BIOGRAPHICAL/HISTORICAL NOTE Elisabeth Kilbourne (1932- ) was a resident and local historian in St. Francisville, West Feliciana Parish, Louisiana. Elisabeth married Stephen Plauche Dart (1935-1993), an attorney with Kilbourne & Dart after 1954. The couple were descendants of prominent families in West Feliciana Parish and East Feliciana Parish. Elisabeth Dart was a member of the Louisiana Historical Association, President of the Friends of Oakley Plantation, and cofounder of the West Feliciana Historical Society. Dart wrote about West Feliciana subjects including "Working on the Railroad: The West Feliciana Railroad, 1828-1842" for the Journal of the Louisiana Historical Association, biographies of notable figures for the Louisiana State Historical Society, and biographies for the Grace Cemetery tour, “Graveyard Tales”. For the West Feliciana Historical Society, she studied West Feliciana Parish genealogy, architecture, and history. West Feliciana Parish includes St. Francisville, historically the business and cultural district of the Parish and the capital of the Republic of West Florida, and Bayou Sara, an antebellum shipping port. Dart researched these locations and their history for various exhibits, lectures, and writings she did for the West Feliciana Historical Society. Elisabeth K. Dart moved to Portland, Oregon in the 1990s after her husband passed.

Subseries E. West Florida Rebellion, (1787-1832, 1953, 1990-1993, undated) In 1810, English speaking residents in the Spanish territory of West Florida removed Spanish authorities from the territory in a rebellion in Baton Rouge. The dissenters established a Convention and government and called the area the West Florida Republic, which included the area east of the Mississippi and Baton Rouge. The rebellion started when dissenters attacked Baton Rouge on September 23, 1810. The governor of the territory of West Florida for Spain, Governor Delassus, surrendered. The Convention of the West Florida Republic named Fulwar Skipwith governor, William C. C. Clairborne Army Commander, and the capital St. Francisville. The Convention of the West Florida Republic petitioned President Madison for annexation, but Madison believed the Republic to be part of the original Louisiana Purchase and ordered Governor William C. C. Clairborne to take possession on December 10, 1810. The West Florida Rebellion subseries (1787-1832, 1953, 1990-1993, undated) contains Dart’s research for the West Feliciana Historical Society exhibit of the same topic.
