning. From then on, he became one of my most dedicated students. When Student Council elections rolled around, I recommended that he run for freshman representative. He did, and he won. And for the next four years, that was our life.

Before he embarked on anything new, he sought advice from me. He worked his way up the ranks and became one of the originators of our Spring Break College Tour. He served as STUCO Vice President and President. He is a student that defi es all stereotypes and takes it to the next level in all that he does.

His goal: to be undefeated and unconquerable. My goal: to help him reach his goal. Working hand in hand, Alfred, who aspires to be a doctor, applied for and won a Gates Millennium Scholarship, which is a full college scholarship to any school of his choice for undergraduate and graduate degrees. Only 1,000 students receive this award annually, and Alfred’s hard work, dedica-tion, and service set him apart. I cannot think of a more deserving recipient.

Positive Character DevelopmentOne of the reasons parents are flocking to Imagine Schools is the emphasis we place on positive character development. We care just as much about the kind of citizen, parent, worker, and spouse a child will grow up to become as we do about academic achievement and the other goals of our schools. We want each Imag-ine student to become a responsible citizen of his school and to embody virtue, leadership, and service.

All our campuses completed character self-evaluations and shared thoughtful reflections on the work each is doing to teach virtue and create a culture of positive character. Eight campuses received national recognition from the Character Education Partnership for their “Promising Practices.” Imagine South Lake was named State of Florida School of the Year by the Character Education Partnership. Moral Foundations, Imagine’s proprietary high school ethics curriculum, is taught at all Imagine high schools. Fifty Imagine campuses participated in the National Character Essay Contest. These schools submitted over 630 essays to a national panel of judges for evaluation and awards.

Character education is not a program relegated to one part of the school day. Character begins with the adults on each campus. It is taught, modeled, and integrated into every aspect of the school.

Growing in Community, Serving in LoveThis year at Imagine Academy of Columbus, we were extremely proud of our growth in character education. Along with the implementation of the CHAMPs positive classroom management ap-proach, our students were striving every day to live by our Wildcat characteristics of willingness, integrity, leadership, dedication, compassion, achievement, and thankfulness. Students were ed-ucated daily on what each word meant through the morning announcements and were rewarded with “Shout Outs” on the afternoon announcements when caught displaying these characteris-tics. These Wildcat words also were integrated into academic curriculum across grade levels.Also, we successfully introduced a Peer Mediation program. This group, comprised mainly of mid-dle schoolers, went through hours of mediation training and gave up their lunch periods in order to help their peers work through their problems respectfully and civilly. Shirts worn by the peer mediators were purchased through donations given from donorschoose.org at the request of our guidance counselor, Ms. Parker.

Our Wildcats also proved their strength of character by participating in many community activities: donating pennies, clothes, and personal items to earthquake victims in Haiti; volunteering to pick up trash around the school; donating canned goods to a local food pantry; and participating in a 2nd and 3rd grade Spring Musical called “My Town, My World: A Musical about Community and Caring.”Our mission: Creating leaders one student at a time. And we are!

Economic SustainabilityEconomic sustainability is not the favorite Measure of Excellence of most educators. We are always sure that we could do much better if we had more resources. However, the governments of each state have decided how much money is available for edu-cating students in charter schools.

Working closely with local charter boards, Imagine is responsible for spending those funds in a manner consistent with the laws of the state and in the best interest of students. It is important to note that 100% of the money Imagine campuses receive from fed-eral, state, and local governments is spent on edu-cating students on Imagine campuses.

We continue to make excellent progress toward eco-nomic sustainability. We reduced by 40% the num-ber of campuses with an annual defi cit of more than $100,000. Imagine home offi ce covers those defi cits for its local campuses to ensure that the schools can continue serving students. We act as a safety net. As many states and localities are reducing funds avail-able for education, it is even more crucial for Imag-ine’s schools to live within their means in these turbu-lent and unpredictable economic times.

Imagine Schools reduced its administrative and sup-port spending by 28% last year, mostly through staff reductions. Imagine Schools has about 100 regional and national leadership and support staff, compared to over 600 employed by DC Public Schools, even though the two organizations serve about the same number of students. We operate much like a large public school district with 3,500 employees, most of whom are teachers, principals, and school staff.

While many charter schools struggle for years to fi nd adequate facilities, we have worked diligently to start schools off in safe and permanent school buildings. Therefore, the successful negotiation of a $120 mil-lion long term fi nancing investment for many of our existing buildings is one of our biggest successes this year in regard to economic sustainability. The fi -nancial partnerships with several fi rms will enable our schools to have safe, attractive school facilities for the next 30 years.

1313Imagine....Believe....Achieve Our daughter has studied Chinese Mandarin as part of the IB curriculum at Imagine Wesley Inter-national Academy for the last 3 years. In February, she auditioned for a chance to perform in front of the Atlanta Chinese community during the celebration for the Chinese New Year. She was cho-sen to perform; needless to say, our daughter was very excited, and we were very proud. With the guidance of IWIA’s wonderful Chinese teachers, the students performed a few songs for the mostly native Chinese audience. After the performance, the emcee asked our daughter some questions in Chinese. To our surprise and to the delight of the crowd, our daughter answered the questions in fl uent Chinese Mandarin. This was a very proud moment for us.

Imagine Wesley Parents

Working for a developing charter school, like Imagine Wesley, probably takes just a little more creativity, fl exibility, and responsibility than it does to work at a regular public school. At Imagine Wesley, we offer students daily Chinese instruction from kindergarten to 8th grade. Our language teaching approach is different than traditional grammar translation. We expose students to the rich cultural textures and experiences of the world and give them the tools to interact with it. Through-out the school year, we offer parents and students opportunities to participate in cultural events, such as the Imagine Wesley Lunar New Year Festival, Hong Kong Dragon Boat Festival, and Atlanta Chinatown Chinese New Year Celebration. We also have built strong relationships with community partners. Emory University and Kennesaw State University offered assistance with teaching materi-als and advice to help our program fl ourish. We received a $2,500 grant from the National American Chinese Association, and the Chinese Language Council International gave an in-kind contribution of $10,000 in teaching materials to help grow our Chinese library and help our school remain eco-nomically sustainable.

Looking AheadAs we start the seventh year of Imagine Schools, we are thankful to our governing boards for the opportunity to serve parents and children. I am especially grateful for each local board member who entrusts Imagine to operate the charter cam-pus they oversee. Under these contractual agree-ments, boards ensure that Imagine lives up to its commitments and, in particular, wisely stewards public monies allocated to each campus.

In the coming year, Imagine expects to grow by 3,000 students to a total of nearly 40,000 students. Some of our growth will come from increased en-rollment and expansion of existing campuses. The rest will result from a new campus in St. Louis and our fi rst campus in California. We welcome these new additions as well as the new group of Imag-ine teachers, students, and parents who will fi ll our new and existing campuses.

Together in partnership with local governing boards and parents, all Imagine people are focused on meeting the individual needs of each child entering our schools. Successes are celebrated and shared daily. We are excited about the progress we have made over the last year as all Imagine people have contributed to preparing students for life-long suc-cess. As we refl ect on the last year and look ahead with optimism, our purpose is clear. More parents are choosing Imagine, and we are answering the call of growing minds and guiding hearts.

1515Partnership and LeadershipWhile teachers and students are the heart and soul of Imagine Schools, our board members are their “skeletal systems.” In these dedicated individuals, our schools fi nd “legs” to move forward and “hands and arms” to reach out into local communities, offering choices and options to families and students.

Our two Nevada schools have learned the importance of cultivating positive board relations and open communication. At times, complex issues resulted in a wide spectrum of viewpoints. Yet in these moments, I have seen the passion and commitment of our board members outweigh differ-ences of opinion.

The sole desire to do what is best for our students has overcome the obstacles we have faced. It has kept people at the table, working together, to give our students a learning environment that empowers them to succeed. The words of the Imagine 100 Academy Board Chair, Mr. Ron Grogan, best describes this…

“The challenges we have faced served as an opportunity for us to demonstrate that, if you are will-ing to work hard, anything is possible. Through the efforts of Imagine and the 100 Academy Board, we have built a relationship as the foundation, and as a result, we now view problems as possibili-ties. It’s been diffi cult, but our children are worth it. In the end our school – and their lives – will be the better for it.”

I can honestly say I’m privileged to work with each board member in Nevada – impressed by their tireless dedication to the 681 students served by our two schools!

Explanation for Grades

Shared ValuesOur Shared Values of Integrity, Justice, and Fun are at the core of who we are trying to be at Imagine Schools. We grade our-selves on this measure by asking Imagine people at each cam-pus to complete a confidential survey reflecting on the Shared Values. Dennis Bakke reads each individual survey to determine how well Imagine people at that school understand and adhere to our Shared Values.

Parent ChoiceAs public schools of choice, parent satisfaction is one of the best indicators of quality. Parent Choice grades are determined by two measures: 1) how many students actually attended the school compared to the number that we budgeted to attend, and 2) the re-enrollment rate. For first year schools, the grade relies only on the first component.

Positive Character DevelopmentPositive Character Development grades are based on a school’s self-assessment of their progress in shaping the hearts and

minds of their students and establishing a culture in which character is integrated into every aspect of the school. Grades are determined through a process of reflecting on the degree to which they have achieved their character goals for the year.

Academic AchievementAcademic Achievement grades are determined primarily based on same-student learning gains, which is how much the students gained in reading and math during the year based on fall and spring testing. Most Imagine campuses exceed the goal of a year or more of learning gains. Very strong state proficiency test scores can boost grades as well.

Economic SustainabilityEconomic Sustainability grades are determined based on two years of financial results for all but new schools. The operating margin percentage – calculated as the school’s operating surplus or loss divided by the school’s revenues – is the leading indicator. This factor combined with other financial trends gauge stability, improvement, or deterioration.

Our investments in fi xed assets (primarily school buildings owned and leased long-term by School-house Finance) have grown along with our increas-ing student enrollment.

Imagine Schools, Inc. continued to serve more stu-dents in 2009-2010. As a result, our revenues grew to over $264 million.

Also in 2009-2010, Imagine Schools, Inc. and Schoolhouse Finance were able to repay most of the shorter-term debt and secure critical long-term fi nancing with additional capital lease fi nancing.

While reducing our short-term debt, the invested equity in Imagine Schools, Inc. by our founders has continued to increase. There have been no distribu-tions made or made available to the shareholders.

The Imagine Schools System

Imagine Schools currently operates through two affi liated organizations: Imagine Schools, Inc. and Imagine Schools Non-Profi t, Inc. Both Imagine Schools, Inc. and Imagine Schools Non-Profi t, Inc. serve the exclusive purpose of educating children in grades PreK-12. In furtherance of this purpose, Schoolhouse Finance, LLC, a subsidiary of Imag-ine Schools, Inc., provides long-term real estate fi -nancing for school buildings that are home to pub-lic charter schools operated by Imagine Schools, Inc. and Imagine Schools Non-Profi t, Inc.

Subject to favorable rulings from the Internal Rev-enue Service, the organizations plan for Imagine Schools Non-Profi t, Inc. to acquire ownership of Imagine Schools, Inc., after which Imagine Schools, Inc. would convert to non-profi t status. Once this transition is complete, the entire Imag-ine Schools system will operate through non-profi t corporations exempt from tax under section 501(c)(3) of the Internal Revenue Code.

With TEAMWORK, Imagine the Possibilities For Kansas City, it is true that many hands make for light work. This year, what has been most evident is the authentic camaraderie we’ve developed. Kansas City became the essence of teamwork. Elementary, middle, and high school teachers shared immeasurable knowledge at one of our best regional forums. Once school started, Imagine Wallace campus cheerleaders hosted a camp for the Imagine Kensington campus cheerleaders, which led to a special perfor-mance by elementary Warriorettes at a varsity basketball game. The middle school hosted 5th Grade Day on campus, while elementary staff assisted with high school coaching. At the onset of the second semester, both Kensington and Wallace Campuses developed a “teamwork” frame of mind; creating a cross-campus motto by which we would work until the end of the year: Teachers Enriching All Minds With Opportunity, Respect, & Knowledge. The satisfaction of our parents, the return of our students, the retention of our staff, and the overall success of our schools can be attributed to the team approach. Kansas City is the epitome of unity; a true display of how much more we can accomplish together than we could ever dream alone.
