KARNATAKA GOVERNMENT

(ALLOCATION OF BUSINESS) RULES, 1977

NOTIFICATION No. DCA 20 TRB 76(2), dated 29th July 1977

In exercise of the powers conferred by clauses (2) and (3) of Article 166 of the

Constitution of India, the Governor of Karnataka hereby makes the following rules

namely:

1. Title and Commencement,- (1) These rules may be called the Karnataka

Government (Allocation of Business) Rules, 1977.

(2) They shall come into force on the date of their publication in the Official

Gazette.

2. Allocation of Business of Government among Departments of the

Secretariat ,- The Business of the State Government shall be transacted in the

Secretariat Departments specified in the Schedules below and shall be classified and

distributed between those Departments as laid down therein.

A. Infrastructure Development

(1) Seeking Private sector investment and participation, evaluation of offers,

seeking opinion of other Departments on such offers, Cabinet approval, monitoring,

follow-up action and all other necessary action for private sector projects, involving

no marginal investment of State Government in the areas of Airports and Ports

excluding the following:

(a) The airport of International Standard at Bangalore;

(b) Bangalore Metropolitan Rapid Transit Limited;

(c) Convention Centre at Bangalore;

(d) Proposed ADB assisted projects;

(e) Bangalore-Mysore Expressway.

(2) Dealing with any completely new Road/Road-cum-urban development

Projects which are wholly or substantially in the Private Sector and which involve

investment of not less than Rs. 100 crores. This does not include proposals regarding

improvement /widening, etc., of existing roads.

(3) Handling of new road alignments which are wholly or substantially in the

Private Sector, even if any Memorandum of understanding has been signed in the past.

(4) Functioning as a clearing house of information regarding guidelines and

parameters of development of infrastructure in other areas and acting as a consultant

Department for Infrastructure Projects (costing not less than Rs. 100 crores) in areas

like roads, Bangalore International Airports, Private Sector Urban development

Projects, Privatized water supply sewerage disposal projects, Tourism Infrastructure

Projects etc.

(5) Collecting information regarding Infrastructure needs in areas under the

jurisdiction of Government of India such as Telecommunication, Civil aviation and

providing interface between the State Government and the Ministries of Government

of India regarding State’s needs for Infrastructure improvement in these areas.

(6) Servicing the Committee under the Chairmanship of the Chief Secretary to

evaluate the offers received for the various projects. The Karnataka State Industrial

Investment and Development Corporation, Urban Infrastructure Development Finance

Corporation etc., will continue to co-ordinate and process the pending proposals at the

field level and make recommendations to the Department of Infrastructure

Development.

(7) Monitoring the Memoranda of Understanding (MOUs) entered into by

several departments/agencies of Government with private investors, for development

of various sectors of economy/including those which may not relate to infrastructure

development irrespective of the size of the projects covered in such Memoranda of

Understanding (MOUs) and whichever the Department of Secretariat which handles

it.”

1. For the heading “PUBLIC WORKS DEPARTMENT” the heading

DEPARTMENT” shall be substituted; and

2. Under the sub-heading “C. Recruitment Rules and appointments”, in item 1,
