SEISMIC RISK ASSESSMENT

A. Micro zonation Mapping for cities:

CDMP conducted seismic micro zonation mapping for Dhaka,Chittagong and Sylhet during Phase I.

CDMP II has scaled up this micro zonation mapping in Dinajpur,

Rangpur, Rajshahi, Tangail & Mymensingh.

These maps will determine the vulnerability factor for all infrastructure, building,

communication networks, life line, gas, electricity and water supply.

Developed detailed building and infrastructures inventory databaseof Dhaka and Chittagong City corporation areas (50 wards).

Developed Geo Dynamic model of Bangladesh.

Active fault mapping and modeling.

B. Risk Integrated Development Plan

Risk Integrated Development Plan development is in progress for

Mymensingh district through Urban Development Directorate(UDD) .

This plan will cover the structural plan, urban/rural area plan, Action area plans

and Disaster Management plans.

Mymensingh district was selected as a pilot basis since the major fault line of

the country crosses this district.

C. Earthquake Contingency Plan

National Earthquake Contingency Plan has beendeveloped figuring:

• Nine operations clusters focusing the command

and coordination operations

• Search, rescue and evacuation operations

• Health services

• Relief services• Shelter, water supply, sanitation and hygiene

• Restoration of urban services

• Transport

• Security and welfare services.

Four tier (National, City, Ward and Agency)

earthquake contingency plan developed to:• Identify the key resources to respond to the

emergencies

• Build and train emergency response team

• Restore urban services for meeting the immediate

needs.

CDMP II conducted sub soil investigation

and as built structural/foundation as well as

architectural drawing in partnership with

Public Works Department (PWD) to assess

seismic risk and developing retrofittingdesign of 3 major buildings in Dhaka.

These buildings include Dhaka Medical College

Hospital, Bangladesh Secretariat Building 4

(MoDMR) and Secretariat Building 1 (PrimeMinister’s Office)

CAPACITY BUILDING

A. Urban Community Volunteers

To further strengthen the emergency response in the country CDMPtrained more than 26,465 urban community volunteers on search and

rescue operations

Trained 59 community based volunteers for disseminating landslide

early warning messages

Trained 430 secondary and 1,500 primary School teachers on

earthquake safetyB. Training of Govt. Officials and Mayors:

20 Senior and mid level Officials of FSCD trained abroad on SAR

Operation.

131 Municipal Mayors completed 7th Batch of training on Local

Government –Self Assessment Tools (LG-SAT)

C. Training of construction workers CDMP trained 1,940 construction (masons, bar binders and local

contractors) workers on safety construction

D. Training of Imams

CDMP is in the process of training 600 imams on earthquake risk

reduction

CAPACITY BUILDING (CONT.)

Equipment Support

• Heavy equipment (viz crane, pilot transporter, bull dozer,excavator, forklift, emergency light, light equipment such as

camera, airlifting bags, rescue jack, two wheeler water mist

system etc worth BDT 18 crore) have been handed over to

FSCD through DDM.

• 10 Model Fire Stations with highly specialized SAR equipment

establishment is in progress.• Seismometer, 30 accelerometer provided to Geological Survey

of Bangladesh (GSB).

School Earthquake Safety Drills

• CDMP Conducted earthquake drills in 12,000 secondary and

30,000 primary schools all over the country .

• This earthquake drills are a continuous process and conducted

twice a year especially in the Earthquake Prone cities of the

country.

• CDMP also procured drill items for 1,168 schools

POST-EARTHQUAKE RECONSTRUCTION

CDMP has strengthen retrofitting capacity of Public Works

Department (PWD) of the Government by envisioning the pre

and post disaster retrofitting works.

This particular area received less attention as there were no such

event took place, however CDMP has adopted Build Back Better

approaches in some of it’s intervention areas such as Disaster

Resilient Habitat.

Build on the success CDMP achieved, World Bank is initiating

Bangladesh Urban Resilience Project to Strengthen Capacity,

enforcement of building code, and better construction practices.

LESSON LEARNT AND WAY FORWARD

Lessons LEARNED

Demonstrate retrofitting and introduce motivation programme of retrofitting through municipalityleadership

Assessment of firefighting strength, the capacity of hospitals and other medical centers to deal with

large casualties, Assessment of doctors, nurses and other technical personnel, and the medical and

equipment stock

Better coordination of capacity-building and institutional strengthening is required between

emergencies, rather than just during the disaster phase itself.

Capacity of existing blood banks, development of large blood donors group with contact details Assessment of rescue equipment stock and their usability at the time of response

Provide Training to the Engineers, Urban Planners, Geologist, Sociologist, Geographers and other

related professionals about integration of Risk Assessment Results into Building Construction Practice

More intensive policy advocacy towards risk integrated development planning.

Way FORWARD

Effective collaboration between governments and NGOs to increase the impact of earthquakepreparedness programme

Establishment of a interactive GIS based Urban Hazard and Vulnerability mapping web portal.

Review of existing national, regional and local level land use policy and building by-laws of Bangladesh

Review the current process of land use planning practices and application of by-laws of the selected

municipalities
