Erika Kraemer-Mbula (DPhil Oxford, MSc Sussex) Initially trained as an Economist, Erika Kraemer-Mbula holds a Masters in Science and Technology Policy by SPRU (with distinction, Science and Policy Research Unit, University of Sussex), and a doctorate in Development Studies from the University of Oxford. In her academic and professional career, Erika has adopted a cross-disciplinary approach to explore alternative development paths for African countries. Research experience Erikas research interests have focussed on Science and Technology Policy analysis, innovation systems and various routes to creating technological competencies in Africa, including public policy, technological learning and international cooperation in STI. Some of her most recent academic research posts include: Research Associate at the Institute of Economic Research on Innovation (IERI), Tshwane University of Technology, South Africa (from 2006 to present). Erika Kraemer-Mbula (DPhil Oxford, MSc Sussex)

Initially trained as an Economist, Erika Kraemer-Mbula holds a

Masters in Science and Technology Policy by SPRU (with

distinction, Science and Policy Research Unit, University of Sussex),

and a doctorate in Development Studies from the University of

Oxford. In her academic and professional career, Erika has adopted a

Research experience

Erika’s research interests have focussed on Science and Technology Policy analysis, innovation

systems and various routes to creating technological competencies in Africa, including public

policy, technological learning and international cooperation in STI. Some of her most recent

AMITAV RATH  My education and work background combines science and engineering with studies in economics, finance, statistics and management systems. I have been involved in teaching, research, consulting and management at a number of institutions. The work includes many aspects of development policy with a focus on economics, technology, innovation, energy and environment, natural resources, and enterprise development. At present I direct a consulting practice at Policy Research International and I also remain involved in teaching and research ‐ at the Institute for Economic Research on Innovation (IERI) at the Tshwane University, South Africa and also as an Adjunct Professor at the Indian Institute of Technology, Bhubaneswar. I am often involved in the study, analysis and strategy formulation in my areas of interest, in particular for planning and M&E. I have been involved as the author or co‐author of over sixty research articles, reports and books on key development challenges. I have worked for a number of international agencies on the design and evaluation of development programs. My current research interests focus on innovation and policies for energy and climate change; and for innovations that make positive impacts on poor people and I am developing an interdisciplinary teaching program that aims to link the research to the training of young engineers in India.

Professior Banji Oyelaran-Oyeyinka is a professorial Fellow in Innovation and Development, United Nations University- MERIT, Maastricht, The Netherlands and Visiting Professor, Innovation and Development, The Open University, Milton Keynes, United Kingdom. Bitrina Diyamett’s Short CV Bitrina Diyamett is a researcher and a consultant in science, technology and innovation policy. She holds an M.A Degree in Science and Technology Policy from Lund University, Sweden (1993); and a PhD in Development Studies, University of Dar es Salaam (2010). Her most recent consultancies include Innovation Systems and Cluster Initiatives: Strategic Evaluation of a Sida Portfolio (2010), with Amitav Rath of Policy Research International (PRI), Canada; and Assessment of the capacity and uptake of agricultural research in Tanzania (2011), with Andrew Coulson, University of Birmigham, Uk; funded by the International Growth Center (IGC). She served on the NEPAD’s Expert’s Working Group on Africa’s Science, Technology and Innovation Indicators (ASTII)-April -August 2005. She was subsequently co-opted by Research Policy Institute (RPI), Lund University, Sweden as a Faculty member for the training course on Africa’s Science, Technology and Innovation Indicators, organized by NEPAD in consultation with RPI. Bitrina was among the resource persons for the course on the Design and Evaluation of Science, Technology and Innovation Policies in developing Countries organized by UNU-MERIT, 22-26th February 2010, Addis Ababa, Ethiopia. Bitrina has also earned a number of publications in this field. Her recent publications include “Building Systems of Innovation in an African Context: The Cluster Initiatives Development Approach”. CURRICULUM VITAE Abdelkader DJEFLAT Email: [email protected] -Graduated from the University of Bath/ UK in 1982 where he obtained his Ph.D and was recruited as lecturer at faculty of Economics in Oran University (Algeria). He become the Dean of the Faculty of Economics in Oran University (Algeria) and was appointed full Professor in 1989 and Chairman of the Scientific Council of the Faculty the following year. He is currently Professor of Economics at the Faculté des Sciences Economiques & Sociales, at the University of Science and Technology of Lille (USTL), in France, and Director of the Post-graduate Diploma (Master/IPC) in Engineering of Decentralised Cooperation. He was Visiting Professor in several universities namely: the Université Catholique de Louvain (Belgium), the University of Lyon (France), the University of Kwansei Gakuin, (Japan) and the University of Zaragossa (Spain). He is member of the scientific Committee and Board of several international journals. Since 1994, he is the founder and Chairman of the MAGHTECH Network (Maghreb Technology) Network. Research Programme Dr Emmarold Mneney is is a Principal Agricultural Research Officer of the Mikocheni Agricultural Research Institute (MARI), Tanzania. He has a Ph.D. in biotechnology from University of London, United Kingdom and long standing research interest in the field of agricultural biotechnology. His current research interests are molecular markers, tissue culture and genetic diversity and germplasm conservation of various tropical crops including cashew, sweet potatoes, sorghum, maize, cassava, banana and tomato. He also has experience in technology transfer technologies, biosafety and innovation systems. He has worked on several collaborative programs and his current/recent research projects include: Development of community based tissue culture innovations, Development of Marker Assisted Selection (MAS) technologies to support breeding for tolerance to Aluminium (Al) toxicity in sorghum;. and Product Development Partnership (PDP) for the appropriation of knowledge and innovation in biotechnology in Tanzania.

Bengt-Åke Lundvall is professor in economics at Department of Business and Management, Aalborg University, and Special Invited Professor at Sciences Po, Paris. His research is organized around issues related to innovation systems and the role of knowledge in the economy. Claes BRUNDENIUS – Brief Resume Claes Brundenius is Honorary Professor at the Research Policy Institute (RPI), Lund University, Sweden. He holds a PhD in Economic History from Lund University. He was working as a Research Fellow at the RPI already in the 1980s. He has been a Guest Professor at Pittsburgh University and Smith College, USA. Between 1997 and 2003 he was Senior Researcher and Research Director at the Centre for Development Research in Copenhagen. His main interest is research and policy studies on the role and impact of science & technology policies and strategies in developing countries. He did his PhD dissertation (1981) on the Cuban economic and social model. His current work has focused on policy analysis of technological change and knowledge based development in developing and transition economies, notably in Latin America, China and Vietnam. Since 2007 he is also involved in STI policy analyses in Africa. He is one of the main contributors to African Innovation Outlook 2010. Earlier in his career, Claes Brundenius was employed at the Directorate for Scientific Affairs at the OECD, dealing with human resources development and technological upgrading in member countries. In the 1970s and the 1980s he spent much time in Latin America (primarily Brazil, Cuba, Chile and Peru) as researcher and advisor to governments on development strategies. He has also done numerous short-term missions for agencies such as Sida, Sarec, FAO, UNIDO,UNCTC, UNDP, Danida and Norad. April 2009 - present SIDA, STOCKHOLM, SWEDEN Research Advisor, Research Cooperation Unit (FORSK), Dep. for Global Collaboration Member of: Social Science Group at FORSK Responsible desk officer for: UN University – World Institute for Development Economics Research (UNU-WIDER) and the international research program ‘Research and Communication on International Aid (ReCom)’ coordinated by the same organisation. ReCom investigates ‘what works in international aid’. It is co-funded with Danida and investigates isues of relevance to the priories of the Swedish and Danish governments, both of which show a direct interest in the outcomes of the program. The new program ‘Innovation, Higher Education and Research for Development (IHERD)’ that looks at research and innovation policies, and best practices in university management in developing countries. The program is placed at and coordinated by the OECD, where it bridges the directorate of Science, Technology and Innovation with that of Education. The Global Network for Economics of Learning, Innovation and Competence Building Systems (GLOBELICS), a network of researcher who apply the innovation system approach to their studies of development processes. A dialogue is on-going about how to strengthen the academic knowledge base on innovation in Africa. Manage Sida’s support to the Ph.D. program at the Environment Economics Unit (EEU) at Gothenburg University, in collaboration with the Global Programs Unit, as well as an environmental economics network coordinated by the Beijer Institute. Boladale O. Abiola Adebowale, PhD

Boladale O. Abiola Adebowale is a Principal Research Officer with the National Centre for Technology Management (NACETEM), Obafemi Awolowo University, Ile-Ife, Nigeria where she just concluded her tenure as the head of the Technology Innovation and Enterprise Studies (TIES) Department. She graduated with a Doctor of Veterinary Medicine and Masters of Veterinary Science degrees from the University of Ibadan, Nigeria in 1996 and 1999 respectively. She holds a PhD degree in Technology and Innovation from University of Malaya. She specializes in innovation studies in developing economies and evidenced based policy research for development. Other interests include Industrial Clusters; SMEs; Entrepreneurial Studies; Biotechnology and Agricultural Innovation Systems. She was a core technical member of the team that reviewed the National Science and Technology Policy of the Federal Republic of Nigeria(2010-2011). Prior to joining NACETEM in 2008, she worked as the Veterinary Consultant with the International Livestock Research Institute (ILRI), Ibadan, Nigeria between 1997 and 1999. Her duties included conducting research in the areas of reproduction and health in animal agriculture as well as with pertinent policy implications. She later joined the United Nations University-INTECH (now UNU-MERIT) as Research Assistant from 2003 to February 2007 during which time she participated in several evidence based research in Systems of Innovation, SMEs, ICTs, Policy and Entrepreneurial Studies. During this period, she also participated in the Economics of Innovation PhD programme of UNU-INTECH in 2003/04. Boladale has coordinated several research projects and written reports for The World Bank, UNIDO, IDRC, ATPS, Infonomics and UNU-INTECH (now MERIT) at various times. Judi Wangalwa Wakhungu, Ph.D.

Prof. Wakhungu is the Executive Director of the African Centre for Technology Studies (ACTS) in Nairobi, Kenya. ACTS is a Nairobi-based international inter-governmental (IGO) science, technology, and environmental policy think tank that generates and disseminates new knowledge through policy analysis, capacity building, and outreach. Prof. Wakhungu’s research interests include science, technology, and innovation; agriculture and food security; biodiversity and natural resource management; energy and water security; and gender issues in science and technology. She has published widely in these fields.

Prof. Wakhungu serves on several national and international boards, task-forces,

and committees. Professor David Kaplan: BA BComm. (UCT) MA (Kent) DPhil (Sussex). Currently Professor of Business Government Relations and Professor of Economics, UCT. Professor Kaplan has a long engagement in policy oriented research and working with government in the area of industrial policy. 2000-2003, first chief economist of the Department of Trade and Industry; 2004 -2011 Chief Economist (part-time), Department of Economic Development and Tourism, Provincial Government of the Western Cape. He has had a long engagement in academic and policy work related to innovation: interalia was coordinator of the Task Team that produced the Department of Arts, Culture, Science and Technology, Green Paper on S&T, December 1996; one of four "critical readers" for the Department of Arts, Culture, Science and Technology, Draft White Paper on S&T, June 1996; Member of the DACST Appointed Panel for 5 Year Review of the CSIR. CSIR Pretoria in 2003. Member of the National Advisory Council on Innovation (NACI), Sept. 1998 – 2004; input into the Ministerial Committee on Science and Technology (2011-2012). Has been recently engaged in a number of recent projects with the World Bank which examine technology development and adaptation in South Africa and in the Southern African region. Currently engaged in a research project on developing local linkages to the mining sector in a number of African countries. Under review is a special issue of Resources Policy on this topic.

Mammo Muchie Mammo Muchie is currently SARChI professor at IERUI-Tshawne University of Technology, Pretoria, South Africa, also at DIR,Professor , Aalborg University and Senior Research Associate at SLPMTD, Oxford University, UK. He has had education from Ethiopia, USA, UK, and Russia and lectured in various universities in Holland, UK, USA, Kenya, South Africa. He has been director of research on building knowledge infrastructure by working on universities as civil society for promoting African integration at the University of Kwa-Zulu Natal, South Africa. His current research interest is to work on modes of production and modes of innovation to find conceptual tools for the development and structural transformation of Africa’s education, health, research and infrastructure and knowledge systems Africa.  Michael  Kahn  is  an  analyst  working  on  science,  education  and  innovation  policy,  and develops  instruments  for  strategy,  planning, measurement, monitoring  and  evaluation  in these fields. He has been advisor to the Minister of Education, and Ministers of Science and Technology, a Chief Director  in the Gauteng Provincial Government, education professor  in Botswana and South Africa, and Executive Director of the Human Sciences Research Council.   He now works as an independent consultant to Government and multilateral organizations, and  is Professor Extraordinaire  at  the University of  Stellenbosch.  In 2002 he  founded  the Centre  for  Science,  Technology  and  Innovation  Indicators  (CeSTII)  at  the Human  Sciences Research  Council  and  was  responsible  for  developing  South  Africa’s  official  R&D  and Innovation surveys.   Earlier  he made  seminal  contributions  to  education  development  including  the  SYSTEM recovery  initiative,  the Dinaledi  Schools  Project,  and  the  ICT  in  Education  strategy  of  the Department of Education. He also had  the opportunity  to author  the White Paper on Arts and Culture of 1996.  Regarding innovation policy he has contributed to South Africa’s Green and White Papers on Science  and  Technology,  led  the  development  of  the  National  Research  and  Technology Foresight  study,  and  authored  the  Foresight  Synthesis  Report. Other  policy  contributions include the design of the Performance Measurement System  for the Science Councils, and Flight of the Flamingoes study on mobility.    He  is currently a member of the Ministerial Committee appointed to Review South Africa’s innovation policy.  His  most  recent  assignments  include  projects  for  the  World  Bank,  UNESCO,  the  Inter‐American Development Bank, the International Social Science Council, the International Gas Union, and European Science Foundation. He works closely with  IDRC, OECD, UNESCO and the UNESCO Institute for Statistics, as well as the African Union/ NEPAD S&T initiatives.  Professor Kahn has published widely on education and  innovation policy. He serves on the Advisory Board of Research Policy,  is a member of the Academy of Science of South Africa, and a board member of the Agriculture Research Council.

Alexandre O. Vera-Cruz got his first degree on Economic Planning at the University of Havana in Cuba and his PhD in Science and Technology Research Studies from SPRU, University of Sussex. From 1990-1991 he was associated researcher of the Technological Innovation Centre at the UNAM, Mexico. From 1991 he joined the Metropolitan Autonomous University, Campus Xochimilco in Mexico City and he is professor of the Master and PhD programs in Economics and Management of Innovation. He was coordinator of studies of this program 2000-2004. He is member of the National System of Researchers in Mexico; and regular member of the Mexican Academy of Science. He is member of the Strategy and Government Board of the new University of Cape Verde, Africa. His PhD thesis hold several awards at Mexico as a thesis and after as a book. His research is focused on learning and technological capability accumulation, organizational culture and technological behaviour, and innovation policy. He has participated in several recent science and technology policy evaluations in Mexico; the most recent was the Background Report for the “Innovation Report of Mexico” by the OECD. He has published several articles, book chapters and books on these topics. He is leading a research project on innovation system of the agriculture sector at Mexico funded by Conacyt (the Mexican S&T agency).

Summary CV Dr Eric Mwangi - is a research scientist and policy advisor. He holds a PhD in Veterinary Medicine from the University of Glasgow (UK) and has published widely in scientific journals. His current portfolio includes includes - development policies and strategies including research and innovation promotion; supporting technology transfer in public and private sectors; executing STI country and regional programmes and resource mobilisation to support for ST&I programmes. He is also involved in several EU-FP7 projects on ST&I in Africa and therefore, has a good experience on initiatives related to the EU-AU Science and Technology Innovation cooperation agenda.

Prof. S.M. Wangwe is Executive Director of REPOA, a policy think tank in Tanzania.. He holds a BA degree in Economics and Statistics (first class), an MA degree in Economics, and a PhD in Economics (Supervised by Prof. Amartya Sen, Nobel Prize Winner in Economics in 1998). Professor Wangwe has thirty five years experience as a teaching and/or research development economist in Tanzania. He has authored/edited and/or co-authored 13 books and more than 70 papers in various journals the field of development economics and policy analysis published Most of the books and articles are on policy issues relating to Tanzania and at least four books and several articles are addressing Africa-wide development policy issues. The books include a winner of the Edgar Graham Prize in 1988 (on Labour and Poverty in Rural Tanzania with Paul Collier and Samir Radwan). He has participated in over 100 assignments in various areas (many of them as team leader). These include studies in economic policy and reforms, trade, regional integration, industrial development, agricultural development, poverty issues, growth and development strategies, tourism, investment, Employment, mining policy, technological development, infrastructure, finance, foreign aid, capacity development, institutional development and feasibility studies. He has working experience on projects mainly in Tanzania and other countries including Tanzania, Rwanda, Uganda, Malawi, Zambia, Botswana, Namibia, Sudan and Vietnam. He has worked as the Head of the Department of Economics and Dean of the Faculty of Arts and Social Sciences at the University of Dar es salaam, Senior Research Fellow at Institute of New Technologies of the United Nations University, Maastricht, the Netherlands, Executive Director of Economic and Social Research Foundation in Tanzania and Policy Advisor on Coordination of Reforms in the Office of the President Public Service management and Chairman and Director of Daima Associates Ltd in Tanzania.
