Monroe County, as the owner and permittee of the Mill Seat Landfill, received permit approval on July 19, 2011 for two soil borrow areas in the Town of Riga to satisfy the operational needs of the current permitted landfill. This informational sheet provides brief overview of the existing site and the ongoing construction and operation of the soil borrow areas. Mill Seat Landfill Facts. Mill Seat Landfill has been community partner for over 20 years. In 2002, Waste Management of New York, LLC (WMNY) assumed operation of the Mill Seat Landfill through life-use lease with Monroe County. The current permitted landfill can be defined as: 977 acres Total Property owned by Monroe County and WMNY. 98.6 acres Permitted Landfill Footprint. 1,945 tons per day or 776,000 tons per year Permitted Design Capacity. The current permitted landfill is set to expire in 2018. Soil Needs. In 2008, following an analysis of the on-site soil needs to construct and operate the presently permitted footprint area, it was determined that there were inadequate on-site soils from existing borrow areas to support the Mill Seat Landfill through the remaining life of the landfill (2018). Consequently, the County pursued NYCRR Part 360, Solid Waste Management Facility (SWMF) Permit modification from the New York State Department of Environmental Conservation (NYSDEC) to construct and operate two soil borrow areas, approximately 20 acres and 42 acres in size, which would provide sufficient soil for operations of the permitted landfill including final cover and closure of the permitted landfill. Community Input. The Soil Borrow Project was reviewed pursuant to the New York State Environmental Quality Review Act (SEQRA) process, which included an important public participation component. Several opportunities for public participation were available during the Soil Borrow Project’s SEQR process, such as: public scoping meeting was held on December 2, 2009, which allowed individuals to comment on issues they felt should be identified and addressed in the Draft Supplemental Environmental Impact Statement (DSEIS). SEQR public hearing was held on February 24, 2011, in addition to 30-day public comment period, to receive comments on the completed DSEIS. Permits and Approvals. Following the required permitting review process, the Soil Borrow Project received NYSDEC SWMF Permit Modification; NYSDEC General Permit for Stormwater Discharge; and approval from Monroe County for the demapping (i.e., closure) of portion of Brew Road. Current Construction Status. Construction of the West Soil Borrow Area began in late 2011. The most recent construction occurring as part of the East Soil Borrow Area in the spring of 2013 includes stormwater management pond and the closure of portion of Brew Road. site plan on the backside of this fact sheet provides the layout of the permitted soil borrow areas. Reclamation. Following completion of the borrow areas, the land will be reclaimed with two permanent ponds and upland meadows.
