VITA - at Taft Branch Library through March 31st

VITA (Volunteer Income Tax Assistance) to begin at Taft Branch Library. Free income tax help will be available at the Taft Branch Library starting now. Volunteers from the VITA program will be available on Wednesdays from 11;30 am to 6:00pm through March 31st. No appointment is necessary. Taxpayers wanting help should bring any tax forms they receive in the mail; records of income and deductions; a copy of last year’s return and their social security card. Parking Enforcement Begins Downtown

Elk Hills Students Visit Discovery CenterAll aboard! Eighty Elk Hills students, staff, and parents enjoyed their Amtrak ride to Fresno where they visited the Discovery Center on February 11th.

The Taft Police department will begin an enforcement operation regarding parking violations in the downtown business district of Taft. This enforcement operation will begin on Monday 3-15-10 at 9:00 A.M. please read posted parking regulation signs for allowable hours of parking.

The Maricopa Chamber of Commerce and the City of Taft are providing a Free shuttle transit service to the Maricopa Gusher Days on Saturday, March 20th. The free shuttle service will be available all day on Saturday from the 5th Street and Main Street bus depot only.

The Taft Independent has learned that City Councilman Craig Noble owes the City of Taft at least $8,200 in delinquent lease payments for land that Noble leased from the city where his Midway Sunset Antique building is located on city owned property. In a letter to Noble dated July 17, 2009 from Lucille Holt of City Grants/Property Management, Holt wrote that Noble was delinquent $5,970.75 in lease payments for the period July to December 2008, and $746.75 for the months of January, February and March 2009 for a total of $8,211.00 Calls to Noble have not been returned to the Independent. In November 2008, Councilman Cliff Thompson publicly called for Noble to resign from the council because of his alleged conflict of interest with the city, a conflict that Thompson contends existed because Noble could not have a contract - the lease - with the city as a city councilman. Noble sold the building to local realtor Laura Geiger in December of 2008. In a second letter dated September 9, 2009 to Nicholas Salapatas and Laura Geiger, the purchasers of the building, Holt wrote that $3,845.80 in lease payments were due for the period May 2009 to September 2009. Geiger told the Independent that she stopped making lease payments to the city in May when she learned that she would not be able to buy the land the building sits on from the city. City Manager Bob Gorson told a meeting at City Hall in January that the city was now the owner of the building. Noble has not spoken publicly about the building or who the current owner is. The city council has met on at least three occasions in closed session to discuss the parcel identified as 201 Supply Row.

Liberty Under Fire

We have a problem, California. Our house is on fire, and it is burning to the ground. Some refuse to acknowledge that this fire is dangerous. Some have chosen to bury their heads in the sand and pretend there is no fire. Some look directly at it, and while watching it destroy our livelihood say, “Don’t worry. That house is too big to burn down.” Others know the damage the fire will do, and condescendingly suggest we “grab a mop” to put it out.Many have come to the rescue to put out the fire. A doctor or lawyer or some other respected professional may know how to put out a fire in theory; but I would prefer the firefighter who has been professionally trained, with his fire truck that is fully equipped with everything he or she needs to save my home from eminent destruction. In the fight to save California’s house from burning to the ground, I consider myself to be the firefighter we need. The 25 years I have spent articulating freedom and adherence to the US Constitution in this community qualifies me to make such a statement. I come fully equipped with an arsenal of knowledge and the ability to articulate how the Constitution can save California. Many are asking me why I dropped out of the race for State Assembly, as I was the only candidate who came with a fire truck and water hose. Every audience I was privileged to address knew this, as did any and all who have known me and heard me speak over the years. But a funny and unfortunate thing about politics is that you cannot win

unless that support turns into dollar signs, although we made a large dent in this race with our numerous volunteers and limited funds. But the fight for liberty is not over for me. In fact, it is just beginning. The time for sitting idly by and watching as our liberty is confiscated from us one stifling law at a time is over. It is time to move beyond the four walls of my classroom, and beyond the party politics of any election. Real change will not come about in this country from the politicians; it will come from the people who demand it. But first we must arm ourselves with knowledge of our founding, and of the Constitution and how the principles therein can save our country and our freedom. As a culture we have forgotten who we are, where we came from, and why those things matter. Through my website, LibertyUnderFire.org, I plan to share the wealth of information I have collected over the years with any and all who care about freedom. If we do not act now, we will follow those in history who have given their freedom away to a government who promises the world in return. We must take back California and America now before the house burns to the ground and all that is left is the ash-dusted remnants of the freedom we can barely remember. City Attorney Threatens Legal Action Against Taft Independent Taft’s City Attorney, the law firm of Gibson and Gibson, has sent a letter to the publisher of the Taft Independent demanding a retraction and apology for an editorial that appeared in the online version of the Westside Watcher. The letter said that the online editorial was libelous, untrue and misrepresented the facts, the law and the motivations for “our actions” and exposed the law firm of Gibson and Gibson to “profound hatred, contempt, ridicule, and/or oboquy, which has a tendency to injure us in our occupation”. The 6 page letter further demanded that the publisher “Cease and desist from any futher postings of articles...that misrepresents the facts”. The editorial entitled “What’s a City Attorney To Do” appeared in the online issue of the March 12th issue of the Independent.

Oilworkers Monument Foundation Ready for Bronze Artwork

Local businessmen Charlie Beard and Bob Colston stand on the foundation of the Oilworkers Monument where a 30 foot tall bronze derrick will be delivered near the end of April and placed on the newly poured foundation. The monument, which will be dedicated during Oildorado, will be completed by October and presented to the public in an unveiling ceremony on October 15th.

City Transplants 32 Mature Trees From Bakersfield, Rails to Trails Benefits The City of Taft has agreed to purchase 32 mature trees from the city of Bakersfield and transplant the trees to the city’s Rails to Trails park. Melissa Iger of the Tree Foundation of Kern and Bud Rice of the City of Taft have arranged for the purchase, transport and replanting of the trees along the city’s linear park to provide shade and improve the park before Oildorado 2010. Some of the trees, which are up to 10 years old, are 15 feet tall. The trees are being removed by the City of Bakersfiled to make room for construction of the Westside Parkway and Calloway Drive Interchange.

More than 100 people turned out on Wednesday, March 17th at the historic Taft Pioneer Mercantile building for the city’s dedication of the old two story structure that was almost torn down in 2005. Gary Joyce of Joyce properties accepted a beautiful bronze plague from Taft Mayor Dave Noerr that listed the brick building No. 1 on the city’s register of historic buildings. Also on hand for the dedication of the building was City Manager Bob Gorson, Councilman Randy Miller, Tat Chamber Director Fred Schell, historian Larry Peahl, Oildordo President Eric Cooper as well as representatives from Assemblywoman Gene Fuller and Kern County Supervisor Ray Watson. “This is a great day for Taft,” said Joyce who had worked for nearly five years to restore the old hardware store that was built in 1926. In 2005, when Joyce first discovered the building, which was then owned by the Taft Lions Club, he decided that he wanted to purchase the building and restore it to its original state. “Councilman Craig Noble helped me make contact with the Taft Lions to see if they would allow me to purchase and restore the building,” Joyce said. “Councilman Noble brought us together and the Lions asked only that I promise to save and restore the building,” Joyce said. “I have kept my promise.” Mayor Dave Noerr read a resolution and presented Joyce with the plaque that will be mounted on the outside 5th Street entrance of the building. 2010 Census Forms Arrive in 120 Million Mailboxes Across NationResponding By Mail Can Save Taxpayers Hundreds of Millions Asking just 10 questions and taking about 10 minutes to complete, 2010 Census forms began arriving in 120 million mailboxes across the nation today — just the 23rd time the country has undertaken the constitutionally mandated population count that dates back to 1790. The only civic event that includes every person in the country, the Census is the basis for America's representative democracy, ensuring that Congress is fairly reapportioned every 10 years between the states. Census counts are also used to redraw state and local legislative boundaries so that political representation is fairly distributed across their changing populations. “When you receive your 2010 Census, please fill it out and mail it back,” Census Bureau Director Robert M. Groves said. “It's one of the shortest forms in our lifetime with just 10 questions very much like the questions James Madison and Thomas Jefferson helped craft on the very first Census.” As America has grown and become more complex and more diverse, it has become more challenging over the decades to get a complete count of the population. The 2010 Census faces special challenges during the current economic downturn, including the housing crisis which has resulted in higher rates of vacant housing that must be visited to ensure a complete count. The Census Bureau today estimated that if every household completed and mailed back their census form, taxpayers could reduce the cost of taking the census by $1.5 billion. The Census Bureau saves about $85 million in operational costs for every percentage point increase in the nation's participation rate by mail. “Here is something every family can do to help their government save money, and get an accurate Census at the same time. Mailing back your census form when it arrives will contribute to saving hundreds of millions of taxpayer dollars,” Groves added. “It's a lot less expensive to get responses back by mail than it is to send census takers to knock on doors of households that failed to respond.” “It costs the government just 42 cents for a postage paid envelope when a household mails back the form,” said Groves. “It costs $57 to send a census taker door-to-door to follow up with each household that fails to respond.” Advance letters alerting households to the arrival of the 2010 Census form last week, as well as reminder postcards sent later this month, are all part of a mailing strategy that has been proven to increase participation in the census by mail — a cost savings that could exceed more than $500 million. Even with these changes to make the census the shortest and easiest in a lifetime, the Census Bureau still projects that it will have to send census takers to an estimated 48 million households that do not respond by mail. Following up door-to-door to count households from May to July will require hiring about 650,000 census workers. Participating in the census is required by law for everyone living in the United States, and the public is encouraged to promptly mail back their 2010 Census forms once they are delivered this week between March 15-17. About 12 million addresses, mostly in rural areas as well as Gulf Coast areas affected by Hurricane Katrina, began receiving hand-delivered forms March 1 Census data also help determine how more than $400 billion in federal funds are distributed to tribal, state and local governments every year — including funding for schools, roads, health care and other critical programs. As a way of encouraging response, the Census Bureau will be publishing mail participation rates showing the percent of the population that have mailed back their 2010 Census forms on a daily basis on <2010census.gov>. This map-based feature and widget application allows communities to track how well they are responding by mail and if they're doing better than neighboring cities, counties or states. The first participation rates for the 2010 Census will appear March 22. Rates from the 2000 Census are already on the new site and serve as a benchmark. We hope communities will challenge themselves to exceed their 2000 performance for this census.

It's Easy: A Look at the 2010 Census Questionnaire The census mailing package includes a cover letter, the 2010 Census form and a postage-paid return envelope. The 10 questions are basic and should take about 10 minutes to complete. The 2010 Census asks the following questions:

Census forms are available upon request in six languages: English, Spanish, Chinese (Simplified), Korean, Vietnamese and Russian. For the first time, bilingual English/Spanish forms will be mailed out to 13 million households where Spanish is the predominant language spoken at home. Braille and large print forms are also available on request. For the hearing impaired, a TDD program is available at 1-866-738-2010. Language assistance guides are available in 59 languages on <2010census.gov> to assist non-English speaking residents fill out their forms. There are also short, in-language videos on the Web site to help with form filling. Telephone Questionnaire Assistance is also provided in Spanish (1-866-928-2010), Chinese (1-866-935-2010), Vietnamese (1-866-945-2010), Korean (1-866-955-2010) and Russian (1-866-965-2010) in addition to English (1-866-872-6868). The Census Bureau will also be staffing more than 30,000 Questionnaire Assistance Centers around the country where people can get help with their forms in multiple languages. Locations of the centers are being publicized locally and can also be found on <2010census.gov>. These locations are temporary and may change based on levels of local assistance needed by residents.

All Census Bureau employees take the oath of nondisclosure and are sworn for life to protect the confidentiality of the data. The penalty for unlawful disclosure is a fine of up to $250,000, imprisonment of up to five years or both.ABOUT THE 2010 CENSUS The 2010 Census is a count of everyone living in the United States and is mandated by the U.S. Constitution. COLLEGE DISTRICT NOTICE IS HEREBY GIVEN that the Governing Board of the West Kern Community College District at a board meeting on March 6, 2010, announced the provisional appointment of Dawn Cole to serve on the Governing Board, replacing John Miller, who resigned from the Governing Board effective March 12, 2010. Annie Promises an Evening of Family FunBy Kathy Orrin

Leapin’ Lizards! Annie has come to Taft! This Friday, Saturday, and Sunday, (March 19, 20, and 21) beginning at 7:00 p.m. in the evening (3:00 p.m. on Sunday), for a small price of $7 for adults and $5 for children, we will be treated to the wonderful story of Little Orphan Annie. Those of us old enough to have read the classic comic strip know that Annie (masterfully played by Baeleigh Beven) is rescued from her horrible existence in an orphanage run by the dreaded Miss Hannigan (Debbie Potaczala) and taken to the (Yikes!) mansion of Mr. Warbucks (Kevin Crawford). Through a set of circumstances, Warbucks engages J. Edgar Hoover--through the help of President Roosevelt (Curtis Walchuck)—to find Annie’s parents who have been “lost for about eleven years”. (oh boy!) There are many familiar faces in the diverse cast. Grace, Secretary to Mr. Warbucks, is played by Chelle Koerner, Director of Special Services at Taft High. Also representing Taft High are Billy Long of the IT department and Kellie Morris, drama teacher—a couple of ne’er-do-wells who attempt to claim Annie as their own. Seated at President Roosevelt’s cabinet is Community Theater new-comer, Roland Maier, Assistant Principal of Lincoln School. All the songs and dances are delightful and engaging, but the show-stopper is the orphan’s lament, It’s a Hard-Knock Life. Imagine no less than thirty-four girls of varying sizes and ages, mops and buckets in hand, stealing the hearts of the entire audience—and that’s before the show is barely started! Taft’s Community Theater, operating under the auspices of the Westside Recreation and Parks District, has long been an advocate of multi-generational casting, always seeking out kids, young adults, and seniors for their productions. This time, however, they have outdone themselves. Anyone who was lucky enough to see Dolly! or the most recent The Lady Pirates of Captain Bree knows that the Taft’s Community Theater strives not only to entertain but to spark an interest in the theater in folks of all ages. They have succeeded on all counts with this production. This musical Annie has been directed by Krista Long who deserves high praise for the casting, the sets, and the management of so many little girls! Do yourself and your family a favor; plan to spend an evening or an afternoon with Annie. Tickets are being sold by all cast members and are available at the door before each performance.

Pease Drops Out Assembly Race Dr. Harold Pease, Taft College Professor and candidate for the 32nd District Assembly seat, regrets to announce the conclusion of his participation in the race. Dr. Pease exits the race reluctantly, given the positive response he received from those who had the opportunity to hear his plans for rescuing California. “My message drew great applause from every group who heard it. That message is that we are losing our liberty in great gulps and that a return to the core values of the Constitution, especially the 10th Amendment, is the only long-term solution to jobs and prosperity in California.” Dr. Pease believes that California has reached a critical point. “This election and every election in the foreseeable future is no longer about left or right, conservative or liberal, nor even about party. It is about how much more government control you can endure in your life or business and still say you are free.” Dr. Pease is grateful for the opportunity the campaign has given him to further spread this message. He cites a lack of financial support as the major reason for his discontinuation in the race. “The great enthusiasm for my message did not translate into adequate financial contributions to compete against some well-entrenched political operations. I entered this race for my grandchildren and I gave it all I had.” Dr. Pease says he will remain in the fight to save this state and country as a voice for freedom to all who will listen through clubs, organizations, newspaper columns and other media outlets. “Stopping the hemorrhage of our liberties will require every hand and there is no time to spare. I will continue to spread this message as I have for over twenty-five years.” Dr. Pease thanks his dear friends and family, without whom he would not have been able to reach as many people with this message. “Many volunteers have spent countless hours donating their time, talents, and labor. Business owners have offered to donate their services, and friends have offered support. My family has been right there for me, spending countless hours working tirelessly on this campaign.
