MESSAGE FROM DIRECTOR GENERAL Dear Colleagues, Financial Year 2015-16 had already culminated to a close. During this fiscal, we have achieved many visible milestones. It is a matter of satisfaction that in the FY 2015-16, we have been able to increase our annual work load, which was other-wise static since last three years. We have successfully completed many major projects within the country and outside such as Afghan Parliament Building at Kabul, Trauma Center BHU Varanasi, buildings at IIT Patna, Residential Flats for Hon’ble Members of Parliament, GPRA Dev Nagar, GPOA Patna, Supreme Court Extension Building and Refurbishing of Indira Gandhi Stadium, New Delhi in a very short time for 3rd India Africa Forum Summit-2015 and many more. We have added many new clients in our list and signed many new MOUs for execution of the works including with SINTEF Norway for C&D waste management studies. We have been able to successfully conduct the much awaited LDCE from JE to AE after a gap of nearly 14 years. Much awaited process of regularization of EEs has started as 1

26.04.2016. For all this achievements, I would like to express my deep appreciation to all of you for your sincere efforts, dedication and whole hearted cooperation. The new financial year has already commenced. We need to gear up and well plan out activities in advance for the entire FY and earnestly act upon to meet the set targets. The recent amendment to the Rule 126 of GFR by the Ministry of Finance is a welcome step wherein the position of PWOs such as CPWD etc. vis a vis PSUs engaged in the construction activities for assignment of works by the Departments/Ministries has been clarified. Now for assigning the works to the PSUs, Departments/Ministries will have to resort to the competitive bidding on the service charges to be claimed for execution of work. We must avail this opportunity by exhibiting leadership quality and reach to the maximum number of clients and showcase them our performance and benefits of getting their works executed through CPWD. It will help us in utilizing our spare capacity besides increasing the turnover. We must strive harder and harder in our endeavors to achieve the set goals. I am confident that with combined efforts of all of us, CPWD shall continue to excel and reach greater heights.

Shri Ananth Kumar, Hon’ble Minister of Chemicals & Fertilizers and Shri N. Chandrababu Naidu, Hon’ble Chief Minister of Andhra Pradesh, in the August presence of Shri M. Venkaiah Naidu, Hon’ble Minister for Urban Development & Parliamentary Affairs, laid foundation stone on 22.4.2016 for construction of “Central Institute of Plastics Engineer-ing & Technology at Vijaya-

wada. Shri Hansraj Gangaram Ahir, Hon’ble Minister of State Chemicals& Fertilizers, CIPT Authorities and CPWD officers were also present. The project costing Rs. 30 crores shall be constructed by Southern Zone-VI, CPWD Vijayawada.

Shri Kalyan Singh, Hon'ble Governor of Rajasthan inaugurated ITAT Office Building at Jaipur on 14.04.2016 in the august presence of Shri D. V. Sadananda Gowda, Hon'ble Union Minister of Law and Justice. The building has been constructed by Northern Zone -III, CPWD, Jaipur.

Shri B. Anand, Joint Secretary(W&H), Ministry of Urban Development visited Chennai for review of CPWD works on 23.04.2016. During review meeting / inspection of works, SDG(SR), ADG(SR)-I and other CPWD officers were present.

Dr. Trilochan Mohapatra, Secretary, DARE and DG, ICAR laid foundation stone for Krishi Vigyan Kendra at Cuttak, Odisha on 23.04.2016 in presence of ICAR Authorities and CPWD officers. The building shall be constructed by Eastern Zone-V, CPWD Odisha.

Bhoomi Poojan for Training Centre of Indian Institute of Petro-leum at Mokhampur, Dehradun was done by Dr. M.O. Garg, Princi-pal Chief Scientist in the presence of CPWD Officers, Dehradun on 12.04.2016. The building shall be constructed by Northern Zone-IV, CPWD Dehradun.

Shri K.K. Sharma, IPS, Director General, BSF inaugurated Rohtash BOP at Jaisalmer Rajasthan on 23.04.2016 located on shifting sand dunes. The remarks written by DG, BSF on the minute book are as follows: “Inaugurated the composite BOP ’Rohtas’ very nice construc-tion has come up in a very difficult area. CPWD is to be congratulated for that. I am sure the life of Jawan will become more comfortable”.

ACTIVITIES AND ACHIEVEMENTS

Present Work Portfolio

Total 2187 construction works amounting to `26147 crores and 1857 maintenance works amounting to ` 613 crores are in progress.

New sanctions for 813 construction works amounting to ` 8197 crores and for 286 mainte-nance works amounting to ` 584 crores received. The works are being awarded.

During the Financial Year 2015-16, total 1559 construction works and 168 maintenance works amounting to ` 6189 crores and `46 crores respectively completed.

PEs for more than 4400 works amounting to `24500 crores submitted to the clients, for which sanctions are awaited.

New MOUs

Union Cabinet approved signing of MOU between India and Bhutan on

Technical Cooperation in the Field of Capacity Building, Benchmarking and

Bilateral Exchange in Infrastructure Engineering. Through this MoU, CPWD

will stand to gain in terms of experience in hills road construction. The

CPWD also expects to garner some road construction projects in Bhutan.

Agreement signed between National CPWD Academy and Centre for

Science and Environment (CSE) on 1.4.2016 to initiate a capacity building

programme on green buildings. The training programmes will be carried out

exclusively for the CPWD officers from different technical backgrounds. The

programme will bring regulators, professionals, practitioners, academics,

activists and researchers together to give an end-to-end vision of environ-

mental standards of buildings and suggest ways for engaging CPWD in

transforming the building sector.

5 Assistant (AD) in the Architectural wing promoted to the grade of Technical officer vide Directorate General office order No. 70/2016 ref. No. 30(03)2015-EC-V dated 28.04.2016.

2 Stenographer Grade –II of Eastern Region promoted to the grade of Stenographer Grade-I vide SDG(ER) office order No. 21/2016/EE(Coord)ER dated 02.04.2016.

Department of Expenditure, Ministry of Finance vide its

OM dated 13.4.2016 amended Rule 126 of General

Financial Rule 2005 pertaining to the execution of work by

Public Works Organizations. As per the amended rule, a

Ministry or Department may assign their works to any

PWO such as CPWD etc. In case of assigning the work to

any PSU, which may be notified by the Ministry of Urban

Development for such purpose, the competition shall be

essentially ensured among such PSUs / Organizations on

the service charges to be claimed for execution of work.

To cater to the requirement of accounts posts in the

Department, cadre review for the post of Financial Officer

and Assistant Accounts Officer has been approved by the

Government and notified vide OM no. 12/4/2014-S&D/302

dated 26.04.2016. With the addition of 15 new posts of

Financial Officer and 39 new posts of AAO, the account-

ing functions of the Department shall be catered smoothly

thereby improving the efficiency of the Department.

Sh. Divakar Garg, Director General, CPWD inaugurated New Bal Basera to be run by the CPWD Officers Wives Association at the project site of 200 Bedded Hospital being constructed by the PWD, Govt. of Delhi. At present in Delhi, seven Bal Baseras are being successfully run by the CPWD Officers Wives Association where children of construction workers are provided with free meals, clothing and basic education.
