Call for Proposals on Targeted Analyses

Priority 2: Targeted Analyses based on User Demand

Objectives:

• Action 1: Provide evidence and knowledge based on ESPON results on strengths and weaknesses of regions/larger territories from European perspective, giving regions the option to compare themselves to other regions, thereby finding competitive advantages for development and cooperation

• Action 2: Improve usefulness of ESPON results by testing new, experimental and innovative options

• Action 3: Provide analytical support and evidence based on ESPON results on thematic priorities in cooperation with other SF Programmes

Geographical coverage of projects:

• More limited than Priority 1 with greater geographical detail

• Due to transferable character of projects entire ESPON territory benefits


A two-step procedure towards Targeted Analysis

• Submission of expressions of interest (EoI) by stakeholders (i.e. public authorities of EU27+4, partnerships of regions and/or cities). EoI’s approved by ESPON MC are basis for development of project specifications =>

• Call for proposals for targeted analyses addressed to research institutes, universities and experts with the necessary analytical capacity to carry out the analysis.

Specific role of stakeholders in Priority 2 projects

• Define content of projects and set up project specifications in cooperation with ESPON CU

• Involved in selection of team of experts

• Give guidance to Targeted Analysis (-> Steering Committee)

• Apply project results in practice and disseminate results

Call for Proposals on Targeted Analyses

Outputs:•Delivery of outputs varies depending on project’s length, usually request for:

• Inception report• Interim report• Draft final report• Final report

•Presentation of project results at certain events are foreseen for all projects (see individual project specifications)•Max. budget foreseen should cover all costs for completing the study, incl. travel expenses and attendance at meetings•One single proposal will be selected for each of the themes indicated

Project themes:

1. GROSEE – Growth Poles in South-East of Europe

2. KITCASP – Key Indicators for Territorial Cohesion and Spatial Planning

3. LIVELAND – Liveable Landscapes: A Key Value for Sustainable Territorial Development

4. LP3LP – Landscape Policy for the 3 Countries Park

5. North Sea STAR – North Sea – Spreading Transnational Results


Purpose:

•Analysis of the role of Bucharest, Sofia and Athens in the European polycentric network

•Analysis of accessibility and connectivity of these cities and the efficiency of the European transport corridors

•Identification of the main drivers for competitiveness in the three cities

•Proposal of key policies and measures that can be taken to support an emergence of a competitive area concentrated on the Bucharest – Sofia – Athens triangle

•Thorough analysis of the current situation of the three cities.

•Analysis of accessibility and connectivity of the 3 capital regions.

•Comparative analysis of drivers of competitiveness.

•Assessment of importance of metropolitan cooperation.

•Relation to land use.

•Overview of good practice of territorial governance and urban development measures.

•Maps, indicators or other evidence showing current relations between the 3 cities.

•Selection of policy measures and infrastructure projects that can contribute to improved economic development.

•Policy recommendations regarding territorial development.



Purpose:•To examine practice in the use of economic, demographic, social and environmental data to inform the development of national spatial strategies and territorial development policies in the stakeholder countries.•To identify the most suitable core set of key indicators of territorial cohesion, competitiveness and sustainable development on the basis of their relevance to national policy-making and European transferability.

Key questions are:o What are good practices on the use of data to inform territorial

policy development? How can the stakeholders make better use of ESPON data in developing their spatial policies?

o What data is needed for developing reliable key indicators, particularly for measuring territorial cohesion, competitiveness and sustainable development?

o How can indicators for different countries be compared and how can they be regularly updated and how is this to be managed?

Envisaged results:•Good practices in the use of data to inform territorial policy development;

•Recommendations on how ESPON research and data can be better used in the preparation of national spatial strategies and territorial development policies;

•Identification of key indicators of territorial cohesion, competitiveness and sustainable development;

•Guidelines on the use of ESPON data and indicators in the preparation and monitoring of spatial strategies and territorial development policies;

•Recommendations to the stakeholders on how their capacity for spatial analysis can be strengthened (addressing issues of skills, training, institutional relationships, resources and management);

•Recommendations to ESPON on national needs and taking forward work on measuring territorial cohesion, competitiveness and sustainable development.


Purpose:

•Identify good practice of integration of landscape and spatial planning;

•Define criteria for the integration of landscape and regional spatial strategies;

•Identify actions or measures which have proven success in combining landscape protection and socio-economic development;

•Analyse how available ESPON data and results could be used to reinforce the consideration of landscape as an asset for territorial development.

3. LIVELAND – Liveable Landscapes: a key value for sustainable territorial development

Main envisaged results:

•Overview of the EU policy context and possibilities for an integration of landscape planning and territorial development.

•Methodology for the analysis of good practice and benchmarking of content and procedures of landscape planning and their impact on sustainable development.

•Insight on how landscape planning relates to economic development and land use pressure.

•Overview of good practice of landscape planning methods and the way they related to regional territorial planning and development.

•Policy messages to encourage the incorporation of landscape in territorial cohesion policies.

• Understanding the interface between the landscape policy of 3LP and European policy

Objective:

• 3LP as a cross-border testing ground for improving the effectiveness of European policy, supporting Europe 2020 objectives and territorial cohesion.

Envisaged results:

•Consolidated new findings regarding the identity of the 3LP within the European context.

•Description and analysis of the core qualities and potentials of the landscape of 3LP.

•Design study and elaboration of a cross-border landscape framework.

•Elaboration of recommendations for coordinating spatial development.

•Analysis and description of relevant European policies and instruments.

•A shared cross-border landscape policy.


Purpose:

• To provide recommendations on accelerating the take-up of renewable energy technologies and supporting relevant green economic activities in the North Sea Region.

• To assess the role of cooperation projects in this process, and ascertain the added value of a project clustering approach.

• Provide deeper understanding of the NSR, the most likely future energy scenarios and the potential role of projects and clusters.

• The analysis addresses the effectiveness of regional energy policies and the relevance of transnational clustering as a tool for delivering regional development in this respect.

5. NORTH SEA STAR - North Sea - Spreading Transnational Results
