FACILITATING

“The advantage of a Chamber membership is the larger picture. The Chamber advocates for businesses by being at the city, county and even planning commission meetings.

“The Chamber works to attract new business and retain existing business. The Chamber helps create jobs so there are people in Lawrence that need my services. They don’t create business but they create the oppportunity for me to have business.”

Jane BatemanThe Interiors StoreMember since 1978

Facilitating the strategic partnerships that benefit our community is a top priority for the Chamber and a key element in our mission statement.

Joint economic Development councilWe have reinforced our strong relationships with the City of Lawrence and Douglas County through the formation of the Joint Economic Development Council (JEDC). The JEDC is a public-private partnership agreement that formalizes the relationship the Chamber has with its public-sector economic development partners and defines the roles and responsibilities of each entity. The JEDC includes a council of community stakeholders who will be asked to periodically review budget requests that are submitted to each body, recommend policies for development-related initiatives and review policies with regard to promotional(marketing) strategies, benchmarks and performance measures.

This partnership allows us to ensure the continued growth and security of our community by creating an environment in which existing businesses grow and new businesses are attracted to our community.

Page 6: Get Connected! Lawrence Chamber of Commerce Prospective Member Packet

Workforce Development consortiumOne way we help local business is to ensure there is a dynamic, educated local workforce available for employers. The Chamber is collaborating with the Lawrence Public Schools (USD 497) and community colleges in northeast Kansas including Flint Hills Technical School, Johnson County Community College, Kansas City Kansas Community College, Neosho Community College and Washburn Tech to establish a workforce development consortium.

The proposed consortium would provide technical training programs at a local site in Lawrence, so that our students and residents can get the technical skills necessary for the 21st century. This will not only keep our students in the area for their education, but it is a boon to businesses looking to move to Douglas County that need that new generation of skilled laborers. This partnership will provide the skills critical to attracting and retaining businesses and provide jobs that allow Douglas County residents to live and work in the local community.

“Lawrence Landscape has been a member of the Lawrence Chamber for 23 1/2 of our 24 years in business. We’ve realized over the years that if you want to be successful in anything, you need to be involved.

“The Chamber of Commerce has allowed us to be both successful and involved, and I would encourage you to do the same. I hope to meet you at a Business After Hours mixer soon.”

Business education and Partnerships

The Chamber is com-mitted to maintain-ing a good working relationship with the University of Kansas, Haskell Indian Nations University, Baker Uni-versity and the other academic institutions throughout the re-gion.

Collaborative initiatives with the University of Kansas include:

The Bioscience & Technology Business Center (BTBC). This center, located on the KU campus, fosters the development and growth of the life sciences industry in Douglas County and northeast Kansas.

The KU Small Business Development Center. KUSBDC provides one-on-one business counseling services to small businesses and entrepreneurs and also provides low-cost seminars on topics of interest to small businesses. They are located within the Chamber offices.

Development issues input Group (DiiG)The approval process for businesses looking to expand, move into a new space or remodel can be frustrating. The Chamber is working to open the conversation between members of the development community and City and County officials through its Development Issues Input Group (DIIG). The group generates ideas that will create an environment conducive to the growth of the region’s employment base by improving the development process.

Beyond Our BordersThe Chamber has also established strong regional relationships with organizations dedicated to business.

The Chamber recently re-energized its relationship with Kansas City Area Development Council (KCADC), an organization

that represents the interests of the 18-county region surrounding Kansas City, which includes Douglas County. By partnering with KCADC, the Chamber gains access to technical resources and personal relationships used for business attraction and recruitment. Visit KCADC at www.thinkkc.com.

The Kansas Research Nexus partnership highlights the research resources and capabilities located in the nine-county region from Lawrence to Topeka to Manhattan. This regional effort will benefit our local businesses by marketing the capabilities of the region, our academic partners and expertise. membership relations and servicesMembers are the lifeblood of the Lawrence Chamber. We strive to ensure our members get the most up-to-date information they need to be successful.

Chamber staff members meet regularly with member businesses to understand and address their needs. We facilitate discussions with elected officials to address, and when feasible, to correct issues.

The Chamber Champions program is dedicated to helping the Chamber’s newest members enjoy their experience and get the most benefit possible from being a part of the Chamber. Veteran Chamber members (our “Champions”) reach out to our newest members, encourage our new members to network and act as a resource for those who are just becoming engaged in Chamber activities.

Our Envoy Committee members also reach out to our new members. Envoys attend Ribbon Cuttings and groundbreaking ceremonies, and assist in Operation Thank You, the Chamber’s annual membership directory delivery program. Envoys are a friendly face at Chamber events and are happy to answer any questions you may have about Chamber membership.

“Without a doubt, a key reason for our success in business in Lawrence is the Lawrence Chamber of Commerce.

“As a member we have access to the business community, and are able to meet business people at Chamber events throughout the year.

“Networking with Chamber members who want to do well gives a strong sense of community and contributes to a healthy business climate.”

EDUCATINGWe help people understand the important, and positive, contributions of business to our community. Business builds our quality of life in Lawrence. The creation of jobs and the personal and professional financial investments of business ensure our access to the arts, parks and other aspects that make Lawrence such a special place. Without a broad business base we lose volunteerism and the entrepreneurial drive for service in our community.

The Chamber works to create a strong emotional connection between business and community. Our goal is to provide concrete examples of how our residents benefit from the attraction of new businesses and expansion of our existing businesses.

Having a wide range of industry and businesses benefits Lawrence directly by:• Enhancing our diversity by introducing new families

to the community helping sustain our infrastructure, schools, hospitals and public safety organizations;

• Providing volunteers for charitable organizations;• Ensuring the stable tax base that funds critical social

services;• Enhancing property values;

Creating that emotional connection requires a multi-faceted strategy that combines face-to-face conversations with printed and online materials and community engagement.

engaging in the ProcessChamber staff actively participate in the government process by attending City and County Commission meetings, working closely with their staff members and talking with business leaders throughout the community. They represent the business community and ensure its voice is heard. They work with community-based organizations to find opportunities to collaborate and find common ground.

Our Voice of Business committee is made of more than three dozen influential members of the business community. These committee members are called on an as-needed basis to attend City and County commission meetings to show support for initiatives that will benefit the business community in Lawrence and Douglas County. Having a strong positive voice in favor of reasonable, smart and practical business development in front of our elected officials is a key part of the Chamber’s strategy to create an environment that is friendly to business while preserving the qualities that make Lawrence such a desirable place to live and work.

The Chamber is also embarking on a new economic development capital campaign in 2013. This campaign urges the private sector to financially support the Chamber’s economic development efforts. The five-year campaign would provide funding, which, in addition to public-sector contributions, would fuel efforts to attract, recruit and retain businesses that are a smart fit for our community.

sharing informationThe Chamber offers numerous events on topics of current interest that are sometimes made available to the public at large, in addition to our member businesses. Public seminars on health care and business continuity after a crisis are among previous public offerings. Series like Coffee & Conversation and Commuter Connection help members and community members stay informed. The Chamber also sponsors regular legislative updates that are open to the public, providing them with an opportunity to hear directly from elected leaders.

The Chamber issues an annual economic development report in partnership with the City of Lawrence and Douglas County. This report is broadly distributed and outlines the many benefits of economic development.

civic LeadershipLeadership Lawrence is a community leadership program that acquaints the city’s next generation of leaders with the many opportunities and challenges faced by our community. It provides them with a greater understanding of the inter-relatedness between business, social services, infrastructure and quality of life. In the process they develop an increased appreciation for the important contributions made by the business community. Visit www.leadershiplawrence.org for more information.

involving the communityThrough innovative programming, we provide the community with insight into financial trends and showcase the many capabilities of local businesses.

Our Coffee & Conversation morning speaker series is exclusive to Chamber members and Leadership Lawrence alumni. The programs are designed to give Chamber members the inside track on important issues of the day, like school bond issues, civic projects like the Lawrence Public Library renovations and how Lawrence ties into regional economic stability.

This year brings a new program to the Chamber: Commuter Connection. The Commuter Connection program is for people who live in Lawrence but work in Topeka or Kansas City. With nearly 34 percent of Lawrence residents commuting to work, it is important to share what’s going on in the community and how the Chamber is working to make it an even better place to live.

Our annual Business Expo event (see list of 2012 participants to the left) is a premiere opportunity to showcase the strength, diversity and capability of the Lawrence business community to the public and to other businesses. Businesses provide much more than generated income and tax payments. Businesses reflect the values of their owners including commitments to volunteerism, serving on boards and supporting important social services and the arts. Without business, many of the things that make Lawrence a desirable place to live, would not exist.

These events also highlight the importance of businesses to the local economy and the future of our community.

communicationsAnother benefit of Chamber membership is knowledge—knowledge of Chamber events and activities, informational seminars, training classes and marketing and sponsorship opportunities.

“The Chamber has been a great ally in our recent warehouse expansion project at Berry Plastics. They were with us every step of the way from site selection to obtaining all approvals needed to move the project forward with the city and county leadership.

skilled technical, high-technology, education and tourism. We work with partners including USD 497, Johnson County Community College, the University of Kansas, Haskell Indian Nations University and Baker University to develop an educated workforce and creation of jobs to keep graduates in our local area.

We recognize that the quality of life and unique character that is Lawrence helps attract needed investment.

Our goal in economic growth is to preserve our heritage as we position Lawrence for an increasingly competitive future. Business investment is a critical component to a community’s success, creating jobs and contributing to the commercial property tax base which in turns funds many of the infrastructure and social services that serve our residents.

Funding for our economic development efforts comes from the City and County, and private business investors in our community. These businesses recognize that economic development is a vital activity for our community and that we must have consistent funding to sustain economic growth for Lawrence.

All our advocacy efforts are made with the needs of the business community in mind.

“Over the past 35+ years of my involvement in the City of Lawrence, the Lawrence Chamber of Commerce has been the most consistent voice for ‘What’s Best for Lawrence.’

”The Lawrence Chamber has consistently directed its resources to bringing new jobs to Lawrence as well as making those businesses that are already here, more viable, especially during changing times.”

Income Tax

Effective Tax Year 2013, certain Kansas businesses will enjoy significant tax relief. Kansas passed a business income tax exemption which eliminates certain non-wage business income for Partnerships, Limited Liability Corporations, Limited Liability Partnerships, Sole Proprietorships and Subchapter-S Corporations that have elected at the federal level to be taxed as a pass-through entity.

Kansas Income Tax: Married individuals filing joint returns are taxed 3 percent of Kansas taxable income not over $30,000. Taxable income over $30,000 is taxed $900 plus 4.9 percent of excess over $30,000. All other individuals are required to pay 3 percent of Kansas taxable income not more than $15,000 or $450 plus 4.9 percent of excess over $15,000.

Kansas Corporate Income Tax: For corporations whose business is solely within state boundaries, the tax is 4 percent of net income. In addition, net income in excess of $50,000 is subject to a 3 percent surtax. For those corporations with business income both inside and outside the state, the net income attributed to the Kansas operation is based upon the percentage of the corporation’s business located in Kansas. A business’ tax obligation is determined by a three-factor formula using the proportion of sales, property and payroll in Kansas compared to total sales, property and payroll.

PROMOTING

Leadership Lawrence, Class of 2013

“The Leadership Lawrence program helped me to created new perspectives about opportunities in our community.  I was able to put myself in the “walking” shoes of a KU student working evenings off campus with limited public transit during Social Services day. I watched dollars come into and leave Lawrence on Economic Development Day.  I pushed myself outside of my comfort zone throughout the program; most dramatically through overcoming my fear of heights while flying over Lawrence on the final day. ”

We believe that active citizenship is an integral part of our success as a community. As a member of the Chamber of Commerce,

you demonstrate your commitment to the business community and the important role it plays in working for the continued economic vitality of the Lawrence/Douglas County region.

In addition to encouraging our members to be actively engaged, we make it possible for our employees to be good citizens as well. Chamber employees serve on the Board of Directors or advisory boards for numerous organizations including the United Way, Lawrence-Douglas County Housing Authority and Habitat for Humanity. They coach children’s athletic teams, serve on the State’s Incident Management Team in times of crisis and belong to service organizations.

The Chamber fosters a community-wide commitment to leadership through its Leadership Lawrence program. Now in its 31st year, Leadership Lawrence focuses on helping community members develop the skills needed to address the daunting challenges of community leadership.

Valor Public Safety Awards - Honorees & ChiefsOctober 16, 2012

This year-long professional development program has graduated more than 700 community leaders who are actively engaged on boards and committees or have served as elected officials. An active alumni program provides graduates with continued networking opportunities and ongoing leadership training. Visit www.leadershiplawrence.org for more.

The Valor Public Safety Awards program and scholarship recognizes and celebrates the heroism of our community’s first responders. Currently in its third year, the Valor Awards provides the business community with an opportunity to engage the public in saying “thank you” to the men and women whose actions make our community safer.

The cornerstone of the Valor program is the Valor Scholarship, which provides a one-time, $1,000 scholarship to the children of Valor honorees. The families of first-responders sacrifice much, and the scholarship is the business community’s way of acknowledging those sacrifices. Learn more at www.lawrencekansasvalorawards.org.

The Chamber is also dedicated to creating an educated, voting public. As a member of the Voter’s Education Coalition, we cosponsor events where the public can meet with and ask questions of political candidates on the local and regional levels. We also provide information on how candidates view business and the role of business in Lawrence and Douglas County, and how various political and civic issues may affect our community. We strongly encourage our members to vote on Election Day while taking a nonpartisan stance on candidates.

By joining the Chamber, you add your voice and energy to efforts that position Lawrence for a vibrant future.

In 2013, the Chamber is implementing a dues structure based on business size in which each member business will pay dues based on the number of full-time equivalent employees. There will  be separate pricing for Individuals, Retirees, Nonprof-its, Banks and Utilities.  This dues structure recognizes and provides equity for the diverse businesses in Lawrence. With this structure, you have the ability to choose which marketing tactics, sponsorships and events most benefit you and your business.
