. ST. MICHAELS POLICE DEPARTMENT – INTRODUCTION

The Town of St. Michaels and the St.

Michaels Police Department, at the urging of the current Police Chief, decided that a

study should be made on the condition and operational capabilities of the current

Police Department facility on Freemont Street in St. Michaels. The purpose of this study was to determine the following about

the existing building and the future of the St. Michaels Police Department:

What is the condition of the existing building including its physical, operational and safety systems?

Can the existing building be renovated to correct the deficiencies

identified by this investigation? If renovation of the existing facility is

not possible, what are the requirements for a new facility?

What are the costs to construct a new facility if a new facility is needed?

What are the site requirements of a new facility and will the new facility

be developable on either of two sites identified as possible sites by

the Town?

To answer these questions, the Town of St. Michaels engaged Crosby & Associates to work with the Police Department Chief and

his team and the Feasibility Study Committee appointed by the Town of St. Michaels. The Report documents the results of this study and the work of the Police Department, the Committee and the Design

Team.

The following is a report on the condition of the existing police center and is a summary of

the findings of the investigation of the facility by staff of Crosby & Associates, AIA, LLC.

A. INTRODUCTION AND PURPOSE The following is a report on the

operational and physical plant deficiencies that exist in the present St.

Michaels Police Department facility located at 100 Freemont Street, St. Michaels, Maryland 21663. The

purpose of this report is to identify deficiencies in the existing facility that

compromise the current operational policing practices and place limitations on building operations. These deficiencies were identified through a thorough inspection of the facility, interviews with current operational leadership and comparative analysis of

the existing facility with current best practices for police facilities. The physical deficiencies associated with the current building were identified though a visual inspection of the building as part of the deficiency identification process and a comparative analysis of the existing facility with current building, fire and ADA code regulations. A complete building inspection of the existing building, however, was not within the scope of this project

B. CODES & STANDARDS This report and its conclusions were based on design and operational best practices standards provided by the following agencies, codes and research reporting organizations:

Facility Planning Guidelines National Clearinghouse for

Criminal Justice Planning & Architecture

State of Maryland, Governors Office of Crime Control and Prevention

US Department of Justice Facility Planning Guidelines

International Building Code, 2009

International Fire Code, 2009 Americans with Disabilities Act

Code Standards, 2006 In addition to the standards listed above, case studies of new, similar small department facilities were researched and reviewed to define

current best design practices that are being employed in the design and

construction of new police station facilities. The case studies reviewed are appended to this report for review.

C. EXECUTIVE SUMMARY

As a result of the inspections of the existing facility, interviews with

department leadership, research and analysis of current codes and standards and the review of relevant case studies

of new facilities the following major operational and physical deficiencies

were identified: Safety & Operational Deficiencies The following deficiencies exist in the current police station. This list is a summary of items that need correction to bring the current facility into

operational compliance with accepted

standards of operation. BUILDING DEFICIENCIES

Non-secure separation between public spaces, administrative

spaces, patrol and detention areas.

Physical Deficiencies The following physical deficiencies exist

in the current facility. These deficiencies were identified as a result

of the inspection process defined above. While a comprehensive

building condition report is not in the scope of this project, the listed physical defects should be corrected to bring

the current facility into compliance with existing building, fire and

accessibility codes. Second floor operational area is

not accessible to the handicapped.

Multiple door openings not in

compliance with minimum door width requirements.

Shower and toilet facilities not universally accessible to the

handicapped. Means of egress from second

floor not code compliant- single means existing, dual means required.

Prisoner entrance not handicap accessible.

Door hardware not handicapped code compliant

Fire alarm, smoke detection and emergency lighting systems do not meet current fire code

requirements.

D. DISCUSSION The operational, safety and physical

deficiencies listed above are serious and could pose major life safety challenges if this facility continues use

as a police center for the long term future. Of primary concern are the

safety deficiencies identified. Chief among these are the lack of a weapons free environment, non-separation of juvenile and adult prisoners, lack of a secure perimeter between patrol,

detention, administrative and public areas, the absence of a secured

prisoner control area outside of the detention cell and the lack of security for the office of the Police Chief. We recommend that the Town take the following steps to increase the

operational safety of the current facility.

Remove existing door and

frame in Chief’s office. Infill door opening with studs and

gypsum board. Paint new walls. Install new floor base.

Relocate and install door, frame & hardware from 1 above into existing toilet wall from squad

area. Repair gypsum board, floor and wall tile.

Remove existing Vestibule door, frame and hardware and

relocate to create a secured vestibule and protected entry to Chief’s office. Install new

stud wall with gypsum board, wall base and floor tile.

Remove ceiling to accommodate installation.

Repair ceiling. Paint new walls. Provide new steel door,

hardware and frame for new entry into Chief’s office. Cut new door opening in existing

wall. Patch, repair and repaint existing walls.

Create new Vestibule wall outside detention area. Provide new wall, new door, hardware and door frame. Repair existing walls, base,

floors and ceilings. Door to have vision glazing that is ballistic rated.

Provide new door, frame and hardware for existing cased opening into Detention area. Repair existing walls, base,

floors and ceilings. Door to have vision glazing that is ballistic rated.

Provide and install two new 5’

benches for new Vestibule and Detention area. Benches to be

powder coated with cuff rail. The above corrective measures should

not be viewed as permanent. These correct on the most serious deficiencies. Significant additional

steps will need to be taken to bring the existing facility into full compliance

with current codes and requirements.

Renovation & Expansion of Existing Facility

The current Police Department facility is located at 100 Freemont Street in St.

Michaels, MD. The building sits on a lot of approximately 11,040 square feet. The existing building is a two story structure with 1,800 square feet on the first floor and 1,500 square feet

on the second floor. The existing building is surrounded by parking and drive lanes. The property is zoned Central Commercial with a total permissible lot coverage of 85%. The at grade impervious allowable is 35%. The above grade allowable is 50%. The current above grade impervious area is approximately 20% with the building footprint equaling 2,000 square feet. The at grade impervious surface is approximately 58% or 6,400 square feet. As part of this Feasibility Report, a Preliminary Project Program was developed with the Chief of Police and his staff. This is an idealized program that details the spaces needed to

satisfy his current operational needs

and his growth needs over the next five years. The total area needed is 5,610

square feet. This program was based on the new building being a one story

structure. If the new building were to be a two

story structure, the estimated program area identified above would need to be

increased to include the construction of two stair towers, an elevator and elevator machine room. These spaces would require the addition of approximately 600 square feet to the

program area for a single story building. The program area total for a two story building would be approximately 6,210 square feet. In consultation with the Police Chief, he has identified those program areas

that could be located on the second floor of a new police station without compromising the operational efficiency of the new facility. The program areas that must remain on the first floor equal 4,435 square feet plus the square footage required for the stair towers and elevators for a total first floor program space need of 5,035 square feet. The total area required for the second floor would be 1,175 square feet. To renovate and expand the current building to satisfy these spatial needs would require an addition on the first floor of 3,235 square feet. The existing first floor area would have to be expanded by this amount to reach the required 5,035 square feet. The

existing second floor area would not

have to be expanded.

If this addition is possible, the total above grade impervious total would

increase from the current 20% to approximately 49%.

Analysis of the existing building and its location on the site shows that the only

way to add the required 3,235 square feet would be to make the addition on the north and west sides of the existing building. The new addition would extend the full length of the existing

building and back to within five feet of the rear property line. The new addition would also add onto the rear of the existing building to within five feet of the rear property line. While the area to make this addition is

available, the sacrifices that would have to be made to accomplish this approach would be significant. Chief among those are:

Elimination of a Sally Port area on the rear of the building

Reduction of the parking area for police vehicles to only 3 spaces

No public off street parking will be available

Addition would require variance from rear yard setback requirements

Addition would only allow single access to rear of building

New underground storm water management system would have to be installed

The cost to accomplish would

be the same or greater than cost to construct new building

It is concluded that renovating and adding on to the current building

would result in a facility that would not meet the same operational standards as a new facility.

E. CONCLUSIONS &

RECOMMENDATIONS As a result of this study we make the following Conclusions and Recommendations:

The existing facility has

significant safety, operational and physical deficiencies that

cannot be corrected by renovating the existing building.

The existing facility cannot meet the current and/or the future spatial need of the police

department in its present form. That adding onto the existing

facility to satisfy the current and/or future needs of the department is not physically possible or financially advisable.

As a result of this study, we are hereby recommending that the current and/or future needs of the Police Department

be satisfied by the construction of a new a facility and converting the existing facility to an appropriate new use.

B. ST. MICHAELS POLICE DEPARTMENT – PRELIMINARY PROJECT PROGRAM

The Preliminary Project Program was created through in depth interviews with current

department leadership and review of similar projects. This program analysis determined that the new facility, to meet current needs and

to allow for growth over the next five years, would result in a building of approximately 5,610square feet. The new building would be

divided into three program areas including Administrative, Patrol and Detention.

The Project Program identifies each space to be constructed, the approximate size and square

footage, what adjacencies are appropriate and details design notes to be included when the

space is laid out in a physical plan. All spaces identified are net areas. A 20% core

factor to include wall thickness and unaccounted for spaces is included at the end of the program.

C. ST. MICHAELS POLICE DEPARTMENT - ESTIMATE OF PROBABLE CONSTRUCTION COST

The Estimate of Probable Construction Cost

was created using information from recently completed projects, review of case studies and

physical quantity take offs from the drawings and computed using industry standard unit prices.

The Estimate calculates that the probable direct cost of construction of the new center

would be approximately $1,628,454.00 including a 8% construction cost contingency.

This results in a per square foot cost of $296.08 The Estimate also defines the soft costs that

would be incurred for the design and construction supervision of the new police

station. The total allocated amount was estimated to be $249,750.00.

Allowances for Furniture, Fixtures and Equipment were also estimated. The allowance cost included was $65,000.00. This is

an allowance and the actual cost may vary depending on the FFE items to be included in

the project. The estimated Total Project Cost, including soft

costs and FFE was $1,921,501.00. The estimated cost per square foot was $349.37 These costs do not include costs for civil

engineering of the site, soil borings or surveys required to complete the planning of the site.

D. ST. MICHAELS POLICE DEPARTMENT – SITE ANALYSIS & SITE PLANS

Two sites were considered as the location for

the new Police Department Building. The goal for this analysis was to prepare preliminary site

plans for a ONE STORY structure that would satisfy the space requirements of the preliminary project program developed as part

of this study. A total of approximately 5,500 square feet was assumed for the preparation of these plans.

The two sites considered included a site at the

corner of Talbot and Boundary Streets and a site at the corner of Freemont and Canton Streets.

The site on Talbot Street consists of

approximately 18,000 square feet and is zoned R-1/IDA. The site on Freemont Street consists of approximately 13,000 square feet and is

zoned Central Commercial. Two site plans were developed and are included in this report. Both showed a single story building to be

constructed on each site.

The site plan for Talbot Street shows how a single story building, including the Sally Port could be developed on the site. This building

could not be developed without the Town granting several variances to the zoning/subdivision ordinance. The first

variance is the total lot coverage requirement of the ordinance. This site plan shows that the

total lot coverage at grade and above grade exceeds the 50% maximum at 67%. Additionally, the Sally Port encroaches on the

rear yard setback requirement. The site plan for Freemont Street shows how a

single story building, including a pull-in, back-out Sally Port could be developed on the site.

This building could be developed without requiring any variances to the zoning ordinance.

After review of these site plans, the Police Chief

identified an additional program requirement

that was not identified during the

programming phase of this study. He stated that there is a need to park a minimum of six

police vehicles on site in a protected (fenced) enclosure. The site plans were revised to accommodate this requirement.

To satisfy the additional parking requirement the Talbot site plan was modified. Because of

the new program need, the proposed building would have to be a two story structure. The

resultant site plan is attached to this report. This revised plan also eliminates the enclosed Sally Port and eliminates any need for variances

to the current zoning/subdivision ordinance.

The modified Freemont Street site plan incorporates the new parking requirement and eliminates the enclosed Sally Port. There are

no variances required to implement this site plan option.

It is recommended that the St. Michaels Police Department select the Freemont Street site as

the location for their new Police Department facility.

E. ST. MICHAELS POLICE DEPARTMENT – PROPOSED FLOOR PLANS AND ELEVATIONS

Based on the completed site plan for Freemont

Street and the Preliminary Project Program, detailed proposed floor plans and building

elevations were developed. Prior to the design of the floor plans and

elevations for the new facility members of the Town Police Department Committee and the Police Chief toured the recently completed

Hurlock Police Department Building in Hurlock, Maryland. This facility and the Hurlock

department are similar in size and similar in number of sworn officers.

The attendees and the Police Chief thought that the Hurlock building was a good facility on

which to base the design of the new St. Michaels Police department building. One of the design aspects of Hurlock appreciated most

by the attendees was the levels of safety and control that the Hurlock building included. Additionally, the general layout of the

administration and training wing was thought to be a design element that should be repeated

in the St. Michael’s facility. The proposed floor plans and elevations

developed are included in this report. The proposed floor plan consists of

approximately 5,017 square feet. This is 483 square feet less than the area shown on the site

plan and detailed in the preliminary project program. The proposed floor plan matches the building outline shown on the proposed

Freemont Site Plan. The administrative and training area of the

proposed plan is very similar to the plan of the same area in the new Hurlock facility. The

security levels are the same and the Training Room shown on the St. Michaels Plan will accommodate the same occupancy as the

Hurlock Training Room – 18 persons.

The Patrol area on the proposed plan includes

work stations for 8 officers on single use work stations. As the department grows, these work

stations would be shared. The Locker Rooms are sized to allow for the future growth of the facility as defined by the Police Chief.

The Detention area is designed to meet the specific requirements defined by the Police

Chief. Three detention cells are included – two for adults and one for juveniles.

This plan will accommodate all of the growth needs identified by the St. Michaels Chief of

Police without the need to expand the facility.

The proposed design of the exterior of the new building reflects the request of the Chief and Town officials that the new façade have

elements that speak to the town’s maritime heritage. It was also deemed important that the new building’s design be compatible with

the scale, proportion and materials of other historic buildings in St. Michaels.

The proposed elevations created by the design team succeeds in incorporating the requested

maritime elements and is compatible with the scale, proportion and materials of the historic character of the town of St. Michaels.

F. ST. MICHAELS POLICE DEPARTMENT – CONCLUSIONS AND RECOMMENDATIONS

As a result of this study we make the

following Conclusions and Recommendations:

The existing facility has significant safety, operational and physical

deficiencies that cannot be corrected by renovating the existing building.

The existing facility cannot meet the

current and/or the future spatial needs of the police department in its present

form and, because of current site constraints, cannot be expanded to

meet future spatial needs. That adding onto the existing facility to

satisfy the current and/or future needs

of the department is not physically possible or financially advisable.

As a result of this study, we are hereby recommending that the current and/or

future needs of the Police Department be satisfied by the construction of a new a facility and converting the existing facility to

an appropriate new use.

It is also recommended that the Town select the Freemont Street site as the location of the new St. Michaels Police Department facility. Of the two sites considered the Freemont site is best suited to satisfy the short and long term growth needs of the department. In addition, we are recommending that the Town immediately implement the temporary safety corrections to the existing facility identified in this report. These changes to the building can be implemented with a minimum of operational disruption and will greatly increase the level of safety for both the officers and staff of the department and the public.
