In ourgroup there are only two of us, Canisius Bong Wei Pheng and Ong Jia Min. This finalproject required us to find a specific land within Taylors University LakesideCampus to initiate a small construction project. The size of the land shall not bemore than 30m x 30m. Every group has to choose one out of five purpose whichinclude Recreation Area, Study Enhancement Area, Rest Area, Food and Beverage(dining area) as well as Commercial Area. So, for us weve chosen rest are as ourpurpose for this final project. 4. Introduction to Construction Industry: Final ProjectSite Analysis and ObservationAfter understanding the final project brief of Introduction to ConstructionIndustry, we had chosen a 30m x 30m site to initiate our smallconstruction project. So our 30m x 30m site is located near the lake whichis in between the commercial block and block C,D and E building. Thewhole lake measure approximately 30m x 60m and to build this rest areawe only require 30m x 30m of the entire space will be used which is halfof it. Towards to the west from our site, which is the commercial blockwhich wecan see most of the restaurant place there. Towards to the southfrom our site, besides seeing the lake we can also see car park and thefutsal court. Towards to the east from our site, it is our Campus block C,block D and block E buildings. Towards to north from our site, it is ourCampus block A, block B and offices.4 5. Most of the rest area provides comfortable resting chairs and a veryquiet and peaceful environment so that people can relax themselves. Rest area can be located in anywhere as long as there are people aroundthat area. Besides our own home or bedroom, public area can also have a rest areato let people to rest whenever they are tired. The purposes of having a rest area is mend to let people to have theirown sweet time and relax their mind. 11. Introduction to Construction Industry: Final Project11PurposeThe purpose we choose to initiate our site as a rest area is toprovide more resting area for students, lecturers and visitors becausethere are limited places especially rest area in Taylors UniversityLakeside Campus as Student Life Centre and library are the only places tohave a good and comfy place to sleep and rest.The rest area also consist of cafeteria and vending machines so thatpeople dont need to walk a long distance to grab themselves foods anddrinks. At the same time it can help to earn some incomeThis rest area is located around the lakeside in between thecommercial block and buildings of block C, D and E because it is a centerpoint in the campus as it is convenient for people to walk there withinashort period 12. Introduction to Construction Industry: Final Project13ConceptThe whole concept of this rest area design is to let people to rest, relax andchill in a peaceful and quiet environment with many facilities providedthere. This rest area is divided into four part along with a walkway bridge.The first two section are the theater room together with slide and projectorand red beanie chair. The third section is the cafeteria that sell light foodswhere is convenient for people to grab some light food. The last section ofthis rest area is the the bench area which there are only benches in thissection. People can just sit down and enjoy the peaceful and scenery of therest area.The projectors and slides are provided in the rest area theater rooms for people to spendtheir time and watch movie. All type of movies will be showing in different day and time.The list of movies will be renew from time to time. 14. Introduction to Construction Industry: Final Project14Meanwhile, there are also red beanbags provided around the whole room of the theaterroom of the rest area. People can choose either to rest on and watch a movie or sleep on it.This set of table and chair will be the concept for our cafeterias diningfurniture in our rest area. 15. Introduction to Construction Industry: Final Project15Besides beanbag, woodenbenches will also be provided infourth section of our rest area.So, there will be sufficient spacefor people to rest, chill andrelax.The artificial bushes has a purpose to make ourrest area looks greener and more eco-friendly.Vending machines will also beincluded in the rest area foreveryone convenient to grabsome snacks or drinks. 16. Introduction to Construction Industry: Final ProjectPurple Persian Shield plant and Purple Hydrangea plant are used to make our rest areamore colorful and lively. Purple represent spiritually which will attract peoples attention.16Pink color represent nature and culturally. It brings nature one step closer to people andalso additionally brings joy and colors to our rest area. Besides that, people will getattracted by the color pink and also the fragrance of Pink Azalea plant. 17. A copy of landownership or land title which has been certified astrue copy by commissioner of Oaths or Justice of Peace. Copies of valid documents such as power of attorney or sales andpurchase agreement or tenancy agreement if the owner is differentfrom the list of names in the landownership or land title. Six sets of building plans properly arranged and folded in A4 sizewhich has been prepared by a professional consultant. Introduction to Construction Industry: Final ProjectStep 1Applicant submits application to secretariat of One Stop Centre. The One StopCentre (OSC) Secretariat shall check and examine all documents submitted basedon the checklist prepared. If the application is incomplete, the OSC Secretariat willrequest the applicant to submit the necessary or addition documents/plans.23 The OSC Secretariat shall: Register the application Receive the receipt of processing fees Key in data for electronic submission, if applicable: and Issue letter receipt application to the applicantStep 2OSC secretariat will distribute application to relevant departments. Forsubmission of building plans, the technical departments/agencies that shall bereferred to are as below: Department of Fire and Rescue Services; Water Supply Corporation; Department of Sewerage Services; Tenaga Nasional Berhad; Internal technical departments (Department of Planning, LandscapeDepartment, Department of Engineering, Department of Health) Other related technical departments/agencies 24. Introduction to Construction Industry: Final ProjectStep 3Processing of building plan Application by the Department of Town PlanningLocal Authority. For the building plan approval, the officer in the BuildingDepartment shall undertake the following process and procedure:-24 Receive application letter with complete documents from the One StopCentre Secretariat and open file; Check fee payment; Check Form A (Schedule II Uniform Building By Laws 1984); Check the building plan based on detailed checklist Receive comments from technical departments/agencies and coordinatecomments with the agreed layout plan; Prepare written directions to the applicant and ensures applicant complywith conditions; Prepare recommendation paper to the One Stop Centre Secretariat The Director of Building Department shall table the recommendation paperin the OSC Committee MeetingStep 4Compilation and coordination of recommendation papers will be done. The OneStop Centre Secretariat shall: compile and coordinate all recommendation papers; issue letter of calling for meeting attached with meeting agenda to allmembers of the OSC Committee; and distribute recommendation papers. Should a technical department/agency not able to provide commentswithin the stipulated time without a valid reason, the One Stop CentreCommittee shall proceed to consider the application and make decision. For applications that had submitted the pre-computation plan at the earlystage, any differences noted between the pre-computation plan and thelayout plan, the OSC Secretariat will have to inform the applicant to makethe necessary amendments. 25. Introduction to Construction Industry: Final ProjectStep 5One Stop Centre will organize a committee meeting. The OSC Committee Meetingshall undertake to consider and make decisions on the applications for:25 planning permission; building plans; earthworks plans and road and drainage plans. The committee shall make recommendations for: pre-computation plan; application for simultaneous subdivision and conversion under section124A NLC in accordance with subparagraph 136 (1)(c)(i) NLC orapplication for surrender and re-alienation section 204D NLC in accordancewith paragraph 204D(1)(d) NLC. The decision of the planning permission in the OSC Committee Meetingshall be issued through; Form C1, Schedule I Development Control (General) Rules, 1986 - AwardPlanning Permission to Applicant; and Form B, Schedule IV Development Control (General) Rules, 1986 - Notice toPerson who Object the Planning Permission; or Form C2, Schedule I Development Control (General) Rules, 1986 - Reject togrant planning permission These documents shall be signed by YDP or empowerment to the Directorof Planning Department Local Authority. 26. Introduction to Construction Industry: Final ProjectStep 6Preparation of notification of planning approval is sent to land administrator. TheOSC Secretariat shall prepare the necessary documents to be submitted to theLand Administrator:26 Approved documents Form C1, Schedule I Development Control (General Rules), 1986 - planningpermission approval; Letter of confirmation of approvalStep 7Prepare recommendation paper to the State Executive Council (EXCO). The LandAdministrator shall prepare a recommendation paper to the State Director ofLands and Mines to be tabled at the meeting of the State Executive Council fordecision.The State Director for Lands and Mines shall inform the State's decision to theLand Administrator and make copy of the decision to the One Stop CentreSecretariat.Step 8The Land Administrator informs the applicant of the decision on the LandDevelopment ApplicationUnder section 124A, the Land Administrator shall inform the applicant of thefollowing:- the subdivision that has been approved; for every subdivision, the category, conditions and expressed conditions (ifapplicable) as directed by the State Authority; additional premium rate and quit rent for every subdivision as well as otherpayments that need to be made; the period for the payment of additional premium, quit rent and others; and other conditions of approval as imposed by the State Authority. 27. Introduction to Construction Industry: Final ProjectAt the same time, the Land Administrator need to present the notice in Form 7Grequesting the applicant to make the necessary payments within the stipulatedtime as follows:-27 Surveying fees if the survey is to be done by the Department of LandSurvey; and Payment for the preparation and registration of the Qualified Title for everylot in the subdivision.For section 204D, the Land Administrator shall inform the applicant of thefollowing: The terms of the approval for each unit that shall be re-alienated; The additional premium and tax rates for each unit that shall be re-alienated; Period of payment of the additional premium, tax and other payments thatis charged; and The amount of premium in Form 5A in relation with each unit. The surveycharges shall not be included in Form 5A if the survey is to be undertakenby a licensed surveyor and the Land Administrator has been given theassurance by the Board of Surveyors.Step 9Prepare decision paper for acknowledgement to the Full Council. The OSCsecretariat shall prepare decision paper of the One Stop Centre Committee to beacknowledged at the Full Council Meeting of the Local Authority. 28. Introduction to Construction Industry: Final ProjectStep 10Inform the approval to the applicant. The One Stop Centre secretariat shall:28 collect the approved documents signed by the YDP or throughempowerment to the Director of Planning, Director of Building and Directorof Engineering. inform the applicant the on the decision of the application enclosing theapproved layout plan, building plan and other related plans. The total time frame for the processing of simultaneous application issuggested as 92 days (3 months and 2 days). Introduction to Construction Industry: Final Project41Benefits Creating more rest area in this campus, there is a limited place forstudents in Taylors to chill especially during their break time sothey can come to our site and rest. This resting area can be an attraction of this campus and it can alsoattract more students, parents or lecturers to come and visit it. It can make our campus more lively especially during the night timebecause most of the shops are closed in the campus but only ourresting area is still open for people to chill. Most importantly students who dont drive to campus can chill orspend time in our rest area before their parents pick them up fromcampus. Our proposed rest area can also be a good place for people to meetup and chit-chatting because there are also vending machines andcafeteria for them to chill. 42. Introduction to Construction Industry: Final Project42ConclusionIn a nutshell, this 30m X 30m site are proposed to initiate as a rest areafor students, lecturers, staff and visitors in Taylors University LakesideCampus as there are limited rest area in the campus for people to rest. So, thisproject to build a rest area around the lake serves as a solution to solve theissues of limited rest area in the campus.As soon as we fully understand our site, we started planning our sitebased on our chosen concept which is rest area in order to serve as its purpose.We came out with some ideas which is to provide a movie theater togetherwith beanbags in our rest area in order to create a different atmosphere as arest area. The whole concepts of the rest area along with the plants, furnitureand others also required to plan well to make sure it is suitable for it.Last but not least, it require us a lot of procedures to get some items suchthe documents from the authority. Id like to thanks our lecturers and tutor forgiving us advice when we needed it and also some helps when we face theproblems doing this assignment.
