Single Electronic Access Point for submission of customs declaration (CD):enable to submit CD between MS via splitting the place of

submission of e-CD and the place of acceptance & processing of e-CD & release of goods into customs procedure

Declarant can choose the most suitable way for submission of e-CD from offered SEAP (web. interface, web. application, EDI application, etc.)

standardised conditions for submission of e-CD in all MS = common communication between SEAP and relevant MS (amendment to CCIP)

New regulations are not necessary for implementation, but, harmonisation of common communication with SEAP and data standardisation of CD are necessary

Centralised Customs Clearance

Splitting to the place of acceptance of Customs declaration and to the place of submission of goods and their control (national & international level)

Necessary co-operation of concerned Customs Offices and concerned Customs Administrations

When the agreement of both COs is reached the authorisation could be issued (simplified procedure of authorisation for AEO status holder)

Solution for splitting of 25% of collected duty between 2 MS is not found for the time being

Necessary change of EU legislation (Art. 201 CCIP)
