(iv) The environmental clearance is subject to approval of the State Land use Department, Government of Orissa for diversion of agriculture land for non‐agricultural use, as may be applicable to this project.

The topography of the area is undulated and hilly at an elevation above mean sea level ranging from 595m to 620m. The ultimate working depth of mine will be restricted up to 590m AMSL. The ground water table is at 565m AMSL. The Mine Working will not intersect the ground water table.

(viii) The project proponent shall ensure that no natural watercourse and/or water resources shall be obstructed due to any mining

(x) The over burden (OB) generated during the mining operations shall be stacked at earmarked dump site(s) only and it should not be kept active for a long period of time and their phase‐wise stabilization shall be carried out. Back filing shall commence from the 6th year onwards. The existing two dumps shall merge into one single dump and there shall be one external OB dump at the end of the mine life in an area of 5.3 ha. Proper terracing of OB dumps shall be carried out so that the overall slope of dump shall not exceed 280. The Over burden dumps shall be scientifically vegetated with suitable native species to prevent erosion and surface run off. In critical areas, use of geo textiles shall be undertaken for stabilization of the dump. The entire excavated area of 23.772 ha. shall be backfilled and reclaimed by plantation. Monitoring and management of rehabilitated areas shall continue until the vegetation becomes self‐sustaining. Compliance status shall be submitted to the Ministry of Environment & Forests and its Regional Office located at Bhubaneswar on six monthly basis.

Precautionary Measures Adopted During Waste Disposal are as Follows: ‐ i) The ultimate dump slope has been maintained at 20‐220 with individual terrace slopes not exceeding 370.

ii) Each terrace has been maintained inward slope with catch drain at the inward slope of terrace.

iii) Catch drain of the individual terrace are connected to the garland drain outside the periphery of dump. Catch drain preferable made up of halt concrete open pipes followed by settling tanks to avoid wash offs and have provision berms at the outer side to reduce gully formation due to rainwater wash offs.

iv) As retreating method of dumping has been proposed for dump stabilization dead terraces have to be planted also dump slopes from third year onwards.

(xi) Catch drains and siltation ponds of appropriate size shall be constructed around the mine working, mineral and OB dump(s)

(xii) Dimension of the retaining wall at the toe of over burden dumps and the OB benches within the mine to check run‐off and siltation shall be based on the rain fall data.

(xv) The project authority should implement suitable conservation measures to augment ground water resources in the area in consultation with the Regional Director, Central Ground Water Board.

The periodic monitoring [ (at least four times in a year – pre ‐ monsoon(April‐May), monsoon(August), post ‐ monsoon(November) and winter(January); once in each season) ] shall be carried out in consultation with the State Ground Water Board/ Central Ground Water Authority and the data thus collected may be sent regularly to the Ministry of Environment and Forests and its Regional office Bhubaneswar,

(xviii) The project proponent shall practice suitable rainwater harvesting measures on long term basis and work out a detailed scheme for rain water harvesting in consultation with Central Ground Water Authority and submit a copy of the same to the Ministry of Environment and Forests and its Regional Office, Bhubaneswar.

Rainwater harvesting measures have been planned and implemented in consultation with the CGWB.

(xix) Vehicular emissions shall be kept under control and regularly monitored. Measures shall be taken for maintenance of vehicles used in mining operations and in transportation of mineral. The mineral transportation shall be carried out through covered trucks only and the vehicles carrying the mineral shall not be overloaded.

Necessary steps have been taken to control the vehicular emission. The vehicles that are used in the mining operations is covered with tarpaulin to avoid dust generation.

(xx) No Blasting shall be carried out after the sunset. Blasting operation shall be carried out only during the day time. Controlled blasting shall be practiced. The mitigative measures for control of ground vibrations and to arrest fly rocks and boulders should be implemented.

(xxi) Drills shall either be operated with dust extractors or equipped with water injection system.

(xxiii) Sewage treatment plant shall be installed for the colony. ETP shall also be provided for the workshop and wastewater generated during mining operation.

All the workers engaged in the mine area from the nearby villages. Only two/three staffs residing in the camp. As such sewage treatment plant is not necessary. Further, there is no workshop within the lease area. Koira is approx. 10 km from the site. Rest of the time machineries maintenance is done at Koira. As such ETP is not required.

(xxiv) Pre‐placement medical examination and periodical medical examination of the workers engaged in the project shall be carried out and records maintained. For the purpose, schedule of health examination of the workers should be drawn and followed accordingly.

Periodic medical examination of the workers carried out on weekly basis and the same will be continued.

(xxv) Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

As stated earlier, all the workers of this mine are from the nearby villages. As the shift will be over, they will be going back to their respective home. Hence, no additional housing is required for labours. However, necessary infrastructure made is of temporary structures.

(xxvi) The project proponent shall take all precautionary measures during mining operation for conservation and protection of endangered fauna namely panther, sloth bear, etc. spotted in the study area. Action plan for conservation of flora and fauna shall be prepared and implemented in consultation with the State Forest and Wildlife Department. Necessary allocation of funds for implementation of the conservation plan shall be made and the funds so allocated shall be included in the project cost. A copy of Wild life conservation plan shall be submitted to the Regional Office, Ministry of Environment and Forests, Bhubaneswar.

An action plan for conservation of flora and fauna has been prepared in consultation with the State Forest and Wild Life department. Funds for Implementation of conservation plan will be submitted @ 20,000/‐ per ha. after stage –I clearance of Forest Diversion Proposal.

(xxvii) The critical parameters such as RSPM(Particulate matter with size less than

10 micron i.e., PM10) and NOx in the ambient air within the impact zone, peak particle velocity at 300m distance or within the nearest habitation, whichever is closer shall be monitored periodically. Further, quality of discharged water shall also be monitored [(TDS, DO, PH and Total Suspended Solids (TSS)]. The monitored data shall be uploaded on the website of the company as well as displayed on a display board at the project site at a suitable location near the main gate of the company in public domain. B. GENERAL CONDITIONS

(i) No change in mining technology and scope of working should be made without prior approval of the Ministry of Environment & Forests.

Location of the stations should be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets and frequency of monitoring should be undertaken in consultation with the State Pollution Control Board.

(vi) Measures should be taken for control of noise levels below 85 dBA in the work environment. Workers engaged in operations of HEMM, etc. should be provided with ear plugs/muffs.

It is an opencast, semi‐ mechanized method, surface mine with limited machinery. Workers engaged in operations of HEMM provided with ear plugs/muffs. Besides having acoustic enclosures for all machine operating cabins are provided. Periodical monitoring of noise level of mining machines and at some locations in the mining site is being carried out with the help of noise level meter.

(vii) Industrial waste water (workshop and waste water from the mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December, 1993 or as amended from the time to time. Oil and grease trap should be installed before discharge of workshop effluents.

There is no generation of industrial waste water. In the lease area there is no workshop. Maintenance of machineries and vehicles done at Koira, 10 Km from the mine site.

(viii) Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects. Occupational health surveillance program of the workers should be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed.

(ix) A separate environmental management cell with suitable qualified personnel should be set‐up under the control of a Senior Executive, who will report directly to the Head of the Organization.

We will extend all our co‐operation during any such inspections by the Authority.

(xiii) The project proponent shall submit six monthly report on the status of the implementation of the stipulated environmental clearance conditions including results of monitored data(both in hard copies as well as by e‐mail) to the Ministry of Environment and Foress, its Regional Office Bhubaneswar, the respective Zonal Office of Central Pollution Control Board and the State Pollution Control Board. The proponent shall upload the status of compliance of the environmental clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the Regional Office of the Ministry of Environment and forests, Bhubaneswar, the respective Zonal Officer of Central Pollution Control Board and the State Pollution Control Board.

The following measures are undertaken to stabilize the dump and for the arrest of wash‐offs: 1) Segregation of materials. 2) Water sprinkling. 3) Regular compaction. 4) Terracing at the dead end. 5) Construction of check dam.

6) Development of garland drain. 7) Construction of settling tank.

(xiv) A copy of clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parisad/Municipal Corporation, Urban Local Body and the local NGO, if any, from whom suggestion / representations, if any, were received while processing the proposal. The clearance letter shall also be put on the website of the company by the proponent.

(xv) State Pollution Control Board should display a copy of the clearance letter at the Regional office, District Industry Centre and the Collector’s Office/Tehsildar’s Office for 30 days.

(xvi) The environmental statement for each financial year ending 31st March in Form‐V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of the compliance of environmental clearance conditions and shall also be sent to the respective Regional Office of the Ministry of Environment and Forests, Bhubaneswar by e‐mail.

(xvii) The project authorities should advertise at least in two local newspapers widely circulated, one of which shall be in the vernacular language of the locality concerned, within 7 days of the issue of the clearance letter informing that the project has been accorded environmental clearance and a copy of the clearance letter is available with the State Pollution Control Board and also at website of the Ministry of Environment and Forests at http://envfor.nic.in and a copy of the same should be forwarded to the Regional Office of this Ministry located Bhubaneswar.

The Environmental clearance letter has been advertised in two local news papers namely The New Indian Express on 02.11.2011 and Oriya Daily News paper Dharitri on 02.11.2011.

ANNEXURE‐I CONSENT TO OPERATE RENEWAL– SPECIAL CONDITIONS AND COMPLIANCES

The intercalated waste and overburden from proposed quarry will be dumped at proposed earmark dump area as per approved Scheme of Mining.

The project proponent shall ensure that no natural water course and/or water resources are obstructed due to any mining operations.

In the lease area there is no workshop. Maintenance of machineries and vehicles will be at Koira, 15 Km from the mine site. As such ETP is not required. The impact of opencast mining operations on surface water is mainly due to wash off from dumps and soil erosion from mines and roads. As the area lies on the top of the hill and the rainfall is good in this region, adverse impact due to the above factors is anticipated. Therefore the following measures are proposed to be taken up:

Garland drains around the quarry and dump site which will block the quarry surface run off through natural nala.

Settling tank / check dams to arrest suspended particles.

No impact on ground water quality is anticipated as no perennial drainage channel of the area is intercepted by the mining operations.

Check dams and check weirs shall be constructed at appropriate places of the mine lease area to prevent direct flow of sediment directly into nearby water bodies. The surface runoff water shall meet the prescribed standards before disposal to outside.

Catch drains and siltation ponds around quarry and over burden dumps has been constructed to prevent run‐off of water and flow of sediments directly in to the Karo nala, Tehrai nala and other water bodies. The water collected is being used for watering the mine areas, road and greenbelt development.

13.

Retaining wall shall be constructed at the toe of topsoil dump and OB dump. Garland drain shall be constructed around the topsoil dumps, over burden dumps and mineral stack yards terminating at settling pit to prevent run off of water and flow of sediments directly into nearby water bodies. Garland drain and sedimentation pit shall be de‐silted after monsoon or as and when required. The discharge quality shall meet the standard prescribed of the Board.

Proper quantification of surface runoff and other wastewater generated in the mine shall be done and data shall be furnished to the Board by May‐2014.

Since the mining area is in hilly terrain no accumulation of water in the quarry is expected. The impact of mining excavation on the hydrography of the area is practically nil. No liquid effluent is generated during mining, which may pollute the surface or ground water of the area. Proper quantification of surface runoff and other wastewater generation in the mine will be done accurately during monsoon and the data will be furnished to the Board accordingly.

15.

Regular water sprinkling shall be carried out in critical areas of air pollution such as around crushing and screening plant, if any. Water sprinkling shall be carried out on haul roads by installation of fixed auto water sprinkling system and shall be operated at desired interval. Haulage roads shall be devoid of ruts and potholes and shall be maintained properly to avoid generation of dust during movement of vehicles.

Water sprinkling in the haul road, dumping ground and on transporting area has been regularly carried out twice daily.

16.

Fixed auto sprinklers shall be provided on the approach roads from mines to raw material handling & product handling area to prevent the generation of dust to be air borne.

Water sprinkling in the haul road, dumping ground and on transporting area is being carried out twice daily by engaging 2 nos. of water tankers having capacity of 10 KL for dust suppression. Haul roads are maintained properly in order to avoid generation of dust during movement of vehicles.

17.

At least four Ambient Air Quality Monitoring Stations shall be established in core zone and buffer zone for monitoring of RSPM(PM10) and location of the stations shall be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with the Regional officer, State Pollution Control Board.

Six nos. of ambient Air Quality Monitoring Stations has been established and location of the stations was decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with the Regional officer, State Pollution Control Board.

18.

Monitoring of Ambient Air Quality and fugitive dust emission of the mine shall be done twice in a week (24 hourly) at a particular site and data shall be submitted to the state pollution control Board, once in six months.

Ambient air quality monitoring is being carried out through third party in core & buffer zone for RPM, SPM, SO2 and NOx. And Collected data is being regularly submitted to the Ministry’s Regional Office at Bhubaneswar and to the State Pollution Control Board/Central Pollution

Control Board once in six months.

Six monthly environmental clearance compliances are been submitted to the Ministry’s Regional Office at Bhubaneswar.

19.

It shall be ensured that the Ambient Air Quality Parameters conform to the norms prescribed in the consent order.

The monitoring of the said parameters like ambient air quality and water quality Parameters carried out regularly and it conforms to the norms prescribed for Industrial Area.

20.

Regular monitoring of water quality of upstream and downstream of the nearby water bodies if any shall be carried out and record shall be maintained and submitted to the State Pollution control Board once in every year.

Regular monitoring of water quality is being carried out for both upstream and downstream of Karo nallah & Teharei Nallah.

The data is being maintained regularly and submitted to concerned authorities in time.

21.

Measure shall be taken for control of noise levels below 85dBA in the work environment.

Adequate measures have been taken for control of noise levels below the prescribed standards. Workers engaged in operations of HEMM provided with ear plugs/muffs. Besides having acoustic enclosures for all machine operating cabins are provided. Periodical monitoring of noise level of mining machines and at some locations in the mining site is being carried out with the help of noise level meter.

22.

Ambient air quality monitoring data, noise monitoring data and water/wastewater quality monitoring data shall be electronically displayed at the entry point of the mine or at a suitable location of the mine.

Monitoring/analysis data of ambient air, wastewater and noise has been carried regularly and displayed at Manual display board installed near the main gate. The electronic display system is under process and it will install very soon.

23.

Plantation of trees shall be undertaken in the colony/township, over top soil dumps, OB dumps, back filled areas, along the side of haul road and in other areas of the mines not being utilized for mining activities. The mine shall take up avenue plantation and plantation in nearby village areas in consultation with DFO/Horticulture Department. The density of the plantation shall be around 2500 plants per hectare. Nursery shall also be developed for plantation activities within the ML area and free distribution of seedlings to nearby villagers. The annual statements pertaining to the number of trees planted, areas where plantation has been done, survival percentage and area in Ha. covered under plantation shall be submitted to the Board, every year in prescribed format. The mine shall take steps for fulfillment of all the stipulations and necessary measures to check pollution.

Green belt has already been developed around the mine boundary, Non‐mineralized dump area and both sides of the haul roads and Pillar no 9 to Pillar no.15 including safety zones and mines periphery. Till date a total of 27,800 nos. of plants like Teak, Sisham, Chakunda, Aam, Neem, Kasi, Amla, Acasia & Bamboo have been planted over an area of 14hectares approximately with a survival rate of 68% in consultation with the forest department.

24.

The mine shall take steps for fulfillment of all the stipulations and necessary measures to check pollution.

Mining operation is subject to availability of all other statutory clearances required under relevant Acts/Rules and fulfillment of required procedural formalities.

The mine shall submit a declaration by 30th April every year that all pollution control systems are in good condition, operated and ambient air quality as well as wastewater quality conform to the prescribed standards.

A. PERIPHERAL DEVELOPMENT ACTIVITIES BY M/S. ORISSA MANGANESE & MINERALS

LIMITED.

1.0 OBJECTIVE:

The Government has been doing a number of development projects for people in rural areas. OMML

on its part has been participating for augmenting the quality of life of people in mining areas

surrounding its projects and establishments and society in general. The purpose of these

contributing efforts would be not only to help people by providing facilities for health, education,

civic amenities etc. but also to create opportunities for development of skills, employment including

self‐employment and improves the standard of living.

Various significant peripheral development activities undertaken by OMML are as follows.

c) Drinking Water.

d) Rehabilitation/ Resettlement.

e) Women Empowerment.

f) Employment Opportunities

g) Recreational Activities.

h) Agricultural and Infrastructural Development.

2.0 SIGNIFICANT PERIPHERAL DEVELOPMENT ACTIVITIES:

a) Literacy / Education.

The company on behalf of the Mines has provided teachers in seven schools cater to 1250 students

spread across Koira Block. CSR teams from OMM’s work ardently to support the educational

requirements of the community and schools in the neighboring region benefiting thousands of

students from the underprivileged section of the society. OMM plays a pivotal role in supporting

Government’s initiative towards education of child in Odisha, under the project “Literacy”. OMML

has been trying to create a better platform to attract children to the schools; we have distributed

School bags in seventeen schools around our mines. Under our CSR initiatives we take up civil

repairing & maintenance of the schools. We also extend the conveyance facility of the children of

distant areas. Company also extends financial help for celebration of Ganesh Puja, Sarswati Puja,

Independence Day and Republic Day. We also conduct inter school sports for extract the potentiality

of the child in sports & game. Company organizes painting, drawing, essay writing and debate

competitions on occasion of Gandhi Jayanti, Teacher’s day and children’s day. Last year we had

taken the 1000 children of seven schools to Circus show. We have provided furniture to school on

their request. Company has also constructed and taking up the maintenance of the Anganbadi

Kendra, as on date we have constructed two Anganwadi Kendra (Orahuri & Podadihi) at a cost of

Rs.11.00 Lacs. Our CSR team continue to monitor all schools and distributed 1800 Health Kits (Tooth

brush, Tooth Paste and Toilet soap) to inculcate the sense of Good Health. Company has provided

Text, Reference & other Books worth sixty thousand to start the library facility at Koira College.

b) Health Care Facilities.

The company management is committed to provide comprehensive & preventive health

services to the workmen working in mines. To achieve this goal company has given

appointment to one experienced MBBS doctor and two pharmacists to cater the medical

services in mines and patients are given medicines free of cost. The company has provided

ambulance support to referral and accident victims to shift them to hospitals at Koida or to

CESS Hospital Joda. The doctor & team at site have conducted a series of health awareness

programs to make the people health conscious. The doctor from CESS welfare Department is

also visit the mines to provide medical facilities once in a week. The company is also conducting

medical check‐up under (PME & IME) of all the work men working as envisaged under mines

rules. Orissa Manganese & Minerals Ltd. has developed Community Medical Services through

experienced Medical practitioner to provide comprehensive health services covering preventive

and curative health care services to the community in more than twenty neighboring villages

and patients are given medicines free of cost. Doctors advise children and their parents on

various health care issues and personal hygiene. Medical camps were organized from time to

time benefitting patients from nearby villages and tribal areas. As required, we provide

ambulance support to patients to hospitals at Koira and Joda. The company is also spraying and

fogging pesticides to prevent malaria in the area. List of villages cover under mobile Medical

unit.

The company management has taken to provide safe drinking water to the people living in

villages around the mines as a challenge. To fulfil this obligation towards the society, the

company has made so far some twelve Bore wells in different villages to provide safe & pure

drinking water. The bore well was made having high yield of water have been fixed with

submersible pump and over head tank and in rest hand pump have been installed. We also

supply water through water tanker having water scarcity. We have also planned to make bore

well in all the peripheral villages in coming years. The company is going to setup two water

Purification unit of 2000ltrs per day capacity (under construction) for supply of pure water. We

also extend our cooperation and engage the technicians for repairing of tube well and

renovation of dug well in villages.

on 10 decimal plots. The colony has been provided with water supply, road, drain, street lights,

School & Anganbadi Kendra.

e) Women Empowerment.

Women Empowerment refers to empowering women to be self‐dependent by providing them

access to all the freedoms and opportunities, which they were denied in the past only because

of their being women. In a specific sense, women empowerment refers to enhancing their

position in the power structure of the society. The word women empowerment essentially

means that the women have the power or capacity to regulate their day‐ to‐ day lives in the

social, political and economic terms.

passing out students.

• Self employment training program on Phenyl making, Revolving fund and

training material support.

• Observation of International Women's Day in association with Women & Child

Development Dept., Govt. of Orissa.

• Participate in Pallishree mela & Soubhagyabati Yojna Monthly honorarium for

Lady trainer for self employment training programme.

The company is committed and follows the “Child Labour Rules ” as such, we do not employ

people below the age of 18 in mines directly or indirectly.

Besides doing various developmental activities OMML engages itself in creating a platform

for recreation of the local people of the surrounding villages of the mine site.
