    A large majority o you in the U.S. dontrealize you have a choice when it comes tohaving your child vaccinated or not.

    Your ederal and state governments haveled you to believe that in order or yourchild to attend school, he or she must beimmunized according to the mandatedschedule.

    Nothing could be urther rom the truth.You have every legal right to protect your children rom the known healthrisks o vaccinations. Laws are in place to sa eguard you against those risks

    youve just never been let in on the secret.

    Ive outlined or you what I believe is the best way to go about understandingand exercising your legal right NOT to have your child immunized i youchoose that path.

    Two Basic Immunization Axioms

    As you read this report and put its principles into practice, there are two basicaxioms youll never want to orget. You can consider them the oundationupon which you base all your actions.

    Nobody anywhere or anytime or under any circumstances has1.

    the right or power in this country to immunize you or your childrenagainst your will and conviction.

    I they attempt to do so, you can legally charge them with assault with adeadly weapon and have the ull resources o our laws behind you.

    At all times in attempting to avoid unwanted immunizations, you have2.the Law o the Land behind you. Those who would try to vaccinate youagainst your will are on very shaky ground.

    Into every compulsory immunization law in America are written legalexceptions and waivers, which are there speci cally to protect you romthe attempted tyranny o o cialdom. It is not only your right, but yourobligation to use them, i this is what your conscience tells you.

    Six Articles of Immunization Resistance

    Article I

    In all your contacts with any member o the school, public health, or legalestablishment, always remain calm, courteous, and humbly reverent towardtheir position. You are only asking o them that whichthe law binds them to give you. There is no reason oradvantage to be gained by antagonizing them.

    Most o these o cials believe they are discharging

    their trust as outlined by law. I they are oversteppingthe law, then you must very diplomaticallybring the true acts to their attention, but withoutattempting to belittle them.

    Rule No. 1: Do not harass, belittle, or antagonize o -cials unnecessarily.

    Article 2

    All compulsory laws concerning vaccination (including the military) containexceptions and waivers. These protections placed in the laws are what youmay legally use to exclude yoursel and your children. Surprisingly, these ex-ceptions were placed there, not or your sake (although you may take advan-

    tage o them), but or the protection o the establishment.

    How is this possible?

    Let us assume that these exceptions were notthere, and everyone was actually orced to be im-munized. Should a child die or become mentallyor physically disabled, the parent would have theper ect case to sue the doctor, the school, thehealth department, and even the state legislature

    or enormous damages.

    Since they allowed no exceptions, they must ac-cept ull responsibility or all the adverse conse-quences o the law.

    However, i exception waivers are placed in the law, the responsibility is thentrans erred back to the parent. I a child should be injured by immunization,the o cials can say, Well, the parent should have exempted him i they thought there was any danger.

    There ore, there is in truth no such thing as a compulsory vaccination law inthis country. They are ALL, in essence, voluntary . The problem is that practi-cally no one in authority will let you know this act.

    Rule No. 2: There are no compulsory vaccination laws. All are voluntary, andyou are held responsible or the adverse results upon you or your children.

    Article 3

    While all immunization laws have exceptions you can use, the wording in eachstate difers, and you must know the exact wording or your state to make theproper request o waiver. This in ormation can be obtained in one o two ways.

    Go to the re erence section o your local library. Look in the State Statute1.Revised Law Book under Public Health Law or Communicable Diseasesections. The list o immunization requirements will appear rst, and thenthe exemptions will be given. Usually one or two provisions will be listed:either on religious or medical grounds or both.

    You may call or write your state representative and ask or a copy o the2.immunization laws in your state. Making this available is part o his or her job, and it will be sent promptly.

    Rule No. 3: Know your own state law so that you can con orm to its exactrequirements or exemption.

    The ollowing 18 states allow exemption to vaccination based on philosophi-cal belie s: Arizona, Cali ornia, Colorado, Idaho, Louisiana, Maine, Michigan,Minnesota, New Mexico, North Dakota, Ohio, Oklahoma, Rhode Island, Texas,Utah, Vermont, Washington and Wisconsin.

    In many o these states, individuals must object to all vaccines, not just aparticular vaccine in order to use the philosophical objection or personalconviction exemption. Many state legislators are being urged by ederal healtho cials and medical organizations, to revoke this exemption to vaccination.

    I you are objecting to vaccination based on philosophical or personal convic-tion, keep an eye on your state legislature as public health o cials seek to

    amend state laws to eliminate this exemption.

    Article 4

    There are two basic reasons or exception medical or religious. Which oneyou choose will o ten depend upon the wording o the law in your state andyour own personal convictions.

    We shall discuss medical exemption rst.While laws do vary, nearly all states requirethat a note or certi cate o waiver be submit-ted by a physician licensed in your state o residence.

    In some areas, where states are small andpeople continually travel rom one to anoth-er or business, a statement rom a physicianin a contiguous state will be accepted.

    In this letter, it is usually necessary to statethe reason or the requested waiver and the length o time it should extend.Many laws limit all such letters to a school year, and they must be renewedeach all.

    The two most valid reasons or medical waiver are the ear o allergic reactionin a sensitive child and to prevent possible damage to a weakened immunesystem. Both o these can occur in a child who has been immunized, and sinceno one but the physician and the parent will be held responsible or their con-sequences, it is up to them to protect the child.

    It is possible that some states may require the letter be rom an M.D. or D.O.,but many will allow an exemption letter rom a chiropractor i it is courteouslyand properly written, as outlined above.

    Rule No. 4: Medical waivers are always valid, but must be written to t eachstate law. They o ten need to be renewed annually.

    Article 5

    The oregoing may work or school exemptions, but are there any such waiversin the Armed Forces? Yes. All branches o the service provide immunizationwaivers.

    Again, i they did not, you could sue them or millions o dollars i a reaction

    occurred rom their immunizations. Because o these waiver provisions, you

    Title 42 on immunization when you receive your passport. Never orget thebasic rule, No one will vaccinate you against your will, because by doing sothey assume ull responsibility or the consequences both legal and medi-cal.

    Rule No. 6: You may travel wherever you wish in the world without vaccina-tion. The worst that can happen legally, is that in very rare circumstances, youmay be detained temporarily.

    More Important Tricks of the Trade

    The above six articles constitute all the basic rules. However, there are manyimportant little tricks o the trade to having your legal requests honored. Illdiscuss these now.

    While waivers and exemptions are written into all laws on immunization, mostpublic health o cials, doctors, and especially school o cials are loathe todiscuss their existence when questioned. They rarely, to our knowledge, volun-teer such in ormation.

    A top Philadelphia school o cial was on the radio with the unequivocal state-ment, NO SHOTS, NO SCHOOL.

    This statement is o course completely counter to state law, with whichpresumably he is amiliar. Such unwarranted dogmatism is common in thepeople you will encounter. Once the end o their legitimate authority has been

    reached, they will use their next most power ul weapon INTIMIDATION.

    They will threaten to keep yourchild out o school, take him romyou, or send you to jail. These areall idle threats because they can donone o these things, i you ollowour simple instructions.

    The basic rules have been given toyou, but there are a ew importantdetails to be considered i the o -cials start on this course o unlaw ulintimidation.

    You must send a letter1. to the school to in orm the education o cials o your stand. A phone call is not legal. It can be a note rom your doctor,minister, or a notarized letter rom you stating your sincere objections tothe immunization.

    I you do not do this and ail to have your child immunized, it could beconstrued as negligence on your part. In some states, there is a possibilityo legal action against you.

    I the school should re use to honor your letter, request that they give you2.a statement in writing outlining their reasons or re usal. I they wont, their refusal is legally invalid , and your letter stands they must enrollyour child.

    I they do (they rarely will), they take the risk o incriminating themselves,especially i they are acting contrary (as is common) to what is speci edin the law concerning your rights or exemption. Remember, they are ontenuous ground, not you. They are your servants; you are not their servant.

    Sometimes a very shrewd o cial will give law ul reasons or the re usal.He will tell you (in a very negative way) what the accepted exemptionsare. At that point you simply go about meeting the exemptions by one o the routes Ive suggested.

    Child neglect is the one legal point you want to avoid at all costs. No legal3.parent or guardian can be charged with neglect unless he shows com-plete lack o concern or action to be more in ormed.

    Stripped o legal jargon, this simply means that i you can show that youhave investigated the situation, have come to a speci c decision concern-ing immunizations, and have in ormed the authorities o the same, noneglect charge can be brought.

    Neglect can be brought only when it can be shown that you have ailedto have your children immunized, not out o respect or their medical orspiritual integrity, but only because you were too concerned with othermatters.

    At times, there may be a question o whether you have given or with-4.drawn legal consent. Legal consent is dependent upon being properlyin ormed on both the advantages and the risks in any choice or decisionyou make.

    In other words, i a physician were to tell you that vaccination is per ectly

    sa e and efective to obtain your con-sent, such consent would not be legalbecause he lied and you have not beenproperly in ormed.

    Conversely, it could be argued thatnon-consent is not legal i youare not ully in ormed about the risksand advantages o immunizations.

    What do you do i everyone re uses to5.give you a waiver?

    Send notarized letters by certi ed mail to the vaccine laboratory whichmakes the shot (ask your doctor or the address), to the doctor who is toadminister the shot, to your school principal, to the school board, and toyour local health department.

    In these letters, make it clear that since they have re used to give you aduly requested waiver, you can no longer be held responsible or whatmay happen to your child i they orce these shots upon him.

    You then state that you will allow immunization i each will present youwith a written signed guarantee o sa ety and efectiveness o the vac-cine, and that they will consent to assume ull responsibility or any and alladverse reactions that your child may develop rom the required shots. O course, none will give you such a guarantee.

    They cannot do so because all vaccines are considered potentially highlytoxic. We have yet to hear o an instance o urther harassment o parentsa ter such letters have been sent.

    Thats about all that is needed to obtain the necessary exemptions or yourchildren. All that has been said in this last section (1 to 5) is also applicable tothe military and international travel, i required.

    A Potpourri of Ammunition

    As long as each individual who opposes vaccines has sincere objections,states them in writing, and signs his name it is considered legal and properaction and must there ore be honored.

    Since many medical controversies exist surrounding immunization, drugs,and various other medications, it mandates that each individual have the rightto control his own decisions and reedom o choice; anything less would becontrary to the constitutional laws that protect the citizens rights.

    When you deal with school o cials and lawyers, you are playing with legalterminology move the wrong words around and you get hung.

    It is important to state your objections in such a way that it complies withyour states exemption provisions. They must then accept your request; i theydo not, they are breaking their own law.

    That is why it is absolutely essential that you know your own state law word

    or word be ore submitting your objection.

    According to the CDC (the ederal Centers or Disease Control), physicians arerequired to rst in orm their patients o the risks involved be ore they consentto vaccines. I they do not do so, it is prima acie evidence o deceit or negli-gence on the part o the physician.

    This regulation by the ederal government would also seem to assume thatthe patient has the right to re use i he eels that the risks are too great. I thisis so, is not the ederal government on record as supporting voluntary im-munization and, by obvious implication, against state en orced compulsoryimmunization?

    Should you ever have to go to court, or what is more likely, to appear be ore akangaroo court o school and health department o cials, here is some class

    No vaccine carries any guarantee o protection rom the labo-ratory that produced it or the doctor who administered it.

    The U.S. military allows no-nonsense immunizations waivers.

    There is NO FEDERAL LAWon immunizations. They dont dare. Their lawyers know the consequences.

    Your rights have been in ringed upon by o cials attemptingto use orce against your will.

    Most state o cials like a nice, stress- ree job. When you send inyour objections and re use to t their ordered world by not having

    your children immunized, you make waves.

    This rocks their quiet existence, and there are only two ways their li e can be-come orderly again: either by orcing you to their will, or acquiescing to yours.

    What you must do to obtain an early waiver is to make the latter the easiestpath or them.

    At rst, however, an attempt will usually be made to bend you to their will bysome orm o intimidation. Many unin ormed parents give in to this tack, andso it is tried again and again.

    I you are adequately in ormed, as a reader o this publication should be, youwill let the o cials know in no uncertain terms that you understand your

    rights under the law and will not stand or any such shilly-shallying. Invariably,once they discover you are adamant and acquainted with the state law, yourwaiver will be rapidly orthcoming.

    One Immunization State Law Example

    The ollowing is an example o the state o Illinois law (where I live) relatingto immunizations. Illinois, like most states has no philosophical objection, butdoes have a religious one.

    Communicable Diseases (77 Ill. Adm. Code 690) at the time such objection ispresented.

    Section 665.520 Medical Objections

    a) Any medical objections to an immunization must be:

    1) Made by a physician licensed to practice medicine in all its branches,indicating what the medical condition is.

    2) Endorsed and signed by the physician on the certi cate o child healthexamination and placed on le in the childs permanent record.

    b) Should the condition o the child later permit immunization, this require-ment will then have to be met. Parents or legal guardians must be in ormedo measles outbreak control exclusion procedures when such objection ispresented per Section 665.510.

    Never Forget!

    Never orget that no one has the power to immunize you or your childrenagainst your will. Its against the law!
