The flooding special in our last editionseems a lifetime ago, but for the peopleliving in the flood affected areas and nowthe tourism trade, the repercussionscontinue to be felt.

I was part of the team that representedSomerset County Council at this year’sRoyal Bath & West Show - did you knowthe Show is one of the biggest singleattraction for visitors outside our owncounty? Our mission for the week was topurely promote Somerset as a great placeto visit. Well of course you know this – youlive here! But we need you to be ourambassadors – to help us to get peopleback. I was amazed to speak to so manysmall business owners and hoteliers, whohad seen their trade drop off enormously.Many said that when speaking to friendsand relatives in other parts of the country,they thought the whole of Somerset wasstill underwater, so had planned to give usa wide berth this summer.

So join me in ‘bigging up’ Somerset toanyone who will listen, and help tourismby visiting some of our fabulousattractions over the summer holidays. (See our feature on pages 4 and 5.)

Editor’s column

Welcome to theSummer edition of Your Somerset.

Town and parish councils and community groups canstill apply for part of a Somerset County Council£200,000 fund, which was set up to help communities be more resilient against the effects of flooding. The fund is aimed at small scale community schemes, such as clearing ditches, building earthworks and other defences.

Applications are welcome until the end of July 2014 and the Council will contribute towards the cost of theplanned works, providing that the scheme is completedby the end of March 2015.

Although town or parish councils are expected to bethe main applicants, community groups can also applyas long as they have support from their local town or parish council.

Flood Mitigation Fund: Still available

The main changes include:

■ The introduction of a new birth-to- age 25 Education, Health and Care (EHC) plan. This sets out in one place all the help and support children andyoung people and their families will receive. It replaces the current SEN statements and learning disability assessments.

■ Councils will be required to publish a ‘Local Offer’, showing the support available to all SEND children, young people and their families in the area.

■ The introduction of ‘Personal Budgets’, will give parents and young people with an EHC plan greater independence, choice and control over their help and support.

Recycling centres’ seven-day success

We’re looking for your views ondraft plans that will shape thefuture of autism services inSomerset.We want to improve the service and the waythe Council and our partners work with peoplewith autism and their carers.

To make sure we do this effectively, it’s vitalthat the people who access these services giveus their feedback on what is important tothem, and let us know whether they think ourpriorities are right.

We would particularly like people who areaffected by autism to complete our survey,which runs until Sunday 12 October.

These results, along with other feedback, willhelp to develop the Somerset Autism Strategy,which will be published in spring 2015.

The Somerset Autism Planning Group,responsible for producing the plans, is led bySomerset County Council and partneragencies from the NHS, Social Care, Health,The National Autistic Society and peopleaffected by autism.

...

Thousands of visitors aremaking good use of thenew opening hours at fiverecycling centres acrossSomerset, as part of acontinuing programme of improvementssupported by SomersetCounty Council.

Since April, five of Somerset’sbusiest recycling centres –Bridgwater, Frome, Minehead,Taunton and Yeovil – have beenopen from 8am until 4pm, sevendays a week.

Somerset Waste Partnership’sSteve Read said:

"The extended operatinghours at five of the busiestrecycling centres arebenefitting tens of thousandsof residents and contributingto the efforts of all councils inSomerset to continue drivingdown the already falling levelof fly-tipping."

The other 11 recycling centresand community recycling sitesremain on their existingschedules, with all of these open

Saturdays from 8am until 4pm,Sundays from 8am until 1pm,Mondays from 8am until 7pm,and two other days during theweek, from 8am until 4pm.

Improvements have also beenmade to access and facilities,and newly installed QueueCamsat the centres in Bridgwater,Taunton and Yeovil have helpedvisitors avoid delays.

Recycling centres are free toenter, while the communityrecycling sites at Crewkerne andDulverton have a £2 entry fee.

Children’s SummerReading Challenge

Get down to your local librarythis summer and take part inthis year’s Summer Reading

Challenge. It runs in librariesthroughout the summer holidays,with incentives, activities andevents designed to create a realbuzz around children’s reading.

The challenge is simple - to readsix or more library books over thesummer. Children have fromSaturday 12 July until Saturday 13September to take part. So, getdown to your local library and signup for free to be part of the 2014Mythical Maze Summer ReadingChallenge that will take children ona legendary adventure.

There are stickers and a fold-outmaze to collect, so children canwork their way around the maze,meeting some weird andwonderful creatures along the way.

Tourism is a huge part of the local economy. So many businesses depend on visitorsto survive and thrive. From farms with a holiday let, through to our amazing majorattractions like Clarks Village, Butlins, Brean, Cheddar Caves, West Somerset Railway, The Fleet Air Museum, Wookey Hole, The Museum of Somerset, Glastonbury Tor,cider, great food, superb walks, our moors and levels, the hills and rivers… the list justgoes on and on, and everywhere you look, friendly people too.

We should all be proud of Somerset.

We are doing our bit – and you can help too. We joined up with the leading tourismbosses in Somerset at The Royal Bath & West Show to promote Somerset to visitorsthere – it’s a great place to meet potential tourists, as the majority of people comefrom outside our county. It went well but there is a lot more we can all do.

Help ushelp Somerset You’ve seen the dramatic pictures of Somerset during the flooding crisis– the trouble is so did millions of people outside the county – and that’s led to a huge drop in visitor numbers. A recent survey found that manypotential visitors think our county is still underwater, despite the flooding only directly affecting around two per cent of Somerset.

My favourite day outin Somerset…While we were at The Royal Bath & West Show weasked people what their favourite day out inSomerset was and why. Here’s just a few of yourresponses – maybe it’ll give you a few ideas of places to visit this summer…

“My favourite day out with the kids is definitelyMinehead. There’s a lot to keep them occupied and we alllove the crazy golf and the arcades – and you just can’tbeat fish and chips on the beach on a sunny evening.”

Lots of people rule themselves out of fosteringbecause they think they are too old, single, don’town their home or think they can’t afford to.Actually, none of these things rule you out ofbecoming a foster carer and we’re making it eveneasier for you to start. All foster carers will now bepaid a fee in recognition of the tremendous workthey do to help children in care in Somerset.

Pay and progressionPreviously, only foster carers providing specialist placements have been paidfees for the care they provide to a child. Other foster carers only received anallowance to cover the cost of looking after a child, which pays for utility bills,clothes, food and pocket money.

But now all foster carers will be paid a fee, as well as the allowance, and willstart on a progression scheme, which allows them to earn more as they buildup their experiences, skills and learning.

Foster carers will receive a minimum fee of £50 a week if they look after onechild, £75 a week if they look after two or three children, as well as thefostering allowance of between £140 to £242 per child, depending on their age.

What do we need?We need more foster carers to look after children of all ages, but in particularfoster carers who want to look after children long-term, for instance, untilthey’re 18, or to look after groups of brothers and sisters and teenagers.

Our foster carers do an amazing job, providing a family, love and stability to so many childrenwho, for various reasons, cannot live with their own family. Some of our foster carers haveshared their stories in short films to help promote fostering and to let people know what it isreally like.

Sue is a Long Term Foster Carer from Chard. “I like long-term fostering because the children are part of the family,and you have time to build relationships. My last long-term placement was 10 years ago, and the young man, who isgoing to be 21 this autumn, is still with me - he’s very much part of my family. And when my daughter got married, hewas an usher at her wedding. He is my son, he is my youngest boy. That’s my proudest moment.”

Paula and Alan are Emergency and Mainstream Foster Carers from Bridgwater. “We have been fostering for sixyears, and in that time, we have looked after 67 children. Alan works full-time and I also work as a part-time districtnurse. I think it is important that as a family we do work because a lot of these children won’t have had parents whowork, so it is providing role models. Because Alan is a wheelchair user, it actually shows them that everybody insociety has a place. And just because you’re disabled doesn’t mean that you can’t work, just because you’re a lookedafter child in care, it doesn’t mean you can’t achieve.”

Penny is a specialist foster carer from Taunton. “The team I work with on the Multidimensional Treatment FosterCarer scheme are just fantastic. I really feel part of the team. I don’t feel isolated at home, just battling away on myown, so if a crisis occurs I can phone up at any time, day or night, and just say ‘help’. Or, if my little girl is having atantrum, I can ask ‘what do you suggest?’”

We know a little bit of help can make a big difference. So, we want to help people solve small problemsbefore they become big ones by providing the right help, at the right time in the right place.

At the moment our support is mostly for children aged under five and their families, and is found in Children’s Centres. This includes thingslike pre-birth parenting classes, health visitor clinics and parent support groups.

All that good work will carry on and, with getset, we’re bringing together all the other help available for people aged under 19 or forpeople with children aged under 19. Working with partners like health, schools, and district councils the aim is to eventually offer a rangeof extra support depending on what people want in their local area. That could mean anything from help with school attendance andhealthy eating, to advice on finding a job and understanding benefit entitlements.

The getset way of working is already happening in some parts of the county, as the following case studies show.

The right support…In Williton, as well as the usual support for the under-fives, the Children’s Centre provides great support for people looking to get back into work. Every week a Jobcentre Plus advisor and St Loyes Charity worker holds a drop-in session. Between them they can cover justabout anything people need to know to help them get back into work - from benefits advice and help writing a CV, to finding localvolunteering opportunities.

In the right place…Every week a Stay and Play group meets at Rockwell Green Primary School, organised by the Wellington Children’s Centre. The Mondaymorning sessions are at the school to make it easier for parents to come without having to travel, and they coincide with the start of theschool day to fit in with parents dropping off older children. It’s a chance for the children to play together and have fun, and for parents tomeet each other and make friends who are also experiencing the joys and challenges of parenthood.

At the right time…At the Reckleford Children’s Centre in Yeovil, the family support team works closely with midwives and health visitors to support youngparents and parents-to-be in the area. A midwife from the district hospital holds ante-natal clinics at the Centre. Afterwards, centre staffand a health visitor jointly run a successful young parents group. It’s an opportunity for them to socialise, learn new skills and receivepractical support on subjects like parenting, housing, and budgeting - it depends on what the group needs. The team can help find furthersupport if needed.

Developing a love of good food and where it comes from…Last year, the Government published a School Food Plan to helpschools promote healthy eating. From September, children and youngpeople will be given even greater opportunity to learn about cooking,food production and the pleasure of eating well.

The plan also recognised the benefits of eating a nutritionally balancedschool meal at lunchtime. Offering free school meals for infants willhelp to create a generation of children who are healthier, happier andmore successful.

Schools will be given theopportunity to develop greaterlinks with local farms so they canactually see where their lunchcomes from!

Every year, around 1,800people in England diefrom melanoma, the

most serious form of skincancer. But finding it early canmake all the difference.

With hundreds of new casesof melanoma being diagnosedin Somerset each year, theCouncil is supporting the ‘Be Clear On Cancer’campaign, which encouragesearlier diagnosis of thedisease, when treatment ismore likely to be successful.

We will be on the road this summer visiting towns and villagesacross the county, with the ‘Be Clear On Cancer’ message. Wehope to raise awareness of the signs of skin cancer andencourage people with these signs to go and see their doctor.

The campaign, which runs until the end of July, is led by PublicHealth England.

Here’s what to look out for:

A change in the size, shape or colour of a mole could be a signof skin cancer.

Other signs of skin cancer include:

■ A new growth or sore that doesn’t heal■ A spot, mole or sore that itches or hurts■ A mole or growth that bleeds, crusts or scabs

To avoid cancer all together - make sure you’re SMART in the sun:

What’s happening on…

Burglary Trained carpenters visit the homesof vulnerable victims as part of the‘Safer Homes’ scheme. Theyprovide advice and wherenecessary fit locks and othersecurity features free of charge.

Bill noticed a freckle on his cheek. Over time he noticed it darken and change shape so he went to his doctor. He was diagnosed with melanoma, a serious form of skin cancer, which was treated successfully. If you notice any unusual or persistent changes to your skin, go to your doctor. Chances are it’s nothing serious, but if it is skin cancer finding it early makes it more treatable.
