natural watercourse and/or water resources
shall be obstructed due to any
mining
operations. Adequate measures shall
be
taken for conservation and protection of the
1st and 2nd order streams,
if any emanating
or passing through the mine lease during the
course of mining operation.

existing two dumps shall merge
into one single dump
and there shall be one external OB dump at
the end of the mine life in an area of 5.3 ha.
Proper terracing of OB dumps
shall be
carried out so that the overall slope of dump
shall not exceed 280. The Over
burden dumps
shall be scientifically vegetated with
suitable native species to prevent
erosion and surface run off.
In critical areas, use of geo
textiles shall be undertaken for
stabilization of the dump. The
entire excavated area of 23.772
ha. shall be backfilled and
reclaimed by plantation. Monitoring
and management of rehabilitated areas
shall continue until the vegetation
becomes selfsustaining.

Precautionary Measures Adopted During
Waste Disposal are as Follows: i)
The ultimate dump slope has
been maintained at 20220 with

ii) Each terrace has been maintained

inward slope of terrace.
iii) Catch drain of the individual
terrace are connected to the
garland drain outside the periphery
of dump. Catch drain preferable
made up of halt concrete
open pipes followed by settling
tanks to avoid wash offs and
have provision berms at
the outer side to reduce gully
formation due to rainwater wash offs.
(xi) Catch drains and siltation
ponds of
appropriate size shall be constructed around
the mine working, mineral and OB dump(s)
to prevent run off of water
and flow of sediments directly
into the Karo Nallah, the
Tehrai Nallah,
and other water bodies. The water
so collected should be utilized
for watering the mine area,
roads, green belt development etc.
The drains shall be regularly
desilted particularly after the
monsoon and maintained properly.

Forests and its Regional office Bhubaneswar,
the Central Ground water Authority and the
Regional Director, Central Ground
Water
Board. If at any stage, it is observed that the
groundwater table is getting depleted
due to the mining activity,
necessary corrective
measures shall be carried out.
(xvii) The project proponent shall
obtain necessary prior permission of
the
competent authorities for drawl of requisite
quantity of water (surface water and ground
water, if any) for the project.
The requisite quantity of water
has been
purchased from local PHED.
(xviii)
The project proponent shall practice suitable
rainwater harvesting measures on long term
basis and work out a detailed
scheme for rain water harvesting
in consultation with
Central Ground Water Authority and submit
a copy of the same to the
Ministry of Environment and Forests
and its Regional
Office, Bhubaneswar.

consultation with the CGWB.
(xix) Vehicular emissions shall be
kept under control and
regularly monitored. Measures shall be
taken for maintenance of vehicles
used in mining operations and
in transportation of mineral. The
mineral transportation shall be
carried out through covered trucks
only and the vehicles carrying
the mineral shall not be
overloaded.
Necessary steps have been taken to control
the vehicular emission. The vehicles that are
used in the mining operations
is covered
with tarpaulin to avoid dust generation.
(xx) No Blasting shall be
carried out after the sunset.
Blasting operation shall be carried
out only during the day time.
Controlled blasting shall be
practiced. The mitigative measures
for control of ground vibrations
and to arrest fly
rocks and boulders should
be implemented.

(xxiv) Preplacement medical examination
and periodical medical examination of
the workers engaged in the
project shall be
carried out and records maintained. For the
purpose, schedule of health examination of
the workers should be drawn and
followed accordingly.
Periodic medical examination of the workers
carried out on weekly basis and
the same will be continued.
(xxv) Provision shall be made
for the housing of construction
labour within the site with all
necessary infrastructure and facilities
such as fuel for cooking,
mobile toilets, mobile STP, safe
drinking water, medical health
care, crèche etc. The housing may be
in the
form of temporary structures to be removed
after the completion of the project.
As stated earlier, all the workers of this mine
are from the nearby villages. As the shift will
be over, they will be going
back to their respective home.
Hence, no additional housing is
required for labours. However,
necessary infrastructure made is of
temporary structures.
(xxvi) The project proponent shall
take all precautionary measures
during mining
operation for conservation and protection of
endangered fauna namely panther,
sloth bear, etc. spotted in the
study area. Action
plan for conservation of flora and fauna shall
be prepared and implemented in
consultation with the State Forest
and
Wildlife Department. Necessary allocation of
funds for implementation of the
conservation plan shall be made
and the funds so allocated
shall be included in the
project cost. A copy of Wild life conservation
plan shall be submitted to the
Regional
Office, Ministry of Environment and Forests,
Bhubaneswar.
An action plan for conservation of flora and
fauna has been prepared in
consultation with the State Forest
and Wild Life department. Funds
for Implementation of conservation
plan will be submitted @ 20,000/
per ha. after stage –I
clearance of Forest Diversion Proposal.
(xxvii) The critical parameters such
as RSPM(Particulate matter with size
less than

clearance conditions including
results of monitored data(both in
hard copies as well as by
email) to the Ministry of
Environment and Foress, its
Regional Office Bhubaneswar, the respective
Zonal Office of Central Pollution
Control
Board and the State Pollution Control Board.

status of compliance of the
environmental clearance conditions,
including results of monitored
data on their website and
shall update the same periodically.

clearance conditions and shall
also be sent to the respective
Regional Office of the Ministry
of Environment and Forests,
Bhubaneswar by email.

CONSENT TO OPERATE RENEWAL– SPECIAL CONDITIONS AND COMPLIANCES
FOR ORAHURI MANGANESE MINE OF M/S. OMM LTD.

the quarry surface run off
through natural nala.
Settling tank / check dams
to arrest
suspended particles.
No impact on ground water quality is
anticipated as no perennial drainage
channel of the area is intercepted by
the mining operations.

Check dams and check weirs
shall be constructed at appropriate
places of the mine lease area
to prevent direct flow of sediment
directly into nearby water bodies.
The surface runoff water shall
meet the prescribed standards before
disposal to outside.

Measure shall be taken for control of noise
levels below 85dBA in the work
environment.

the prescribed standards. Workers
engaged in operations of HEMM
provided with ear plugs/muffs.
Besides having acoustic enclosures for all
machine operating cabins are
provided. Periodical monitoring of
noise level of mining machines
and at some locations in the
mining site is being carried
out
with the help of noise level meter.

Ambient air quality monitoring data, noise
monitoring data and water/wastewater
quality monitoring data shall be
electronically displayed at
the entry point
of the mine or at a suitable location of the
mine.

Plantation of
trees shall be undertaken in
the colony/township, over top soil dumps,
OB dumps, back filled areas, along the side
of haul road and in other
areas of the mines not being
utilized for mining activities.
The mine shall take up avenue
plantation and plantation in nearby village
areas in consultation with
DFO/Horticulture Department. The density
of the plantation shall be
around 2500 plants per hectare.
Nursery shall also be developed
for plantation activities within the
ML area and free distribution
of seedlings to nearby villagers.
The annual statements pertaining to
the number of
trees planted, areas where plantation has
been done, survival percentage and
area in Ha. covered under
plantation shall be submitted to
the Board, every year in
prescribed format. The mine shall
take steps for fulfillment of all
the stipulations and necessary
measures to check pollution.
Green belt has already been
developed around the mine boundary,
Non
mineralized dump area and both sides of
the haul roads and Pillar no
9 to Pillar no.15 including
safety zones and mines
periphery. Till date a total of 27,800 nos.
of plants like Teak, Sisham,
Chakunda, Aam, Neem, Kasi, Amla,

Bamboo have been planted over an area
of 14hectares approximately with a
survival rate of 68%

1.0 OBJECTIVE:
The Government has been doing a number of development projects for people in rural areas. OMML
on its part has been
participating for augmenting the
quality of life of people
in mining areas
surrounding its projects and
establishments and society in
general. The purpose of these
contributing efforts would be not only
to help people by providing
facilities for health, education,
civic amenities etc. but also to create opportunities for development of skills, employment including
selfemployment and improves the standard of living.
a) Literacy / Education.
The company on behalf of the Mines has provided teachers in seven schools cater to 1250 students
spread across Koira Block. CSR
teams from OMM’s work ardently
to support the educational
requirements of the community and
schools in the neighboring region
benefiting thousands of
students from the underprivileged
section of the
society. OMM plays a pivotal role
in supporting
Government’s initiative
towards education of child
in Odisha, under
the project “Literacy”. OMML
has been trying to create a better platform to attract children to the schools; we have distributed
School bags in seventeen schools
around our mines. Under our CSR
initiatives we take up civil
repairing & maintenance of the schools. We also extend
the conveyance facility of
the children of
distant areas. Company also extends
financial help for
celebration of Ganesh Puja,
Sarswati Puja,
Independence Day and Republic Day. We also conduct inter school sports for extract the potentiality
of the child in sports &
game. Company organizes painting,
drawing, essay writing and
debate
competitions on occasion of Gandhi
Jayanti, Teacher’s day and children’s
day. Last year we had
taken the 1000 children of seven schools to Circus show. We have provided furniture to school on
their request. Company has also
constructed and taking up
the maintenance of the Anganbadi
Kendra, as on date we have constructed
two Anganwadi Kendra
(Orahuri & Podadihi) at a cost of
Rs.11.00 Lacs. Our CSR team continue to monitor all schools and distributed 1800 Health Kits (Tooth
brush, Tooth Paste and Toilet soap) to

IME) of all the work men working as envisaged under mines
rules. Orissa Manganese & Minerals Ltd. has developed Community Medical Services through
experienced Medical practitioner to provide comprehensive health services covering preventive
and curative health care services
to the community
in more than twenty neighboring villages
and patients are given medicines
free of cost. Doctors advise
children and their parents on
various health care
issues and personal hygiene. Medical camps were organized
from time to
time benefitting patients from nearby
villages and tribal areas. As
required, we provide
ambulance support to patients to hospitals at Koira and Joda. The company is also spraying and
fogging pesticides to prevent malaria
in

c) Drinking Water.
The company management has taken

yield of water have been
fixed with
submersible pump and over head
tank and in
rest hand pump have been
installed. We also
supply water through water tanker having water scarcity. We have also planned to make bore
well in all
the peripheral villages
in coming years. The company
is going to setup two water
also extend our cooperation and
engage the technicians for repairing
of tube well and
renovation of dug well in villages.

e) Women Empowerment.
Women Empowerment refers to empowering women to be selfdependent by providing them
access to all the freedoms and opportunities, which they were denied in the past only because
of their being women. In a
specific sense, women empowerment
refers to enhancing their
position in the power
structure of the society.

means that the women have the power or capacity to regulate their day to day
lives in the
social, political and economic terms.
